SCORECARD
This scorecard reports key votes
l awmakers cast on taxes and
spending. A + vote denotes a pro-
taxpayer position. The rating reflects the percentage
of pro-taxpayer votes cast. Also reported is the
cumulative score for each state legislator for years
1997-2003.
The Taxpayers League of Minnesota is a
nonpartisan nonprofit grassroots taxpayer advocacy
organization representing thousands of Minnesotans.
It fights for lower taxes, limited government and the
full empowerment of taxpaying citizens in accordance

What a year! Governor Pawlenty
came into office with a $4.6 billion
budget deficit, and defied all the
experts by balancing the budget
without raising taxes. The Profile
of Learning was finally repealed,
and Minnesota businesses finally
got a small dose of long-awaited
tort reform. Overall, it was a
pretty good session for
taxpayers!
This year was a great year for
taxpayers at the Capitol, but the
state still faces many challenges.
As the economy and job market
improve, its vital that Minnesota
attract the next generation of
high-paying jobs. Now is the time
to push conservative solutions to
the transportation, education, and
health care debates.

MINNESOTA STATE SENATE
1. NO NEW TAXES. The taxpayer friendly vote was to reject this Senate DFL
proposal to raise taxes by $1.3 billion. (passed 35-31)
2. SUPPORT THE GOVERNORS BUDGET. The taxpayer friendly vote was to
support the Governors plan to balance the budget without raising taxes. (failed
19-46)
3. DONT INCREASE CAR TAXES. The taxpayer friendly vote was to reject this
measure to raise the gas tax and increase license tab fees. (passed 35-28)
4. DONT INCREASE STATE SUBSIDIES. The taxpayer friendly vote was to
reject increased state subsidies to cities. (failed 16-48)
5. ELIMINATE PORK-BARREL PROJECTS. The taxpayer friendly vote was to
reject a $393 million bonding proposal which provides millions of dollars for pet
projects like the Guthrie Theater. (passed 35-31)
6. OPPOSE SILLY REGULATIONS. The taxpayer friendly vote was to oppose
legislation to mandate that all lawn sprinklers sold must be designed to
automatically shut off when it starts to rain. (passed 44-19)
7. REJECT DISCRIMINATORY STATE POLICY. The taxpayer friendly vote was
to reject this proposal to extend marriage benefits to unmarried state
employees in same-sex relationships, while excluding state employees in
opposite sex relationships (failed 24-42).
8. NO PUBLIC FUNDS FOR POLITICAL PURPOSES. The taxpayer friendly
vote was to prohibit school districts from using taxpayer dollars to campaign in
favor of levy referendums. (failed 30-33)
9. OUTSOURCE STATE JOBS. The taxpayer friendly vote was to allow the state
to outsource some jobs to the private sector to increase efficiency. (failed 28-34)
10.REPEAL THE PROFILE OF LEARNING. The taxpayer friendly vote was to
repeal the Profile of Learning, which wasted millions of tax dollars on
bureaucracy while dumbing down our children. (passed 64-3)
11.REJECT RATIONED HEALTH CARE. The taxpayer friendly vote was to reject
this proposal for a rationed health care plan, which puts patient treatment
decisions in the hands of state bureaucrats, not doctors. (passed 36-28)
12.REFORM THE LEGAL SYSTEM. The taxpayer friendly vote was to reform the
legal system by requiring that a defendant in a lawsuit must be more than 50%
at fault before it can be held liable for 100% of the damages. (passed 43-22)
MINNESOTA HOUSE OF REPRESENTATIVES
1. NO NEW TAXES. The taxpayer friendly vote was to support the Omnibus Tax
Bill, which balances the state budget without raising taxes. (passed 70-63)
2. HOLD THE LINE ON GOVERNMENT SPENDING. The taxpayer friendly vote
was to support the Phase 1 budget bill which cut nearly $500 million in
spending from the 2003 budget. (passed 77-50)
3. DONT INCREASE CAR TAXES. The taxpayer friendly vote was to reject this
measure to raise the gas tax and increase license tab fees. (failed 53-80)
4. DONT INCREASE STATE SUBSIDIES. The taxpayer friendly vote was to
reject increased state subsidies to cities. (failed 62-71)
5. OPPOSE SILLY REGULATIONS. The taxpayer friendly vote was to reject this
proposal to ban all dishwater detergent containing any phosphorous (failed
49-84)
6. SAY NO TO GOVERNMENT-RUN CASINO. The taxpayer friendly vote was to
reject this proposal to build a government-chartered casino to fund pork barrel
spending. (passed 71-60)
7. NO PUBLIC FUNDS FOR POLITICAL PURPOSES. The taxpayer friendly
vote was to prohibit school districts from using taxpayer dollars to campaign in
favor of levy referendums. (passed 90-41)
8. LIMIT STATE SPENDING ON ART. The taxpayer friendly vote was to support
this legislation which caps the amount of state building costs that can be spent
on commissioned art installations. (passed 81-51)
9. REDUCE SCHOOL CONSTRUCTION COSTS. The taxpayer friendly vote
was to reject this attempt to prevent school districts from hiring non-union labor
and reduce costs for school construction projects. (failed 66-66)
10.SUPPORT FAMILY CAP ON WELFARE PAYMENTS. The taxpayer friendly
vote was to reject this attempt to kill a proposal to curtail increased welfare
payments to families who have additional children. (failed 53-79)
11. REPEAL THE PROFILE OF LEARNING. The taxpayer friendly vote was to
repeal the Profile of Learning, which has wasted millions of tax dollars on
