ear readers,
In 2013 June, Thomson Reuters
released the 2012 Journal Citation
Reports, which evaluated the performance
of all major technical journals published
by various publishers around the world.
Once again, IEEE journals dominate the
world in various categories of technical
journals in terms of their different major
performance metrics, such as impact fac-
tor, etc. Here, I would like to share an
exciting news with you: IEEE Wireless
Communications has been ranked as the
second best publication out of all 77 tech-
nical journals in the world under Telecom-
munications category, according to
recently released Thomson Reuters 2012
Journal Citation Reports.
The figure below shows the top ten publications in the
telecommunications category in terms of
their impact factors. It is noted that IEEE
publishes all those top-ten publications in
this category.
The excellent performance of IEEE
Wireless Communications is owing to the
outstanding service made by all volunteers,
who have made tremendous contributions
to this magazine. On behalf of IEEE Com-
munications Society, I would like to thank
all Technical Editors, all authors, and all
anonymous reviewers for their dedications
and excellent service to make this happen.
I have a strong belief that with the help of
all diligent volunteers, this magazine will
continue its way to publish most significant
research works in wireless communications
with its timeliness to meet an even higher expectation from
our readers around the world.

Similar to the previous issues, this issue
also consists of two major parts. The first part
is a Feature Topic entitled Wireless Commu-
nications for e-Health Applications, which
contains eight carefully selected papers to
report the state-of-the-art research works in
this important area. Needless to say, health-
care is extremely important to the people in
every country in the world. The governments
around the world have invested a great
amount of resources in healthcare services.
Traditional healthcare service is not only
expensive but also labor-intensive. E-health is
an emerging research topic, which is playing
an increasingly important role in facilitating
healthcare services with the help of automa-
tion and telemetric technologies based inten-
sively on wireless communication techniques.
I would like to thank our Guest Editors,
Hamid Sharif and Michael Hempel, Universi-
ty of Nebraska Lincoln, USA, Thomas
Michael Bohnert, Zurich University of
Applied Sciences, Switzerland, and Ali
Khoynezhad, Cedars-Sinai Medical Center,
Los Angeles, USA, for their hard works done
to compile this Feature Topic for our readers.
The second part of this issue includes nine
open call papers. The first open call article
was co-authored by D. Hiranandani, et al.. In
this article, the authors review the current
best practices in simulation-based multi-hop
wireless ad-hoc network (MANET) protocols.
They made their effort to extend a previous
characterization of the settings and parame-
ters used in MANET simulations, and pointed out that
there are still several configuration problems to be investi-
gated. The authors then go ahead to propose a simulation
design space for MANET routing algorithms in terms of
their basic dimensions and corresponding parameters.
Four auxiliary metrics are suggested in this work to
increase simulation accuracy.
The title of the second open call article is Resource
Allocation for Device-to-Device Communications Under-
laying LTE-Advanced Networks, co-authored by P. Phun-
chongharn, et al. In this article, the authors introduce a
resource allocation scheme (i.e., joint resource block
scheduling and power control) for D2D communications in
LTE-Advanced networks to maximize the spectrum utiliza-
tion. They first give an overview of LTE-Advanced net-
works, and architecture and signaling support for
provisioning of D2D communications in these networks.
The research issues and the current state-of-the-art of
D2D communications are discussed. Then, a resource allo-
cation scheme based on a column generation method is
proposed for D2D communications. The performance of
this proposed scheme is also evaluated through simula-
tions.
The third article included in the open call article sec-
tion was contributed by Y. Rui, et al., with its title as Car-
rier Aggregation for LTE-advanced: Uplink Multiple
Access and Transmission Enhancement Features. This
article first introduces and compares different uplink mul-
tiple access schemes in LTE-Advanced standard. Technical
challenges arising from the use of carrier aggregation is
then discussed, with its focus on reference signals design
for uplink transmission. Then, the authors go ahead to
summarize various candidate options and compare them in
terms of their system performance, computational com-
plexity, and design flexibility. The authors also investigated
the link performance with carrier aggregation, taking into
account the presence of frequency offset and fast fading in
the uplink channel. Numerical results are presented, indi-
cating that advanced signal processing algorithms need to
be further studied and optimized to ensure reliable opera-
tion of 3GPP LTE-Advanced in high mobility scenarios.
The fourth article is entitled A Web-based Integrated
Environment for Simulation and Analysis with NS-2,
authored by B. K. Saha, et al. This article presents a review
on ns2web, a web-based application to provide a single
and integrated environment for simulation with NS-2, and
analysis of trace files. Ns2web enables remote execution of
simulations with NS-2 for both wired and wireless commu-
nication scenarios. The latter includes Wireless Sensor
Networks (WSNs), Bluetooth, and WiMax modules. The
software also provides a toolkit to analyze trace files gen-
erated as a result of simulations. Further, ns2web is pub-

licly available and could be accessed by anyone over the
Web. This application enables a user to focus on simula-
tions with NS-2, rather than spend time in installing (or
patching) the simulator or writing custom scripts for analy-
sis.
