B. RESPONSIBILITIES, QUALIFICATIONS AND CLASSFICATIONS OF PERSONNEL B.1 PROJECT MANAGEMENT TEAM 1.0 Onshore supports of Project Management Team, comprising Project Manager, Project Engineer, and HSE Engineer.

1.1

Project Manager The person shall posses a recognised Degree in Engineering and have at least ten (10) years of working experience in oil and gas, preferably in construction, engineering and maintenance of offshore topside and pipeline/subsea of offshore platform, chemical plants, petroleum refineries, gas compression facilities, water treatment plants or other related petroleum plant, with experience in completing twenty (20) successful projects and have at least five (5) years experience as Project Manager managing project, in similar area The person shall be the CSOS's Representative responsible for the overall in charge of the conduct of the operations to be performed by his team and shall liaise with the PETRONASs Representative on all matters pertaining to the SCOPE OF WORKS. The person shall be thoroughly conversant with the SCOPE OF WORKS. The person shall coordinate all activities and ensure that all CONTRACTUAL RESOURCES, which defined as equipment, tools, consumable, personnel, spread that need to be provided by CSOS and applicable for SCOPE OF WORKS of this CONTRACT, under his charge are utilised in the most safe and efficient way so as to satisfy the specific requirements of the SCOPE OF WORKS. The person shall ensure that all CSOSS EQUIPMENT is properly maintained and maintenance records are kept. The person shall be Malaysian and preferably Bumiputera.

Project Engineer The person shall posses a recognised Degree in Engineering and have at least five (5) years of working experience in oil and gas, preferably in Installation and subsea of offshore platform, chemical plants, petroleum refineries, gas compression facilities, water treatment plants or other related petroleum plant, with experience in completing ten (10) successful projects and have at least three (3) years experience as Project Engineer, in similar area.

The person shall be responsible for the daily operations performed by his team and shall liaise with the Project Manager on all matters pertaining to the SCOPE OF WORKS. The person shall be thoroughly conversant with the SCOPE OF WORK and the person shall have minimum ten (10) projects experience. The experiences in planning methods including critical path programmes are added advantage. Sufficient proficiency required with microcomputer system on project planning and scheduling applications. The person shall coordinate all activities, preparation of work pack, reviewing inspection reports and ensure that all CONTRACTUAL RESOURCES under his charge are utilised in the most safe and efficient way to satisfy the specific requirements of the SCOPE OF WORKS. The person shall ensure that all CSOSS EQUIPMENT is properly maintained and maintenance records are kept. The person shall be Malaysian and preferably Bumiputera. 1.3 HSE Engineer The person shall have Degree in engineering with at least eight (8) years experience and have at least three (3) years experience as HSE Engineer preferably in construction, engineering and maintenance of offshore topside and pipeline/subsea facilities in oil and gas.

The person shall have at least three (3) years experience in managing CSOSs HSE. The person shall also have experience in the SCOPE OF WORKS related activities and knowledge of safety procedures. The person shall possess minimum of degree level from a recognized tertiary institution (Mechanical, Electromechanical, Civil or Structural) and shall be a member and possess NIOSH Certificate or equivalent (Green book). The person shall be familiar with all aspects of the SCOPE OF WORKS. 1.4 QA/QC Engineer The person shall posses a recognised Degree in Engineering and have at least six (6) years of working experience in oil and gas, preferably in installation and construction of onshore/offshore platform, chemical plants, petroleum refineries, gas compression facilities, water treatment plants or other related petroleum plant. The person must have at least three (3) years of experience in the position or equivalent functions. The person shall possess knowledge of quality assurance and quality control aspects of work execution. The person shall be able to develop the Quality Assurance Plan and ensure its implementation. The person must be conversant will all codes and standard pertaining to quality in oil and gas installation and construction work. The person shall be Malaysian and preferably Bumiputera. 1.5 Technical Assistant The person shall have at least three (3) projects experience in the work. Sufficient proficiency required with microcomputer system on project planning and scheduling applications. Knowledge of computerized project planning/scheduling/management programmes would be an advantage. Academic qualifications to a minimum of certificate level from a recognized tertiary institution (Mechanical, Electrical, Electronic and Civil) and/or approved by PETRONAS. The person shall be familiar with all aspects of Reporting system. The Technical Assistance shall be Malaysian. 2.0 Onshore dedicated support personnel specific to support Project Management Team, which comprising HSE Manager, QA/QC Manager, Logistic/Procurement Executive and Document Controller. These shall also include but not be limited to draughtmans, technical clerk, administrator/document controller, reporting, secretarial and computing staff. The personnel shall meet minimum qualification as follows: 2.1 HSE Manager The person shall have Degree in engineering with minimum ten (10) years experience in oil and gas and have at least three (3) years experience as HSE Manager preferably in construction, engineering and maintenance of offshore topside and pipeline/subsea facilities in oil & gas. The person shall possess minimum of degree level from a recognized tertiary institution (Mechanical, Electromechanical, Civil or Structural) and shall be a member and possess NIOSH Certificate (Green book). The person shall be familiar with all aspects of the SCOPE OF WORKS. 2.2 QA/QC MANAGER Has at least a degree holder in Engineering with a minimum ten (10) years overall working experiences in engineering and construction of onshore/offshore oil and gas facilities and/or petrochemical plants. Must have at least eight (8) years hands-on engineering /fabrication QA experience.

