Melbourne. Her father Brad Cordell said Sienna was a triplet who has also just been diagnosed with autism and epilepsy. This will be her second treatment by the American therapists from the Napa Center. There were denitely improvements from her rst treatment, thats why were doing it again, Mr Cordell said. The American therapists come out to Australia twice a year at a cost of about $9000 for a three week intensive treatment. This treatment will hopefully help this young girl learn to walk and talk. Mr Cordell said 18-months ago Australian medical professionals told him to put Sienna in a wheelchair and let her enjoy life. Now were looking at options to help her walk at least a little bit independently. The family fun day will be held at St Bernards Parish Centre, Bacchus Marsh on Saturday, May 17. Characters from the movie Frozen will appear from 10.30am 11.30am, Pepper Pig and Hoot will be there from 12pm and Transformer characters will be there at 12.30pm. Kids entertainers Kazoo will also perform from 11.30am. Mr Cordell said there would be something for the whole family, with market stall holders, a jumping castle, pony rides and a sponsored sausage sizzle. Anything we raise will help Sienna. ICE callouts skyrocket


MOORABOOL and Latrobe shires have recorded the most regional call-outs from Ambulance Victoria per capita for amphetamines, ice and ecstasy over 2012/13. The gures released in a report by Turning Point last Thursday also showed a 198 per cent increase in ice related callouts across regional Victoria; with 231 callouts in 2012/13 compared to only 77 in 2011/12. In regional Victoria, Latrobe, Moorabool and Horsham had the highest per capita rates of crystal methamphetamine (ice) related ambulance attendances in 2012/13. Latrobe had 30 callouts, Moorabool nine and Horsham ve. Latrobe, Moorabool and Greater Shepparton had the highest population rates of all amphetamine related ambulance attendances in 2012/13. Latrobe had 35 callouts, Moorabool 12 and Shepparton 21. Moorabool and Latrobe featured again in the statistics for the highest population rates of GHB (ecstasy) related ambulance attendances in 2012/13, along with Wellington Shire. acting regional manager Gary Castledine said: Amphetamine overdoses account for an average of less than one overdose a day across regional Victoria. Call for Bull to visit farmers


Nationals Member for Western Victoria David OBrien MP has called for Minister for Local Government Tim Bull to meet with concerned farm ratepayers in Moorabool. Speaking in Parliament this week, Mr OBrien said the local residents concerns, including the Rural Advisory Committee, were shared by other farmers across the state. This particular group of residents is concerned at the perceived inequity of the rates burden on farms and agriculture in Moorabool Shire. As land in the Shire becomes more attractive for residential development, the rates levied continue to increase and this may not accurately reect the rate of return on agricultural land for the region, said Mr OBrien. The Moorabool Shire is recognised as one of Victorias most productive food bowls but faces future issues brought on by increasing residential development. I have had gures quoted that indicate that with 412 registered farm businesses in the Moorabool Shire, primary producers make up only 2.8 per cent of the rate paying population but contribute 13 per cent of the total rate revenue. I am aware Minister Bull is examining ways to alleviate cost pressures on ratepayers. We are keen to hear from individuals or groups that believe they are being rated unfairly, concluded Mr OBrien. **Breaking News Minister Tim Bull is meeting with Moorabool Council today after a street walk in Ballan.

THE push for a Ballan secondary school was linked to youth suicide last week on 107.9 ABC radio. The Ballan Needs a Secondary College Group representative, Gail Fiander (pictured), told the Ballarat ABC radio host Steve Martin last Wednesday that travelling by bus to schools in Ballarat and Bacchus Marsh created social disconnectedness among teenagers, which could account for recent youth suicides in the area. Ms Fiander later told the Moorabool News that anyone whod read any literature on youth suicides and social disconnectedness, which is what bussing

