Energy Conservation & Energy Efficiency (EC&EE) is cheap, quick, and relatively painless way for most developing countries to slash energy costs, stretch energy supplies, and save foreign exchange. Energy Conservation does not mean rationing and austerity rather, it aims at increasing the efficiency of energy use through waste reduction, fuel switching, and cogeneration of heat and power. By producing more output with the same energy cost input, Energy Conservation promotes economic efficiency and improves the productivity and competitiveness of energy consuming enterprises. In addition, Energy Conservation will help the inevitable transition to higher energy prices since this transition will be easier for enterprises, which have reduced the energy content of their goods. Energy Conservation is also an excellent vehicle for promoting private sector development and can alleviate both the growing shortages of power supply and the capital constraints of building new generating capacity and other energy production and transformation units (e.g. petroleum refineries). Furthermore, by decreasing energy use, Energy Conservation reduces energy production requirements. This mitigates the negative environmental impacts of energy resources exploration, development, and production. Energy Conservation also reduces the atmospheric emissions from electric power plants, industrial facilities, and motor vehicles. Finally, by reducing the energy needs of economic growth and conserving depletable energy resources, Energy Conservation promotes sustainable and environmentally sound economic growth and development.
Energy Conservation is an important element of Energy Policy, which reduces the energy consumption and energy energy demand per capita and thus offsets the growth in energy supply and needs to keep up with population growth. Energy Conservation (EC) is a movement to resolve and to plug in all kind of inefficiencies and wastage in all aspects of Energy Consumption. All sectors of economy can conserve energy to the extent of 25% of total importance of saving energy. The energy waste is common factor amongst all sectors and this energy can be saved with a little care and concern.
Need of Law Looming energy crisis requires introduction of legal instrument for EC promotion.

Policy Comfort/support accountability must be in a society likes ours.
EC legislation successfully being used in several countries as a basic policy instrument for EC promotion like India & Japan.
National Energy Conservation Policy (NECP) requires an EC law to be promulgated.
Legislation necessary to discourage non-energy efficiency practices.
The suggestions of provinces are also incorporated in the Draft Bill. The draft bill was duly amended in the light of comments received from stakeholders to meet present and future country requirements. The re-drafted summary for CCI and PEEC Bill has been forwarded to parent Ministry for seeking approval/clearance of CCI before introduction of the Bill in the Parliament for approval and promulgation.

Component 1: Development and implementation of a National Efficient Lighting Strategy to phase-out inefficient and obsolete lighting products.
Component 5: Establishment of a 3 million USD revolving loan fund to assist in overcoming the financial barriers having similar structure to the Energy Conservation Fund (ECF), established under the UNDP/GEF funded Fuel Efficiency in the Road Transport Sector (FERTS) Project during 1996-2005.
MD ENERCON in a meeting with Chairman FBR & Member customs proposed that certain amendments be made in the SRO 575 so as to provide exemptions on the import of LED lighting equipment irrespective of the source of energy and related components not only to benefit importers but also provide a substantial impetus to energy conservation measures by reduction in cost of LED lights. Chairman FBR & member custom assured to look into the proposed amendment on priority basis.
Component 2: Creation of Monitoring, Verification, & Enforcement (MVE) capacities to ensure an effective transition.
Component 3: Implementation of environmentally sound Management for lighting products including: establishing a collection scheme; recycling facilities; and/or sound disposal of hazardous waste from lighting products.
Component 4: Promotion of high performance, efficient lighting products.
Electricity for lighting accounts for almost 20 per cent of global power consumption and close to 6 per cent of worldwide greenhouse gas (GHG) emissions.
If a global transition to efficient lighting occurred, these emissions could be reduced by half. Few actions could reduce carbon emissions as cheaply and easily as the phase-out of inefficient lighting, making it one of the most effective and economically advantageous ways to combat climate change. The UNEP en.lighten initiative has been est- ablished to accelerate global market transfor- mation to environmen- tally sustainable light- ing technologies by developing a coordinated global strategy and providing technical support for the phase-out of inefficient lighting. en.lighten Global Efficient Lighting Partnership Programme was established in 2011. Nearly 50 developing and emerging countries have joined. Pakistan is also a partner and committed to take steps to phase out inefficient lamps by end of 2016. On 27th June, 2012 Pakistan joined en.lighten Global Efficient Lighting Partnership Program. In 3rd Global Environment Facility (GEF) National Steering Committee meeting of Ministry of Climate Change, the committee appreciated the concept and approved the project for requested GEF funding but funding could be acquired either from SCCF (if the project is targeting adaptation activities) in GEF -5 or for GEF -6 Climate Change (mitigation) allocation considering the national priorities at the time of start of GEF-6. Over US $408 in annual savings could be achieved and will result in 2 million tonnes annual reduction of CO2 emissions. INTEGRATED POLICY APPROACH Automotive sector is the major consumer of fuel worldwide, which causes a negative impact on the environment. At the same time, the sustainable supply of established fossil fuels cannot be guaranteed forever. Immediate contingency is to conserve fuel through its efficient consumption for the same distance travelled, and thereby avoid fast degradation of environment. At present the engine tune-up capabilities in the country are of poor quality. The tune-up of engines is normally conducted manually by informally trained mechanics that learn the trade through on the job training process. They by and large rely on subjective sensory clues and personal experience.

