General Guidelines
for
M.Tech./ M.Phil./ PG Diploma
at
BARC Training Schools

Preface
BARCTrainingSchoolsrunaoneyearacademicprogrammeaimedatequippingfreshengineers
and scientists with a sound academic base in nuclear science and engineering. While for
historicalreasons,thenameTrainingSchoolisretained,consideringthedepthandthespread
of courses taught, it is a Graduate School and this aspect was fully recognized when Homi
BhabhaNationalInstitute(HBNI)wasaccreditedasadeemedtobeuniversitybytheMinistry
of Human Resource Development in June 2005. One year academic programme at Training
SchoolisdesignedtofulfillcourserequirementsforanM.Tech.orM.Phil.programme.Students
desirous of getting a M.Tech. or M.Phil. have to complete a project of one year duration
following successful completion of the course work. Those who are not interested in project
work,getaPGDiplomaaftersuccessfulcompletionofcoursework.

Training School started functioning at Mumbai in 1957 and to meet increased manpower
requirement, Schools have also been set up at RRCAT, Indore; IGCAR, Kalpakkam; NFC,
Hyderabad; and AMD, Hyderabad. To date, over 8000 students have graduated from Training
SchoolsandarenowmanningallimportantpositionsintheDepartmentofAtomicEnergy.

AcademicVisionandprogrammes
The aim of the main programme at Training School is to attract bright young graduates in
engineering or postgraduates in science and nurture them academically over a period of one
year to pursue a career in nuclear science and engineering thereby ensuring sustained
availabilityofqualifiedmanpowerforthegrowthofnuclearpowerandnonpowerapplications
of nuclear technology in the country. The content of academic programmes being run at
Training Schools and syllabi of various courses are formulated keeping in view the fact that
nucleartechnologyisamultidisciplinarysubject.Thedurationofoneyearisdividedintothree
parts viz., semester 1, semester 2 and the summer semester and courses are categorized as
foundationcourses,corecoursesandelective/specilaisedcourses.Engineeringstudentsstudy
courses in nuclear science and engineering and also advanced courses in their basic discipline.
Similarly, science students study advanced courses in their basic discipline and also courses in
nuclearscience.

Underanotherprogramme,studentsjoinunitsofDAEaftercompletingM.Tech.andgothrough
aspecificallytailoredcourseworkofonesemestertostudynuclearsubjects.

Courses on advanced topics are also organized in the mornings and evenings for the benefit of
researchscholarsandemployeesundercontinuingeducationprogramme.

Guidelines

Theseguidelinessupplementordinancesandhavebeenwrittentofacilitateimplementationof
ordinances. While all care has been taken to ensure that the guidelines are compliant with
ordinances,incaseofanyconflict,ordinanceswillprevail.

1.0 Enrolment

1.1 The following categories of students are admitted to the one year course work at Training
School.
a. Students selected for employment in DAE through a process involving screening based
onperformanceinanallIndiawrittentestconductedbyBARCorGATE,andaselection
interviewbyanexpertcommitteenominatedbyBARC.

b. Nomineesofarmedforcesshortlistedbyarmedforcesbasedonprocedureinternalto
themandselectedbasedoninterviewbyanexpertcommitteenominatedbyBARC.All
suchstudentsenrolforM.Tech.

c. SpecialcaseswhereinstudentsselectedbyorganisationssuchasAERBarenominatedto
attendfulloneyearprogrammeorsomeofthecourses.

d. Employeeswhohavebeenaskedbytheirdivisionalmanagementtoattendsomeofthe
courses to improve their knowledge base in a specified area. They are given due credit
forsuchcourseswhenevertheywanttoenrolforaresearchbaseddegreefromHBNI.

e. Facultynominatedbyuniversities/institutesinthecountrydesirousoftrainingthemin
nuclear science and engineering for all or some of the courses after their aptitude has
beenascertainedbyexpertcommitteesnominatedbyBARC.

f. Nomineessponsoredbyothercountriesasperagreementswiththem.

1.2AllengineeringstudentsenrolforM.Tech.andhavetheoptionofdiscontinuingaftergetting
a PG diploma on successful completion of one year of course work. Science students in most
cases enrol for a PG Diploma and go on to pursue a Ph.D. Some students, who are not in a
position to commit to a long term research programme leading to a Ph.D., upgrade to M.Phil.
aftersuccessfullycompletingoneyearofcoursework.Insomeapplieddisciplinessuchaslasers
andaccelerators,materialscienceandradiologicalsafetyengineering,sciencestudentsenrolfor
M.Tech.