them all over the place does, would agree it was a contributing factor. She said Moorabool Shires high rate of early school leavers was also a factor. We tick a lot of boxes in suicide contributing factors. Its reasonable to say (not having a high school) probably is a contributing factor. This age is when theyre most vulnerable, when they need support, when they need to be engaged in their community and schools, she said. Moorabool Shire Council mayor Paul Tatchell said he found it abhorrent that Ms Fiander would use recent youth suicides in the area as part of her argument for here for the kids and theyre disengaged, go to the footy or the tennis on the weekend and see how many kids are participating. Those are the gures to support that, not whos catching a bus. Suicide is not a thing that should be taken lightly. Kids are under a lot of pressure, theres no doubt about it. He said Ballans school bus system was a great system and even if Ballan did have a secondary school, students would still need it. Even in Melbourne most kids catch public transport to school, only there they have to pay. They dont build schools next door so they can walk to school. We live 20-30 minutes away from some of the best schools in Australia. Cr Tatchell said about 72 per cent of the Ballan population were Roman Catholic and 92 per cent of Roman Catholic children would attend a catholic school. If people felt a secondary school was that big an issue in Ballan then you would move to Ballarat wouldnt you? At last Wednesdays council meeting Ms Fiander tabled a petition with 246 signatures calling for a secondary school to be included in the Moorabool Shire Structure Plan. Council ofcers will make a report about whether or

a secondary school. The two things are not related. The young men who committed suicide in the past ve months werent actually school students. Shes shown a complete lack of understanding and respect, Cr Tatchell said. When you make an argument that theres nothing

not it should be included as part of the structure plan. Im just asking them to include the need for a secondary school on its structure plan. The state government requires it to be included on a structure plan before they will consider it, she said. At least 40 signatures (including Frankston, Belgrave and Dingley) would not comply due to no address, signature, signed twice or not from the Moorabool region. Im hoping they will take it seriously because we have got so many signatures, Ms Fiander said.

Dads, mums and carers of children aged 2-4 years, and local early years educators are invited to attend a free talk on school readiness by Dr Shona Bass, a consultant and expert in Early Childhood. The event is on tonight, Tuesday May 13, from 6.15 to 8.00pm, at Lerderderg Library, Main St, Bacchus Marsh. The session aims to provide parents with the tools to make informed choices about their childs readiness for early years education. Funding for the night is provided by Best Start. Parents will have opportunities to talk to Dr Bass and other educators about school readiness and the services provided to local children and families. Topics covered will include the importance of children being ready for school and kindergarten in terms of their social and emotional maturity. This also includes other issues that can impact on school readiness such as age of enrolment, multiple births, prematurity at birth and temperament. Best Start will launch a new brochure on the night titled School? Kinder? Ready or not? The brochure will be available from June at kindergartens, childcare centres and schools.

Pool not holding water


THE Bacchus Marsh Aquatic Centre project will be placed on hold until major funding opportunities are presented. At the Moorabool Shire Council meeting last Wednesday May 7, councillors resolved to discontinue further design of the aquatic centre until the project could be properly funded. While council acknowledged that the project was an important social and recreational project for Moorabool Shire, it advised the project timelines be reconsidered following unsuccessful grant applications. Council also conrmed that the aquatic centre was a priority project and recognised the importance of community groups, including the Bacchus Marsh Community Consortium.

Wheels keep turning on bus


BALLAN Legacy widows will be able to enjoy monthly outings on a community bus thanks to a recent $1600 donation. The Ballan Sub-Group of Ballarat Legacy made the donation to the Ballan & District Health and Care Facility acting CEO Wendy Grayland last week. The donation, a Victorian Veterans Grant from the State Government, will go towards a community bus for monthly outings of Legacy widows who are in the care of the Ballan Sub-Group. Financial Impact of the Rate Model Proposals

MOORABOOL farmers Chris and Kate Sharkey are disappointed and upset by Councils decision to keep the current rate strategy for the next four years. By the time we get to the end of the four years for this rating strategy well be paying an extra $10,000 on top of the $16,000 we already pay to the Moorabool Shire in rates, Chris Sharkey told the Moorabool News. Its affecting the way we live but also the business we operate. If we keep going the way were going the high rates cost will affect decisions, like should we buy fertiliser for the crops, and the way we generate income. I dont know what to do now. Mr Sharkey said a municipal charge would have given them some relief. If Council collected a municipal charge from everyone, then after that the rest of the rates money would come out of the differential rate. The differential rate would come down, so the municipal charge is not an extra. As (Moorabool mayor Paul Tatchell) said, it would cost the average general ratepayer the same as a cup of coffee a fortnight. Its really disappointing and making us upset. Were on the Rural Advisory Committee and trying to advise council, so what are we there for? I even went with the CEO and spoke to the Valuer General and

they said it was up to the council what rates we pay, he said. Rating system to remain


