AHA CENTRE JOB DESCRIPTION AND QUALIFICATIONS


Job Title Reporting to Supervising : Team Leader (ICT Professional) : Executive Director : - ICT Specialists - Administration and Finance Officer

Broad Statement of Function A. Manage, supervise and coordinate the overall implementation of various activities of under the Project of Establishment of an Integrated Information and Communication Technology System to Strengthen the Operation of ASEAN Coordinating Centre for Humanitarian Assistance on disaster management (AHA Centre) Phase II in ensuring quality and timeliness of activities and delivery of outputs; B. Oversee the day-to-day operational activities of the Project, including staffing, administration and financial management matters; C. Ability to provide technical support and guidance for the overall information and communications technology for the AHA Centre; D. Undertake identified assignments as tasked by the Executive Director of AHA Centre or the assigned staff. Duties and Responsibilities A. Manage, supervise and coordinate the overall implementation of various activities of under the Project of Establishment of an Integrated Information and Communication Technology System to Strengthen the Operation of ASEAN Coordinating Centre for Humanitarian Assistance on disaster management (AHA Centre) Phase II in ensuring quality and timeliness of activities and delivery of outputs. 1. Be responsible for the implementation of the Project in line with the Guideline of JapanASEAN Integration Fund and other rules and regulations adopted by the AHA Centre; 2. Be responsible for project monitoring and reporting requirements and implementing quality assurance processes, and attending relevant meetings as and when necessary; 3. Ensure and maintain programmes and programme support in line with the finance and administrative rules and procedures of AHA Centre as well as Japan-ASEAN Integration Fund (JAIF) guideline; 4. Plan, develop and implement strategies for operational management and development of the Project to meet agreed organisational performance (AHA Centre) plans within agreed budgets and timescales; 5. Set performance goals of the project with project staff within the agreed upon parameters in consultation with appropriate division of AHA Centre; 6. Work closely and consult with Head of Operation Division on the operational implementation of the project including providing necessary support during emergency preparedness and response situation; 7. Contribute to the evaluation and development of operational strategy and performance in cooperation with divisions within AHA Centre;

Prepare annual work programmes and operationalisation of budget of the Project and monitor their implementation; Be responsible for the conduct of external audits and the implementation of audit recommendations; Coordinate with AHA Centre on training activities for staff in line with human resource development strategy; Manage projects facilities such as: equipment; fixed assets inventory; Assist the Executive Director in identifying potential areas for cooperation programmes and projects and resources to further improve the performance of the AHA Centre; Develop and implement monitoring and evaluation mechanism to ensure effectiveness of the project including necessary improvement; Prepare reports on a regular basis to Executive Director of AHA Centre, supporting partner aid agencies, Project Steering Committee, and relevant organisations on progress of project implementation including its financial activities.

B. Oversee the day-to-day operational activities of the Project, including staffing, administration and financial management matters 1. Work closely and consult with Head of Corporate Affairs and Programme on the implementation of the project including on issues related to human resources, finance, procurement, legal and other administrative aspects; 2. Oversee and be responsible for the financial management and be accountable for overall utilisation of the project fund; 3. Monitor the utilisation of project funds to ensure transparency, accountability and appropriateness; 4. Coordinate with administration and human resource of AHA Centre for any staff recruitment and induction courses to new staff; 5. Manage and monitor the allocation of resources (staff utilisation) and ensure the effectiveness and balance of workload amongst staff; 6. Ensure continuing professional development of supervised staff by conducting performance appraisal, coaching and counseling to facilitate the subordinates in achieving optimum performance. C. Technical Support and Guidance 1. Provide technical guidance and make recommendations on systems design; database; Web development; Cloud computing and Network for the AHA Centre; 2. Produce an ICT (Information and Communication Technology) architecture design to optimise the performance of ICT within the AHA Centre; ensure the security of the design and testing the design. 3. Responsible in supervising development of ICT operating manuals and systems documentation 4. Plan, develop, and design data modeling/analysis services for AHA Centre to enhance its overall knowledge and information systems. 5. Develop an internal maintenance and working plan to ensure the smooth functionality of all ICT facilities in the premises D. Others 1. Maintain good rapport and facilitate effective liaison and work closely with ASEC, ASEAN Member States, National Disaster Management Organizations (NDMOs), Dialogue Partners and other stakeholders/partners; 2. Identify in consultation with the Operations Division, areas for development cooperation to improve the performance of the project; 3. Work closely with appropriate division of AHA Centre to implement overall public

relations strategy (e.g. publicity, branding, accountability etc.) for the Centre with the aim to increase public awareness and visibility of the AHA Centre to partners; stakeholders in Member States and partners; 4. Provide technical analysis, advice and support to the Executive Director for implementation of the project ; 5. Undertake identified assignments as tasked by the Executive Director of AHA Centre or the assigned staff. General Qualifications Education A Masters Degree in one or more of the following disciplines: Information and Communications Technology (ICT); Management Information Systems; Computer Science. Knowledge in Emergency Operation Center (EOC), will be an advantage. Experience At least five (5) years of experience with proven track record and exposure to information and communications technology, management information systems; preferably in emergency operations organisations in a government and/or international organisation; Experience in managing or coordinating project or programme; Experience in managing a broad range of activities dealing with various international organizations and related institutions; Key Competencies Core Competency High integrity and conscientiousness; Ability to multitask and work independently under pressure; Good composure; Excellent report writing skills Ability to protect professionalism; Ability to work as team leader and/or team member with a strong leadership; Ability to work in a multi-cultural setting. Technical Competency Good project management skills; Basic knowledge and understanding of information and communications technology; Sound understanding of the regional knowledge, relevant information, and able to connect the concepts to the practices and application on disaster management issues; Sound understanding of concepts, knowledge and issues on the ASEAN Agreement on Disaster Management and Emergency Response (AADMER); Proficiency in IT Web Development : Good understanding of the Internet, web servers (IIS web servers) and web programming Javascript, HTML, W3C Standards or XHTML, Dreamweaver, Photoshop, ASP.Net, Net Framework, Content Management System, XML Web Services, Web GIS, and Active Directory, DQL Server MySQL and PHP scripting language. Proficiency in IT Networking or System Administrator: Good understanding of how a network works, CCNA and MCSE certified is an advantage.

Proficiency in IT Hardware and Software: Good understanding of server management and Operating System (Linux and Windows ). Other proficiency in IT: IT Audit IT Security Cloud Computing Software development Experience in Google Maps API and/or disaster management software, will be an advantage

Managerial Competency Good project management skills; Ability to lead and facilitate operations; Ability to translate plans into actions with strong leadership; Mastery on the cross-cultural diversity in the ASEAN region and ability to manage cross cultural communication; Strong communication skills; advanced level of fluency in written and spoken English. ***
