CONSTITUTION A new COL Regional Constitution with a Direct-Democracy System in place... COMMONWEALTH OF LIBERTY - CONSTITUTION SECTION I. ADMITTANCE TO THE REGION All nations WA and non-WA may join the region, But WA nations have special privileges such as: [A] All WA nations may vote for bills being proposed at the Commonwealth Forum Assembly CFA. And the RP United Nations UN [B] All WA nations may have the right to run for WA Delegate/UN Secretary-General. All WA nations are recommended to endorse the WA Delegate. SECTION II. THE REGIONAL/RP LEGISLATIVE BRANCH Section 1 - Commonwealth Forum Assembly CFA The CFA is the official governance of the region, dealing with Regional Affairs and laws to alter/add/remove laws that shall effect the RolePlay of the region, entire. A Direct-Democracy system, This Commonwealth Forum Assembly CFA shall be made up of all WA nations. All voting shall be done by a regional poll with the link of the proposed law as its description. If a bill is passed, it shall be transferred on to the Libertyworks account to be sealed into law, after approval of the Justice Commission and WA Delegate, Which shall also be known as the President of the COL in the CFA. For a law to pass, It must 60% of the WA nations that voted in the regional poll. If the Commonwealth Forum Assembly CFA is to amend any current laws it would need a 2/3 YES support to reform or remove a Law from the Lawbook. Section 2 - RP United Nations UN The UN shall be the RolePlay world-wide congress of the nations of the world, Where they may discuss world issues and etc. All nations on the map are offically admitted into the UN apon joining the COL RP World. Of course nations may choose exit the UN. The RP United Nations UN votes by the regional polls, only nations who are on the map, may their vote count. (CONTINUED) CONTINUED: 2. The RP United Nations UN is allowed to pass world resolutions in areas such as nation Commendation/Condemnation, Humantarian Aid support, Recongizing of new states in dispiuted areas. The Non-Proliferation Treaty Commission (NPTC) which keeps track of nuclear arms production is a suburdary of the UN. The WA Delegate is also known as the "UN Secretary-General". In which the WA Delegate may choose a RP politican of his/her country to play that role. Example: The Republic of Country A - Secretary-General, Cole forthwin. SECTION III. THE JUDICIAL BRANCH SECTION 1 - Justice Commission (JC) The JCs duty is to oversee and review the newly passed laws of the Commonwealth Forum Assembly CFA. To ensure they do not enfring on the rights of COL citizens and that they do not break any Document of Liberty rights. The Justice Commission shall be made up of 5 WA nations selected by the Commonwealth Forum Assembly CFA who are seen as the most trustworthy & loyal nations towards the people and region entire. Their terms shall be 80 Days, then they must sit out for one and then they may run again. Elections for these 5 seats shall be done via Regional Poll. The Justice Commission is to meet once a month, at the end of the month to review the stablity of the region entire. SECTION 2 - MAPMAKER ADVISORY COMMITTEE (MACA) This act shall establish a committee to help the mapmaker, in the task of map requests. A) A committee of 4 people shall be formed as an advisory for the map updater. B) The head of this committee shall be the map updater. C) The committee members shall be selected by the regional WA Delegate. These 4 members should be made up of all aspects of the RP. Ranging from big nations to small nations, from capitalists to populists. Everyones opinions must be heard and everyones RP political interests must be heard as well. D) The committee shall vote on the peoples request to expand to other parts of the earth. New members must be always in the mind of the committee members, as well as the needs of current members. (CONTINUED) CONTINUED: 3. E) The only people allowed to vote on expansions is the committee, but the head of the committee may be able to veto and call for a re-vote if he views that the committee is over using its power. F) For a resolution to pass, the committee must vote 4/4 If the vote is 2/2 the head of the committee shall break the vote. G) The committee only can meet if the head is online and at least 3/4 of the members are online. They shall meet via TG grouping, and their verdict shall be published on the RMB or on a factbook. If any nation objects to the committees verdict, there shall be a re count and a debate among the committee if the thing the nation opposes has a strong stance/reasoning. H) The Justice Committee may question the actions of the MACA. SECTION IV. EXECUTIVE BRANCH The WA Delegate shall take up execuitive power. Section 1 - Electoral Process The WA Delegate is elected by a popular vote/regional poll. "Political Parties" are not allowed to form to begin to dominate our Direct-Democracy system, but Political Groups are allowed to be formed during the duration of a candidates campaign. The candidate must rely on group supports so he/she may build a platform. Regional political ideals are to be the platform. For example, Regionalism. This popular vote shall last for more than 4 days to ensure all WA nations have a chance to vote. Nations entering during the elections are not allowed to vote, for obvious reasons. To get the chance to become a candidate, the candidate must gather 10 WA signatures on a factbook/disptach. In which shall be investigated by Justice Commission tp confirm with those who signed it. Section 2 - Term Limits and Lengths The WA Delegate shall serve for an 80 day term, he/she may run for two terms in a row then must sit out for one before running again. Section 3 - Powers The WA Delegate is also the President of the COL & UN Secetary-General. His powers as POTCOL is to approval bills passed by the CFA & JC. And to oversee the UN United Nations. (CONTINUED) CONTINUED: 4. The POTCOL has the right to ban any foreign troll or spammer who dares attempt to hurt the saefty and peace of the COL citizens. The POTCOL has the right to close and open embassies. The POTCOL has the right to edit the Regional Factbook Entry. The POTCOL shall enforce the laws of the region. The POTCOL has the right to appoint WA nations as his cabinet ministers. The Viceory (VY), which shall oversee the peace and sercuity of the region and be the replacement for the POTCOL if he/she is to resign or be ousted. The Secretary of State (SS), which shall oversee domestic issues within the COL, and advice the POTCOL on ways the actions may be taken. The Secretary of Foreign Affairs (SFA), which shall oversee foreign affairs and uphold the status quo with other regions if the COL has any with them. The Secretary of Law (SL), which shall oversee that the laws are being respected, and that there is no corruption inside the administration. SECTION V. THE FOUNDERS The Founders duty is to protect the region for outside threats and update anything needed on the Regional Factbook Entry. The Founders may not interfere with any COL citizens rights. The Founders may accept/abort/request/reject embassy requests from other NationStates regions. The Founders may take away WA power if the JC agrees there is a threat to the safety of the region entire. SECTION VII. DOCUMENT OF LIBERTY NOTICE: NONE OF THE 5 ORIGINAL POINTS OF THE DOL MAY BE REMOVED BY AN AMENDMENT. [1] All WA & non-WA Nations have the right to roleplay. [2] All WA Nations have the right to vote.