A PROPOSED Municipal Charge was voted down at the Ordinary Meeting of Moorabool Shire Council last week. The charge, which would have given rates relief to Moorabool Shire farmers but increase the general rate, inspired an emotional debate between councillors at the meeting. Five rating proposals were put to council at the meeting, one for the current system, three with varying municipal charge amounts, and one that would reduce the farm rate differential from 0.8 to 0.6. All proposals except the current rates strategy would have seen general residential rates increase and farming rates decrease. All four East Moorabool Ward councillors voted for a recommendation to adopt the current rating strategy without a municipal charge. Moorabool Shire Council general manager of corporate services, Shane Marr, said he recommended the current rating strategy based on community consultation. A municipal charge is a at rate that every ratepayer would pay. Generally a municipal charge means higher value properties pay less and lower value properties pay more. West Moorabool councillor Tom Sullivan was against the recommendation and said we only had 58 respondents against the Municipal Charge, 58 over 13,000 ratepayers. We need to do what is best for the shire longer term. East Moorabool Ward councillor David Edwards said: I support the current rate strategy because a report provided by ofcers that compared Moorabool against 15 other councils demonstrated that the existing rate strategy performed well against the other councils in most rate categories including residential and farming. Whilst I support the mayors view that farming within the peri-urban region needs support to ensure its sustainability, there are more targeted ways of providing this through rate rebate schemes and or reduction in farming rates, Cr Edwards said. East Moorabool Ward councillor Tonia Dudzik said: I believe the municipal charge will take from the poor and give to the rich. Those on low income would pay more; all general householders including pensioners would pay higher rates. Im particularly concerned about those on low income. The state government really needs to look at a way of making things fairer so our farming community can get assistance without impacting on general householders, Cr Dudzik said. Theyve assisted manufacturing and car industries, why dont they start assisting farming communities so we can keep them alive and thriving. To me its a state government responsibility and it needs to change. East Moorabool Ward Councillor John Spain said: Based on all the information and data provided by council ofcers and my own research, I felt it wasnt appropriate to change from the current system to a municipal charge. I understand where the farmers are coming from and the difculties faced by rural enterprises. I had to look at how it will shift rate burdens for general categories. I thought about all the categories. At this time I didnt feel comfortable to change from the current system, even though I recognise its aws, Cr Spain said. Woodlands Ward councillor Pat Toohey said Moorabool Shire Council had a current rating system where every single ratepayer is a sitting duck. This system is awed. Every single ratepayer is at the mercy of the valuer, every second year.

Forest roads closing


Some roads and tracks in Victorias forests and parks will be temporarily closed for winter and spring as of yesterday Monday 12 May, with more to follow next month, as part of an annual program. The Department of Environment and Primary Industries (DEPI) and Parks Victoria run the seasonal road closure program to ensure driver safety as well as protect forest and park roads from damage during the cooler months. A spokesperson said, The closures are important because our forest roads and tracks become much more difcult for drivers to use safely during the cooler months. Parks Victoria General Manager Regional Services Chris Rose said: By protecting park roads and tracks we can reduce erosion and cut the amount of silt which is washed into rivers, creeks and reservoirs. Warm welcome for RSL


A COMMUNITY grant will help keep members of Ballan RSL subbranch cool in summer and warm this winter. Ballan RSL president Bob Nason said last Wednesday he was told the club was successful in the latest round of Veteran and Community grants. Mr Nason said the grant for $4900 would be used for a new heating and cooling system for the RSL clubrooms. We had an old system that wasnt very efcient, he said. Patron Senator for Ballarat, Michael Ronaldson, said: The Ballan RSL sub-branch is a vital part of the veteran and defence community in Ballan and this funding will help them install airconditioning for the wellbeing of the local veteran community. I congratulate the Ballan RSL sub-branch on its successful application for this grant. Witnesses sought over crash


