FLORIDA DEPARTMENT OF LAW ENFORCEMENT INVESTIGATIVE REPORT

On Tuesday, March 12, 2013, Inspector Brett Lycett and Special Agent Supervisor (SAS) Richard Ward conducted an interview with Florida Lieutenant Governor Jennifer S. Carroll in Tallahassee, Florida. Carroll was interviewed regarding her relationship with Allied Veterans of the World (AVOTW). Carroll was also interviewed regarding the transfer of funds from her 2010 election campaign account to her personal banking account. On Friday, March 15, 2013, at approximately 1530 hours, Carroll telephonically contacted SAS Ward and provided the following information: Subsequent to the interview on March 13, 2013, Carroll searched her residence in an attempt to locate a signed copy of the contract she and her company, 3 N. & J. C., had with AVOTW, but she has only been able to locate an unsigned copy of the contract. Carroll informed SAS Ward that she would fax him a copy of the unsigned contract at the conclusion of their telephone conversation. Carroll continued her conversation with SAS Ward by stating that her tax preparer's name is Ron Wise, and she has spoken with Wise and given him specific permission to release any and all of her personal and company (3 N. & J. C.) tax records to representatives of the Florida Department of Law Enforcement (FDLE). Carroll advised that Wise could be contacted at (954) 523-8001. Carroll informed SAS Ward that she has spoken to her attorney (did not provide name or contact information), and was instructed not to discuss any issues regarding the transfer of money from her 2010 campaign account to her personal banking account without her attorney being present. However, Carroll requested that SAS Ward send her a copy of the specific banking records that reflected the questionable transfers. SAS Ward agreed to send the requested documents once he received Carroll's faxed copy of the contract, which Carroll agreed to send immediately after concluding her conversation with SAS Ward. Carroll ended her conversation with SAS Ward by informing him that her fax number was (904) 284-2393, and she may be contacted at telephone number (904) 509-1693. At approximately 1630 hours, SAS Ward attempted to re-contact Carroll at the number she provided to inform her that he had not received a fax copy of the contract as she had promised.

The telephone was not answered, and SAS Ward left a voice message informing Carroll that he had not received the contract. Shortly after leaving the message, Carroll recontacted SAS Ward and advised him that her attorney (did not provide name or contact number) had informed her that he would fax the contract to SAS Ward. On Monday, March 18, 2013, at approximately 1010 hours, SAS Ward attempted to contact Carroll at the number she provided, to inform her that he had not received a fax copy of the contract as she had promised. The telephone was not answered, SAS Ward left a voice message advising Carroll that he had not received the contract, and, as they agreed, he would not send Carroll a copy of the banking records she requested until he received a copy of the contract. At approximately 1019 hours, SAS Ward received a fax from Attorney Gilbert L. Feltel, Jr., Tanner-Bishop Attorneys, 1 Independent Drive, Suite 1700, Jacksonville, Florida, telephone number (904) 598-0034 and fax number (904) 598-0395. A review of the fax revealed a letter from Feltel to SAS Ward advising that Tanner-Bishop Attorneys were represented Carroll and requested that any future inquires or request for documents from Carroll be directed to their attention. Also included in the fax was a copy of Carroll's (3 N. & J.C.) signed contract with AVOTW. Shortly after receiving the fax from Feltel, SAS Ward faxed Feltel a copy of the promised bank records requested by Carroll. For information of the file, a copy of the fax received from Feltel and a copy of the fax SAS Ward sent Feltel were electronically attached to this case file as Related Items 9 & 10.
