Berona Carey Scott Aquatic Alliance (BCSAA) is design and
consulting firm designed to serve clients’ needs for aquatics expertise;
specializing in aquatic, recreation and sports facility, consulting,
planning, facility audits, energy audits and economic feasibility studies
for counties, school districts, YMCA and athletic clubs, resorts and
private developments. Our team has a specialized background to meet
the needs of aquatic, recreation and sports facilities and programs
conducive to mass participation. BCSAA takes pride in its ability to
provide a full-range of project services from feasibility studies, to
engineering-only through the completion of construction. In addition
to ensuring that our technical knowledge is up to date, we guarantee
that our designs meet all current and applicable codes.

BCSAA provides leading edge technology in building design,


filtration, sanitation, Ultra Violet (UV) water treatment, gutter profiles
and other swimming pool features to every project. We specify the
equipment that is best suited for the Owner’s needs on each specific
project. This means that sometimes the Owner needs an economical
unit rather than the very best available. We believe that the Owner
should be involved in every equipment decision. That is why we lay
out the choices in detail so that an informed decision may be made. We
are independent of all manufacturers, ensuring that you will not be
guided towards a proprietary specification and increased costs.

Our firm has a depth of experience that includes the design of over 800

BCSAA provides architectural and engineering consulting services
specializing in aquatic, fitness and recreational facilities. Experiences
in all levels of aquatic design involvement, we provide high quality
facility design services. Our approach provides user oriented,
operationally efficient, high quality facilities with multiple
programming capabilities and excellent cost recovery potential. Our
experience in operations provides us with and ‘edge’ in design and
development. We have personal experience in managing all types of
facilities.

Mechanical Engineering
BCSAA has extensive experience in the design of mechanical systems
that are energy efficient, cost-effective and easy to maintain. We
structure each system to the particular needs of the project. In addition
to coordinating with architectural firms, BCSAA offers mechanical
systems designed for HVAC in all types of facilities including
specialized systems for swimming pools that include filtration,
chemical systems, pumps, piping, heating, facility plumbing and
commissioning. BCSAA has provided complete mechanical design for
both new and upgraded facilities.

Feasibility Studies
BCSAA provides feasibility studies that cover the full-range of
services including: programming, economic, operation and technical.
We assist our clients with programming and attendance figures derived
from the dailey program schedule, tailored to each facility. Client
needs, alternative funding, revenue and expenses, potential facility
design options and estimate construction cost are also addressed,
providing a basis for informed decision making. BCSAA is often
engaged to conduct feasibility studies for clients. Since these
engagements occur throughout the United States, we take special care
to research state and local codes, environmental implication and other
considerations and address the specific technical requirements.

Facility Programming
Managements, maintenance and operations programming are essential
elements in cost recovery and facility quality. We work side-by-side
with the management and staff in opening a new or recently renovated
facility. We facilitate review and evaluations and reorganization
processes.

Work Experience
BCSAA has provided consulting services for more than 300 aquatic
and recreational projects. Don Carey has hand on experience in
management, operation and design of aquatic and recreation facilities.
Melchor Berona works with clients to provide them with detailed
information on their facilities’ mechanical and control systems,
including life expectancy, energy efficiency and maintenance issues.

Construction Management
BCSAA has provided construction management services for many

aquatic and recreation facilities. We work closely with the architects,
owners and contractors throughout the entire project in order to assure
a well-built and functional facility. We realize that the life span of the
facility is important to everyone and we closely monitor every step of
construction.

Don Carey served as Design Consultant for the
architect on this new 125-foot by 45 foot
swimming pool with movable bulkhead. The pool
was part of a 40 million-dollar new high school
project. The pool has overflow deck level gutters
for a wave free pool. Facility also has a diving
tank and electronic timing system. The mechanical
room has a high-end rate sand filter and ozone
system.