Police are appealing for information from the public after a serious collision near Elaine on the Midland Highway. Ofcers have been told that a silver Commodore sedan was travelling north on the highway around 6.40pm on Sunday, May 4. Investigators from the Ballarat Highway Patrol believe that the Commodore crashed into a four metre wide spreader, which was allegedly parked on the side of the road. The spreader was being towed by a tractor but was allegedly stationary at the time of the crash. The occupants of the car, both men in their 70s and from south Ballarat, were taken to hospital with non-life threatening injuries. The driver of the tractor was unharmed. Police wish to speak to anyone who saw either vehicle before the collision or who witnessed the actual crash. MOORABOOL Shire Council no longer hires out baby capsules to new parents. Parents within the shire will now have to travel to Ballarat, Hillside, Caroline Springs or Werribee to hire baby capsules. Moorabool Shire Council CEO Rob Croxford said the service had ended because the existing council capsules had passed their useby date. The baby capsules at council, which were purchased under a state government funded program that has long ceased, have a lifespan of ten years in order to meet Australian Standards. Council has 36 capsules in stock which are due to expire in July this year, Mr Croxford said. For the safety of babies, these capsules are required to be destroyed once past their expiry date. For this reason, they are no longer available for hire. The last capsule was hired out in January to ensure it was returned by the expiry date. Under Victorian road rules a child under six months of age is required to travel in a rearward facing approved child restraint. A child aged six months to under four years must travel in either a rearward facing or

CFA CEO Mick Bourke said the annual memorial service was an event to honour and commemorate the lives of CFA reghters who never returned home from the re ground. It is a time for reection and just one of the ways we can remember the lives of 67 members who have given their lives in service to protecting our communities, he said. Its also an opportunity to acknowledge those who paid the ultimate sacrice. Through loss, hardship and experience, we have learnt from all those who have come before. We honour the commitment, dedication and hard work from all who protect Victorian communities and reect on their legacy that lives on in CFA. The CFA Annual Memorial Service was held on the Sunday closest to International Fireghters Day and St Floriens Day (May 4). St Florien is the Patron Saint of reghters.

Wilbur to weed the need


A SCARY steel character has been created to remind people of the ght against weeds. The Blackwood and Barrys Reef Landcare Group (BBRLG) was awarded a grant from the Moorabool Shire to create a symbolic sculpture called Wilbur the Weed. BBRLG member Louis Santin said the $3000 community grant was used to develop a creature that combined Blackwoods ve main weeds: gorse, broom, blackberries, holly and Himalayan honeysuckle. It aims to bring weed awareness to the group in a creative and fun way. Weeds are a disregarded topic at the moment in this area, Mr Santin said. Hopefully it will also help us recruit more members so we can do more landcare programs. He said Wilbur would live next to the main general store in Blackwood and be used for appropriate events. Its an attention getter. Trentham-based artist Matt Harding said the three-metre-high sculpture was not his usual aesthetic art creations. They wanted something that would be a jarring reminder to people about the need to be vigilant with weeds, Mr Harding said. Its meant to be a bit of a scary character. And in so doing these scientists are abused in public, especially by those with vested interests. Just ask Tim Flannery what it feels like to make a stance on climate change in Australia today; it costs. After graduate school, Hansen continued his work with radiative transfer models, attempting to understand the Venusian atmosphere. Later he applied and rened these models to understand the Earths atmosphere, in particular, the effects that aerosols and trace gases have on Earths climate. Hansens development and use of global climate models has contributed to the further understanding of the Earths climate. In 2009 his rst book, Storms of My Grandchildren, was published. I have mentioned this book in some previous pieces. At the outset of the USAs understanding of the potential impacts of climate change James Hansen was called to appear before many congressional committees. He was, and still is, recognised as the worlds leading authority on climate change. His is a voice that we all need to take notice of. From 1981 to 2013, James Hansen was the head of the NASA Goddard Institute for Space Studies in New York City, a part of the Goddard Space Flight Center in Greenbelt, Maryland. I reintroduce James Hansen because of something he has been speaking on of late or at least since 2012. He has been speaking on, in rather colloquial terms, the rolling of the dice. It is this dice that is the centre piece of this weeks article. Two sides of the die


