monsoon has covered half of India's landmass four days behind the
usual schedule, failing to recover from a late start that has slowed
sowing of summer crops in a country where half of the farmland still
lacks irrigation. India's farming sector accounts for about 14% of its
nearly $2 trillion economy. Inadequate rains can not only hurt farm
output but also stoke inflation, a cause of major concern for the new
government of Prime Minister Narendra Modi.

The annual rains arrived over the southern Kerala coast five days behind the normal June 1 start and then entered a lull,
with poor rains over the interior parts of southern India. Rainfall was 45% below average for the week ended June 18,
compared with 48% below average the previous week, weather office data showed on Thursday. "Rainfall has increased
in some parts of the central region, but monsoon has continued to be weak," said a weather official who did not want to be
named. Weather officials, however, expect the monsoon to strengthen over the soybean growing areas of central India and
rice growing areas of southeastern region in the next week.


P. Chengal Reddy, head of the lobby group Consortium of Indian Farmers Association, said farmers were waiting for the
monsoon rains to gather momentum to speed up sowing. In the initial days of the June-September monsoon season,
summer crops are not hugely affected by the quantity of rains. But its distribution in mid-July after the monsoon covers
the entire country is important for their growth.Sowing activities of major summer crops such as rice, corn, soybean, cane
and cotton have started in many areas but at a slower pace. The northwest belt can withstand delay in sowing up to 10
days, deriving benefits of healthy soil moisture due to good pre-monsoon showers," Farm commissioner JS Sandhu said,
adding that farmers could also turn to reservoirs, in which water levels are up around 25% this year compared with year-
ago levels.

Favourable reservoir levels and plenty of government grain stocks could help mitigate the impact of poor rain this year,
according to the Indian Council for Research on International Economic Relations. Earlier this week the government
imposed export curbs on onions and ordered a crackdown on hoarding to check food price rises, after wholesale price
inflation hit a five-month high in May. The weather office has forecast below average rainfall in 2014 due to fears of El
Nino, a weather event marked by the warming of sea surface temperatures in the Pacific Ocean that can lead to droughts
in the Asia Pacific region including India. The Australian Bureau of Meteorology's latest forecast put the chance of El
Nino at 70%.

Nagpur, June 19 (Reuters) - Gram and tuar prices in Nagpur Agriculture Produce and
Marketing Committee (APMC) reported lower on poor buying support from local millers amid
increased supply from producing regions. Easy condition on NCDEX, increased overseas supply and
downward trend in Madhya Pradesh pulses also affected sentiment, according to sources.

Pre-monsoon rains have started in the upper parts of the country while river Kabul is in medium flood
level at Nowshera with running water of 107,000 cusecs and all the other major rivers are flowing below
low, meteorological department said on Wednesday.It said seasonal low lies over Balochistan and adjoining
areas. Moist currents from Arabian Sea are penetrating into upper parts of the country.

A shallow westerly trough is also prevailing over extreme northern parts of the country. It said rain
thundershower associated with gusty winds occurred at scattered places of Islamabad/Rawalpindi, G/wala,

LCRA approves 2015 increased raw water rates for customers

On June 18, the Lower Colorado River Authority board of directors unanimously approved increased raw rates for firm
water customers, effective January 2015.Firm water customers include municipalities and water utilities, such as Austin
and Lakeway, that have first claim on the Highland Lakes stored water supply. Interruptible customers, such as
downstream rice farmers, can have their water supply interrupted during water shortages.The new rates, an increase from
$151 per acre-foot to $175 per acre-foot for firm water customers, will be temporary and include only the January 2015
through December 2015 billing cycles, LCRA Executive Vice President John Hofmann said.
However, the rate hike may be reduced should the drought subside and revenues rise, he said.The goal [of the drought
rate] is the full cost recovery of LCRAs water operations, General Manager Phil Wilson said.The rate increase was
necessary because most LCRA interruptible customers have not received any stored water the past three years due to
emergency restrictions, and LCRA has been unable to recover those operation costs, he said.Weve got to fill that hole
and cover our costs, LCRA Board Chairman Timothy Timmerman said.
Burnet County Judge Donna Klaeger said two communities in her area lack a water source, and property values have
decreased by almost $89 million from the low levels in lakes Buchanan and Travis. She said the local tax rate may go up 2
percent as a result of this loss in property value.We are in a crunch, Klaeger said.Jo Karr Tedder, president of Highland
Lakes advocacy group Central Texas Water Coalition, said that both the water rate increase of $175 and initial rate of
$151 are unfair and discriminatory to firm customers who pay substantially more for water than interruptible
customers.Although the CTWC proposes that interruptible rates should be comparable to firm rates, that does not take into
account that water has been cut off to interruptible customers, said Ronald Gertson, a rice farmer and chairman of the
Colorado Water Issues Committee, which represents the rice farmers.