Sun River Resort Swimming Pool, Sun River, Oregon


The renovation of this thirty-year old outdoor pool
included raising the bottom of the pool to increase
use by expanding space for water games and
family activities.

Wild Waves Water Park, Federal Way, Washington


Developed the construction documents for the
waterslide at Enchanted Village for the children’s
play area and supervised construction. The
mechanical and structural documents for Wild
Waves first park which included the wave pool,
deep water pool, waterslides, and spas.
Additionally we developed the construction
documents for phase II of the water park including
additional water slides, kiddy pool with water toys,
water slide, surf hill and also provided construction
supervision. Phase III we developed the plans for
the bumper boat pool and supervised the
construction; developed a new plan to upgrade the
chemical system for all pools.

Aquatic Centers – Shawnee West Aquatic Facility, Shawnee Kansas


Provided aquatic design services to Yarger for the
feasibility study, concept design study, and master
plan to evaluate the potential of renovating
Shawnee’s two existing outdoor aquatic pools.
The study resulted in the City Council’s decision to
renovate Shawnee West’s 50 meter pool and
expand the venue with a new lazy river, waterslides
and kid’s pool. The award-winning design has
proved very popular with community residents.
Yarger and Scott designed the new facility, which
included renovation of the 50M pool and
bathhouse, expansion of the filter room and new
leisure and kid’s pools. Attendance grew from
28,000 to 120,000. The Shawnee East Pool opened

in May 2007. The East Pool includes a Children’s
Wave Pool and a Leisure Pool with large Dumping
Bucket.

Architecture & Design Award

Walkup Aquatic Center, Los Alamos, New Mexico


Designed this joint use municipal and high school
project, which includes a 50M x 25 Yd. pool and a
therapy pool. The therapy pool is separated from
the 50M pool by a glass block wall for privacy and
separate environmental control. The 50 meter pool
has 1M and 3M springboards with the diving area
separated by a bulkhead. A mural was selected for
the project as a part of the County’s 1% for the arts
program. Spectator seating for 500 is provided in a
raised seating area with scorer’s table below the
seating.

Therapy Pools, Cincinnati, OH. Green Springs, OH. Burlington, WI and Tulsa, OK
Designed several hospital therapy pools. These
projects include several with movable floors to
vary the height for the needs of the activities in the
pool.

Splash Montana 50M Pool Addition to Playfair Park, Missoula, Montana

Designed an outdoor 50 meter pool for an existing
aquatic center. Aquatic Excellence was the prime
designer on this portion of the project, using the
location for the pool that Ankeny Kell had
planned. The 50 meter by 25 yard pool with a ramp
for accessibility and 20 ft. wide concrete decks
cost $1,300,000 through the use of the Astral
Skypool, a manufactured pool with a full PVC
liner.

Sulphur Recreation Center, Sulphur, Louisiana


Provided programming, pool conceptual design,
cost estimating and construction observation
services on this project, which consisted of an
outdoor leisure pool, indoor therapy pool and
indoor 50 meter pool. The leisure pool has a zero
depth area with a sprayground wrapping around it,
a major water feature with a dumping bucket and a
water slide. This recreation center opened in 2005.
The Recreation Department Director, Norman
Farr, and his Architect, Curtis Vincent, both liked
the Fort Bend ISD Natatorium that Richard Scott
designed in the planning study phase. They used a
lot of the same ideas in the design of the new
facility.

Osborn Aquatic Center, Corvallis, Oregon

This outdoor expansion of an indoor 50 meter pool
and therapy pool also included the renovation of
the 50M and therapy pools and building with
roof/HVAC replacement. Provided programming,
conceptual design, cost estimating and construction
phases services for this successful renovation
project. Ballard*King & Associates provided the
economic feasibility analysis of this project. A
major goal of the school district was to provide
enhanced revenue to this project so that the City of
Corvallis would take over the operation of the
facility as a 100% cost recovery center. The
aquatic center has attracted a huge attendance
increase and has served as an example to other
communities in the area of what their aquatics
program could become.

