What we should do after retirement ( carrier Trg Capsule)- Hony Lt SN DUBEY

Soldiers who are enrolled in the Army/ Navy or Airforce will be retired but we don’t
know what have to do. First of all I want to draw your attention now you are out from
your existing organization, forget it, what you were. Now you are a common man in the
new environment . Your Record Office, Zila sainik board, Station HQ and Sub Area will
fulfill the requirements only
1. Zila Sainik Board:-Just after retirement or released from Depot Coy report to
nearest Zila sainik board along with photographs,Discharge book,
PPO,Registration form for re-employment and one copy of APA Registration
form.ZSB will prepare your Icard also.

The Zila Sainik Welfare Offices (ZSWOs)/Zila Sainik Boards(ZSBs) which are the field
units of this organisation are responsible for the tasks as given under:-

(a)Disseminating information to the general public regarding the Armed Forces in the
country and constantly endeavouring to promote and maintain a feeling of goodwill
between civilians and service personnel and ex-Servicemen.

(b)Monitoring the welfare of families of servicemen and ex-Servicemen and assisting


them in representing their cases with the local administration or the Defence
authorities.

©Giving information to the general public regarding the conditions of service in the
Armed Forces and to assist intending candidates in approaching the appropriate
recruiting authorities for purposes of enlistment

(d)Keeping a watch on the adequacy of the number of pension paying Branch Post
Offices.
(e)Scrutinising applications for relief from various Military and Civil charitable funds
and making suitable recommendations
(f)Granting financial relief to ex-Servicemen and their dependents from funds at their
disposal. Recommending cases of ESM and their families for financial assistance from
KSB.

(g)Settlement of financial problems such as pension and other retirement/release


benefits/dues to ex-Servicemen and grants and assistance in kind to ex-Servicemen
beneficiaries and dependents from the Central/State Govts or other Organisations
such as the Indian Red Cross Society etc.
(h)Maintaining close liaison with the Pension Disbursing authorities/agencies in the
District to ensure prompt and correct payment of pension and reliefs to ex-
Servicemen pensioners or their dependents.
(i) Providing assistance for settlement of land and other disputes.

(j)Promote and maintain under the guidance of the State Rajya Sainik Boards,
welfare measures in the District such as Rest House for ex-Servicemen, old age
pensioners' homes, vocational and other training facilities etc
(k)To maintain close and effective liaison for purpose of resettlement through
employment of ex-Servicemen with central Govt, State Govtand public sectors.
(l)Assist ex-Servicemen in forming and setting up co-operatives for their self-
employment.
2. Stn Headquarters:- The second step to report nearest Stn HQ/ Sub Area along
with APA registration form and photograph for Canteen Smart Card.
3. ACTIVATION OF ECHS CARD :-Report to your parental Polyclinic for activation
of card along with all the family members.If your card is not prepared in time visit
along with the copy of form.

1. ECHS. The Scheme is now almost six years old and fully functional.

2. Polyclinics. All polyclinics are fully functional with authorised equipments and staff and are
providing 88% medicare to members.

3. Membership. As on date approx nine lakhs are members with 27 lakhs beneficiaries. Approx
40% of eligible pensioners have become members.

4. Smart Card. Essential to avail entitled medicare. If there is any requirement to utilise the
medicare at other than parent polyclinic temporarily, temporary attachment certificate for six
months can be obtained from the parent polyclinic. For permanent change of parent polyclinic,
smart cards are required to be changed for new polyclinic.

5. Referral Procedure. In the normal course, ECHS members are required to obtain referral
from their parent polyclinic to the nearest Military Hospital/ Private Empanelled Hospital for
availing their entitled medicare.

6. Empanelment of Private Hospitals. 1124 Private hospitals/ Nursing homes/ Diagnostics


centres/ Dental clinics/ Laboratories have been empanelled with ECHS till date. Another 150
Private hospitals are under consideration for empanelment. In Delhi and NCR 109 Private
hospitals have been empanelled.

7. Supreme Court Judgment. Supreme Court has dismissed the appeal regarding refund of
contribution to pre 01 Jan 96 members. However, pre96 pensioners who have not become
members can now become members without contribution.

8. Medical Treatment to ex-servicemen who have not joined ECHS. Veterans who have not
joined the ECHS will continue to be treated in service hospitals subject to availability of beds and
facilities. Veterans are not entitled to transfer/referral from one service hospital to another and
also treatment in empanelled hospitals.

9. Reimbursement. Reimbursement is not applicable directly to ECHS members except for non
empanelled private hospital bills in emergency on lifesaving grounds. Reimbursements are now
approved like Pvt Hosp bills at Station Headquarters level. Only those bills beyond four lakhs are
required to be forwarded to ECHS Central Organisation Delhi through parent polyclinic.