Board members also unanimously agreed to seek an order from the Texas Commission on Environmental Quality to
suspend releasing water to interruptible customers for an additional 120 days beyond an existing order set to end July 25.
The new order would expire in November at the end of the irrigation season for interruptible customers, Hofman said.The
LCRA is considering outsourcing the water delivery systems for its irrigation divisions, a move that is estimated to save
about $6 million, he said. If the systems are outsourced and anticipated savings occur, the agency would reduce firm water
customer rates back to $151 per acre foot, he said.

Paddy Farmers to Stage Protest on Tuesday

THIRUVANANTHAPURAM: Farmers from across the state will stage a dharna in
front of the Secretariat on June 24 in protest against the Kerala State Civil Supplies
Corporations (Supplyco) lethargy in paying the price of the paddy procured from
them.The dharna is the second part of the protest organised by the district
committees in Alappuzha, Thrissur, Palakkad and Pathanamthitta, said Kisan
Janata state president Ayathil Appukkuttan in a press conference here on
Wednesday. The dharna will also press the demand for urgent distribution of the
arrears in compensation for the farmers who suffered crop loss in drought and
flood.Kisan Janata also rejects the proposal of the United Democratic Front
government to amend the Conservation of Paddy and Wetland Act. The
government should hold discussions with representatives of farmers, political parties and environmental
activists before reaching a decision on the amendment, said the office-bearers of the farmers
organisation.Socialist Janata secretary general Varghese George will inaugurate the dharna.

with Gen. Chatchai Sarikalaya, Deputy Chief of Economic Affairs of the National Council for Peace and Order (NCPO),
acknowledged the president of the Thai Rice Farmers' Association (TRFA) Wichien Puanglamjiek. The sub-committee
supervising measures affecting production and rice marketing, today proposed guidelines for crop cost reduction to the
NCPO chief Gen Prayuth Chan-ocha.

The TRFA wants rice mills and brokers to purchase paddy at 8,000-9,000 baht per ton. The farmers are divided into two
categories; farmers in irrigation zones and those outside zones. The NCPO should therefore help them in line with their
situation, as farmers outside the irrigation zones have to cover costs of around 6,500-7,000 baht per Rai.
BAAC closes rice mortgage program for 2012/2013 production season

BANGKOK, 18 June 2014 The Bank for Agriculture and Agricultural Cooperatives (BAAC) has announced
the closure of the rice pledging project for the 2012/2013 production season, after having completed payment to
some 830,000 rice growers. BAAC managing director Lak Wotchananawat on Tuesday witnessed the final
payment made to rice growers who have been waiting several months
for the money owed to them. The last batch of payment, part of the
92 billion baht paid to rice growers after the NCPO came to power,
was given to rice growers in Nam Phong district of Khon Kaen
province.The BAAC started its most recent round of payment to rice
farmers on May 26, finally allowing all unpaid rice growers to get
their money. Earlier, all rice growers were expected to have been
paid by June 22; however, the payment proceeded faster than
expected and the last farmers were paid on Tuesday.According to Mr.
Lak, the money now in the hands of the farmers is expected to help
the national economy expand by another 0.2% on top of the projected
growth.

