FOREWORD
This explanation serves to provide information on the background and other related points involved in establishing
this JGS. The following chapter numbers correspond with purview to provide instruction on respective chapters.
1. SCOPE
The FS issued by Yokohama as YFS has been deleted from the scope of this procedure manual. At present, the
changes in ISO drawings subsequent to their release are issued by Yokohama as Revision ISOs, or are sent to
the construction site in a form of EWN (Early Warning Notice), and changes are all issued as FS at the site.
Since YFS itself is not issued, it has been deleted from the scope of this procedure manual.
2. PURPOSE
The purpose of this establishment is to have the FS preparation procedure correspond not with the manually
written ISO, or Plan & Detail, but with the piping design that adopts the existing 3D CAD system. Specifically,
the FS preparation procedure manual is put together by taking into consideration the situation that generated the
FS unique to 3D. This procedure manual is planned to be used on about a 5-year cycle, but it is preferable that
it be revised in a flexible manner whenever changes occurs in design procedures, etc.
The subject FS preparation procedure manual is designed for those who have no experience in preparing FS and
covers all the work related to FS preparation, and is revised to provide specific details. It is intended for those
with no experience in preparing FS including GEC to be able to promptly prepare FS at the level of department
standard by use of this procedure manual without being assisted by their seniors at the site where the number of
resident employees having experience in FS preparation is decreasing.





3. Piping FS Preparation Procedure
3.1 Preconditions at the time of FS Preparation
(1) General rule of issuing FS
Issue of FS shall basically be one for each single case where a change occurs, and is no longer needed by
types of material.
However, sorting by material can be done by the use of data registered in the FS.
It was determined that the number of FS generated shall not be used as an index to measure the volume of
work that is changed at the site. This is because the number of FS can be controlled by adjusting the
number of ISO per case when the FS is issued. Additional ID, IDF, etc. by FS is intended for use as the
index to measure the volume of work that is changed at the site.
(3) Handling of SPOOL drawing
JGC has recently been performing jobs to prepare SPOOL drawing, which is work to be performed by
construction subcontractors, but preparation of FS Preparation Procedure that is based on SPOOL drawings
was put on hold in this establishment, and only the reason code is newly established.
(4) System used
Although the system used is different depending on the job such as CMS, FEMS, etc., use of CMS is the
major process of JGC construction, therefore the subject procedure manual is prepared based on the use of
CMS.
3.2 FS Cover Sheet Preparation Procedure
(1) Title
Titles must be clear and descriptive of the contents. Vague or general titles, such as change of pipe routing
shall not be used.
(3) FS No. column
FWBS Code
Construction code 1666 was added to the FWBS Code that is indicated on the FS No. in this revision.
This is to separate the changes done on site that are caused by construction subcontractors, which have
recently increased, from the changes that are caused by defects of piping design, and to analyze them in
order to properly plan measures on reducing the number of changes on site in the future.
Also, although the support change FS is originally FWBS1364, this is a change made to the support that
is described on the ISO drawing, therefore FWBS 1362 or 1363 shall be entered. Likewise, the change
made to the special pipe support shall also be FWBS 1362 or 1363. Special pipe support drawings shall
be in accordance with the position shown in the attachment to the ISO. (However, change of the content
itself of the standard pipe support drawing is excluded.)
(4) Rev. No.
FS is a work instruction manual provided to subcontractor. Issue of revisions shall be avoided as much as
possible since it may cause confusion at the site.
(6) Requested By column
Design failure, etc. on the part of JGC that is found by the client shall be entered as Requested by JGC.
(7) Reason column
Options under the Reason column, where selected reasons vary by person because of their vagueness, were





reviewed in this revision. Also, since the FS Reason column should be utilized to reduce changes on site in
the future, the categories were reviewed for each action. Particularly, concerning changes within the Piping
Department, broad categories of reasons and measures were established, which are broken down into changes
resulting from design failure (P-1, P-3), problems of interference (P-2), problems of supports (P-4), and
problems of the PDS database setting (P-5).
Items attributable to piping are broken down into such details as major item, normal item, and minor item for
analysis purposes with the FS report. Minor items include those that have occurred numerous times as FS
in the past. Items that fall under the minor item category can be added on site as necessary.
(9) Issued date/ Sign column
Criteria concerned the with requirement for the clients approval shall be determined through discussion with
the client in advance. Criteria such as whether the clients approval is required for all FS, or is required
only for change orders, or cases for which the approving signature by the client is not required, etc. shall be
determined by each site.
(11) Distribution column
Ensure that the FS is distributed to those concerned listed below.
Piping work : To initiate work instruction
Test Pack Team : To replace Test Pack
QC : To control changes of welded joints
(12) Ref. Dwg No.ISO Dwg No. column
Fabrication Status column
The fabrication status to be entered is the status of the spool that is most advanced in each ISO, and is
not necessarily the status of the spool that would be corrected by the FS. The fabrication status is
used only for estimating the status of work, and is not used for closing the account of construction, etc.
Settlement of account of construction work with the subcontractor is done by using the total amount of
data of Cut, Re-weld, Add / Cancel Weld of the final CMS Weld Report.
Test Package Status column
This is a status that reflects the intention of the Construction Department. 2 : JGC Pre-test Punch
Clear is a state where a comment result is reflected subsequent to the Advance Line Check conducted
by JGC Construction. It is preferred to proceed from 0 : Before RMC to 1: RMC, but since there may
be cases where the Advance Line Check is conducted by JGC Construction prior to completion of all
welding work, 2 : JGC Pre-test Punch Clear is added.
Also, RMC should normally be Ready for Line Check (RLC), but RMC (Ready for Mechanical
Completion) that is described on CMS is adopted. In the event CMS is corrected, it will be revised
from RMC to RLC.
ID column
Cut, Re-Weld, Additional / Cancel ID are used for:
1. Adding up Net Inch Dia at the time of work completion
2. Adding up the additional amount of work that is generated by FS
Since Additional / Cancel ID is used for calculating the ID total at the time of work completion,
increase and decrease from the original ISO drawing shall be entered. For the canceled spool, minus





shall be entered in Additional / Cancel Weld.

3.3 FS MTO Procedure
When the CMS system is used and the data of increase and decrease of material are entered for each ISO, the total
will automatically be indicated in the FS MTO by each FS. In the case of the CMS system, material can be
entered by selecting the Line Class, but in the case of other systems, the Commodity Code must be checked every
time to see if it is properly entered.
What is important here is to enter the increase and decrease of material as well as to check the stock of material in
order to initiate on-site procurement action as necessary.
3.4 FS Drawing Preparation Procedure
Since all the on-site work is performed based on this FS drawing, consideration shall be given to preparing the FS
drawing in a way that workers can easily understand it.
