MARAFIQ profile

MARAFIQ provides a total, integrated power and water solution within its franchise area. The utility plants in Jubail comprise the largest single
seawater cooling system in the world, two multistage flash evaporator (MSF) and three reverse osmosis (RO) desalination plants producing
potable water for household use and process water for industrial use, and a sanitary and industrial wastewater treatment plant. Future
expansion plans in Jubail include the establishment of a dual-purpose Independent Water and Power Plant (IWPP). In Yanbu, the integrated
seawater cooling, MSF and RO desalination, wastewater treatment, and power generation, transmission and distribution plant constitutes one
of the largest integrated systems of its kind in the world. MARAFIQ has four core activities:

Sea Water Cooling
Seawater cooling for industries
Heavy industries need enormous volumes of cooling water for their process operations. With the dearth of freshwater resources in the Kingdom,
MARAFIQ supplies filtered and chlorinated seawater to the industries in Jubail and Yanbu for their process cooling needs, thereby giving them
invaluable support in supplying chemical and petrochemical products to the rest of the world.

Wastewater Treatment
From waste to value
Sanitary wastewater has a total capacity 99 000 cubic meters per day with Industrial wastewater total capacity 84 000 cubic meters per day.
The overriding purpose of wastewater treatment is water conservation. Treated wastewater the product of collection, treatment, and
sanitary disposal of liquid and water-carried wastes from households and industrial plants is used mainly for industrial processing and
irrigation.

Independent Water
Watering the desert
As part of the Kingdom's expansion projects in the Water sector, plans are well underway for the construction of a dual-purpose Independent
Water and Power Plant (IWPP) in Jubail. The project comprises two phases: Phase I, set for completion in 2003/2004, has a capacity of 2 400
megawatts and 300 000 cubic meters of desalinated water per day. Phase II has a capacity of 1 500 to 2 000 megawatts and 100 000 cubic
meters of water per day.

Tapping potable water from the sea
MARAFIQ's desalination plants, through an intricate distillation and condensation process, remove the salt content of seawater, after which the
water is treated to produce potable and process water for domestic and industrial use. There are two multistage flash evaporator (MSF) plants
in Jubail and nine in Yanbu, and three reverse osmosis (RO) plants in Jubail. A new RO plant for Yanbu is under construction. The potable water
quality complies with the World Health Organisation's Guidelines for Drinking-Water Quality. This is ensured by quality control through
continuous water sampling and laboratory testing, and use of automatic sensors to monitor water quality.

Project Overview - The First ISU CCS Project in Middle East

The SAP Project included implementation for the turnkey formation/ structuring and privatization of the first utility in water, wastewater,
seawater cooling and power company in Saudi Arabia. This includes taking over the assets and personnel from the government by a newly
formed company. The mandate for this project included designing the organizational structure, training the personnel, re-engineering the
processes, developing the valuation of the business, implementing the SAP - ERP system, and developing the regulatory framework for this
utility. This project completed in December 2003 with the formation of the new multi-utility company. This project consists of a world-class
international consortium that includes Thames Water International, Lahmeyer International, Norton Rose, Hyder Consulting, Cap Gemini Ernst &
Young and TCGME (a sister firm of T-CG in Manama, Bahrain).

T-CG Participation
The role of TCGME was to implement the Utility Phase constituting the IS-U / CCS functionality strictly required for billing MARAFIQ customers
for the services listed above. All functionality was implemented for the initial go live, which focused on the top customers (industrial and/or
commercial). The remaining customers were migrated into IS-U / CCS by April 2003 for the final set of customers in IS-U/CCS. The migration
strategy was finalised during the blueprint and was completed according to meter reading area so that as soon as customers of an area were
ready, IS-U/CCS was used for billing.
Example of services billed for Water
In Jubail & Yanbu, MARAFIQ managed about 480,000 meters for measuring water consumption, generating between 380,000 and 400,000
invoices per month per location. Each customer received one invoice for its Water consumption whatever the number of meters. The
composition of the Yanbu customers is presented in the following table:

The go live of the SAP IS-U / CCS implementation Phase 1 will initially focused on the Heavy and Light industries (35,000 customers). The
remaining customer were migrated according to their area, depending the results and the duration of the data cleansing process. The top 5% of
the industrial customers constituted 95% of the revenues for MARAFIQ.