He should be familiar with welding, non- destructive testing and relevant Codes and Standards. He should be able to plan, organize, co-ordinate and delegate the workforce for the execution of quality control and inspection. 2.3 Logistic/Procurement Executive The person should possess a recognised degree / diploma in relevant engineering or Business administration and have at least three (3) years of working experience in oil and gas, preferably in logistic or procurement activities for onshore and offshore constructions, chemical plants, petroleum refineries, gas compression facilities, water treatment plants or other related petroleum plant. The person must have at least five (5) years experience in the position or equivalent The person shall be knowledgeable in all aspects of logistic and procurement process including transportation, customs requirement, purchase inquiry, evaluation of suppliers/CSOSs bid, issuance of purchase/service order, expediting and material receiving inspection. The person should be familiar with shipping & custom documents and material tracking record. 2.4 Administrator/Document Controller The person shall possess numerical skills and working experience in marine or oil and gas industry. Demonstrate proficiency with computer application software such as Microsoft and lotus. The person is responsible for assisting Petronas Carigalis Site Representative in terms of managing clerical and files matter, correspondence, logistic communication and etc. The person also responsible for managing CSOSSs document control process including the maintenance and continuous update of a Master Document Register. The person shall be Malaysian and preferably Bumiputera. 2.5 Draughtsman The person shall have at least five (5) years experience in construction activities in installation, subsea, hook-up and topside major maintenance as a draughtsman. The person must be knowledgeable in latest addition of drawing aided computerised application i.e. AutoCad latest version. The person shall be Malaysian and preferably Bumiputera.

Safety Officer The person must be DOSH registered and shall have at least six (6) years of working experience in supervision of safety aspects in oil and gas construction activities related to onshore/offshore platforms, chemical plants, petroleum refineries, gas compression facilities, water treatment plants or other related petroleum plant. The person must have a minimum of three (3) years of experience in the position or equivalent functions. The person must possess knowledge of requirements pertaining to safety stipulated by government or other authorities. The person must be able to implement safety related programs at jobsites. The knowledge of investigation and reporting is mandatory. The person must have passed a professional safety course or equivalent recognised by PETRONAS as follows: NIOSH (National Institute of Occupational Safety & Health) - DIPSM (Diploma in Safety Mgt, UK) - CSO (Cert Safety Personnel, USA)

B.2

KEY PERSONNEL Key personnel that will perform the SCOPE OF WORKS which comprising Operation/Field engineer, Site Supervisor. Mechanic and Operating. The dedicated personnel shall meet minimum qualification as follows: 1.0 Operation/Field Engineer The Operation/Field Engineer shall be the person in overall charge of the SCOPE OF WORKS at the WORK SITE. The person shall be responsible to ensure that all operations are carried out in accordance with the specified procedures, the PETRONAS Technical Specifications and set forth in the CONTRACT. The Operation/Field Engineer shall work closely with the PETRONASs Site Representative to ensure timely completion of all SCOPE OF WORKS ordered by PETRONAS. During an operation, the Operation/Field Engineer shall monitor progress, brief and debrief the operations team, update instructions as to the SCOPE OF WORKS and keep the PETRONASs Site Representative advised of the progress of the SCOPE OF WORKS at all times. The Operations Engineer shall be responsible for ensuring that proper records are maintained and that all required reports are prepared accurately and submitted in timely manner to the PETRONASs Site Representative for approval. The person should possess a recognised degree in engineering with minimum three (3) to five (5) years experience in oil and gas, preferably in operation, construction, engineering, and maintenance of offshore topside and pipeline/subsea facilities with experience in completing five (5) to ten (10) successful projects in operation. The person shall familiar with PETRONAS requirement and procedures. The Operation/Field Engineer shall be Malaysian and preferably Bumiputera. 2.0 Operation/Site Supervisor The Operation/Site Supervisor shall have Diploma in engineering with minimum three (3) to five (5) years experience in the onshore/offshore pipeline Precommissioning, Commissioning and De-commissioning and construction industry in installation, underwater, hook-up and topside major maintenance, encompassing all codes of welding and pipe fitting . The personnel shall have at least three (3) to five (5) years experience in a supervisory position and possess a minimum qualification of approved trade apprenticeship and/or CGLI (City & Guilds) Advanced Craft Certificate in welding / Fitting or equivalent. The person shall be Malaysian and preferably Bumiputera. 3.0 Mechanic The person shall holds Malaysian certification of education (MCE/SPM) or equivalent with with minimum three (3) to five (5) years experience in oil and gas and in handling the pumping equipment inclusive of other equipment utilized for the SCOPE WORK. The person also shall have a minimum three (3) to five (5) years experience as mechanic and familiar with all the equipment utilized for the SCOPE OF WORKS. He shall also be able to perform minor repair or rectification to the equipment with minimum resources and ensure all equipment is in good working conditions. The person shall be Malaysian and preferably Bumiputera 4.0 Operator The person shall Holds Malaysian certification of education (MCE/SPM) or equivalent with minimum three (3) to five (5) years experience in oil and gas, in similar fields and at least had running the suction, vacuum and flooding pump for five (5) to ten (10) projects with at least three (3) to five (5) years experience as operator. The person shall be Malaysian and preferably Bumiputera.