10. ECHS Expansion Network. The proposal for 181 new polyclinics and 16 mobile polyclinics
(Type ‘E’ Military) is likely to be approved by MoD soon with infrastructure cost of Rs. 130 Crores
and 44 Crores of revenue budget per annum. Six polyclinics (i.e.) Shakurbasti, Timarpur,
Khanpur, East Delhi (Preet Vihar), Greater Noida and Gurgaon (Sohna Road) in Delhi /NCR are
part of expansion network.

11. Review of ECHS. The MoD has reviewed the ECHS after five years. The review committee
consisting of CGDA Rep, MoD Rep, MoD (Fin) Rep and ECHS Central Organisation Reps has
submitted the report to MoD on 05 Sep 08. Major recommendations are given below:

• Additional staff for polyclinic.


• Polyclinic staff pay hike.
• Enhancement of Financial Powers.
• Referral procedure review* .
• Medical Officer also as O i/c polyclinic.

Review of drugs management. Periodical review of ECHS.

* Military Hospitals can refer the patient to private empanelled hospitals and in non military
stations polyclinic can refer the patient to non empanelled hospitals on reimbursement basis at
CGHS rates.

12. Financial Outlay. In the current financial year revenue expenditure is almost Rs. 600 Crores
i.e. pay for staff, Private hospital bills and medicines etc.

13. Grievances/Suggestions. All Grievances/ suggestions be intimated to your parent


polyclinic/Station Headquarters for earliest implementation/resolve.

ISSUE OF MEDICINES FOR 90 DAYS TO ECHS BENEFICIARIES

1. Reference Central Organisation letter No B/49762/AG/ECHS dated 23 Oct 06 and IHQ of


MOD (Army), DGMS (Army) letter No B/75782/DGMS-5(B)/ESM dated 15 Dec 08.

2. There have been many representations and complaints from the environment regarding
period of issue of medicines for chronic ailments. Many aged ex-servicemen are on long term
treatment for chronic diseases who in most cases do not need any change of treatment. Most of
these patients do not require any review by Medical Officer/ Specialist and just come from far off
places to get prescription for being issued with medicines. It causes hardship and has resulted in
great discontent amongst such patients.

3. Hence, it has been decided in consultation with DGMS(Army), to issue medicines upto 90
days based on prescription giving due consideration to the age, physical condition and place of
dwelling of the patient.

4. Concerned Bank/ DPDO:- Visit to your concerned Bank along with PPO and Pension
book and attested photographs. Your original copy of PPO held with the branch of
Bank . The amount of commutation and service Gratuity will be credited in your single
bank account. It is noted that pension can be drawn with single account only.
DPDO- same procedure will be adopted in DPDO office. Visit there along with a
certificate duly signed by Bank manager( from where you want to withdraw pension), 3
photographs duly attested by guzzated officer, PENSION BOOK, one revenue stamp and
photocopy of PPO. The AO will issue a cheque and pension book. Your pension will
start. Pl note- you have to visit your pension agency once in a year for
verification.
5. AGI cheque:-At the time of retirement a cheque will be handed over by concerned
Record office deposite the same as earliest as possible and keep the Insurance Cert with
you.
6. Correspondances of any type of claim will be fwd to your record office.

7. Calculation of Pension , Commutation and Gratuity:-


To confirm your dues which
is calculated by respective PAO(ORS)/CDA note the following formulae:-
(a) Pension:- ( Basic pay+grade pay+gp x pay+MSP) /2(50%)
FOR EXAMPLE- basic pay of aax gp Subedar is 15720.00,
Pension will be 15720+4600+1400+2000=23720/2=11860.00
(b) Leave Encashment:-Total Pay+DA as on the day of retirement* no of days/30,
For example- The same Sub , total leave 300 days and On 27% DA ,
23720.00*1.27=30124.00*300/30= 301240.00
© Commutation:- pension*12*0.5*commutation value
For example commutation value at the age of 53 yrs 8.724
= 11860*12*.5*8.724
= 620800.00
(c) Gratuity:-Total pay with DA* length of service/2
For example - on service of 28 yrs and total pay as above (30124.00)
30124*28/2= 421736.00-ECHS contribution(12000.00)=409736.00
(d) AGI maturity – On enrollment in Mar1982 MATURED AMOUNTas on today-
Rs 208796.00-21200.00(insurance)=187596.00
( e) AFPPF FUND:- amount ?
(e) Total amount without fund- 301240+620800+409736+187596=1519372.00
8.Financial planning :- As per your requirements but save money for your
future.
9. Misc :- Prepare two different files one for original documents and other for
duplicate and keep in safe custody. Dectate all to your next of kin and disscuss all
what they have to do on your death(which is natural) .
