foreign exchange department of your bank branch in Agrabad?

I would advise you to appear in IBB examination to be held in next November. Initially, I had
thought the exam would be a tough one. But, believe me, the exam was easy and smooth. I appeared
in all the papers of IBB exam Part-I that has just been held.

Among all the subjects I found Accountancy a bit difficult. But I sensed a great relief as I could solve
the question on final account with some typical adjustments. I am pretty sure I would qualify in all
the subjects.

To pass the IBB exam what you have to do is read thoroughly all the question papers of the previous
IBB examinations and find out their appropriate answers from notebooks that are available in the
market. You may also attend the tutorial classes on all the subjects that are especially arranged by
IBB authority in Dhaka.

builders equity and the income generating capacity of the building being financed.

Dear Kamal,

Time flies away. I cant imagine that I have already spent three years working in the same branch of
Agrani Bank at Sadarghat. This explains my pleasure in my banking profession; otherwise passing
time would have been a painfully slow memory.

I find myself fortunate to work in Agrani Bank, Sadarghat Branch for a number of reasons. Firstly,
the branch is located so near my home at Patla Khan Lane that I dont need a rickshaw to commute
between my office and home. I can take my lunch in the comfort of my house during the lunch break
of half an hour. Secondly, my colleagues, especially my Manager, are excellent people. Had I not
been in this bank I would have missed a great opportunity to meet rare people with rare hearts among
my office colleagues and the customers of my bank.

You know, Kamal, one day I didnt turn up to my office as I was suffering from fever. To my sheer
surprise, I found the whole crowd of my colleagues and a few customers in the living room of my
home. They were concerned about my sickness. They brought fruits and flowers. They wished me an
early recovery.

Of course, banking as a profession is a little risky. One has to be alert and cautious when
money goes out of the branch. I have been trained in our foundation course that a good banker must
have a lions heart, an eagles eyes, a deers ears, a monkeys canny intelligence and an angels noble
soul.

I have decided to accept banking as my career for my whole life. Lets see whether I as a

STRENGTHENING OF SECURITY MEASURES IN HEAD OFFICE


A meeting presided over by Mr. Abdul Baten, General Manager, Administration, was held at
the Board Room to discuss the present security arrangements of the Head Office and how to
streamline the arrangements in view of the recent trend of detonating bombs and Molotov
cocktails by unscrupulous elements.

A unanimous resolution has been taken by the meeting that the present security guards who
have been doing their duties for the last six months have to be replaced by new ones and
CCTV cameras have to be installed at the main entrance.

The Deputy General Manager and all other officers of the Common Service Department also
attended the meeting.

Solution to the problem of excess liquidity

Almost all the branches of Islami Bank in Chittagong as well as in other parts of Bangladesh, as you
know, have been facing excess liquidity as devout Muslims are crowding our bank branches to
deposit their savings knowing full well that they would
not earn any interest on their deposits.

This trend of flooding our bank with deposits is observed especially during three months before Hajj

CAR LOAN FOR SENIOR OFFICIALS

Social Investment Bank Ltd (SIBL) has at present 87 sedans, 25 jeeps and 12 pickups which are
being officially used all over Bangladesh. Of these vehicles, 50 sedans are allotted to executives,
from Assistant Vice Presidents to Managing Director, for their alltime
use. Each executive has to pay Taka 300 every month against this facility of using the banks motor
vehicles both for their office and home uses.

The bank has to defray an annual expense of Taka 6 lac for one sedan allotted to each of the
executives on account of fuel, drivers salaries, maintenance, depreciation cost and insurance
premium.

It has been observed that families of the executives cant spare their allotted sedans for any official
use of the bank, as they have to use the cars for their domestic purposes day and night.

Considering exorbitant maintenance cost of sedans and also with a view to providing an incentive to
the bank officials all other private banks and some of the state-owned banks have already introduced
car loans to their executives at bank rate and in some cases at no
interest in addition to a monthly allowance for maintenance of cars.

If the board of directors decides to give car loans of Taka 15 lac each to all the executives at an
interest rate of 2% along with monthly car allowance of Taka 25 thousand the bank will save 40%
expenditure on account of maintenance of sedans now being allotted to the
executives.

