The old saying goes April
showers bring May flowers, and
on May 8 it was true at the Cin-
naminson Library when kids
filled the activity room to craft
their own flowers to give to their
mothers just in time for Mothers
Day.
The craft had the kids using
ribbons and glitter and other ma-
terials to transform old coffee
creamer bottles into flower vases.
Then the kids glued paper to-
gether to create flower petals,
with pipe cleaners used as stems.
Once the flowers were inside
the vases, the kids also got to
work on cards.
The theme of the card was I
Love You to Pieces, and the kids
had the option of gluing ripped
pieces of paper or puzzle pieces to
the cards to visualize the mes-
sage.
Meanwhile, any moms in atten-
dance were asked to keep outside
as to not ruin their upcoming sur-
prise.
Childrens librarian Kristie
Winks, who led the event, said the
activity gave kids the chance to
work on their own to create some-
thing for their mothers while at
the same time giving the mothers
a little time to themselves.
We like to do it as a surprise,

When Quality Counts
Winks amazed at kids creativity
the kids wrap it up in a bag so
they can hide it for Sunday. Its a
little bit of a tradition there. I had
one of the moms tell me its her
favorite craft of the year because
its the only time she gets to go
look at adult books because the
kids are busy in here.
Winks said shes constantly
amazed at the creativity of the
kids who can use crayons and
shoeboxes to create masterpieces,
and since kids these days dont
get to practice crafting in schools
very often or at all, theyre also
learning new skills.
I try to have them do as much
as possible, Winks said. I dont
do it for them because theyre not
getting crafting skills in school,
so cutting, pasting, gluing, creat-
ing I leave that all up to them.
Theyre learning and they dont
know it. Theyre practicing
skills.
She compared the young chil-
drens skills to a recent crafting
activity at the library where
teenagers had to make top hats.
We made top hats with the
teens and it took three and a half
hours because they cant craft,
but these kids are very skilled,
Winks said. One boy made a
popup card. That is so cool.
Father Jeff Stavely was at the
event with his 5-year-old daughter
Grace. Stavely said it was his first
time at the library, and he thinks
his wife will be surprised with
the gift his daughter made for her.
Its neat, Stavely said. Its
my first time Ive ever been here.
My wifes taken her to things. You
dont get too many things to do for
free anymore.
Grandmother Jane Armento
was at the event with her four
grandchildren. She said the li-
brary always has great events for
kids, such as book bingo or mak-
ing decorations at Christmas, and
her grandchildren visit often.
They come to a lot of the
things that the library does, Ar-
mento said. They love it. They do
so many fun things here.
Armentos 10-year-old grand-
son Michael, along with his
brothers and cousin, didnt know
where they were going before
they got to the library. He said he
liked being able to make some-
thing for his mom.
I made a vase and a card for
my mom, Michael said. Shes
going to love it and how it looks.
Armento said the craft and
card would be more special this
year because the boys mothers
have been sick lately.
They love it, and they got very
creative with the vases, Armen-
to said. Its beautiful. Their
moms are going to love it. Both of
their moms have been very sick,
so this is going to perk them up.

A new analysis from Tri-State
Transportation Campaign, a non-
profit policy watchdog organiza-
tion, finds that in the three years
from 2010 to 2012, 442 pedestrians
were killed on roads in New Jer-
sey.
This is a slight increase from
the Campaigns previous analysis
that found that 440 pedestrians
were killed on New Jersey roads
from 2009 through 2011.
Using federal data, the analysis
finds that, for the fourth year in a
row, Burlington Countys Route
130 is once again the most danger-
ous road for pedestrians in the
state. Twelve pedestrians were
killed on US-130 in Burlington
County, with eight of these deaths
occurring within the approxi-
mately 7.5 miles stretching from
Cinnaminson to Willingboro.
Over the past few years, state
agency leaders and elected offi-
cials have taken actions to make
Route 130 less deadly for pedestri-
ans, including increased enforce-
ment of motor vehicle violations
through the Operation 130 Safe
Passage program, which began in
2013.
These initiatives are
great starts, but Route 130 needs
pedestrian infrastructure
changes such as continuous side-
walks, median islands and cross-
walks as well, said Mathew Nor-
ris, the Campaigns South Jersey
advocate.
It is my hope that together we
can change the distinction of
Route 130 as one of the most dan-
gerous corridors in the state to
one that is safe for all community
members," said State Assembly
Member Troy Singleton. Route
130 lies within Assembly Member
Singletons district.
The campaign found that arte-
rial roadways multi-lane roads
that often have speed limits of 40
mph or more and with little
pedestrian and bicycle infrastruc-
ture are the regions most dead-
ly for pedestrians. In New Jersey
alone, almost 70 percent of pedes-
trian deaths occur on roads clas-
sified as arterials.
In looking at the regions most
dangerous roads a clear trend
emerges: whether they are classi-
fied as arterials or local streets,
roads that are not designed with
the needs of users of all ages and
abilities in mind are without a
doubt the most dangerous for
pedestrians, said Veronica
Vanterpool, the campaigns exec-
utive.
The campaign urges New Jer-
seys elected officials and agency
leaders to:
Pass legislation to project
pedestrians on the roadways such
as a safe passing and vulnerable
users bills.
Create Complete Streets im-
plementation plans in municipal-
ities and counties that have
passed Complete Streets policies
and implement complete streets
projects on state roads, especially
those being rebuilt with Sandy
funds.
Continue to increase invest-
ment in projects that make streets
safer for pedestrians and bicy-
clists in the Transportation Capi-
tal Program.
Fund construction of region-
al trails, such as The Circuit in
southern New Jersey, and im-
prove roads that provide access to
trails to create safe biking and
walking corridors.
Institutionalize NJDOTs suc-
cessful Complete Streets train-
ings and workshops for local mu-
nicipalities.
The analysis relies upon the
most recent data available from
the National Highway Traffic
Safety Administrations Fatality
Analysis Reporting System to de-
termine which routes within
each county had the highest num-
ber of pedestrian fatalities from
2010 to 2012.
The analysis excludes inter-
states and other roads where
pedestrians are prohibited and
omits those fatalities that oc-
curred on portions of roads
where pedestrians are not al-
lowed.