Mountain Park Community Center, Gwinnett County, Georgia


Provided programming, conceptual design, cost
estimating and site observation services on this
indoor community center and outdoor leisure pool
project. The indoor pools consist of a 25M
competition pool and a large therapy pool. The
outdoor pool has a zero depth entry, a water slide,
a current channel and an interactive water feature.
Gwinnett County has used this project as their
prototype design for their next community center.
It is a very successful and popular project for the
community on the fast growing eastern edge of
metro Atlanta.

Genoveva Chavez Community Center, Santa Fe, New Mexico

The indoor pools on this project include 50M by
25 Yds., leisure, spa and therapy pools. Provided
programming, conceptual design and cost
estimating services for this successful project that
was opened in 1998. The large community center
includes an ice sheet, gym, fitness and aerobics
facilities.

Santa Fe Community College, Santa Fe, New Mexico


The indoor pools on this project include 8 Lane by
25 Yards, spa and therapy pools. Provided a study
of the aquatic needs of the college, programming,
conceptual design, project management and cost
estimating services for this successful project that
was built in 2005 to replace a pool that had failed
due to faulty earthwork. After writing a study
recommending the addition of a warm water pool
to increase revenues for the college’s Wellness
Center, BCSAA went on to design the pools after
the Board’s approval.

Margaret M. Clark Aquatic Center, Brownsville, Texas

This indoor 50M and therapy pool project includes
a movable floor for shallow water uses of the deep
water competition pool. Provided programming,
conceptual design, cost estimating and construction
phases services for this successful project. In 2004,
BCSAA started the addition of an adapted physical
education pool for children with disabilities.

Emory University, Atlanta Georgia


Provided programming, conceptual design, cost
estimating and site observation services on this
outdoor recreation department 50M pool. There is
also children’s pool and shallow instructional pool.
This work was designed by Mr. Scott while Vice
President of WTI.

Frisco ISD Natatorium, Frisco, Texas
Provided programming, conceptual design, cost
estimating and site observation services on this
indoor high school 50M pool. This work was
designed while working closely with SHW Group
in designing their pools and making
recommendations on the design of the support
buildings for the following pool projects:

Albuquerque Academy, Albuquerque, New Mexico
This high school project includes an all deep water
25M x 25 Yd. pool and a warm pool for diving and
instruction. The warm pool has 1M and 3M
springboards with the instructional area separated
by a bulkhead. This pool can function as a 25 yard
warm up/warm down pool during meets while
divers practice on a 1M board. Provided
programming, conceptual design, cost estimating
and bid phases services for this successful project
that has been hailed as the best high school pool in
the country.

U.S. Olympic Training Center


This 6 lane by 25 yard pool was constructed in
eight weeks during the summer of 2006.

Georgia Institute of Technology, Atlanta Olympics 1996, Atlanta, Gerogia
Provided pool conceptual design, project
management, filter room and piping design,
specifications, cost estimating and engineering
coordination services on this project, which
consisted of an outdoor 50 meter by 25 meter pool,
a diving pool and a temporary 30 meter by 20
meter water polo pool. The pool was enclosed in
2004. Provided programming, cost estimating and
conceptual design services for the renovation and
enclosure of the 50 meter, diving and the new
leisure pool.

The projects listed below are successful projects that have provided owners with information to
make an informed decision concerning their projects, increased participation, improved program
offerings and secured funding for construction.

Menominee Casino Resort, Keshena, WI: Mechanical Engineer to complete a facility audit and
created design documents for the new addition/renovation to the existing facility, including new
gaming area, bingo hall, multi-purpose conference rooms, provided the design for the HVAC,
filtration, chemical and circulation systems for the aquatic center, spa and water features,
kitchen/dining area, and slot machine area. Our design included new HVAC, plumbing, fire
sprinkler and DDC controls for the new additions and the new hotel rooms.