If approved, the proposition may be placed at the next meeting of the Board of Directors for their
consideration.

QUARTERLY EVALUATION MEETING HELD IN HEAD OFFICE ON MAY 22, 2009 TO
DISCUSS ON THE TOTAL POSITION OF THE BANK IN THE LAST FINANCIAL YEAR AND
STRATEGIES ADOPTED TO ACHIEVE BUSINESS GOALS IN THE CURRENT FINANCIAL
YEAR.

An evaluation meeting presided over by the banks Managing Director Mr. M A Yusuf was held in
the Board Room of our Head Office on May 20, 2009 with Mr. Abdul Jalil, Chairman, Board of
Directors, attending the meeting as the chief guest. All the executives of the Head Office and all the
regional managers of the bank participated in the meeting that lasted for three hours from 1000 HRS
in the morning till 1300 HRS in the afternoon. The meeting was followed by a lunch in Hotel
Purbani.

In his welcome address Mr. Zainal Abedin, General Manager, Bangladesh Karma Sangsthan Bank
(BKSB), presented the overall position of the bank highlighting the following features of the last
financial year:

01. All the 45 branches located in different parts of Bangladesh made profits in the financial year
ending June 30, 2008.
02. Against annual profit target of Taka 15 crore the bank could make a total net profit of only Taka
3 crore.
03. The bank had a total deposit of Taka 1,000 crore out of which Taka 800 crore was time deposit
and the rest demand deposit.
04. The bank had a total advance of Taka 2,900 crore of which only Taka 300 crore was performing
assets and the rest non-performing.
05. Out of total number of 350 employees of the bank 130 employees have left their jobs and 26
employees had retired resulting in an acute shortage of manpower.
06. The bank is struggling to invest money as it has been facing tough competition from NGOs,
specially from Grameen Bank which is aggressively alluring rural people to bank with them in spite
of the fact that their rates of interests on loans are three times more than what BKSB offers.

The Chairman of the Board of Directors in his address as the chief guest expressed his deep concerns
at the pitiable condition of the bank and urged the bank management to
take immediate measures to identify the flaws and take remedial measures to correct anomalies, if
any, that are responsible.

The Managing Director in his presidential address gave assurance that the bank will surmount all the
problems and will be able to achieve its annual target of making a total profit of Taka 25 crore in the
current financial year ending 30 June 2009 as BKSB has already taken the following steps:
01. The bank has already ensured a healthy deposit-loan ratio at 60-40 and the provisional profit at
the end of April 30, 2009 stood at Taka 20 crore.
02. Performing assets of BKSB now stands at 90 percent.
03. 20 branches have been computerized to solve the shortage of manpower.

BRANCH, DHAKA, TO DISCUSS ABOUT SECURITY OF THE BRANCH.

An emergency meeting was held at 5 PM on Wednesday, May 20, 2009 at the chamber of the Branch
Manager to discuss about the existing security arrangements and the measures
that can be taken to streamline the security aspects of the Branch in view of recent robberies being
committed in different shops and offices in and around Dhaka city.

Presided over by the Branch Manager the meeting was attended by all the employees of the Branch.
Mr. Kamrul Islam, Sub-inspector of Islampur Police Station, attended the meeting as a special guest.

The meeting reviewed the law and order situation in Islampur area and security arrangements of the
Branch. There are only two security guards employed by a private security firm. The guards are not
smart and intelligent as was reported by the second officer of the Branch; it was also reported that on
holidays only one security guard remains inside the branch on mutual arrangements between the
guards so that the other guard can visit his family on holidays. More alarming was the fact that the
guards who are supposed to remain alert round the clock sleep during night.

The following resolutions were unanimously adopted by the meeting:
01. The guards have to be replaced by four smart and honest security guards who will guard the
Branch on alternative roaster so that at least two guards are always found guarding the Branch
premises round the clock.
02. The guard on duty must toll a strong copper bell every hour according to clock so that the officers
of the branch who reside near the Branch can hear the bell tolling.
03. A CCTV camera attached with a standby computer that can run on battery for at least one hour,
in case of power failure, have to be installed to record movement of people inside the Branch round
the clock. All files in the hard disk of the computer will have to be kept saved at least for one month
before erasing the memory disks.

