Hydrology Project : Gujarat - Surface Water Component
Introduction :
We have uneven of rainfall, water allocation, it is
necessary to develop a system to utilize the
maximum water available. For this Central Water
Commission has decided to establish a system so
that realistic water quantity as per the basin is
easily accessed and water can be planned
accordingly and decided to take assistance from
World Bank under the project called as Hydrology
Project I.(1997-2003)


The development objective of the
Hydrology Project for the implementing
agencies is to support major aspects of
Indias National Water Policy, particularly
with regard to water allocation and
planning and management of water
resources development at the national,
state, basin and individual project level.
For this Hydrological Information System
is developed. Hydrology Project I
completed in 2003
Gujarat :
Characteristics of Climate of Gujarat
As there are variations in the geographical conditions of Gujarat characteristics of the climate
also vary. In Gujarat the winter season is moderately cold and dry. The humidity is almost
nil. The coastal region is experience less cold. The coastal regions experience moderate
climate. Whereas central regions i.e. central Gujarat and North Gujarat experience more cold
during winter season. The climate of Rann of Kutch experience continental or temperate
climate. Generally in winter temperature is between 4

C to 29

C


In Gujarat summer season is mostly hot
and dry. During the summer season the
coastal region is less hot. The temperature
is more in regions which are away from
coastal area. Rann of Kutch experiences
extreme heat. In the summer season North
Gujarat experience more heat. Generally in
summer temperature is between 27

C to 47

C in north Gujarat Area.

During HP I Hydrometeorological sites are updated as per the guideline of IMD, CWC
and WHO and the following equipments are used for Hydrometeological data collection.

Following may be stated as the Gains under the Hydrology Project Phase-I
Large quantity of unprocessed historical data in the form of Year Books and Registers, unmanageable for
collection and analysis, had been converted in to computer compatible formats making easy availability at the
State Water Data Centre, Gandhinagar.
Using SWDES (Surface Water Data Entry System) software for data entry and analysis. The Hydrological Modeling
System Software (HYMOS) is fully operational for data validation.
Large no. Of observations sites existed prior to HP, were inoperative due to unavailability of skilled staff. The problem is
eradicated through redeployment.
State Water Data Centre has been set up with the latest equipments and trained staff in a state of art building having an
elegant front elevation with excellent interior planning (photograph attached). The infrastructure required for observation
network like sub-division offices, section offices, stores, civil works for weather stations, created under HP.
The main purpose of Hydrological informatics system (HIS) is to provide accurate and timely hydrological data to the
water users (farmers and industries). The data is now available in a user-friendly format.
Under HP each personnel is trained to improve efficiency, speed and accuracy to generate reliable water
data. Variety of new equipments using microprocessors based data loggers for accurate measurement of
water velocity, weather parameters; water levels were procured and installed.
HIS data such as rainfall data, evaporation data, temperature, wind speed etc. to calculate water
requirement of different crops. With the analyses and validated HIS data, precise calculations are possible
and so, farmers and end users are benefited.
Wide variation, in data collection, analysis and storage practices within and between state and agencies
were found during pre-project days. The HP formalized standard procedure for measurement, validation,
analysis, transfer and dissemination of the data in the form of HIS protocols, which is a crucial gain.
Statistical analysis of Hydrological data used extensively to tackle drought & flood forecasting.
Reservoir sedimentation study to manage surface water resources is highly essential. The integrated Bathymetric
system, for faster data acquisition with better accuracy has been introduced.
Hydrology Project II
Hydrology Project II started in 2006 and will
be completed in 2012.
OBJECTIVE: To extend and promote the
sustained and effective use of the
Hydrological Information System (HIS) by all
potential users concerned with water
resources planning and management, both
public and private, thereby contributing to
improved productivity and cost-effectiveness
of water-related investment in the
participating states / agencies.

Hydrological Data Users Group :
The Hydrology Project plans to develop interactive computerized data banks within the
Central and State agencies. The Hydrological data collection and its management is regarded
as a service to all eligible and legitimate Users in Public and private sector. To encourage the
use of data banks, Hydrology data user group (HDUG) at state level was established since
December 1995. Following Government Organizations are the members of HDUG.
(1) Sardar Sarovar Narmada Nigam Ltd. (2) Director of Agriculture (3) Water Supply & Sewage
Board (4) Health & Family Welfare Department (5) Industries and Mine Department
(6) Commissioner of Fisheries (7) Roads and Building Department (8) Western Railway
Authorities (9) Urban Development Department with seven NGOs/Academic Institutes.
Decentralization of HDUG by formation of Regional HDUG: Under HP II project, To widen
the awareness for use of Hydro meteorological data among the data users, decentralization of
HDUG is done by establishing the Hydrology Data User Group Regional (HDUG-R) at
Regional level at Surat, Vadodara, Ahmedabad, Rajkot and Bhuj on 29
th
Jan. 2010. For Data
request, data availability etc. of following Districts, following officers are nominated:

Gandhinagar District is under jurisdiction of HDUG at SE State water Data center Gandhinagar
Procedure for getting Membership of HDUG: Any NGOs/Academic Institutes/Private
Agencies are free to become a member of HDUG. They have to applied for the same by filling
the requisite form along with the membership fee of Rs. 1000/- . The duration of membership
is for five years.
Important Data Users: Academic Institutes such as Water Resources Engineering and
Management Institute, Vadodara / L. D. College of Engineering / NIRMA college of
Engineering/Agricultural University Junagadh / M. K. Soil Testing Laboratory, Ahmedabad.

2. Study of Daily Normal Rainfall Pattern for Dahod District of Gujarat by M. P. Sheth
3. Study of effect of soil moisture holding capacity, ratio of actual to Maximum Evapotranspiration and
Farming Strategies on yield of Tomato Grown in Vadodara District, Gujarat by B. J. Bhatt

Kalpasar Department asked Hydrometeorological data for estimate the exact quantum of water that would
drain into the proposed Kalpasar lake from the draining basins.
Superintending Engineer, Narmada Project Dam & Power House, Vadodara Data request for Carrying out
studies for evaporation losses of Pond no. 1 to Pond no. 4 of Sardar Sarovar Dam
Chief Engineer, ID & R Irrigation Unit, Jaipur used rainfall data for Sabarkantha, Banaskantha and Panchmahal
Districts for study of monsoon behavior and consequently to design a drought management planning under
Behaviour of Monsoon Rainfall in Rajasthan with the help of NIH, Roorkee.
National water Development Agency, Valsad used Hydrometeorological data for physibility report for inter
basin water transfer links for Par-Tapi-Narmada rivers
