A RESOLUTION URGING THE CONGRESS TO ENACT A LEGISLATION
DEVELOPING AND STRENGTHENING YOUTH ENTREPRENEURSHIP INITIATIVES
AND PROGRAMS

WHEREAS, Sec. 13, Article II of the 1987 Constitution recognizes the vital role of the
youth in nation-building.
WHEREAS, the National Youth Parliament is a gathering of youth leaders and youth
sector representatives from all over the Philippines.
WHEREAS, the National Youth Parliamentarians consider limited job opportunities as
one of the pressing issues of the youth.
WHEREAS, alarmed by the 2014 report from Department of Labor and Employment
(DOLE), the youth unemployment rate stands at 17.3%, which is more than twice the
national rate of 7.5%, thus making the youth one of the most vulnerable sectors in
employment.
WHEREAS, the Philippine Development Plan 2011-2016 and the ASEAN 2015
Blueprint emphasize entrepreneurship as a key employment development goal.
WHEREAS, the National Youth Assessment Study 2010 conducted by the National
Youth Commission found that 54.4% of the youth respondents agreed that they have
entrepreneurial skills but lack collateral for loans to start a business.
WHEREAS, the 10

National Youth Parliament also takes into account the already
existing youth entrepreneurship programs like YES of the Department of Labor and
Employment.
WHEREAS, the maximum potential of the Filipino youth is not considered in the existing
Micro, Small and Medium Enterprise (MSME) policies. After an extensive review of
relevant existing statutes, specifically Republic Act No. 9501 or the Magna Carta for
Micro, Small and Medium Enterprises and Republic Act No. 9178 or the Barangay Micro
Business Enterprises Act of 2002, it has been found that there is no provision
specifically catering to opportunities for youth entrepreneurship.

WHEREAS, the National Youth Parliamentarians identified three significant barriers of
youth in venturing into enterprises: the lack of entrepreneurial knowledge and skills,
poor accessibility of start-up capital, and tedious business registration procedures.
NOW THEREFORE, after due deliberation on the subject matter, it was
RESOLVED, AS IT IS HEREBY RESOLVED, to request Congress to enact a bill that
mandates intensive capacity enhancement on youth entrepreneurship in collaboration
with Department of Labor and Employment (DOLE), Department of Trade and Industry
(DTI), Department of Agriculture (DA), Department of Science and Technology (DOST),
Department of the Interior and Local Government (DILG), and private sector and non-
government organizations (NGOs); provides accessibility to start-up capital with
appropriate safety nets; and strengthens the implementation of Philippine Business
Registry (PBR) program in the local government unit.
RESOLVED FURTHER, that the abovementioned agencies shall identify specific
industries including, but are not limited to, agri-business, cottage industries, online
merchandising, and other industries which are potentially available in different localities.
