!his Memorandum is issued to those who have volunteered for training as common law peace officers
and court sheriffs. "t is part of a pac#age that includes a short !raining Manual and relevant documents.
$e assume that if you are reading this, you are familiar with the aims and philosophy of our movement, which is to use
%atural &aw and our inherent sovereignty and freedom to reclaim the earth, our society, and its laws from the criminal
corporate system.

your community or area who have similarly volunteered.

1. *ontact the others in your community who are listed and arrange an initial meeting together in a secure private place,
li#e in one of your homes. !he purpose of this meeting is to get to #now each other and form yourselves into a chapter of
the *ommon &aw movement )y signing the *ommon &aw *harter +,ocument %o. 1, enclosed. "f you are the only person
in your area who has volunteered to receive training, we will arrange for you to connect )y phone or s#ype with the nearest
common law group.
2. 't your first meeting, appoint one among you to )e the formal contact person with the central *ourt -ffice and its .ield
/ecretary, 0evin 'nnett. !his contact will )e e1pected to ma#e regular reports on your wor# to 0evin and the *ourt, and to
pass on a copy of your signed *harter.
2. ,iscuss among yourselves your own hopes and e1pectations for the sheriffs( training course, along with the criminal or
civil matters you want to see ad3udicated in a local common law court. !his will help focus your training and give it a
practical outcome.
4. "n addition, wor# out among yourselves a timeta)le for the training program that fits your own schedules and situations,
and you can commence the training, )ased on the enclosed material and the general *ommon Manual found at

6. "n order to recruit more people and )roaden our movement, circulate to others in your community the wor# and we)sites
of the *ourt and the general *ommon &aw !raining Manual. !hat way you can assem)le the people to form your first

More advice and resources will )e provided to you soon a)out the nuts and )olts of wor#ing as a local chapter of our
movement.
!he important thing right now is to not wait for others )ut ta#e the initiative to discuss how you want to operate as a
citi7ens( common law movement and as its appointed sheriffs and peace officers.

"ntroduction
!he historic effort to reclaim the law and the world for the people rests upon the re-esta)lishment of the *ommon &aw and
its 3ury courts as the cornerstone and )ulwar# of human li)erty. 'nd the front line defense and enforcement arms of these
courts are the sheriffs and peace officers whose sworn duty is to defend the court and enact its decisions. $ithout such
officers, and their active support )y the community, the *ommon &aw *ourts and their 3udgements will have no effect.
!his Manual(s purpose is to eBuip everyday citi7ens to function as professional police officers of the *ommon &aw courts,
as licensed and accounta)le servants of the people and 3ustice.
!he Manual consists of the following sections:

1. Brief .istory of Common Law (heriffs
!he origin of these sheriffs, li#e the common law itself, goes )ac# over a thousand years to the 'nglo-/a1on tri)al
communities of :ngland, which were self-governing and independent of any foreign power li#e #ings or popes. 'nd to
preserve such freedom, these communities understood that the people as a whole had to )e responsi)le for their own safety
and li)erty.
'ccording to one historian,
E'll persons who were the victims of a crime in 'nglo-/a1on :ngland were e1pected to raise their Fhue and cry( and
apprehend the criminalG and upon hearing their cry, every a)le-)odied man in the community was e1pected to do the
Futmost in his power( (pro toto posse suo) to chase and apprehend the accused as a Fposse(.H +from 1216: !he 8ear of Magna

