GENERAL RULES AND REGULATIONS
1. ELIGIBILITY
1.1. Only Law Colleges/Universities recognized by the Bar Council of India are eligible to
participate.
1.2. Only bonafide students pursuing LL.B. Three Year/Five Year Degree programmes in
aforementioned institutions, during the current academic year and officially deputed
by such institutions, are eligible to participate.
1.3. Participation at this competition is open to all Law Colleges. Interested colleges may
send their written memorials of the Moot Court on or before 10
th
of January 2014
by email to the organizers.
1.4. The top 20 teams shall be selected for all three events on the basis of the Memorials of
the Moot Court only. There is no separate selection for Getting Yes and Lend
A Lawyer.
1.5. Participation in all the three events listed below is compulsory.

3. COMPOSITION OF TEAMS
3.1. Each college shall send only one team. Each team shall consist of not more than
FOUR participants; the team as such shall compulsorily participate in all the
three events at the LexNovitas 2014.
3.2. For the details of the composition of the team for a specific event, please refer to
the Rules and Regulations of the respective Events.

4. REGISTRATION
4.1. PRE-ARRIVAL
4.1.1. The moot court memorials for both the sides has to reach the organizers by
email only to lexnovitas@gmail.com , latest by 10
th
of January 2014.
Teams/Participants are also required to email a scanned copy of the
Institutional Call for Registration Form (see Annexure I) endorsed by the
Head of the Institution along with the Memorial. Based on the marks
secured for the memorial, top 20 teams will be selected and the same be
intimated to the teams by email by 15
th
of January 2014.
4.1.2. Thereafter the selected Teams/Participants are required to submit by
postInstitutional Registration Form (see Annexure II) endorsed by the Head
of the Institution along with the registration fee of Rs.2000/- by way of

Demand Draft drawn in the name of V.M.Salgaocar College of Law, Panaji,
Goa which has to reach the organizers not later than 25
th
of January 2014.

4.2. POST-ARRIVAL
4.2.1. All the members of the registered teams are required to confirm their
participation by reporting in person on the 20
th
of February 2014, between
5:00 to 6:00 pm at V. M.SalgaocarCollege of Law in Hall No.8.
4.2.2. All the participants shall carry their College/University Identity Cards at the
time of registration as well as at all times thereafter, while in the campus.
4.2.3. Participants are advised to carry photocopies of all duly filled forms that
have been submitted to the organizers.

5. ORIENTATION PROGRAMME
5.1. The orientation for LexNovitas 2014 will be held on 20
th
February 2014 at 6 pm.
5.2. Participants will be briefed about the details of each event, wherein they are
welcome to seek clarifications.
5.3. Draw of lots and allocation of team codes wherever required, will be carried out during
this session.
5.4. All team members are required to be compulsorily present at the time of registration and
orientation, failing which their registration may be cancelled.
5.5. All the participants are required to come formally dressed at the inaugural function and
group photograph on 21
st
February 2014.

6. CODE OF CONDUCT
6.1. All the participants must be dressed in a dignified manner befitting the legal
profession for the respective events.
6.2. Friendly and healthy interaction among the participating teams and with the students of
the host college is encouraged and expected.
6.3. Use of mobile phones by the participants is strictly prohibited during the competition.
6.4. The participant shall not reveal the identity of his/her college/university in the moot
Court Memorial or at any point of time during any of the competitions.
6.5. Scouting or any other unethical/unprofessional conduct is strictly prohibited

7. RULES AND REGULATIONS
7.1. Detailed Rules and Regulations for each event are mentioned along with the
respective event.
7.2. Rules shall be strictly complied with. Non-compliance of any of the rules will result
in disqualification of the whole team.
7.3. Clarifications regarding the rules and regulations may be sought from the organizers
by email wherever necessary.
7.4. Common doubts/vagueness in the rules, if any, will be clarified in the form of
corrigenda, which will be sent to all teams byemail.
7.5. The decision of the Grievance Committee shall be final on any matter including
circumstances not envisaged in the rules and regulations of the competitions.

