NYP10-04 Series of 2014 A RESOLUTION URGING THE DEPARTMENT OF HEALTH, PHILIPPINE NATIONAL AIDS COUNCIL AND ALL LOCAL GOVERNMENT UNITS TO STRENGTHEN ACTIVE YOUTH PARTICIPATION IN THE POLICY PROCESS ADDRESSING THE ISSUE ON HUMAN IMMUNODEFFICIENCY VIRUS AND ACQUIRED IMMUNODEFFICIENCY SYNDROME (HIV AND AIDS) ______________________________________________________________________ by: Committee on Health WHEREAS, pursuant to Article VIII, Section 43 and 44 of the Republic Act 8504, otherwise known as the Philippine AIDS Prevention and Control Act of 1998, the Philippine National AIDS Council (PNAC), is the central advisory, planning and policy- making body for the comprehensive and integrated HIV/AIDS prevention and control program in the Philippines; WHEREAS, the Department of Health is the implementing body of health programs particularly on HIV/AIDS; WHEREAS, the Philippine HIV/AIDS Registry for 2013 of the National Epidemiology Center of the Department of Health revealed a 79% increase in newly reported HIV cases compared to the same period in 2012 and found out in February 2014 that in every one hour and 25 minutes, one Filipino is infected with HIV; WHEREAS, it was also reported by the National Epidemiology Center of the Department of Health that 28% of those who tested positive for HIV are from the youth sector ages 15-24 years old as of February 2014 making the youth the most vulnerable sector in society; WHEREAS, since 2010-2011, there was no youth representative in the PNAC; WHEREAS, the youth shall refer to those persons whose age ranges from fifteen (15) to thirty (30) years old as a pursuant to Republic Act No. 8044 Section 4; WHEREAS, the 10 th National Youth Parliament recognizes the role of the youth organizations in strengthening the existing programs in cognizant of Article II, Section 13; WHEREAS, the 10 th NYP defines youth participation as the inclusion of the youth in the policy-making, planning, budgeting, program development and management, design, implementation, monitoring and evaluation; Republic of the Philippines NATIONAL YOUTH COMMISSION 10 th National Youth Parliament Page 2 of 2 WHEREAS, Section 4 of Republic Act No. 8044 provides that youth organizations shall refer to those organizations whose membership/composition are youth; WHEREAS, the 10 th NYP reaffirms the provision of RA 8504 on no mandatory HIV testing; also, it supports programs to intensify early and active HIV and AIDS case finding that are culture and gender sensitive; WHEREAS, the 10 th NYP expresses its desire to increase awareness and education on HIV/AIDS to end discrimination and stigma against people living with HIV/AIDS; THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED by the chairperson and members of the 10 th NYP to approve the resolution urging the DOH, PNAC and LGUs to strengthen its partnership with youth organizations in the implementation of programs focused in HIV/AIDS; RESOLVED FURTHER, the youth be given representation in the Philippine National AIDS Council; RESOLVED FURTHER, that the Department of Health, Philippine National AIDS Council, Local Government Units and all other pertinent agencies mandated by the law to establish youth-based monitoring and evaluation mechanisms that will ensure the delivery of the services provided for Republic Act No. 8504.