Cambodia's Soma Group and Thailand's C.P. Intertrade on Thursday signed a joint-venture agreement to build a
sophisticated rice milling and refining factory in the western Kampong Speu province of Cambodia.The deal
was inked between Sok Puthyvuth, chief executive officer of Soma Group, and Prasit Damrongchietanon, vice-
chairman of C.P. Trading Group.Speaking to reporters after the signing ceremony, Sok Puthyvuth said the joint
venture was to invest in constructing a large-scale rice milling and refining factory in Cambodia with an
estimated investment of $50 million.
"The factory will be capable to process 300,000 tons of rice a year," he said.Puthyvuth, who is the son of
Deputy Prime Minister Sok An and son-in-law of Prime Minister Hun Sen, said the factory would begin to
produce the best quality rice for global market from the first quarter of 2015.Prasit Damrongchietanon said,
"The joint-venture marks a significant milestone for the Cambodian rice industry as C.P. Intertrade will bring its
state of the art expertise in rice milling and refining as well as ready market access to more than 100 countries
in the world."Cambodia produced about 9.4 million tons of paddy rice last year. Of this amount, the country has

more than 3 million tons of milled rice left over for exports this year.The country is expected to export one
million tons of milled rice a year from 2015. Last year, it exported some 379,000 tons of milled rice, up 84
percent year on year.

Fleeing Migrant Workers in Thailand Delay Rice Shipments

Rice prices in Thailand, the worlds second-biggest exporter, will probably extend their gains because of
shipping delays as migrant workers flee after the military coup, the Thai Rice Exporters Association said.As
many as 70 percent of the workers involved in loading grain at warehouses and moving it to vessels have left
the country, Chookiat Ophaswongse, the associations honorary president, said by phone from Bangkok
yesterday. That could delay deliveries by as much as three weeks, he said.
Thailand is set to account for 22 percent of global rice exports this year, U.S. Department of Agriculture data
show. More than 200,000 workers from neighboring countries left Thailand since the military seized power on
May 22 amid fears of a crackdown on illegal labor, according to the International Organization for Migration.
The military denies ordering such a move. Thai rice prices have increased to a three-month high.Were now
facing problems of severe labor shortages and tight supplies, which will boost prices in the short term,
Chookiat said, predicting that rates may increase by as much as $20 in the next two months.
Thai 5-percent broken white rice, an Asian benchmark, climbed for a third week yesterday, adding 1.5 percent
to $398 a ton.A supply shortage after the military halted sales from state stockpiles is also bolstering rates,
Chookiat said. The army stopped sales and curbed movement of grain to review the quality and quantity of
reserves built up through a state buying program started in 2011. Inventories rose to 14 million tons from 5.6
million tons three years ago, USDA data show.
Excess Supplies
Ample stockpiles in Thailand and competition from Vietnam will curb gains, said Kiattisak Kanlayasirivat, a
Bangkok-based director at Ascend Commodities SA, which trades about 500,000 tons of rice annually. As
prices rise, demand for Thai origin slows. Buyers will seek cheaper sources like Vietnam.
While prices for 5-percent broken white rice increased for the past three weeks, they have declined 9 percent
this year because of excess supplies in Thailand and India.Only about 500 tons of rice a day can be loaded
now, compared with 2,000-3,000 tons normally, Kiattisak said, referring to grain bought from Thai exporters

for shipment to Africa. Ive never seen such slow loading before. The shipment could be delayed by a
month.The National Council for Peace and Order, as the junta is known, aims to solve the problem of illegal
workers, Air Chief Marshal Prajin Juntong, the head of economic affairs, said on June 17. The council expects
migrant labor will return to Thailand because of high demand, he said.
Loading Bags
Workers load bags from warehouses onto lighters and onto vessels at ports, said Sermsak Kuonsongtum,
director of Chaiyaporn Group, an exporter, and association vice president.The loading rate is about 300 tons a
day now compared with 1,500 tons normally, Sermsak said by phone from Bangkok.The country has a migrant
worker population of 2.23 million, including 1.82 million people who entered the country illegally, according to
the Department of Employment. Of the total, 1.74 million are from Myanmar, 395,000 from Cambodia and
96,000 from Laos.