7.6. Shortfall in the number of teams because of withdrawal of any team or any other
reason shall be filled in by introducing a team (or teams) from the host college; such
a team will not be eligible for any prize.
7.7. Awards, prizes, and certificates shall be distributed at the Valedictory function only
on 23
rd
February 2014 and the same shall not be given/sent to any person
thereafter under any circumstance. Therefore, teams should ensure their
presence at Valedictory function, formally dressed for the same.
7.8. All teams/participants may access the college website at www.vmslaw.edufor
information/details regarding LexNovitas 2014.
7.9. The proceedings of all the competitions shall be in English.

8. OVERALL CHAMPIONSHIP
8.1. The Overall championship trophy will be awarded to a team scoring maximum
points, provided the team is also a winner in at least one of the events.
8.1.1. If the team, which secures the highest points, does not win in any events
then the overall championship will be awarded to the team, which has the
next highest score and is a winner of at least one of the events.
8.1.2. Teams will be allotted individual scores and team rankings at the end of
every event.
8.2. Following are the event wise scores for the purpose of deciding the Overall
Champions:
8.2.1. Moot Court: First Place 40; Second Place 25; Loosing Semi finalists 15
each.
8.2.2. Getting Yes: First Place 30; Second Place 20; Loosing Semi - finalists
10 each.
8.2.3. Lend a Lawyer: First Place 30; Second Place 20; Loosing Semi - finalists
10 each
9. ACCOMMODATION
10.1. The participants should arrive on 20
th
February 2014, latest by 5.00 p.m and not
earlier than 20
th
or later.
10.2. The College will provide accommodation (lodging only) for teams from outside
Goa, for not more than four participants per team for four nights i.e. from 9.a.m on
20
th
February 2014 onwards till 9 a.m on 24
th
February 2014.
10.3. Accommodation (lodging only) will be provided in Hotel Goa International, Tonca,
which is situated at a walk able distance from the College.
10.4. Accommodation for dates other than those provided in Para 10.1 above or for
additional facilities charges will have to be borne by the participants. For

10.5. Refreshments for the participants during the days of the competition will be
arranged at the College premises. To facilitate the same, coupons will be issued to
the participants.

RULES AND REGULATIONS
OF
MOOT COURT COMPETITION- 2014
1. REGISTRATION PROCEDURE
1.1 Registration for the Moot shall have to be effected in accordance with the general rules
for the LexNovitas 2014.

2. MEMORIALS
2.1 The moot court problem can be downloaded from the college website
www.vmslaw.edu
2.2 The teams shall prepare a well-researched moot court memorial for both sides and
submit to the organisers on or before 10
th
of January 2014 by email to

2.3 Based on the marks secured at the memorial, top 20 colleges will be selected to
participate in LexNovitas 2014
2.4 Memorial shall be assessed out of 20 marks which will be added to the marks
secured at the oral arguments, which shall be for 80 marks.
2.5 The written memorial shall not exceed 25 pages all inclusive
2.6 The line spacing shall be 1.5, margin all sides 1, font Times New Roman, Font
size 12.
2.7 The foot noting shall be as per universally accepted standards with consistency.
2.8 The identity of the College shall not be revealed anywhere in the memorial.
However the memorial shall be appended along with a covering letter containing the
details of the participating college.(By Separate Attachment)

3. TEAM COMPOSITION
3.1. Each team shall consist of only three members.
3.2 Two of these members shall be specifically deputed as speakers and one as the
researcher.

2. DATE OF THE EVENT
3.1. The Preliminary rounds of the Moot Court Competition will be held on 23
rd

February 2014, in the morning session.
3.2. The Semifinal rounds and Final round of the Moot Court Competition will be held
on 23
rd
February 2014 in the afternoon session.

4. COMPETITION PROCEDURE: PRELIMINARY ROUNDS
4.1. The participating team has to argue the same problem in all the rounds, namely
Preliminary Round I, Preliminary Round 2, Semi Final Round and the Final Round.