Such mechanics are also unaware of proper use of computerized diagnostic equipment and engine tune-up procedures. National Energy Conservation Center (ENERCON)/Energy Conservation Fund (ECF) therefore planned to conduct a series of One Week Training Course(s) aimed at providing training to auto-mechanics & automobile engineers. A total of 133 participants were imparted training and the courses were conducted in Karachi (17th - 21st December 2012), Lahore (24th -29th December 2012), Peshawar (31st December 2012- 4th January 2013) & Rawalpindi (7th January-11th January 2013).The activity is going to be repeated every year covering other major cities of Pakistan as well.
ENERCON-ECF has partnered with Pakistan Engineering Council (PEC) as Professional Engineering Body (PEB) to impart CPD activities to the engineers. Pakistan Engineering Council (PEC) is working for professional growth and skill development of engineers under its CPD (Continuous Professional Development) Framework for international recognition and cross-border opportunities whereas ENERCON is a National Focal institution to promote energy conservation all over the country with a mission to cultivate a new energy culture for achieving sustainable development through conservation and efficient use of energy resources.
In order to develop a linkage between academia and industry in this regard, ENERCON in collaboration with PEC has developed a country-wide plan to hold
Technical Sessions on Energy Audit Tools and Techniques (3 to 4 hours) in all universities of Pakistan offering Energy Courses in Mechanical, Electrical, Chemical, Civil or any other relevant discipline at undergraduate level for final year students. An energy audit is a vital area including inspection, survey and analysis of energy flows for energy conservation in a building, process or a system to reduce the amount of energy input to the system without negatively affecting the outputs. Presently, there is a very little knowledge of the
subject among technical professionals and demons- ration of the tools through trainings would help identify. The sessions have so far been successful and universities administration supported the joint commitment from ENERCON and PEC for highlighting the importance of energy audits among students and showed willingness to carry on such sustainable activities. ENERCON is also technically supporting engineering students in their research work related to energy sector.
The awareness drive would play a vital role in setting up certified energy managers regime for designated energy consumers as per the Pakistan Energy Efficiency and Conservation Bill & as well as Energy Provisions for Building Code of Pakistan both of which are in their final stages of approval. Pakistan Sustainable Transport (PAKSTRAN) project is an initiative of UNDP-GEF that aims to provide technical assistance to reduce the growth of energy consumption & related greenhouse gas (GHG) emissions from transport sector in Pakistan, while simultaneously improving urban environmental conditions and improving Pakistans trade competitiveness.
The global objective of PAKSTRAN is to reduce the GHG emissions from transport sector in Pakistan. However, the developmental objectives of PAKSTRAN are: to improve urban environmental conditions (i.e. improved air quality, urban mobility, equity, city aesthetics); and to improve energy security for Pakistan.
The project is funded by UNDP & GEF (total budget is US$ 7.8 million with US$ 3.0 million from UNDP & US$ 4.8 million from GEF). The project was approved by GEF and Government of Pakistan in June 2011, which is expected to be completed in June 2016. ENERCON, Ministry of Water and Power is the Implementing Partner (IP) of the project. Moreover, the project has four components (to achieve the project outcomes), which are given below:
Outcome 1: An operational sustainable urban transport system in Punjab province (Punjab P&D Department is the responsible partner for this outcome); Outcome 2: An operational sustainable urban transport system in Sindh province (Sindh Transport Department is the responsible partner for this outcome); Outcome 3: Improved fuel efficiency in truck freight transport (Planning Commission of Pakistan is the responsible partner for this outcome) Outcome 4: Increased public awareness and institutional capacity on sustainable transport concepts (IUCN-Pakistan is the responsible partner for this outcome).