The fifth article is entitled On Exploiting Polarization
for Energy-harvesting Enabled Cooperative Cognitive
Radio Networking by Q. Zhang, et al. In this work, the
authors first provide a systematic survey on cooperative
cognitive radio networking (CCRN), followed by discus-
sions on research issues and challenges in designing spec-
trum-energy-complexity efficient CCRN. A CCRN
paradigm exploiting polarization and energy harvesting
capabilities is discussed in this article. Specifically, they
present a polarization and energy harvesting based frame-
work for achieving size-cost effective CCRN. The authors
introduce polarization signal processing to avoid interfer-
ence between secondary and primary users in cooperation.
In addition, they also propose a weighted sum spectrum
efficiency based problem formulation and multi-timescale
dynamic programming based energy/power allocation poli-
cy to evaluate the cooperation performance, subject to
energy levels, power, and throughput constraints.
The next open call article is entitled Multimedia Com-
munications over Cognitive Radio Networks for Smart
Grid Applications, which was written by H. Wang, et al.
Wireless networks play a major role in smart grid applica-
tions such as automatic meter reading, remote system
monitoring, remote home/customer site monitoring, and
equipment fault diagnosing. To meet the requirements of
this important paradigm in smart grid communications, the
authors in this article investigate the technical challenges
and the solutions of cognitive radio networking with multi-
media applications for smart grid communication infras-
tructures, and present a guideline for future smart grid
multimedia communication infrastructure design.
The seventh open call article is entitled CHORUS:
Framework for Scalable Collaboration in Heterogeneous
Networks with Cognitive Synergy, by S. Zhou, et al., who
propose a unified framework called Collaborative Harmo-
nized Open Radio Ubiquitous System (CHORUS), which
can optimize heterogeneous wireless networks jointly. The
authors present the architecture, design challenges, and
key technologies of CHORUS through their initial research
efforts. They illustrate how to use cognition to interact
with collaboration among multiple base stations (BSs),
between BSs and relays, and among heterogeneous net-
works in order to save network energy consumption. In
addition, the authors also provide examples of cognition
design across communication and broadcast networks
based on traffic load and service contents information.
The article entitled Wireless Power Transfer and
Applications to Sensor Networks was co-authored by L.
Xie, et al. In this article, the authors offer a comprehensive
review of the history of wireless power transfer and
describe its recent developments. They also show how such
technologies can be applied to sensor networks to address
their energy constraints.
The last article included in this open call article section
is contributed by T.-Y. Wu, et al., with its title as An
Enhanced Structure of Layered Forward Error Correction
and Interleaving for Scalable Video Coding in Wireless
Video Delivery. Compared to the automatic retransmis-
sion request (ARQ) approach, FEC reduces delay but con-
sumes more bandwidth resources. To enhance video
transmission over wireless networks, enhanced adaptive
FEC (EAFEC) was recently proposed in the literature. To
further enhance the efficiency of EAFEC, the authors sug-
gest an enhanced structure, namely adaptive and interleav-
ing FEC (AIFEC) using the features of FEC. The
proposed AIFEC scheme dynamically provides different
protection strengths for video information at different pri-
ority levels based on throughput and wireless channel
state, and improves the recovery rate for consecutive pack-
et loss, as shown in the article.
BIOGRAPHY
HSIAO-HWA CHEN [S89, M91, SM00, F10] (hshwchen@ieee.org) i(hsh-
wchen@mail.ncku.edu.tw) is currently a Distinguished Professor in the
Department of Engineering Science, National Cheng Kung University, Tai-
wan. He obtained his BSc and MSc degrees from Zhejiang University, China,
and a PhD degree from the University of Oulu, Finland, in 1982, 1985 and
1991, respectively. From 2001 to 2003, Professor Chen served as the
founding Director of the Institute of Communications Engineering of the
National Sun Yat-Sen University, Taiwan, which was the first telecommuni-
cation research institute established in the southern Taiwan. This institute
has graduated a large number of telecommunication postgraduate degree
holders for Taiwan. Professor Chen authored or co-authored over 300 tech-
nical papers in major international journals and conferences, six books and
more than ten book chapters in the areas of telecommunications, including
the books titled Next Generation Wireless Systems and Networks (512
pages) and The Next Generation CDMA Technologies (468 pages), both
published by John Wiley and Sons in 2005 and 2007, respectively. He has
been an active volunteer for IEEE various technical activities for over 22
years. He served as the general chair, TPC chair and symposium chair for
many international conferences. He served or is serving as an Editor or/and
Guest Editor for numerous major technical journals. He served as the Chair
for IEEE ComSoc Communications and Information Security Technical Com-
mittee from 2010 to 2012, and served as the Chair for IEEE ComSoc Radio
Communications Committee from 2007 to 2008. He is the recipient of the
best paper award in IEEE WCNC 2008 and the recipient of 2008 IEEE Radio
Communications Committee Outstanding Service Award. He is a Fellow of
IET, and a Fellow of BCS.