1.3 Students are requested to fill in appropriate enrolment form right at the time of joining
TrainingSchool.Appropriateformfordifferentcategoriesofstudentsisasfollows.
Studentshavingabachelorsinengineering:M.Tech.,
Studentswhohavejoinedthecourseradiologicalsafetyengineering:M.Tech.,
Students who have a M.Sc. and have joined an applied discipline such as accelerators
andlasersormaterialscience:M.Tech.orPGDiplomaasoptedbythem,
StudentswhohaveaM.Sc.andhavejoinedsciencediscipline:PGDiploma,and
Studentswhoareattendingonlysomeofthecourses:Creditcourses

2.0 ProgrammeManagement

2.2 TrainingSchoolsCommitteesandFaculty
To ensure that highest academic standards are maintained in all programmes in all Training
Schools, an Apex Committee consisting of senior professionals meets periodically and is
supportedbydisciplinewisecommittees.Thesecommitteesapprovesyllabipriortoitsapproval
by Board of Studies, select course coordinators and faculty. The TS Committees are mandated
to convene meetings before the first week of July every year to take all decisions for the
academicyearbeginninginearlyAugust.

2.3 Stipend
Allstudentsenrolledundercategory1.1a.arepaidastipendatratesprescribedbyDAE.

2.4 ResidenceandAttendance
2.4.1 All students selected under category 1.1a. are required to stay in the Hostel. For other
students,whileattemptsaremadetoprovidehostelfacilitiesonrequest,itisnotcompulsoryto
stayinthehostel.

2.4.2 Maximum of 12 days medical leave (certified by the Medical Officer of BARC) allowed
during the entire course period. Leave without stipend may be permitted only on account of
pressingreasons.

2.4.3 Absencefromclasseswithpriorpermissionistreatedasleavewithoutstipendandone
mark per day is deducted from the aggregate. Absence without prior permission entails
deductionoftwomarksperday(orpartthereof)fromtheaggregateinadditiontodeductionin
stipend.

2.5 Contact hours: Total contact hours during semester 1 and 2 do not exceed 450 hours for all
disciplines. Contact hours devoted to electives, specialized courses and summer project during
thesummersemesterareadditional.

2.6 Credits for course work: assignment of credits for courses has been based on the assumption
thatonecreditstandsfor25to30workinghoursorworkload.Workloadreferstonotionaltime
students typically need to complete all learning activities (such as lectures, seminars, projects,
practicals, selfstudy, preparation for examinations and examinations) required to achieve
expected outcomes. Participation in technical study tour and attendance in administrative
workshoparecompulsorynoncreditrequirementsforM.Tech./M.Phil./PGDiplomastudents.

2.7 PerformanceAssessment
Performance Assessment is carried out on the basis of examinations written, viva voce,
seminarsandinternalassessmentasdetailedbelow.

2.7.1 Marks for regular class room courses are assigned based on the following formula:
2*Contact Hours + 20*Credits (rounded to nearest multiple of 25). Scaling of marks is
scrupulously avoided. Up to 30% of assessment can be by way of written assignments and
effortsaremadetogiveseparateassignments.Writtenexaminationsareheldforallclassroom
courses.Scheduleandnumberofexaminationsforasubjectaredecidedbyfaculty.
2.7.2 Reexaminations are held for students missing examinations due to hospitalization on
medicalgroundsorincaseofstudentswhoscorelessthan50%marks.Ifastudentfailssecond
time, Director of the CI/ Head of the Institution or his/her nominee may interview the student
andmakeanyofthefollowingrecommendations,
i. Thestudentdoesnothavethecapacitytopursuetheprogramme,
ii. The student may be given one more chance after he/she has gone through the course
workagain,or
iii. The student may be given one more chance for appearing in the examination without
goingthroughthecourseagain.
2.7.3 Amendmentinmarksallocatedafterassessmentisallowedonlyincaseofanymistake
inadditionofmarksormissedevaluationofaquestionorquestions.Allsuchamendmentsare
carriedoutinasinglesessionwiththestudentsbytheconcernedfacultyattheTrainingSchool
premises. Answer sheets are shown to the students and retained by the respective Training
Schoolforoneyear.
2.7.4 VivaVoceExaminations(onlyforthosewhogothroughfulloneyearofcoursework)
oneattheendofsemester1andtheotherattheendofsemester2areheldtosupplement
written tests, and to assess overall understanding of all the subjects studied by the student
during the preceding semester. The Viva Voce Committees are constituted by the respective
disciplineTrainingSchoolCommittee.
2.7.5 Results of all examinations are communicated to respective Training School authorities
within4weeksoftheconductoftheexaminations.
2.7.6 InternalAssessment
A maximum of 125 marks for Internal Assessment are awarded by the Head of the respective
TrainingSchool.Thesemarksareassignedinthefollowingmanner
a. AttendanceinTSCurriculumrelatedactivities100Marks
b. Discipline 25Marks

2.8 Detailed Syllabus: Subject wise detailed syllabus is given later in this booklet. The syllabus is
reviewed every few years and revised wherever necessary. Any revision is approved by the
Board of Studies on the recommendations of the Training School committee. Syllabus for self
studycoursesisdesignedbythesissupervisorinaccordancewithneedsofthestudentandwith
theapprovalofthedoctoralcommittee.