I have spoken about Dr James Hansen before in this opinion piece. For those of you not familiar with who James Hansen is, here is a brief outline of his career. James Hansen is an American adjunct professor in the Department of Earth and Environmental Sciences at Columbia University. James Hansen is best known for his research in the eld of climatology, his testimony on climate change to congressional committees in 1988 that helped raise broad awareness of global warming, and his advocacy of action to avoid dangerous climate change. In recent years, Hansen has become an activist for action to mitigate the effects of climate change, which on a few occasions has led to his arrest. Unfortunately this is happening too often these lier piece, The Future Six Drivers of Global Change by Al Gore, (Random House New York 2013). As quoted in The Future James Hansens chosen metaphor to explain the difference in global temperatures (extreme temperatures have been occurring regularly on approximately 10% of the Earths surface while during the earlier decades such events occurred on only 0.1 to 0.2% of the Earths surface) consists of two dice, each with the requisite six sides. The rst dice, which shows the range of temperatures over the years between 1951 and 1980, has two sides representing normal seasons, two sides representing warmer than normal and the nal two sides representing cooler than normal seasons. That used to be the normal distribution of temperatures. The second dice, however showing the range of temperatures in more recent years has only one side representing a normal season and only one side representing a cooler than normal season but three sides representing warmer than normal seasons and the remaining side now representing extremely hot seasons seasons that are way outside the boundary of the statistical range that used to prevail. There are now also jail terms and nes up to $60,000 for aggravated cruelty convictions under laws strengthened by the Victorian Coalition. This project replaces an election promise made by the Coalition ahead of the 2010 State election. That clear promise was for a passing loop at Ballan with a second rail platform with a pedestrian y over to be constructed at Ballan station. Now, nearly four years later, not only hasnt the Napthine government started work on this project, they now advise that they will no longer deliver it and instead will fund an alternative project which will not be due for completion until 2016. Victorian dog and cat breeding establishments must now comply with a strict new mandatory Code of Practice that came into effect on April 11. Animal welfare for breeding animals has, without doubt, taken major steps forwards under this revised Code. The new Code has more than 100 individual requirements for breeding establishments including compulsory veterinary checks, health plans, nutrition plans, exercise and social enrichment requirements, and retirement plans post-breeding for dogs and cats. Under the new Code there are now health and well-being assurances for dogs and cats that never previously existed in Victoria. Previously there were no maximum breeding lim-

