The Navy has 3 distinct levels of maintenance/supply: Organizational,
Intermediate, and Depot. The O- and I-levels are grouped into etail and the !-level is considered "holesale. N#$I%& determines appropriate allo'ances (retail inventories) for a customer and the stoc* that ma*es up those allo'ances are held in the N"%+ (e,cept for some remaining end-use small ships and su-s, 'hich are e,pected to -e capitalized). .o'ever, the use of those allo'ance items 'ithin the retail environment is not visi-le to the 'holesale system, e,cept for after-the-fact data analysis. Therefore, %arcass Trac*ing does not -egin 'hen the I-level supply dept issues an allo'ance item to the O-level end customer. Instead a !ue-In +rom /aintenance (!I+/) is esta-lished and the retail supply system, 0upply, internally mar*s the part as Not eady for Issue (N+I). The 'holesale system still sees that asset as an #-condition allo'ance part. If the O-level customer does not immediately provide the carcass to the I-level supply dept, an IO1 is esta-lished 2 again, this is not part of Navy %arcass Trac*ing. If the part can -e fi,ed at the I-level, the maintenance system tells 0upply that the asset is no' eady for Issue (+I). The 'hole cycle of re3uisition, issue, carcass turn-in, !I+/, and repair occurred 'ithin the retail system 'ithout any notification to the 'holesale system. 4ut if the part is 4eyond %apa-ility of /aintenance (4%/), then at last 0upply 'ill report the issue of the allo'ance item to N#$I%& using a D7A inventory sale and an exchange advice code (56, 50, etc). This !7# 'ill generate a net price -ill to the customer and initiate %arcass Trac*ing -ased on the re3uisition document num-er and NIIN. 8N#$I%& 'ill replenish the hole in the allo'ance for free under a separate document num-er.9 If there is no allo'ance inventory availa-le, the customer can decide to 'ait for the I-level to try and fi, the part -efore -eing issued an #-cond item. If they do not 'ait, or if the I-level has to 4%/ any'ay, a direct turnover (!TO) re3uisition A0A 'ith an exchange advice code is su-mitted to the 'holesale system. This #:# 'ill initiate %arcass Trac*ing -ut no net price -ill 'ill -e generated until the re3uisition is filled. The customer must immediately turn in the carcass -ecause, in some circumstances, that particular carcass may -e the one 'hich is ultimately repaired and used to fill the re3uisition. The only e,ception is that certain e,changes are designated emain in &lace (I&) items, 'hich for engineering reasons cannot -e uninstalled until the replacement part is onhand; I& re3uisitions carry a 50 advice code (instead of the typical 56) and the %arcass Trac*ing cloc* does not -egin to tic* do'n until the issue is made. If the customer does not report turn-in of the carcass 'ithin <= days (legacy) or >5 days (?&), an I+4 'ith docid FA1 for the carcass value (0td &rice 2 Net &rice) 'ill -e generated against the customer. In the legacy environment, BK_ series transactions are transmitted -ac* and forth to 'arn of late carcasses and impending -ills, or for the customer to provide and receive responses. In the ?& environment, the customer 'ill log in to the ?lectronic etrograde /anagement 0ystem (e/0) 'hich they use for normal retrograde processing to vie' management reports and 'or* open records. Typical responses include a re3uest for more time, using another open receipt under a different document num-er to close the record, or providing notification that no carcass 'ill -e turned in (survey). &rocessing and shipping the carcass in e/0 (or 0upply for non-e/0 customers) 'ill turn off the %arcass Trac*ing cloc* using a D! notification of turn- in/proof of shipment (&O0). +or unscreened material (non-e/0 customers), there is still the possi-ility of a carcass charge if the screening activity reidentifies the part to one 'hich is not interchangea-le 'ith 'hat 'as o'ed. +or e/0 customers, a carcass charge may still result if the carcass doesn@t sho' up after >5 days and custody 'as not transferred to another activity 2 typically only if the ship 'as in port and dropped the part off at the local #dvanced Tracea-ility and %ontrol (#T#%) node or hu- 'ithout o-taining a signature and 'ithout any future #T#% receipt data; or 'hen flying material off a ship -y plane to the ship@s -each detachment ashore. +or other means of turn-in, including commercial transportation (e.g., +ed?,), $ertical eplenishment ($?T?&) helicopter offload, or /ilitary 0ealift %ommand (/0%) %om-at Aogistics +orce (%A+), a loss in shipment (after >5 days) is processed as a loss at N#$I%& using a DA and D"#. +or carcass turn-ins that are receipted at #T#% for transshipment; delivered or transshipped -y a commercial shipper; or are receipted -y the final destination (commercial repair depot or !A# !! 'arehouse), e/0 'ill release a DA and D7_ to the final destination indicating that the carcass 'as returned to the N"%+ and shipped as a 0toc*-in-Transit (0IT) to another location. The open 0IT record 'ill ultimately -e closed 'ith a DK, -ut that is not considered part of %arcass Trac*ing. %arcass Trac*ing records 'hich result in a carcass charge can receive a carcass credit if either that document num-er sho's up or another unmatched, compati-le receipt is availa-le for that customer to use. The match process can -e done using a BK$%B under legacy and directly in e/0 under ?&. 1nder legacy, there is a B year time period during 'hich carcass charges can -e reversed; under ?& that timeline 'ill -e reduced to C year. 1nmatched carcass receipts are availa-le for C year -efore they are converted into /TI0 (/&) e,cess +-cond receipts. The carcass credit, if a -ill 'as previously generated, is sent out -y I+4 'ith docid FA$. It is possi-le to get into cycles of carcass charges, credits, credit reversals, etc as people doing different things 'ith the TIs. /TI0 credit is not granted to Navy customers 'hose inventory is held in the N"%+. /TI0 credit may -e granted for the remaining end-use customers, -ut this is 3uite rare. The N#$I%& /TI0 process is not the same as the &I%#/0I%# /& =5D/35D process. N#$I%& analysts have -road discretion to manually control all aspects of the %arcass Trac*ing process. .o'ever, they do so only on an e,ception -asis.