2.9 Qualification for Absorption: Students with minimum aggregate marks equal to or more than
50%areconsideredashavingsuccessfullycompletedtheCourseandareappointedinthegrade
SO(C).

2.10 QualificationforHBNIDiploma/Degree:ToqualifyforapostgraduatediplomafromHBNIorto
satisfythecriteriaforhavingsuccessfullycompletedcourseworkforM.Tech.orM.Phil.orPh.D.
or M.Sc.(Engg), a student must score more than 50% in each subject and more than 60% in
aggregate. Marks obtained by a student in internal assessment (See paragraph 2.7.6) are not
consideredforthispurpose.

3.0 Increments
IncrementstobegiventoastudentonjoiningemploymentinaunitofDAEaredecidedatthe
end of the Academic Year based on the marks obtained in all three semesters including
foundation,coreandelectivecoursesandinProjectWork/LaboratoryWork.

Three increments are awarded to the students with minimum aggregate marks equal to 60%
andwhoare
(i) among top 75% of the students (enrolled under clause 1.1a.) in their respective
disciplinesbyabsolutemarks,or
(ii) amongthetop75%ofthestudentsacrossallthedisciplinesbyabsolutemarks,or
(iii) among the top 75% of the students across all disciplines after normalisation of marks
withinadisciplinewithrespecttoitstopper.
Twoincrementsareawardedtoalltheremainingsuccessfulstudents.

4.0 GraduationFunction
4.1 Graduation Certificate : All students who successfully complete the one year course as per 2.9
above are awarded a Graduation Certificate signed by the Head of the Institute on the
GraduationDayfunctionheldateachunitattheendoftheacademicyear.

4.2 Homi Bhabha Prize: Students selected for employment in DAE under clause 1.1a. above are
eligible for this prize. The student securing highest aggregate marks in all three semesters in
each discipline is awarded a Homi Bhabha prize, which comprises a Medal, a Certificate and
booksworthRs.5000/,providedthestrengthoftheclassinthatdisciplineisfourormore.In
casethestrengthof the classinadisciplineisthreeorless,thetopperofthatdisciplineshall
beawardedHomiBhabhaPrizeprovidedhis/heraggregatepercentageofmarksismorethan
theaverageofthepercentagemarksofthetoppersofthatdisciplineinthreeprecedingyears.

5.0 Placement
PlacementofthestudentinaunitofDAEiscarriedoutonthebasisofthemeritpositionof
the student at the end of the second semester. Increase in marks as a result of re
examination is not considered while preparing merit list for placement. The student is
allowed to exercise his/her option strictly in the order of his/her merit from the list of
availablevacancyposition.

6.0 ContinuationforM.Tech.orM.Phil.
6.1 Placement of students is decided after second semester and they are encouraged to
finalizethetopicoftheirprojectworkbyendofJulysoastobeinapositiontostartproject
work immediately on joining their place of work. They are expected to complete all
formalities related to finalization of the project and M.Tech./ M.Phil. monitoring committee
at the earliest. Those students who have not secured qualifying marks in one or more
subjects may contact concerned officials in the Training School for organizing the
reexamination.

Those who have not enrolled for M.Tech. or having enrolled, do not want to continue are
expected to inform HBNI Central Office in writing their desire to get a PG Diploma. PG
Diploma will be given only after receiving a written request from the student and such
requestmustbemadewithinsixmonthsofcompletingthecoursework.

ThosewhohaveenrolledforaPGDiplomaandwantachangeoversoastobeinaposition
to continue for M. Tech. are also expected to request Central Office HBNI in writing about
theirplansandareexpectedtocompleteallformalitiesrelatedtofinalizationoftheproject
andM.Tech.monitoringcommitteealongwithotherstudentsofthebatch.Ifnorequestfor
achangeisreceived,PGDiplomawillbegiveninaccordancewithoriginalenrolment.

ThosewhohaveenrolledforaPGDiplomaandwantachangeoversoastobeinaposition
tocontinueforM.Phil.arealsoexpectedtoinformCentralOfficeHBNIinwritingabouttheir
plans and are expected to complete all formalities related to finalization of the project and
M.Phil.monitoringcommitteewithinsametimeframeasisapplicableforM.Tech.students.
If no request for a change is received within six months of course work, PG Diploma will be
giveninaccordancewithoriginalenrolment.