04. Movement register has to be introduced to track movements of both clients and personnel.

The meeting that lasted for about one and a half hour was over with a vote of thanks delivered by the
undersigned.

SUB: MEASURES FOR RECOVERING LONG-DUE AGRICULTURAL LOANS

Please refer to relevant references, vide our circular numbers: 364-01, 364-02, 364-03, 364-04, 364-
05, 364-06 and 364-07 wherein it is clearly stipulated how and when disbursed agricultural loans,
especially crop loans, have to recovered and rescheduled. Head Office management has repeatedly
instructed our field offices to watch whether the small loans are being serviced properly or not.

But, statistics emanating from field offices transpire that agricultural loans are getting time-barred at
an alarming rate and the managers of rural branches are not at all careful about timely servicing of
the loans and proper notices are not being served to defaulting agricultural borrowers.

Our field offices, especially managers of our rural branches, are hereby advised to enlist the updated
lists of defaulters and send final notices to the concerned borrowers for repaying their over-due loans
by 07 June 2009. Field offices are advised to institute certificate cases against the defaulters after
complying necessary formalities.

If any branch is found having more than 10 percent of non-performing agricultural loans stern
administrative actions will be taken against the concerned managers and field officials.

REPORT ON THE MISUSE OF STAFF HOUSE-BUILDING LOAN IN TWO CASES

We are extremely sorry to report that two of our employees have been involved in diverting fund of
staff house-building loan for their personal benefits instead of using the loan in house building.

After learning about the deviation of fund the undersigned formed a two-member committee to probe
into the matter and submit a report.

According to the report of the probing committee one Mr. Ramesh Chandra Adhikari, our cashier,
invested the loan fund amounting Taka Two lac fifty thousand with his brother who is a goldsmith
and one Mr. Jalal Ahmed, our Senior Officer, invested the loan fund mounting Taka Four lac and
seventy-five thousand in share business of Dhaka Stock Market. Both the officials are reported to be
negligent to their duties, as they always remain busy talking to people over telephone about their
business activities.

In such circumstances it is imperative to initiate disciplinary proceedings against the aforementioned
officials of our Branch.

The Board of Director of Bangladesh Krishi Bank has approved of introducing a new loan scheme
titled Staff Loan For Home Appliances to help needy employees of our bank buy home appliances
with low interest-bearing loan not exceeding Taka 50,000 in each instance.

Please refer to our Circular Letter No PD/Staff HB Loan/36/1991 dated 10 January 1991. The
concerned advance departments of both controlling offices and field offices are hereby instructed to

Dear Kamal,

Time flies away. I cant imagine that I have already spent three years working in the same branch of
Agrani Bank at Sadarghat. This explains my pleasure in my banking profession; otherwise passing
time would have been a painfully slow memory.

I find myself fortunate to work in Agrani Bank, Sadarghat Branch for a number of reasons. Firstly,
the branch is located so near my home at Patla Khan Lane that I dont need a rickshaw to commute
between my office and home. I can take my lunch in the comfort of my house during the lunch break
of half an hour. Secondly, my colleagues, especially my Manager, are excellent people. Had I not
been in this bank I would have missed a great opportunity to meet rare people with rare hearts among
my office colleagues and the customers of my bank.

You know, Kamal, one day I didnt turn up to my office as I was suffering from fever. To my sheer
surprise, I found the whole crowd of my colleagues and a few customers in the living room of my
home. They were concerned about my sickness. They brought fruits and flowers. They wished me an

Solution to the problem of excess liquidity

Almost all the branches of Islami Bank in Chittagong as well as in other parts of Bangladesh, as you
know, have been facing excess liquidity as devout Muslims are crowding our bank branches to
deposit their savings knowing full well that they would
not earn any interest on their deposits.

This trend of flooding our bank with deposits is observed especially during three months before Hajj
as the devout Muslims, who make up their minds to perform Hajj, withdraw their savings from other
commercial banks and deposit the same with us just before they set out their journey for Hajj.

