the last
amendmenttostaff spurchasingauthorityand

Council
now
needs
to
increase the limits
on such
purchasingauthorityinordertoexpeditebusinesswithintheCityand
WHEREAStheCityoftenrequiresprofessionalconsultantservicesand
WHEREASsuchprofessionalservicescontractsshouldbesubjecttothesame
dollarlimitasthatforpurchasesauthorizedbytheCityManagerand
WHEREASGovernmentCode
53060grantstothelegislativebodyofany
municipalcorporationtheauthoritytocontractwithandemployanypersonsforthe
furnishing
of
special
services and
advice in
financial economic
accounting
engineering
or
administrative
matters
if such
persons
are
specially
trained and