Local brigade educates


An outdoor classroom at Myrniong PS involved a big red and white truck with three members of the Myrniong CFA. Alan Gorman, Joan Chapman and Samantha Ihlow visited the school last week in a program provided by the CFA that is an integral part of the schools curriculum. The visit teaches and reinforces valuable life skills, re safety strategies and what to do in case of re. Round 5 v Smythesdale It was the day for full forwards to shine as Ballan took on Smythesdale at home. In the seniors Zac Peoples bagged a whopping 23 goals to break the previous league record. In the reserves Bernie Whelan set the scene with a 20 goal haul. In both games the Blues were never troubled and were very focused and disciplined. In the seniors Mark Williams and Zac Peoples controlled the forward line and ran their opponents ragged. It was not until the nal quarter that the Dogs managed to score a goal. Lily McConnell and Lauren Alcock got the team off to a great start with accurate shooting. Bridget Casey was brilliant all over the court especially in centre. Erynn Vella created plenty of space and drive in attack. Scores were locked at six all at the end of the game. 13&Under Ballan got off to a brilliant start to take the early lead but Smythesdale worked hard to come back and level the scores by three quarter time. Megan Hammond was again strong in goals, well assisted by Anais Clifford and Maddie Alcock in the midcourt. Defence held strong to turn the ball over and provide the attackers with plenty of opportunities, Layla Foster-Travers, Bethany Boland and Shelby Cox all combining well. Ballan scored 3 goals to 1 in the last quarter to defeat Smythesdale 12 to 10. 15&Under A solid effort by the girls who continue to show improvement each and every week, they were unable to match it with Smythesdale but never gave up and still managed some great passages of play. Smythesdale 24 defeated Ballan 6. 17&Under The girls combined well in the defence making valuable intercepts and delivering it to our strong and accurate goalers. Ballan proved too strong for Smythesdale defeating them 42-16. Tori Barbara and Katelyn McGregor took out the awards for their excellent performances. C Grade Ballan fought out a close match with Smythesdale, but held strong scoring vital goals in the dying minutes to win by one goal and record their rst win of the season. Best on Court was awarded to Eliza Rivette. Ballan 26 defeated Smythesdale 25. B Grade Ballan put in a great all round performance to easily defeat Smythesdale, limiting them to just 8 goals. Best on Court was awarded to Jayme Nielsen. Ballan 34 defeated Smythesdale 8. A Grade Ballan dominated taking control of the game very quickly and never looked back proving to be too strong all over the court. Best on Court was awarded to Stacey Casella. This was short lived however, as the Marsh defensive squad of Lachie Mansell, Jonathan Forrest, Xavier Rabottini, Felipe Phillippou, Jake Carver and Harley Thistlethwaite closed every attack down. It was a great team effort with everyone contributing. Reserves The team battled hard against the Waubra team. It was a hard ght with Dan Carey, Luke Toohey, John Manchee playing well. Gary Busuttil and Shane Holland also contributed to the team effort, Unfortunately the Eagles could not get over the line. Seniors The game was a battle from start to nish and kept everyone on edge to the nal siren. At half time the Eagles were only down by a point and had a good third quarter with ve goals. Unfortunately the nal siren saw them lose the match, in a tight nish by the smallest of margins, one point. Best players included Luke Gunnell, Jordan Clampit, Jason Rae, Chris McGuigan, Steve Nicholson and Stephan Pye. def Gordon 61-30. The B Grade Eagles seemed a little put off by a treacherous court, whilst the home side seemed to adapt better to the slippery conditions. A big effort again from Nikki Mannes making her a valuable player, whilst Molly Lonergan and Naomi Cove worked hard in mid court with Jess Torpy in attack. Some more work on passes and better use of space if the Eagles want to take their game to the next level (something they are capable of) going down to Waubra 50-20. In C Grade, the 34-9 scoreline suggests a one-sided affair against a side sitting in second place, but the Eagles displayed patches of intelligent, competitive netball. Being able to maintain consistency across the whole quarter seems to be the key. A strong game from Cassie Curr in defence where she battled for everything, whilst up the other end, Jaye Cartledge created a number of opportunities with great movement. Some promising signs from the Eagles, the commitment is there and it is starting to come together. The 17&Under girls played a hard fought game in interesting weather conditions. The girls had to adjust to a wet, slippery court and tall, physical opponents. They moved the ball efciently into the shooters circle with Ness and Katie moving well to reposition. The defenders took control of rebounds, allowing the Gordon side to score on the Waubra centre pass. The 13 and 15&Under girls both recorded wins.

Under 12 Another road trip for the round 5 xture to Waubra. The play was dominated by Gordons forward line with Ash McKenzie being constructive up forward and kicking a goal. Bailey Colligan and Lachlan Reynolds sent the ball forward and also scored great goals. Dylan Anderson and Cameron Reynolds marked well around the ground. Lucas Blasko and Thomas Conroy were able to goal in the third term with all players contributing well. Jon Debono,Tyson Young and Amy Triance were award winners this week. Under 15 The boys were tireless in their running and chasing, often beating Waubra to the ball. They were rewarded for their efforts in the rst term with goals to Ben Frazer and Darcy Hunt. Luke Dobler was sweeping across the back line with strong support from Angus McCarthy and Ash McKenzie. The mideld never stopped running and were led by Tristain Mair in the ruck and Mitch Labbett constantly running on the ball. The Eagles work rate and effort produced some excellent ball movement and exciting passages; their defensive pressure surprised the much more fancied Waubra side and caused a number of errors.