CAR LOAN FOR SENIOR OFFICIALS

Social Investment Bank Ltd (SIBL) has at present 87 sedans, 25 jeeps and 12 pickups which are
being officially used all over Bangladesh. Of these vehicles, 50 sedans are allotted to executives,
from Assistant Vice Presidents to Managing Director, for their alltime
use. Each executive has to pay Taka 300 every month against this facility of using the banks motor
vehicles both for their office and home uses.

The bank has to defray an annual expense of Taka 6 lac for one sedan allotted to each of the
executives on account of fuel, drivers salaries, maintenance, depreciation cost and insurance
premium.

It has been observed that families of the executives cant spare their allotted sedans for any official
use of the bank, as they have to use the cars for their domestic purposes day and night.

Considering exorbitant maintenance cost of sedans and also with a view to providing an incentive to
the bank officials all other private banks and some of the state-owned banks have already introduced
car loans to their executives at bank rate and in some cases at no
interest in addition to a monthly allowance for maintenance of cars.

If the board of directors decides to give car loans of Taka 15 lac each to all the executives at an
interest rate of 2% along with monthly car allowance of Taka 25 thousand the bank will save 40%
expenditure on account of maintenance of sedans now being allotted to the
executives.

If approved, the proposition may be placed at the next meeting of the Board of Directors for their
consideration.

QUARTERLY EVALUATION MEETING HELD IN HEAD OFFICE ON MAY 22, 2009 TO
DISCUSS ON THE TOTAL POSITION OF THE BANK IN THE LAST FINANCIAL YEAR AND
STRATEGIES ADOPTED TO ACHIEVE BUSINESS GOALS IN THE CURRENT FINANCIAL
YEAR.

An evaluation meeting presided over by the banks Managing Director Mr. M A Yusuf was held in
the Board Room of our Head Office on May 20, 2009 with Mr. Abdul Jalil, Chairman, Board of
Directors, attending the meeting as the chief guest. All the executives of the Head Office and all the
regional managers of the bank participated in the meeting that lasted for three hours from 1000 HRS
in the morning till 1300 HRS in the afternoon. The meeting was followed by a lunch in Hotel
Purbani.

In his welcome address Mr. Zainal Abedin, General Manager, Bangladesh Karma Sangsthan Bank
(BKSB), presented the overall position of the bank highlighting the following features of the last
financial year:

01. All the 45 branches located in different parts of Bangladesh made profits in the financial year
ending June 30, 2008.
02. Against annual profit target of Taka 15 crore the bank could make a total net profit of only Taka
3 crore.
03. The bank had a total deposit of Taka 1,000 crore out of which Taka 800 crore was time deposit
and the rest demand deposit.
04. The bank had a total advance of Taka 2,900 crore of which only Taka 300 crore was performing
assets and the rest non-performing.
05. Out of total number of 350 employees of the bank 130 employees have left their jobs and 26
employees had retired resulting in an acute shortage of manpower.
06. The bank is struggling to invest money as it has been facing tough competition from NGOs,
specially from Grameen Bank which is aggressively alluring rural people to bank with them in spite
of the fact that their rates of interests on loans are three times more than what BKSB offers.

The Chairman of the Board of Directors in his address as the chief guest expressed his deep concerns
at the pitiable condition of the bank and urged the bank management to
take immediate measures to identify the flaws and take remedial measures to correct anomalies, if
any, that are responsible.

The Managing Director in his presidential address gave assurance that the bank will surmount all the
problems and will be able to achieve its annual target of making a total profit of Taka 25 crore in the
current financial year ending 30 June 2009 as BKSB has already taken the following steps:
01. The bank has already ensured a healthy deposit-loan ratio at 60-40 and the provisional profit at
the end of April 30, 2009 stood at Taka 20 crore.
02. Performing assets of BKSB now stands at 90 percent.
03. 20 branches have been computerized to solve the shortage of manpower.

BRANCH, DHAKA, TO DISCUSS ABOUT SECURITY OF THE BRANCH.

An emergency meeting was held at 5 PM on Wednesday, May 20, 2009 at the chamber of the Branch
Manager to discuss about the existing security arrangements and the measures
that can be taken to streamline the security aspects of the Branch in view of recent robberies being
committed in different shops and offices in and around Dhaka city.

Presided over by the Branch Manager the meeting was attended by all the employees of the Branch.
Mr. Kamrul Islam, Sub-inspector of Islampur Police Station, attended the meeting as a special guest.

