(MONBUKAGAKUSHO:MEXT) SCHOLARSHIP FOR 2015

(SPECIALIZED TRAINING COLLEGE STUDENTS)
The Ministry of Education, Culture, Sports, Science and Technology (MEXT) offers
scholarships to international students who wish to study at a Japanese specialized training
college under the Japanese Goern!ent (MEXT) Scholarship "rogra! for #$%& as follows'
1. FIELDS OF STUDY
Those who wish to study in Japan as a student at a specialized training college
should choose a field of study to major in from (1) to (7) below.

(&) .ashion and /o!e Econo!ics (0) Culture and General Education
(1) 2ther .ields

Care, etc') !ay hae difficulties in finding a specialized training college that
can accept the!'

application can not 5e accepted 5ecause the period for co!pleting the course
of study will 5e !ore than the ter! of dis5urse!ent of the scholarship'

2. QUALIFICATIONS
(%) )ationality3 8pplicants !ust hae the nationality of a country which has
diplo!atic
relations with the Japanese goern!ent' Stateless persons can 5e
applicants, too' 8pplicants who hae Japanese nationality at the
ti!e of application will not 5e eligi5le' 8pplicants screening will
5e !ade at the Japanese E!5assy=Consulate General
(hereinafter referred to as 6Japanese diplo!atic !ission7) in the
country of the applicants> nationality'

(*) 8cade!ic -ac;ground3 8pplicants generally !ust hae co!pleted a %#4year school
curriculu! or graduated fro! a school e:uialent to an upper
secondary school in Japan' (<ncluded is any 8pplicant who will
satisfy the a5oe :ualifications 5y March #$%&')
(,) Japanese Aanguage3 8pplicants !ust 5e willing to learn the Japanese language and
receie
education at a specialized training college in the Japanese
language'

pursue study at a specialized training college in Japan'

Student7 after their arrial in Japan will i!!ediately lose their status as
Japanese goern!ent scholarship student'
(@) 8pplicants who !eet any or all of the following conditions are not eligi5le' <f
identified after acceptance of the scholarship grantees, the applicants will 5e re:uired to
withdraw fro! the scholarship3
I <f applicant is a serice !e!5er or a ciilian e!ployee registered on the actie !ilitary
list at the ti!e of his=her arrial in JapanJ
K Those who cannot arrie in Japan during the period designated 5y MEXT or the
accepting uniersityJ
L <f an applicant is a preious recipient of a Japanese goern!ent scholarship' Mnless
!ore than three years hae passed since the first day of the !onth following the final
pay!ent of the preious scholarship, as of 8pril %, #$%& (<n case where the student starts
fro! the fall se!ester, the !onth of entrance')J
N <f 8pplicant is, in principle, currently enrolled in a Japanese uniersity with the resident
status of 6College Student,7 or will 5e enrolled in a Japanese uniersity as another
source or self4financed international student 5etween the ti!e of application for this
scholarship in his=her country and the ti!e the scholarship period is due to 5egin' This
does not apply to current self4financed international students at Japanese uniersities
who will co!plete their courses of study and return to their countries 5efore the end of
the current yearJ
O <f an applicant is a grantee of a scholarship fro! any organization(including any
goern!ental organization of his=her own country) other than the Japanese goern!ent
(MEXT) ("rospectie 5eneficiaries are included)J or
P 8pplicants who are eQpected to graduate at the ti!e of application and, cannot satisfy the
:ualifications and the conditions of acade!ic 5ac;ground 5y the deadline gien'
R 8pplicants of dual nationality who cannot proe their eQpatriation of the Japanese
nationality 5y the ti!e of arrial'
3. TERM OF SCHOLARSHIP