B.3 OTHER PERSONNEL

1.0 Maintenance Engineer The person should possess a recognised degree / diploma in relevant engineering courses and has at least five (5) years of working experience in oil and gas, preferably in installation, testing and commissioning associated with offshore platform, chemical plants, petroleum refineries, gas compression facilities, water treatment plants or other related petroleum plant. The person must have at least three (3) years experience in the position or equivalent functions. The person must be able to prepare job cards or work pack and perform fieldwork during De-commissioning, Commissioning and De-commissioning. 2.0 Planning Engineer The Planning Engineer shall be responsible for the preparing the job planning and shall liase for short and long term activities with the Operation Engineer and Project Manager on all matters pertaining to the SCOPE OF WORKS. The Planning Engineer shall be thoroughly conversant with Pre-commissioning, commissioning and de-commissioning activities. The person shall have minimum three (3) years experience in similar fields (as project planner), or approved by PETRONAS. The experience in planning methods including critical path programmes is compulsory and sufficient proficiency required with microcomputer system on project planning and scheduling applications. The person shall coordinate all activities and preparation of work pack. The Planning Engineer shall possess a degree / diploma in relevant engineering courses and has equivalent field experience to enable him to deal effectively with the requirements of Decommissioning, Commissioning and De-commissioning. The Planning Engineer shall be Malaysian and preferably Bumiputera. The Planning Engineer shall be the person in preparing and manage the overall planning of the SCOPE OF WORKS at the WORK SITE. The Planning Engineer shall work closely with the CARIGALI Site Representative to ensure timely completion of all SCOPE OF WORKS ordered by CARIGALI. During an operation, the Planning Engineer shall monitor progress and update the Operation engineer the status of the progress of the SCOPE OF WORKS at all times. 3.0 Technician The person shall have at least two (2) year experience in assisting the operator in precommissioning, commissioning and De-commissioning related activities. The person shall be Malaysian and preferably Bumiputera. 4.0 Electrical & Instrument Technician (E&I) The person should posses a recognised diploma in relevant engineering courses and have at least six (6) years of working experience in oil and gas, preferably in installation, testing and commissioning of instrument, control and safety system, electrical equipment associated with offshore platform, chemical plants, petroleum refineries, gas compression facilities, water treatment plants or other related petroleum plant. The person must have at least three (3) years experience in the position or equivalent functions. The person shall be knowledgeable and experience in installation, hook-up, testing and commissioning of electrical including power generation, HV & LV switchgears,