4.2. The teams in each group shall be chosen by draw of lots during the orientation
program and shall be named alphabetically, according to the draw of lots.
4.3. Each of the Court Rooms shall be presided over by a minimum of twojudges.
4.4. Each team will be given maximum 30 minutes only. However, one speaker shall
not exceed a maximum of 20 minutes, teams may reserve 5 minutes for rebuttal if
they wish, within the allotted 30 minutes time available for the team. One speaker or
both speakers dividing the 5 minutes time between them may present the rebuttal
for the team.
4.5. The judges shall declare the score of the team and the individual score in the open
courts soon after the moot. However, they are allotted 10 minutes time to verify the
calculations etc during which time the participants are required to wait out side the
courtroom.
4.6. The Rankings of the team as per their performance at preliminary rounds will be
declared during the lunch break

5. COMPETITION PROCEDURE: SEMIFINALS AND FINAL

5.1. The four qualifying teams for the semi-finals shall be decided on the basis of most
wins obtained in the preliminary rounds. In case of a tie, average points in the
preliminary rounds shall be considered. And in case of a further tie, the qualifying
team may be chosen by draw of lots/ toss.
5.2. The four semifinalists shall be ranked from I to IV on the basis of their aggregate
scores in the preliminary rounds. Then, Team-I shall compete against Team-III,
while Team-II shall compete against Team-IV. The sides for argument shall be
allotted on the basis of draw of lots that shall be conducted following the declaration
of results of the preliminary rounds, during the lunch break
5.3. The two semifinal rounds shall be conducted in different Court Rooms: Court
Room I & Court Room II on 23
rd
January 2011.
5.4. In the Semifinal round, each team shall have 30 minutes, however, one speaker shall
not exceed a maximum of 20 minutes, and 5 minutes may be reserved for rebuttal
within the allotted time for each team. One speaker or both speakers may divide the
5 minutes time between them for rebuttal.
5.5. The winner of each semifinal, based only on the performance in the semifinal
rounds, shall qualify for the final round.
5.6. The sides to be argued by either of the teams in the final rounds shall be decided by
draw of lots following declaration of the semifinal results.
5.7. The Final Round shall be held in the College Moot Court Hall.
5.8. In the Final round, each team shall have 35 minutes, however, one speaker shall not
exceed a maximum of 20 minutes, and 5 minutes may be reserved for rebuttal by
each team. One speaker or both speakers dividing the 5 minutes time between them
may present the rebuttal for either team.

6. CODE OF CONDUCT
6.1. The Researcher may sit with the speakers during the arguments, but shall not be
allowed to speak when the court is in session. However, non verbal communication
with the team members is allowed.
6.2. Researchers may be permitted to assist the teams by handing over hard copies to the
court officials.

6.3. Scouting is strictly prohibited.
6.4. The Dress Code shall be as prescribed for Advocates. However, Collar Bands and
Advocates gowns are not permitted.
6.5. At the time of oral submissions, the participants shall not reveal the name of their
college or university. Any such attempt will result in disqualification of the team.

7. CRITIQUES
7.1 The judges may be requested to provide a short oral critique at the end of each
round.

8. CRITERIA FOR ASSESSMENT (ARGUMENTS 80 MARKS)

2. Correct articulation of legal issues and analysis
3. Knowledge of law and interpretation
4. Response to queries from judges
5. Advocacy skills
6. Use of authorities and citations
7. Language and style
8. Clarity, brevity and ingenuity
9. General impression and court manners

9. AWARDS
10.1 V. M. Salgaocar Memorial Moot Court Winners Trophy and a Cash Prize of Rs.
5,001- will be awarded to the Winning team.
10.2 V. M. Salgaocar Memorial Moot Court Runners-up Trophy and a Cash Prize of Rs.
3,001- will be awarded to the Runners-up team.
10.3. The Best student Advocate will be awarded a Cash Prize of Rs. 1,001 and a trophy.
10.3.1 Only one participant from one of the four Semi Finalist teams will be eligible for the
Best Advocate Award. For this purpose the average of the performance in all rounds
including the preliminary, semi finals and finals will be considered.
10.4 The host team shall not be eligible for any of the above prizes.



LEND A LAWYER
A CLIENT COUNSELING COMPETITION

INTRODUCTION

The event promotes greater knowledge and interest among law students in interviewing and
counseling functions of law practice. It encourages students to develop interviewing, planning, and
analytical skills that are most essential in a lawyer-client relationship. Lawyers need to have the
listening and questioning skills for effective conduct of an interview with the client. This
competition provides an opportunity for promoting these necessary skills.