Scholarship awards will 5e tena5le for three years fro! 8pril #$%& to March #$%@
including one4year preparatory education in the Japanese language and other su59ects due
to 5e proided upon arrial in Japan'
<f a scholarship grantee graduates fro! a specialized training college and is ad!itted to a
Japanese uniersity as a 9unior transferee, he=she !ay hae the ter! of his=her
scholarship eQtended upon successful eQa!ination 5y MEXT proided that he=she has
outstanding acade!ic achiee!ent that !eets certain criteria'
4. SCHOLARSHIP BENEFITS
(%) 8llowance3 Each grantee will 5e proided !onthly with %%1,$$$ yen' 8n additional
!onthly stipend of #,$$$ or *,$$$ yen !ay 5e proided to those underta;ing study or
research in specially designated regions)' /oweer, the a!ount of allowance will
5e su59ect to change, depending upon the annual 5udget of each year' The
scholarship will not 5e paid to a grantee who ta;es a leae of a5sence or is
long a5sent fro! his=her specialized training college or the preparatory
Japanese4teaching institution'
Scholarship will 5e cancelled for a grantee in the following cases' .urther!ore, if
scholarship pay!ents were !ade during the period the following cases
applied, the grantee !ay 5e ordered to return scholarship pay!ents
receied during that period'
I <f any of his=her application docu!ents is found to 5e falsely statedJ
K <f he=she is in 5reach of his=her pledge !ade to the Minister of MEXTJ
L <f he=she is su59ected to disciplinary action such as eQpulsion or re!oal
fro! register 5y his=her specialized training college or the preparatory
Japanese4teaching institutionJ
N <f it 5eco!es definitie that the grantee will not 5e a5le to graduate (or
co!plete his=her course) within the standard course ter! 5ecause of
his=her poor acade!ic achiee!ent or suspensionJ
O <f his=her resident status of 6College Student7 as proided for in
"aragraph %4, of 8ppendiQ to the <!!igration Control and Cefugee
Cecognition 8ct changes to any other statusJ

P <f he=she is proided with another scholarship (eQcept for a scholarship
designated for research eQpenses)J or
R <f he=she proceeds to a higher leel of education without receiing
approal for an eQtension of the ter! of the scholarship'

(#) Traeling Costs
I Transportation to Japan3 The recipient will 5e supplied generally, according to his=her
itinerary and route as designated 5y MEXT, with an econo!y4
class airplane tic;et fro! the international airport nearest to
his=her place of residenceS to the )ew To;yo <nternational
8irport (or any other international airport that the preparatory
school usually uses') EQpenses such as inland transportation
fro! his=her ho!e address to the international airport, airport
taQ, airport usage fees, special taQes on trael, or inland
transportation within Japan will )2T 5e supplied' (SThe
address in the country of the recipient>s nationality stated in
the application for! is in principle regarded as the recipient>s
6ho!e address'7)'
)ote3 Those who cannot 5e reacha5le through the day that has 5een descri5ed T#'

the fiQed period after the eQpiration of his=her scholarship will

the appointed specialized training college uses as a nor!al
route) to the international airport nearest to his=her ho!e

)ote %3 <f a grantee returns ho!e without an eQtension though haing applied for
eQtension of scholarship period, he=she will not 5e paid trael eQpenses to
return ho!e in general'
)ote #3 <nsurance pre!iu!s for trael to=fro! Japan shall 5e 5orne 5y the grantee'
)ote *3 <f a grantee stays in Japan and gets a 9o5 after the scholarship period has ended,
he=she will not 5e paid trael eQpenses to return ho!e as the te!porary
return'

specialized training college will 5e paid 5y the Japanese goern!ent'
5. SELECTION
(%) <n cooperation with the goern!ents of the applicants> countries the Japanese
legation will perfor! pri!ary screening of applicants 5y !eans of su5!itted
application docu!ents, interiews and acade!ic eQa!inations'

scholarship grantees'
6. EDUCATION AT SPECIALIZED TRAINING COLLEGE
(%) "reparatory Education prior to "lace!ent at specialized Training College3

Each grantee will 5e enrolled at a preparatory school designated 5y MEXT where for
a one4year intensie course in the Japanese language and other su59ects necessary for
preparation for proceeding to specialized training colleges' The preparatory course
lasts for one year !ainly consisting of education in Japanese 8ffairs with a focus on
Japanese4language teaching' 8 grantee will not 5e allowed to proceed to specialized
training college if he=she is deter!ined incapa5le of co!pleting the prescri5ed course
at the preparatory school ' (/e=she will 5e re:uired to return ho!e upon such
deter!ination')
(#) Entrance into Specialized Training College3 8 grantee who has co!pleted the
prescri5ed course at the preparatory school will
go on to a college of technology designated 5y
MEXT' /is=her college will 5e decided 5y
MEXT upon consultation with the college
concerned' )o o59ection 5y the grantee against
the decision will 5e allowed'
(*) Graduation3 8 grantee of this scholarship will 5e enrolled into a postsecondary
course of a specialized training college that re:uires upper secondary school
education for entrance eligi5ility and receie professional education for two
years prior to graduation' 8 graduated grantee will 5e awarded a diplo!a'
(,) Aanguage used in Education3 8ll classes will 5e gien in the Japanese language'
(&) Change of Ma9or .ield3 8 grantee will not 5e per!itted in principle to change his=her
!a9or field of study'
7. APPLICATION PROCEDURE