ast year at this time, we
preached how important it was
to stay local for the summer-
time. We said that the 102 days be-
tween Memorial Day and Labor Day
weekends are crucial for the Jersey
Shore, which, no matter where you
live in our fine state, has a vital impact
on our economy.
We are now a year-and-a-half re-
moved from the devastation that was
caused by Hurricane Sandy, but some
Shore towns are still fighting to fully
recover. Beach remediation is all but
complete, and the boardwalks and
shops are up and running, for the most
part at least those that decided to re-
build.
But these Shore towns still need our
support.
Beach Season 2013 was not a good
one. As if rebuilding from Sandy was-
nt bad enough, an incredibly wet June
kept visitors away from the Shore dur-
ing prime weekends. Sales for stores
in the hardest-hit areas of the storm
were off anywhere from 20-40 percent
last year, according to state economic
reports. And Gov. Christies office esti-
mated that companies lost more than
$63 million in business due to the
storm.
So whats the message here? Its sim-
ple: Visit the Shore this summer, and
visit often.
New Jersey residents often take our
coastline for granted, but we should
realize how lucky we are to have such
a gem this close to home. So lets pay it
back this summer.
There are fewer than three weeks
until the official start of the summer
beach season, but with schools letting
out a little later this year thanks to the
snowy winter, there is still plenty of
time to plan your summer vacation at
the Jersey Shore.
The beach towns need your support,
now more than ever. Lets all dedicate
at least part of our summer to giving
back.

BOE passes budget with increase

The Delran School District Board of Ed-
ucation passed the 2014-2015 budget at its
May 5 public hearing.
The budget reached $45.32 million in
total appropriations, necessitating an esti-
mated tax rate increase of 7.1 cents.
On the average assessed home of
$209,677, residents will see a $149.73 in-
crease to their annual school tax bill.
District business administrator Christo-
pher Russo outlined the budget in a presen-
tation at the meeting. He said the levy in-
creased by $1.5 million from the previous
year and was at the cap, with automatic ad-
justments for student growth and for bene-
fit increases.
In the budget, $20 million goes toward in-
struction appropriations, an increase of
$635,000 from the previous year, most of
which Russo said stems from salaries.
Instructional support is budgeted for
$4.43 million, an $18,000 increase from the
previous year and also mostly from salary
increases.
Administration costs are budgeted at
$2.97 million, a $21,000 increase from 2013-
2014, due mostly to a new phone lease.
Benefit costs are $7.11 million, a $522,377
increase from the previous year.
Operations, maintenance and trans-
portation costs are $6.91 million, a $277,000
decrease from the previous year, which
Russo said comes from falling energy costs.
Each year were putting in new energy
efficient lighting. Its been working, Russo
said. Our energy efficient programs are
working more light harvesting, motion
detecting sensors, the utility bill is basical-
ly going down, except for this year, and we
know what we went through this winter.
The budget will also use $100,000 of an
available $586,000 in banked cap to fill a
transportation line item, with $486,000 car-
ried over to next year.
State law allows districts to use savings
from recent budget years to exceed the 2
percent tax levy cap if the districts were
under the cap in previous years.
This budget has $100,000 in bank cap,
Russo said. The $486,000 was $586,000. We
chose to use it because we would lose it.
You lose it in the third year, but were using
it this year.
The district will also withdraw $50,000
from the capital reserve fund, money set
aside to implement long-range facility capi-
tal projects.
Capital reserve withdraw all we have
is $50,000 this year, Russo said. Thats the
money we have away for facilities. Were
going to put new flooring in the all-purpose
room in Delran Intermediate School. This
number was $650,000 last year for the mid-
dle school roof. So its $50,000 this year for

Russo said the district chose
not to budget for any additional
roofing work this year because it
received a state grant that would
pay for $940,000, or 47 percent, of
the $2 million project.
We need to show that we can
come up with our share, so we
didnt budget any roof work to be
done, Russo said. By September
when we get this years audit, we
should be able to show that we
have 100 percent of our share, of
our 52 percent, and then budget it
for the next year to fix that roof.
Russo also used his presenta-
tion to speak about his belief that
the Delran School District did not
receive and has not been receiv-
ing an adequate amount in aid
from the state under the School
Funding Reform Act.
Aid for School Funding Re-
form Act should be $21,819,265,
Russo said. The actual aid that
the district received this year was
$11.5 million, or $10.2 million
shortfall given our tax bracket,
given our income group, given all
of our demographic factors,
thats what we should be getting.
We should be getting $21 million
in aid; we get $11.5 million.
Russo said the School Funding
Reform Act makes sense and he
believes the formula works, but
the Legislature didnt have the po-
litical will to take money from
specific districts that were to lose
aid and never implemented the
act properly. He said more money
in the states budget should go to
Delran.
Im not sitting here crying, be-
cause people would say oh you
cry about it but theres no more
money in the state. I know
theres no more money in the
state. I live here too. Theres plen-
ty of money in that budget, it just
needs to be redistributed, and no
one will redistribute it, he said.