The competition simulates a law - office consultation situation in which two law students
(participants), as lawyers are presented with a client matter. The students conduct an interview with
a person donning the role of the client. Students are expected to elicit the relevant information from
the client, explore with the client his or her preferred outcome, outline the nature of the problem,
and present the client with a means (or range of alternatives, if appropriate) for resolving the
problem. The interview with the client is then followed by a post-consultation period during which
the students, in the absence of the client, analyze the interview and discuss the legal and other work
to be undertaken. The interview and post interview consultation period is for a total of 35 minutes.
The participants will be evaluated by a panel of judges.

The evaluation criteria are specific and emphasize the use of listening, questioning, planning, and
analytical skills in a lawyer/client interview. Once the judges have completed their evaluation of the
interview, the participants are called back in and the judges are allowed to provide a brief critique of
the teams handling of the consultation and post-consultation periods.
RULES AND REGULATIONS
OF
LEND A LAWYER

1. REGISTRATION PROCEDURE
Registration for Lend a Lawyer shall have to be effected in accordance with the general rules
for LexNovitas 2014

2. TEAM COMPOSITION
2.1. A team shall consist of two members as student advocates.
2.2 Client allotment to teams shall be on the basis of draw of lots.

3. DATE OF THE EVENT
3.1. The Competition shall be held on 22
nd
ofFebruary 2014.

4. CODE OF CONDUCT
4.1. Teams should strictly adhere to the time allotted.
4.2. The participant shall not reveal the identity of his/her college/university at any point
of time.

5. COMPETITION ROUNDS
5.1. This event shall be conducted in three Rounds namely, Preliminary Round, Semi
Final Round and the Final Round
5.2. Top 6 teams will go to the semi final round on the basis of average team score of
both preliminary rounds.
5.3. In case of a tie for the 6
th
place, all the tied teams will also be eligible to compete at
the semifinals.

5.4. Top two teams from the semi final rounds shall qualify for the finals on the basis of
team scores
5.5. In case of a tie for the 2
nd
place, the finalist shall be decided by draw of lots.

The given legal problem will be on the following subjects:
Law of Contract/ Law of Torts

6. COMPETITION PROCEDURE

6.1. The teams will have a maximum of 35 minutes of which 25 minutes will be for client
interviewing and counseling. The remaining 10 minutes may be used for discussing
among themselves (team) and summarizing as to how they will proceed with the
case.
6.2. During this period of 35 minutes if necessary, the competing students can consult
any books or laptop, which they may bring with them.
6.3. During the post interview period of 10 minutes when the client will not be there, the
students will have to summarize the interview, analyze the problem and indicate the
course of action to be undertaken. If the team exceeds the time allocated there will
be negative marking.
6.4. In both the interviewing and Counseling stage as well as post interviewing and
counseling stage, out of the students in a given team, one will take the lead role and
another a supplementary role.
6.5. There should be good co-ordination between the two team members throughout
the 35 minutes period.
7. JUDGING CRITERIA
The competition shall be judged on the basis of the following criteria:

7.1 Establishing the working atmosphere and professional approach
7.2 Eliciting the problem of the client and the tools used in doing so.
7.3 Eliciting Clients goals, expectation and needs.
7.4 Analysis and formulation of the problem with precision.
7.5 Suggesting alternatives and allowing the client to informed choice.
7.6 Effective conclusion of the counseling session.
7.7 Team work
7.8 Management of ethical and professional relation with the client dealing with
emotional and legal needs of the client.
7.9 Post interview session interaction with the judges/among themselves
7.10 The lawyers office set up and use of accessories and of objects will not be
considered while judging their performance.

8.1 Winner of this event will be awarded a cash prize of Rs 3001/- and trophy.
8.2 Runner-up at this event shall be awarded a cash prize of Rs 2001/- and trophy.
8.3 The host team shall not be eligible for any of the above prizes.

GETTING YES
A NEGOTIATION COMPETITION
INTRODUCTION
The role of present day advocates has grown beyond the four walls of the open Court. These
widened area of practice needs additional skills. This competition is designed to address the needs
of the present day practice GETTING YES is a competition format developed to address the lesser
known, but essential skill of the Advocate, the Negotiation skills. As Mahatma Gandhi said, the
true practice of law is to unite disputing parties. To play this role of a true professional, the student
needs to develop the skills of Negotiation along with the advocacy skills like, research skills,
knowledge of Law, articulation skills and professionalism. These skills are necessary as Negotiation
is developing as a major dispute redressal system. The necessity of these skills arises both at the
stage of entering into contract as well as at the stage of resolving of the dispute.

