This amendment is being offered to update and modernize the structure of the State Party in order to better reflect

the needs and desires of the Party as it exists today, while incorporating lessons learned from auxiliary organizations such as the MFRW There are two chief changes being proposed through this amendment The first change is a re!ision to the structure of the "xecuti!e #oard $s currently designed we elect % !ice& chairs, howe!er there is no clear portfolio or responsibilities that fall under their pur!iew other than the duty of the 'st !ice&chair to fill in as interim (hair if the (hairman for any reason !acates the office The proposed re!ision does away with the )nd and %rd !ice&chairs and replaces them with a set of regional !ice& chairs who will ha!e more clearly delineated duties specific to their regions These chairs would be elected by the committee members of the region only The second change is a re!ision to the current approach to con!entions $s e!eryone well *nows the State Party holds con!entions twice a year These are almost always accompanied by complaints about the expense of tra!el and lodging twice a year as well as ob+ections to the business sessions The proposed re!ision changes the re,uirement to ' con!ention a year, while introducing an obligation for each region to additionally host its own regional conference The shift to regional con!entions will reduce tra!el obligations for committee members, enhance regional camaraderie and political coordination, and allow for con!entions and business sessions to be more focused on issues, spea*ers, and wor*shops of particular importance to that region The Maryland Republican Party Does So Amend Its Bylaws: Adding: Section % ) The Maryland (ounties shall be sorted into the following regionsa Western Region- .arrett, $llegany, Washington, Frederic*, / (arroll b (entral Region- #altimore, #altimore (ity, 0arford, 0oward, Montgomery c Southern Region- $nne $rundel, Prince .eorge1s, (al!ert, (harles, St Mary1s d "astern Region- (ecil, 2ent, 3ueen $nne1s, (aroline, Talbot, 4orchester, Wicomico, Somerset, Worcester Striking the entirety of Section 5 5 and replacing it with!!icers o! the Party" The officers of the State (entral (ommittee are the officers of the Party, and they shall be the Party #hairman$ Party %st &ice #hairman$ 'estern Regional &ice(#hair$ #entral Regional &ice(#hair$ Southern Regional &ice(#hair$ )astern Regional &ice(#hair$ Party Secretary$ Party Treasurer$ *ational #ommitteeman$ and *ational #ommitteewoman" a" +uali!ications" ,%$ll officers of the Party must be registered Republican !oters of Maryland, both at the time of their elections and throughout their terms of office ,a- Regional 6ice&(hairs must be registered Republican !oters in their respecti!e regions ,.7o person may simultaneously ser!e as more than one officer of the Party ,/7o indi!idual may either hold or see* elected public office while ser!ing as an officer of the Party $n indi!idual is considered to be see*ing office when they ha!e filed a (ertificate of (andidacy with the State or (ounty #oard of "lections or ha!e applied to fill a !acancy in an elected office ,07o officer of the Party shall recei!e remuneration for campaign&related ser!ices from any candidate in a contested primary election for public office within the State of Maryland 0owe!er, no officer shall be held in !iolation of this policy should the officer1s place of employment accept remuneration for such ser!ices pro!ided said officer is not performing the ser!ices b" ath o! !!ice" "!ery 8fficer of the Party must ta*e the Party ath" c" Powers and Duties"