Measures to address low paddy prices and spiralling production costs are likely to be finalised tomorrow, but some
farmers may feel a bit disappointed as neither cash handouts nor any other sort of compensation will be involved.

The meeting between Gen Chatchai Sarikalya, deputy head of economic affairs for the National Council for Peace and
Order (NCPO), and representatives from rice millers, farmers,
exporters and relevant state agencies yesterday agreed on guidelines
to help farmers cope with production costs.Within the guidelines,
vendors of chemical fertiliser, insecticide, rice seeds, rice harvesters
and land owners who rent their farmland agreed to cut their product
prices, while the state-owned Bank for Agriculture and Agricultural
Cooperatives (BAAC) is set to offer special low-interest loans to
farmers and committed to design additional measures to raise the
paddy prices.

Gen Chatchai insisted the measures will not include cash or other forms of subsidies, but rather focus on how to lower
farmers' production costs.All proposals raised at the meeting were to be mentioned to NCPO chief Gen Prayuth Chan-
ocha for consideration yesterday evening, so that measure can be in place for the 2014-15 crop year.BAAC president
Luck Wajananawat said lower production prices were estimated to help cut farmers' production costs by 432 baht a rai
from an average of 4,787 baht a rai.If the low-interest loan programme is included, farmers' production costs drop by a
combined 582 baht per rai.The state bank proposed to cut its loan rate by 3% from the minimum lending rate for six
months.Wichien Phuanglamjiak, president of the Thai Agriculturist Association, said the junta's commitment to stabilise
paddy prices at 8,500 to 9,000 baht was acceptable, but he urged it to classify the farmers into two groups, noting that
farmers who stayed in non-irrigated areas normally had higher production costs, averaging 6,500 to 7,000 baht per
rai.Rawee Rungruang,
who leads a network of farmers, said the guidelines are acceptable given the current limited fiscal budget conditions. He
also urged the junta to help cut diesel prices for farmers in the same manner provided to the fisheries sector.Nipon
Poapongsakorn, a distinguished fellow at the Thailand Development Research Institute, said the junta's focus on cutting
production costs in lieu of cash subsidies was understandable, given budget constraints.But he said the junta still required
close monitoring to check if the cooperation it was asking for from private operators to help cut production prices could
actually be put into practice.Mr Nipon said if cash subsidies were still deemed necessary, there should be a mechanism to
ensure the cash went directly to poor farmers.
USDA Announces Mississippi Water Conservation Management Project
WASHINGTON, DC- The U.S. Department of Agriculture Natural Resource Conservation
service (NRCS) recently announced they are taking applications for the Mississippi Water
Conservation Management Project. The program aims to address water conservation issues,
including water quality and quantity in the Mississippi River Valley Aquifer. "We highly
encourage eligible farmers to apply for this program," said Reece Langley, the USA Rice
Federation's vice president of government affairs. "Not only is the program worthwhile and
advantageous to many types of growers, but any time we can link rice and conservation, it's a
positive situation." Eligible producers are those with irrigated farm land that falls within the Mississippi River

Valley Aquifer and qualify for EQIP funding, but the program is not limited to rice. There is an initial FY2015
funding deadline of June 30, but the application process is ongoing. The following Mississippi counties are
included: Bolivar, Carroll, Coahoma, Desoto, Grenada, Holmes, Humphreys, Issaquena, Leflore, Panola,
Quitman, Sharkey, Sunflower, Tallahatchie, Tate, Tunica, Warren, Washington, and Yazoo. For more

World Cup is under way at Owariasahi.The work uses four types of rice
including ancient varieties to represent city mascot Asapi heading a ball
and the letters of JAPAN on the field of about 1,000 square meters.The
Owariasahi municipal government has been creating rice field art with a
local farmers cooperative and others since 2010.The best time to see
[the field] is around mid-July, just the time when the final match of the
World Cup will be held. I hope the Japanese squad can survive until then, said Kazushi Tsukamoto, 27, an official of the
citys industrial development division.