MCC, transformers, motors, heaters etc. The person shall be conversant with field instruments (including smart device), Distribution Control System (DCS), Programmable Logic Controller (PLC), Fire and Gas System, Alarm and Shutdown System (ASD), Wellhead Control Panel, Close Circuit Television, turbo-machineries control, metering systems and pneumatic systems. The person must be able to prepare job cards or work pack and perform fieldwork during Pre-commissioning, Commissioning and De-commissioning. 5.0 Rigger/Scaffolder The person shall have at least three (3) years experience in the offshore construction industry in rigging and scaffolding. Knowledge of safe practices of heavy lift, rigging and scaffolding to B.S or equivalent is essential. The person shall possess rigging and slinging certificates conforming to recognised rigging training course attendance for Riggers and Part 1 and Part 2 certificates from a recognised Scaffolding Training Centre for Scaffolders. The person shall be Malaysian and preferably Bumiputera. 6.0 Fitter The person shall have at least five (5) years offshore working experience as a Pipe fitter with an onshore/offshore services PETRONAS. City and Guilds level preferred and/or Trade certificate or equivalent. The person shall be Malaysian and preferably Malaysian. 7.0 Welder The person shall be a qualified welder to 6G/6GR welding position and registered in CARIGALI welder database on API 1104 for category A to A, category A to B, category B to B, category B to C and category C to C with minimum coverage of pipe wall thickness 4mm to 28mm inclusive of welding repair. The person shall be Malaysian and preferably Bumiputera. 8.0 Foreman The person shall have at least six (6) years of working experience in supervision of construction in oil and gas activities related to onshore/offshore platform, chemical plants, petroleum refineries, gas compression facilities, water treatment plants or other related petroleum plant. 9.0 Report Coordinator The person shall have at least five (5) years experience in multi-disciplinary construction work with at least 3 years in the offshore construction industry as a planning engineer. The person shall have experience in planning methods including critical path programmes or equivalent planning programme. Sufficient proficiency required with microcomputer system on project planning and scheduling applications. Knowledge of computerized project planning/scheduling/management programmes would be an advantage. The person shall posses a degree / diploma in engineering courses Non Destructive Testing certification of CSWIP 3.4u or approved by PETRONAS. The person shall be familiar with all aspects of Pre-commissioning, Commissioning and Decommissioning, underwater engineering e.g. structural repair, pipeline repair and other quick repair technologies. The Report Coordinator shall be Malaysian and preferably Bumiputera. 10.0 General Worker The person shall have at least one (1) year experience as general worker for onshore/offshore and familiar with working environment in oil and gas aspects. The person shall be Malaysian and preferably Bumiputera

11.0 NDT Technician ASNT Level II The person shall be fully trained with at least five (5) years onshore/offshore working experience. NDT Technician shall process relevant training certificates at least level II technician or equivalent in all aspect of standard surface inspection techniques (Magnetic Particle Inspection, Dye Penetrant Inspection, Radiography Inspection, Ultrasonic Testing and Eddy Current) and able to interpret Radiography film. The person shall be Malaysian and preferably Bumiputera. 12.0 NDT Technician ASNT Level III The person shall be fully trained with at least eight (8) years onshore/offshore working experience. NDT Technician shall process relevant training certificates level III technician or equivalent in all aspect of surface inspection techniques (Magnetic Particle Inspection, Dye Penetrant Inspection, Radiography Inspection, Ultrasonic Testing and Eddy Current) and able to interpret radiography film. The person shall be Malaysian and preferably Bumiputera. 13.0 Corrosion Engineer The person shall have at least five (5) years experience in pipeline corrosion monitoring related works. The person shall posses a recognised degree in related engineering courses and specialise courses in corrosion for NACE. 14.0 Corrosion Specialist The person shall have at least ten (10) years experience in piping and pipeline corrosion monitoring related works. The person shall posses a recognised degree/diploma in related engineering courses or certificate in corrosion specialist from NACE. 15.0 Welding Inspector The person shall have at least five (5) years experience in construction onshore/offshore as welding inspector and possess CSWIP 3.1 certification or equivalent. The person shall be Malaysian and preferably Bumiputera. 16.0 Senior Welding Inspector The person shall have at least eight (8) years experience in construction onshore/offshore as senior welding inspector and possess CSWIP 3.2 certification or equivalent. The person shall be Malaysian and preferably Bumiputera. 20.0 Project Clerk Cum Technical Assistant The person shall have experienced in clerical work at least two (2) years and good knowledge in Microsoft and Lotus application. The person shall be Malaysian and preferably Bumiputera. 21.0 Data Recorder The Data Recorder shall be assigned to assist the Operations/Field Engineer or Report Coordinator in accurately reporting to PETRONAS in all the Decommissioning, Commissioning and De-commissioning activities both onshore and offshore. This shall include but not be limited to daily operation reports, SCOPE OF WORKS accomplished and all reports required under the CONTRACT. The person shall be fully conversant with all Decommissioning, Commissioning and Decommissioning operations onshore/offshore and with all the subsea inspection techniques required under the CONTRACT. The person shall have a good command of the English language. The person will also possess adequate knowledge of photography to process and print photographic equipment on site.

Knowledge of computerized project planning/scheduling/management programmes would be an advantage. Academic qualifications to a minimum of diploma level from a recognized tertiary institution (Mechanical, Electromechanical, Civil or Structural) and should possess NDT certification of CSWIP 3.2u, ASNT or approved by PETRONAS. The person shall be Malaysian and preferably Bumiputera. 22.0 Material Coordinator The person shall have at least six (6) years of working experience in material control in oil and gas activities related to onshore/offshore platform, chemical plants, petroleum refineries, gas compression facilities, water treatment plants or other related petroleum plant. The person must possess knowledge in inventory control, issuance of materials, requisition and logistics. The person must be able to produce and maintain record of movement of materials. The person should also be familiar with custom clearance requirements. The person shall be Malaysian and preferably Bumiputera.