6.2 DeansAcademic in all Constituent Institutions are requested to ensure that students
startworkingonthechosenprojectimmediatelyaftercompletingthecourseworkthatisby

, and all approvals including any fine tuning of project work and
constitution of M.Tech. monitoring committee are finalized by December 1 and send
communication in this regard to the Central office. In case of compelling circumstances,
delayupto6monthsispermittedforstartofprojectwork.Anydelaybeyond6monthsand
uptooneyearwouldrequireajustificationdulyendorsedbyHeadoftheUnit.Itisexpected
that such cases will be rare and will not exceed 5% of students in any year. Delays beyond
oneyearwillnotbeentertained.

6.3 Students are expected to complete M.Tech. project within one year that is 31

plus two years. M.Tech. monitoring committee may grant extension

for up to 4 months
provided substantial work has been completed and with the expectation that all formalities
including incorporation of suggested corrections will be completed and thesis would reach

opinion that(i) extension intime should be given only after ascertaining thegenuineness of the request
and not on a routine basis, (ii) extensions should not lead to any dilution of standards, and (iii) no
extensionshouldbegivenoncompassionategrounds.

CentralofficebyendJanuaryplusthreeyears.Noconcessionforcompletionofprojectwill
be available for delayed start of the project. Thus, a student who has started project 6
months late will not get any extension beyond that which is available to those who have
startedprojectworkontime.

6.4 Incaseastudentisnotabletosubmitthethesisduringtheextendedperiod,asecond
extensionofuptosixmonthscanbegrantedprovidedthatthedelayisduetoexigenciesof
officialworkassignedtostudentanditissocertifiedbytheheadoftheunit.Suchextension
mayalsobegrantedifastudentisonextendedmedicalleaveandhis/herrequesthasbeen
forwarded by head of the unit. In such a case, the student has to submit the thesis by 31

May, plus three years, with the expectation that all formalities including incorporation of
suggested corrections will be completed and thesis would reach Central Office by end July,
plusthreeyears.

6.5 Casesneedingextensionbeyond31
st
July,plusthreeyears,willbereferredtoBoardof
Studiesforadecision.

7.0 Codeofconduct
7.1 Eachstudentshouldconducthimself/herselfinamannerbefittinghis/herassociationwith
theCIandHBNIasagraduatestudent.He/shemustshowduerespecttofacultyandstaff,
fellowstudents,residentsonthecampus,andvisitors.

7.2 Ragginginanyformisstrictlyprohibitedandisaseriousoffence.

7.3 Adoptionofunfairmeansduringexaminations,noisyandunseemlybehaviorintheschool,
hostelortownship,useofelectronicmediaincludingemails,telephonesandmobilesforany
kindofharassmentshouldbestrictlyavoided.

7.4 Any written submission by students pursuing research based degree programmes should
represent ideas of students in his/ her own words and where others' ideas or words have
been included, they should be adequately cited and the original sources should be
referenced. Student should also declare that he/she has adhered to all principles of
academic honesty and integrity and has not misrepresented or fabricated or falsified any
idea/data/fact/sourceinthesubmission.Further,he/shemustunderstandthatanyviolation
oftheabovewillcallfordisciplinaryactionbytheInstitute,andcanalsoevokepenalaction
fromthesourceswhichhavethusnotbeenproperlycitedorfromwhomproperpermission
hasnotbeentakenwhenneeded.

Anyviolationofcodeofconductwillbeinvestigatedandcanleadtosevereindictmentincluding
rustication.

8.0 Notificationanddeclarationofresults,andawardofdegreesanddiplomas
8.1 Resultsarenotifiedimmediatelyonsuccessfulcompletionofanacademicprogrammebya
student. Students, who do not want to continue after course work and want to get a
diploma, have to request in writing for a diploma. All such requests are placed in the next
meeting ofthe Council of Management for approval and declaration of results. Certificates
areissuedimmediatelythereafter.Resultsofstudents,whocontinuetoworkforaM.Tech.
or a M.Phil. are notified by issuing them a provisional certificates after their having

completed all academic requirements and formalities, and results are declared and final
certificatesareissuedafterapprovalbytheCouncilofManagement.

8.2 Nomenclature of M.Tech./M.Phil. degrees and PG diploma issued to all successful students
from different BARC Training Schools has been chosen to reflect the course work of the
concerned Training School. In many cases, a student does course work at a particular
location and project work at a different location. In such cases, the location where the
student has done the course work is indicated on the certificate. For example, a student
may do course work at Indore and project work at BARC. His/her certificate will reflect all
detailsasapprovedforBARCTrainingSchool,Indore.