Fircrest School, Shoreline, WA: The project involved the renovation of the a swimming pool
building, the upgrading of the building HVAC system and replacement if the heating water and
chemical treatment systems for the main pool and the therapy pool. The project included replace
ment of the roof with metal roof including s fall restraint system; patching and re-grouting of of the
tile in the pool; replacement of the suspended acoustical ceiling; and cleaning and sealing of the
exposed brick. The existing HVAC system was undersized causing condensation problems, the
chemical system was no longer meeting current code requirements, and the owner wished to
upgrade the pool heating system from steam to nature gas units. Because of space problems in the
mechanical area it was decided to install a single packaged unit that would provide HVAC, pool
heating, filtration and chemical systems.

Selah, WA – Completed an assessment of the outdoor swimming pool, made recommendations to


improve the facility and reduce operational costs. The recommendations were implemented
through grants and local donations. We are now completing a feasibility study to construct a new
outdoor family aquatic center with wild river, slash pools for the teens, 120 foot water slide, 90
foot water slide, zero depth pool, water toys and a 60’ x 75’ completion pool.

City of Shoreline Washington – Prepared a study on recommended fees, programming and


market strategies to increase participation. Completed a facility audit for expansion of the aquatic
center to include amenities that would attract mass participation

City of Woodburn, Oregon – Completed assessment of existing outdoor swimming pool and
bathhouse, completed a feasibility study to construct a new indoor aquatic center with the latest
energy saving systems, prepared construction documents to construct a new indoor aquatic center
and completed the construction management. We developed and implemented a marketing plan to
secure funding. Secured construction funds 2.1 million dollars in a bond issue, 1 million dollars
was raised through grants and local donations. Developed Wrote the policy and procedure manual
and provided staff training.

Grandview, Washington – Completed analysis of existing outdoor swimming pool, bathhouse and
wading pool. Completed a feasibility study to renovate existing facility or construct a new indoor
facility. Conducted household and youth survey. Included three options for programming,
staffing, revenue and expenditure projections, marketing plan, and energy conservation systems,
should as heat recovery, indirect lighting and reduce the water to conserve energy.

Tukwila, Washington – Completed feasibility study for acquisition of King County facility by the
City of Tukwila. Included two options for programming, staffing, revenue and expenditure
projections. Also included an analysis of current facility and projected future improvements and
maintenance needs.

Hermiston School District, OR - Completed assessment of the existing outdoor fifty-meter


swimming pool and diving tank. Completed a feasibility study to construct a new indoor aquatic

outdoor pools to reduce cost of operation and improve revenue. Completed a feasibility study to
construct a new indoor aquatic center at 50 meter pool site and renovation of the bathhouse at the
inter city pool site

Astoria, OR – Completed an assessment of the existing outdoor swimming pool with diving tank
and wading pool. Completed a feasibility study to construct a new indoor family aquatic center
with waterslides, zero depth pool, spa, 6-lane swimming pool and a warm water pool for therapy.
Developed a marketing program to secure funding. We assisted in securing for the project
$3,000,000.00 in a bond issue and 1 million in grants and local donations.

environmental management, facility design support, facility programming and staff training for more than 40 years.
Don was previously the director for one of the nation’s largest aquatic agencies, including county indoor and outdoor
pools and swimming beaches throughout the Puget Sound, Washington region.

As an adjunct professor at four different universities, he has lectured on facility design, management, funding, budget
and motivation. Having coached national swimming champions, he is the author of four books on aquatic recreation
and numerous articles in professional trade journals.

Richard C. Scott, AIA, NCARB


Richard Scott has designed over 200 aquatic centers over the last thirty years. Specializing in competition pool,
therapy pool, leisure pool and aquatic center design since 1989, Mr. Scott has been in the forefront of innovative
design of these projects. Although he has designed several world class venues for competition, such as the Atlanta
Olympic Pools, most of his work has been in designing aquatic facilities for schools and communities that need
multipurpose space for instruction, aerobics, arthritis classes, swim teams, fitness lap swimming and recreation.

