AMERICAN ABORIGINAL MANIFESTO

1. Aboriginals of continental America must come together as a unified
citizenry to express its identity as a distinct global community.

2. There is a distinct need to create wealth by our own effort instead of
expecting and waiting for the federal government. For example, we
can, and should:

a) use our Treaty-promises germane to land and soil by leveraging,
securitizing and monetizing bonds issued by the government and
placing them in the OTC derivative market which is now peaking
at $650 trillion (August 2013);

b) establish a tribal law college where student intake will generate a
steady income;

c) establish a income-generating tribal law office offering legal
services for our People, and others who wish to become Enrolled
Tribal members;

d) establish a discipline to encourage tribal membership for anyone
who qualifies including undocumented aliens (see Legal
Authority For Tribal Adoptions);

e) issue customary native titles to homeowners and landowners
because ALL land and soil has always belonged to Aboriginals;

f) establish a Empire Washitaw Bar Association for all those men and
women who can be trained to pass tribal law examinations in order
to practice law in our court system;

g) establish a Empire Washitaw Tribal Court where Aboriginals and
Enrolled Tribal Members may seek tribal jurisdiction in all civil
and criminal matters;

h) establish a Empire Washitaw Stock Exchange where trading of all
commodities can materialize;

i) issue corporate status to nontribal businesses in order for them to
operate a business in lands they own which can and should become
an enclave (a Reservation) for the Aboriginals; this also offers
them tax exceptions, exclusions and exemptions. Instead of paying
the government taxes due, they are willing to pay the Aboriginal
Tribal Registry at least 50% of what they owe the government
every year come April 15.

j) Ordain and establish a Peackeeping Unit.


3. Enter into Treaty arrangements with other Aboriginal Tribes, Bands,
Nations and Clans in continental America, and other foreign nations
and governments.

4. Invoke the Commerce Clause (Article 1, section 8, clause 3) of the
U.S. Constitution for suitable purposes that can and should benefit
Aboriginals.

5. Petition the federal government for past rents due as a consequence of
using Aboriginal land and soil where airports, railways, gold courses,
schools, hospitals, residences, business, industries, highways, byways
and freeways have been built. Most of our lands have been stolen. We
cannot redeem them. At least, we can and should expect rent from the
user (usufruct).

6. Seek congressional representation of all Aboriginals. Maybe one
Representative from each of the 583 Tribes, Clans, Nations and Bands
of these United States of America.

7. Structure, ordain and establish a Code of Conduct as our Law Book.
