Meaning
Routing the incoming OSI call set-up request to a local application
process fails, and setting up the requested OSI call set-up is inhibited.
On the basis of this notice it is possible to find out why the incoming
call set-up request is inhibited, if the call set-up inhibition causes
disturbances in the operation of the system.
Supplementary information fields
1 type of the application process called. If the application
process cannot be deducted, the field contains the value
0xFF
2 reason for the failure of the incoming request. As the
request can fail for many reasons, each reason is defined
as a bit of its own. If the value of the field is 0x00,
the reason cannot be located
Bit 1: state of the terminal which transmitted the request
prevents the call set-up
Bit 2: user of the fixed X.25 connection cannot be identified,
as the fixed virtual circuit has not been defined in
the physical channel group
Bit 3: user of the fixed X.25 connection cannot be identified,
as the physical channel group containing the fixed
virtual circuit has not been defined as an NSAP
Bit 4: the NSAP calling cannot be located. The calling remote
application cannot be identified
Bit 5: the NSAP called does not belong to any network address
and thus it is impossible to establish a network
connection
Bit 6: the NSAP called is locked, and thus it is impossible
to establish a network connection
Bit 7: the network address called does not belong to any local
application, and thus it is impossible to establish a
network connection
Bit 8: the local network address called is locked, and thus
it is impossible to establish a connection
Bit 9: the PAD service is either temporarily or permanently
out of use, and thus it is impossible to establish a
network connection
Bit 10: the NSAP called cannot be located, and thus it is
impossible to establish a network connection
Bit 11: the FTAM service is either temporarily or permanently
out of use, and thus it is impossible to establish a
session connection

Meaning
The OSI management is forced to initialize a forced clearing of the OSI
connection. On the basis of this notice it is possible to find out why
the OSI connection broke, if the OSI application does not initialize
the clearing of the connection.
Supplementary information fields
1 type of the application process in charge of the connection.
If the application process cannot be deducted, the field
has the value 0xFF
2 index of the plug-in unit representing the OSI subnetwork
interface
3 family identifier of the program block related to the
forced clearing of the connection
