SUBJECT: SECOND ROUND OF PROCESSING AND DELIBERATION FOR UNFILLED
SENIOR AGRARIAN REFORM OFFICER (SARPO) AND AGRARIAN
REFORM OFFICER II (ARPO) POSmONS IN THE LEGAL SECTOR
This refers to the modified SARPO and ARPO II positions in the legal Sector which
remain unfilled after the first round of deliberation of applicants. To ensure the job-
fitness of personnel and the rendition of more efficient legal services, there is a need
to select qualified employees based on established qualification standards and
governing rules and regulations on selection and promotion.
In this regard, you are hereby directed to conduct a second round of processing of
and deliberation for the said positions. The application is open to all Permanent,
Temporary, and Contract of service (COS) personnel possessing the basic
qualification standards of the positions applied for. The same Qualification
Standards and Job Descriptions/Functions in the first set of deliberations shall be
used to evaluate the preliminary qualifications of the applicants.
As part of the selection process, all applicants must likewise be notified of the
required competency examination and panel interview, as the case may be. The
Assessment on Agrarian Reform laws and English Aptitude/Proficiency Skills shall be
simultaneously conllucted nationwide on Monday, 24 February 2014. The
questionnaire shall be provided by the Bureau of Agrarian Reform Information and
Education (BARIE) on the same day to the concerned office which will administer the
examination. The interview results shall form part of the Psychological Attributes
and Personality Traits (5%) and Potential (10%) of the applicant. The panel of
interviewers shall be headed by the Regional Director and the PARPO II for DAR
Regional Office and Provincial Office applicants, respectively.
Accordingly,theapplicantsshallbe rankedaccordingtothefollowingcriteria:

Moreover, pursuant to Memorandum No. 55, Series of 2014 issued by
Undersecretary Felix Perry A. Villanueva, Chair ofthe Change Management Team
(CMT)dated13February2014,thefollowingrulesareherebyreiterated:
1. Employees whoare retained torationalized reduced positions (e.g.5 5ARPO
in the 15P, while existing filled SARPO is 7), may apply to vacant positions
withoutaWaiver.
2. Employeeswhose placementareeitherthroughlateraltransfer,swapping,or
promotionmayapplytovacantpositions upon ofaWaiver.
3. Personnel,whetherpermanent,temporary,orcontractual,whoare placedin
the modifiedorcreated positions underthe legal Sectorortoco-terminous
positions (confidential staff), mayapplyforvacant positions upon execution
ofawaiver.
The Individual Waivertobe included in theapplicationdocumentshallindicatethe
followinginformation:
1. Thattheyare waivingtheirrighttobeappointedtothevalidatedpositionsto
which they were placed as a result of deliberations/validation procedures
previouslyconducted;and
2. That theirplacement tothe position they waived from does notin any way
mean that they have an advantage overotherapplicants in position/s they
appliedfor.
The effects of the withdrawal of the validated placement in the ISP and the
execution ofthe Waiver forthis purpose forthose who will not be placed are, as
follows:
1. Employees presently holding permanent or co-terminous positions, if not
placed, will remain in his or her position in the ESP as retained or on Co-
Terminous with the Incumbent (CTI)/Co-Terminous with the Office (CTO)
statusundertheapprovedRationalizationPlan;and
1 CAF is based onthe performance of the applicant for the past two (2) years. Applicantswho are
underContractofServiceorJob OrderwithDARmustsubmitaSystemofPerformanceEvaluation
andEmployeeDevelopment(SPEED) FormforthepasttwoyearsaccomplishedbytheSupervisorfor
thepasttwo(2) semesters.ThosewhoarefromoutsideDARmustsubmitaperformanceappraisal
reportfromhis/hercurrentemployer.
2. Personnel holding temporary orcontractual positions, ifnot placed, will be
considered separatedfrom the service,effectiveupontheexpirationoftheir
latestappointmentorcontract,butnotlaterthantheendofFebruary2014.