The meeting reviewed the law and order situation in Islampur area and security arrangements of the
Branch. There are only two security guards employed by a private security firm. The guards are not
smart and intelligent as was reported by the second officer of the Branch; it was also reported that on
holidays only one security guard remains inside the branch on mutual arrangements between the
guards so that the other guard can visit his family on holidays. More alarming was the fact that the
guards who are supposed to remain alert round the clock sleep during night.

The following resolutions were unanimously adopted by the meeting:
01. The guards have to be replaced by four smart and honest security guards who will guard the
Branch on alternative roaster so that at least two guards are always found guarding the Branch
premises round the clock.
02. The guard on duty must toll a strong copper bell every hour according to clock so that the officers
of the branch who reside near the Branch can hear the bell tolling.
03. A CCTV camera attached with a standby computer that can run on battery for at least one hour,
in case of power failure, have to be installed to record movement of people inside the Branch round
the clock. All files in the hard disk of the computer will have to be kept saved at least for one month
before erasing the memory disks.

04. Movement register has to be introduced to track movements of both clients and personnel.

The meeting that lasted for about one and a half hour was over with a vote of thanks delivered by the
undersigned.

SUB: MEASURES FOR RECOVERING LONG-DUE AGRICULTURAL LOANS

Please refer to relevant references, vide our circular numbers: 364-01, 364-02, 364-03, 364-04, 364-
05, 364-06 and 364-07 wherein it is clearly stipulated how and when disbursed agricultural loans,
especially crop loans, have to recovered and rescheduled. Head Office management has repeatedly
instructed our field offices to watch whether the small loans are being serviced properly or not.

But, statistics emanating from field offices transpire that agricultural loans are getting time-barred at
an alarming rate and the managers of rural branches are not at all careful about timely servicing of
the loans and proper notices are not being served to defaulting agricultural borrowers.

Our field offices, especially managers of our rural branches, are hereby advised to enlist the updated
lists of defaulters and send final notices to the concerned borrowers for repaying their over-due loans
by 07 June 2009. Field offices are advised to institute certificate cases against the defaulters after
complying necessary formalities.

If any branch is found having more than 10 percent of non-performing agricultural loans stern
administrative actions will be taken against the concerned managers and field officials.

REPORT ON THE MISUSE OF STAFF HOUSE-BUILDING LOAN IN TWO CASES

We are extremely sorry to report that two of our employees have been involved in diverting fund of
staff house-building loan for their personal benefits instead of using the loan in house building.

After learning about the deviation of fund the undersigned formed a two-member committee to probe
into the matter and submit a report.

According to the report of the probing committee one Mr. Ramesh Chandra Adhikari, our cashier,
invested the loan fund amounting Taka Two lac fifty thousand with his brother who is a goldsmith
and one Mr. Jalal Ahmed, our Senior Officer, invested the loan fund mounting Taka Four lac and
seventy-five thousand in share business of Dhaka Stock Market. Both the officials are reported to be
negligent to their duties, as they always remain busy talking to people over telephone about their
business activities.

In such circumstances it is imperative to initiate disciplinary proceedings against the aforementioned
officials of our Branch.

SUB: STAFF LOAN SCHEME FOR PURCHASING HOME APPLIANCES

The Board of Director of Bangladesh Krishi Bank has approved of introducing a new loan scheme
titled Staff Loan For Home Appliances to help needy employees of our bank buy home appliances
with low interest-bearing loan not exceeding Taka 50,000 in each instance.

Please refer to our Circular Letter No PD/Staff HB Loan/36/1991 dated 10 January 1991. The
concerned advance departments of both controlling offices and field offices are hereby instructed to
follow the rules, regulations and procedures as stipulated in the circular on Staff House-Building
Loan before disbursing the new loan on home appliances.

Special care must be taken while granting the new loan to an employee so that the total monthly
repayment installment for all loans taken by an employee do not exceed twothird of his/her basic
salary.

Utility report against the Home Appliance Loan must be signed at least two officers having power-
of-attorney numbers as is practiced in other staff loans.

Each and every employee must read this circular thoroughly and put their signatures in the blank
spaces of this notification.