@ractically, one or several people were often appointed from among the community to serve as permanent EsheriffsH, the
word coming from Eshire-reeveH, meaning a chief from the local EshireH, or /a1on village. !hese sheriffs were not
esta)lished as an e1ternal authority over others )ut as the accounta)le guardians of the entire community. !he sheriffs were
therefore the em)odiment and defender of the li)erties of the common people.
!his tradition is preserved in 'merica in locally elected county sheriffs who are accounta)le to the local citi7ens and not to
the federal or state governments. 'nd as we will discuss, these e1isting sheriffs, as the remnants of a proud tradition of local
li)erty, can help communities re-esta)lish their capacity to govern themselves through their own court system.
2. The #ur%ose and Mandate as (heriffs as ser&ants of the #eo%le and their Courts
'ny genuine peace officer is in office solely to defend the people from harm and tyranny, and to preserve their laws and
li)erties. $hen they su)vert that purpose, they can and should )e removed from their office, and its sacred trust. !his is
especially true when it comes to the common law court sheriffs, who are guardians not only of the people )ut of the a)ility
of their laws to function.
!he *ommon &aw /heriffs have a general purpose, namely, to protect the *ourts and enforce their decisions and warrants.
;ut as part of this aim, the /heriffs must also help gather evidence for the *ourt, detain suspected criminals or those who
o)struct the *ourt(s decisions, assist 3uries and help the community put into practice the *ourt(s verdicts, including )y
deputi7ing other people.
!his )road purpose has five aspects, which we will discuss in detail in section three. ;ut )ecause the /heriff(s role is so
vital in ma#ing 3ustice practical and wor#a)le, he or she operates as an e1tension of the *ourt, which is the @eople
themselves.
*ommon &aw sheriffs are not lone wolf heroes: the >ary *ooper-li#e town cop who single handed ta#es down the )ad
guys. /ave that for the movies. /heriffs are part of a team, overseen )y the *ourt and the common law.
!hat Mandate is clarified in the /heriff(s -ath of -ffice and licensing, which is discussed in section four.
/0 (%ecific Tas1s and !unctions of the (heriffs 2 Mandate, #rotocols and +3tent of their #owers
!he *ommon &aw /heriffs and those they deputi7e have five specific 3o)s to do:
a Maintain the safety and operations of the *ommon &aw *ourts, their officers, 3uries and witnessesG
) /erve *ourt /ummonses, detain and )ring into *ourt summoned parties, and enforce the $arrants and final Ierdicts of
the *ourtG
c 's part of their :nforcement role, assist in the sei7ure of forfeited property and assets of convicted individuals and
)odies, arrest these individuals and their accomplices, and aid in the disesta)lishment of convicted criminal )odies.
d *onduct and protect *ourt-authori7ed *rime /cene "nvestigations, including at mass grave sites, crime scenes, and other
suspected locations of evidence relevant to *ourt cases.
e >enerally aid the people in assisting the *ourt and enforcing its decisions and verdicts, and in actively esta)lishing and
maintaining such *ourts in the community.
!he /heriffs and their deputies are directly accounta)le to the *iti7en @rosecutor(s -ffice of the *ommon &aw courts. !hat
-ffice trains and supervises the /heriffs and has the power to discipline or remove any /heriff from his or her office, )ut
only if it can )e proved )efore the *ourt with proper evidence that the /heriff has violated or e1ceeded his/her -ath of
-ffice and mandate.
/heriffs can deputi7e any man or woman to act as agents of the *ommon &aw court and the /heriffs( -ffice, including
mem)ers of e1isting police forces. ,eputies ta#e the same -ath of -ffice as the /heriffs and are )ound )y the same
accounta)ility, mandate and protocols.
"n e1ecuting their duties, /heriffs and their deputies may with the proper *ourt warrants enter any dwelling, physically
detain, arrest and incarcerate any man or woman regardless of their authority, and sei7e any thing relevant to the *ourt and
its operations and verdicts.
"t is understood that the /heriffs and deputies may only employ reasona)le and proportionate force in the e1ecution of their
duties. !hey may not act against the &aw itself or intentionally #ill anyone, nor inflict harm or suffering on anyone e1cept to
defend themselves and the verdicts and operations of the *ourt. !hey are authori7ed )y the *ourt to carry and use firearms
and other protective devices, )ut must )e *ourt-licensed to do so and receive the necessary professional training in the use
of firearms and in self-defence.
"t is understood that all /heriffs and deputies must )e physically and psychologically competent to perform their duties.
!hey cannot )e infirm or incapa)le of ro)ust activity. 's part of their licensing, they must agree to annual physical and
psychological e1aminations )y accredited specialists, under the supervision of the *iti7en @rosecutor(s -ffice of the *ourt.
4. )ath of )ffice, ccreditation and Licensin$
:very *ommon &aw /heriff and their deputies must orally declare the following stamped and authori7ed -ath of -ffice,
and sign and date it )efore witnesses recogni7ed )y the @rosecutor(s -ffice:
I (Name), being of sound mind and cear conscience, do !ereby s"ear t!at I "i fait!fuy and #usty e$ecute t!e %ffice of
&ommon 'a" (!eriff or Deputy according to t!e best of my abiities, under t!e super)ision of t!e %ffice of t!e &itizen
*rosecutor.
I understand t!at if I )ioate t!is %at! or betray t!e mandate, trust and responsibiities of my %ffice I "i !a)e forfeited
my rig!t to t!at %ffice and can be dismissed.
I ta+e t!is soemn %at! freey, "it!out coercion or uterior moti)e, according to my conscience as a so)ereign and free
man or "oman, and as a citizen under t!e aut!ority and #urisdiction of t!e &ommon 'a" and its courts.,
' copy of this -ath and of the /heriff(s %otice and $arrant to ,eputi7e is contained in the accompanying documents, along
with the /heriffHs &icense.
!his -ath of -ffice legally accredits any man or woman to )e a *ourt-authori7ed /heriff or deputy. 9pon ta#ing the -ath,
the /heriff or deputy will )e issued a /heriff(s &icense, which is a legal piece of identification that the /heriff/deputy must
disclose in the performance of their duties. !he &icense is issued )y the *iti7en @rosecutor, and must )e reviewed annually
)y that -ffice after an interview process and e1amination of the /heriffHs/deputies( performance, as indicated )y their
immediate supervisor.
6. Learnin$ from #ractice' .ow to Be$in
!his general guideline, and the training program accompanying it, is a spring)oard to action: a way to eBuip citi7ens to
)egin functioning as active community peace officers and agents of locally esta)lished common law courts. "t(s now time to
)egin trying out what you have learned, for only through practical e1perience will you )ecome truly eBuipped as a
competent professional.
"t is strongly advised, therefore, to commence immediately after your training to aid in the esta)lishment of a local court and
its ad3udication of a civil or criminal matter. /heriffs have the authority to assem)le citi7en 3uries and help issue the @u)lic
%otice of *laim documents that commence common law litigation. 8ou must )egin to e1ercise this power and duty to ma#e
any of this effort meaningful.
/imilarly, it is necessary for all candidates for /heriff to )e a recogni7ed mem)er of the )roader common law movement, )y
signing the *ommon &aw *harter that esta)lishes a local chapter of the movement, and which is found in the ,ocuments
section. !hat step is essential in order to function as part of a team of citi7ens who e1press the will and efforts of the local
community.
.inally, sharing your e1periences and lessons with other common law peace officers is essential, as our movement grows
and the *ourts )ecome more rooted in the community. "t is therefore advised that you stay in touch with the central
*ommon &aw *ourt of ?ustice and its @rosecutor(s -ffice through a formal liaison person.
$e wish you more than luc#, in the days ahead: for on your shoulders is the responsi)ility for ma#ing common law and
3ustice a force again in our communities. 'nd so, )e courageous and )old, for you have the sacred duty to defend with your