Mr. Scott developed his swimming pool design and estimating skills by serving as a principal of a small architectural
firm that merged into a large firm over fifteen years. For the last fifteen years, prior to establishing Aquatic Excellence
in 2005, Mr. Scott was a principal and Vice President at the two largest aquatics consulting firms in the U.S. He has
unparalleled experience as a result of this work. Due to this experience he has been recognized as a Preferred
Provider by USA Swimming.

Nez Perce Tribe Casino, Lewiston, ID. Principal-In-Charge (P.I.C.) and mechanical engineer for the mechanical engineering
services for the new 185,000 square foot casino facility, which includes gaming, kitchen, dining, lobby, administration,
maintenance, meeting room, swimming pool, spa and support areas. The building also includes a 2-story hotel, 85 guest rooms
and 4 suites.

Coeur D'Alene Tribal Casino, Coeur D'Alene, ID. Mechanical Engineer for the 90,000 square foot addition/renovation to the
existing 55,000 square foot facility, including gaming area, bingo hall, multi-purpose assembly room, swimming pool and spa
areas, kitchen/dining area and slot machine area. Our design included new HVAC, plumbing, fire sprinkler and DDC controls.

Green Lake Community Center/Evans Pool Improvements, Seattle, WA. Melchor was the Mechanical Engineer
responsible for the design upgrades including swimming pool ventilation and heat recovery improvements.

Menominee Casino Resort, Keshena, WI. Mechanical Engineer for the new addition/renovation to the existing facility,
including new gaming area, bingo hall, multi-purpose conference rooms, provided the design for the HVAC, filtration, chemical
and circulation systems for the swimming pool, spa and water features, kitchen/dining area, and slot machine area. Our design
included new HVAC, plumbing, fire sprinkler and DDC controls for the new additions and the new hotel rooms.

Hec-Edmundson Pavilion Study and Renovation. Project Mechanical Engineer for systems survey and report evaluating
existing conditions for a future upgrade. Provided complete mechanical engineering design services for full renovation of the
facility. The building was fully gutted and new heating, ventilation, air distribution, plumbing and air conditioning was
designed.

Fort Warden State Park – Dining Facility. The new facility consisted of four large meeting rooms, lobby entrance, cafe and
full size kitchen along with administrative offices. The HVAC systems included a four pipe hydronic chilled water and boiler
systems. The systems are DDC controlled. The facility included eight central air handlers, one make-up air unit, five exhaust
fans, boiler system and air-cooled chiller along with circulation pumps. We provided the test plan and performed all the systems
functional performance tests and all systems check-out. All work and records were consolidated into one packaged for
submittal.

King County Airport Terminal. The project consisted of a major retrofit of the historical facility. The second floor was
renovated for the airport administration offices; the first floor housed the US Customs, Immigration and USDA offices,
holding/interview rooms and inspection areas. The North portion reused two main multi-zoned air conditioners. The areas they
served were fully renovated with new systems and DDC controls. The south portion was provided a new single packaged multi-
zoned air conditioner. The areas served by the new AC unit were fully renovated with new systems and DDC controls. We
provided a test plan, pre-functional and functional performance testing.

Jessica Morasch, PE
Jessica has comprehensive and diverse experience in electrical engineering and design and brings extensive knowledge in
instrumentation and control to the BCSAA team. She provides guidance, instruction and direction to a team of four electrical
designers, from basic planning and design, to construction observation. Her experience at ICF Kaiser Hanford led her to
develop the skills necessary to work effectively with large companies, government entities and community projects. Jessica has
completed a wide variety of projects, including recreation/aquatic facilities, schools, hospitals, offices, and assisted living
centers.

Cody Butcher has been involved in aquatic and recreation for more than 10 years, specializing in management and

for the Great Wolf Lodge in Grand Mound, WA. His responsibilities include the management and operations of the only large