This competition is an initiative of the college in making these skills as a part of the law learning
process. The college will organize an orientation program on Negotiation skills immediately after
registration on 20
th
February, 2014, to provide a level playing ground for all the participating
institutions.
The selected top 20 teams shall be sent the Negotiation Fact sheet and instruction for
submission of a Plan of Action.

RULES AND REGULATIONS
FOR
GETTING YES

1. GENERAL RULES
1.1 The Competition shall be held on 21

1.2 Each team shall comprise of two participants.
1.3 The competition will be conducted in four rounds Preliminary Round I,
Preliminary Round II, Semi Final Round and Final Round
1.4 The teams shall strictly adhere to the time allotted.

2.1 The Common Fact Sheet for negotiation will be sent to the selected top 20 teams and
thereafter will be available at www.vmslaw.edu
2.2 The Fact Sheet shall be the same for all the rounds.
2.3 The side to negotiate will be allotted to the teams at the beginning of each round, on the
basis of draw of lots.
2.4 Additional and confidential information shall be revealed to the teams at the beginning of
each round
3. TEAM BRIEFING
3.1 The teams shall be briefed on the competition on the day of the event, i.e. on 21
st

January 2011. The teams can seek clarification during the session.
3.2 The teams shall compulsorily attend the briefing session, failing which they shall not
be allowed to enter the competition.
4. THE COMPETITION FORMAT
4.1 PRELIMINARY ROUNDI
4.2 Duration for the Preliminary Round shall be as scheduled below
1. Pre-Negotiation Stage : 10 min
2. Negotiation with Other Party : 30 min
3. Declaration of Results : 5 min
4.2.1 Pre-Negotiation stage: 10 min
Confidential information will be disclosed to the teams, and the teams will
be given 10 minutes time for preparation.
4.2.2 Negotiation with the other party: 30 min
4.2.3.1 Teams shall be present in the negotiation chamber before
arrival of the judges.
4.2.3.2 The judges shall invite the participants to come to
negotiation table; such invitation shall be treated as the
beginning of the duration of 30 min.
4.2.3.3 The teams shall negotiate on behalf of the client
4.2.3.4 In case of ambiguity, the teams shall have to deal with it to
the best of their capacity.
4.2.3.5 The Participants are allowed to add incidental facts to the
given fact sheet. However, no such additions shall be made
which would change the given facts substantially.

4.2.3.6 The Negotiation process will be observed and judged by a
panel of two Judges.
4.2.3.7 The participants may set up their negotiation tables prior to
the judges arrival.
4.2.3.8 During negotiation, each team is allowed to take one break,
of two minutes duration. However any such break shall be
counted as within the allotted time.
4.2.4 Judges Reflection/ Declaration of results: 5 min
4.2.4.1 At the end of the negotiation process, judges may seek
clarifications from the negotiators.
4.2.4.2 Thereafter, the judges will declare the results.
4.2.5 Preliminary Round 2
4.2.5.1 Preliminary Round 2 shall be in the same format as above
4.2.5.2 The teams shall negotiate for the other side in this round
4.3 SEMI FINAL ROUND
4.3.1 From the Preliminary Rounds, eight top scoring teams will qualify for the
Semi-Finals.
4.3.2 In case of a tie for the eighth position, the qualifying team shall be chosen by
considering only the marks of the negotiation stage. In case of a further tie,
the qualifying team shall be chosen by draw of lots/ toss.
4.3.3 The teams will be provided with a new set of facts for negotiation.
4.3.4 The Semi Final round will also be conducted in the same format as that of
the Preliminary Round
4.4 FINAL ROUND
4.4.1 From the Semi-Final Round, two top scoring teams will qualify for the Final
of the Getting Yes Contest, 2014.

4.4.2 In case of a tie for the second position, the qualifying team shall be chosen
by considering only the marks scored at the negotiation stage. In case of
further tie, the qualifying team will be chosen by draw of lots/ toss.
4.4.3 The teams will be provided with new set of facts for negotiation.
4.4.4 The Final round will also be conducted in the same format as that of the
Preliminary Round
