1. THE GLOBAL SWOT SCENARIO.

The status of an organization is derived by management experts through the listing of
Strengths, Weaknesses, Opportunities and Threats relating to the particular organization. Similarly
a listing is prepared of the Strengths, Weaknesses, Opportunities and Threats relating to the
current global status.

STRENGTHS
Mankind has become a great creator of products to meet varied needs.
Industries have become powerful entities.
Technologies have made huge information exchange very easy.

WEAKNESSES
The national and global priorities are imposed by powerful bodies leading to neglect or
downplay or insensitivity towards more critical issues on the one side and wastage of resources
on the other side.
The societal benefit role is predominantly confined to the intelligence of a very small number of
individuals in National Parliaments or Congress or Group of Ministers or similar highest ranking
bodies.
For well-balanced overall development in any assigned territory, an Apex body is required which
is powerful, independent and economically sound. We understand that for a well-balanced overall
development of a nation, a powerful, independent and economically sound national government
is required.
For a well-balanced and overall global development there is no powerful, independent and
economically sound governing Apex body.
A sizable section of individuals feel helpless at the state of affairs in their own countries and also
for the state of affairs in many other countries. They are truly concerned and capable whose
talents are not tapped.

OPPORTUNITIES
The human talents can work wonders if motivated and channelled, as can be seen in the case of
technological developments achieved so far.
The industries have matured to assume greater responsibilities for societal betterment.
There exists a global Apex body, The UNO.

THREATS

The world is changing at such a rapid pace that continuously new and novel interventions are
essential to address various issues. The archaic systems of governance, legal/ penal systems etc.
are inadequate to cope with the changing world. (The state of affairs where no new or novel
interventions are implemented is just pathetic.)
The industries consume the highest quantum of individuals time and talent leaving scarce time
and talent for the societal betterment.
Opposition and criticism by individuals and media of new / advanced changes; have become an
intelligence scoring game, thereby playing a destructive role.

1. THE SYSTEM DELIVERS RESULT.

The vehicle, through which the man travelled to the moon, was developed by first transforming
the material into components. These components were put together to develop various systems.
These systems through integration, regulation and control formed a large system, which delivered
the end result.
This relationship of the system delivering the end result is well understood and accepted by us
in the case of innumerable machines.
It is important to understand that, in much the same way, the status of the mankind, is the end
result of the various systems that are in operation at the given point of time.
The primitive men first improved their status through the system of Agriculture. The primitive
men also addressed the prime concerns and demands of their period through the system of
agriculture.
The system of agriculture was followed by various systems. These were the systems of
Kingdoms and Religions. The mankind addressed the concerns and demands of their period
through these systems.
This was followed by systems that promoted science and technology. This made man a great
creator creator of innumerable things. The mankind got innumerable things for consumption.
Thereafter, the system of democracy came into operation. The mankind addressed the concern
of public involvement in the governance by elections..
Thereafter the system of market driven economics came into operation. The demands of
efficient resource utilization on one end and individuals needs, comforts, and conveniences at
other end were addressed.
These are some of the major systems and the results delivered by them. Each of the new
systems affected other systems also.

3. THE VULNERABILITY OF THE SYSTEMS

A system progresses from the inception to the vulnerable stage. The systems capacity to
deliver gets retarded or restricted at certain point of time. At this point, the system is said to have
reached the vulnerable stage. The system becomes vulnerable on account of getting affected by
some of the following factors.

1. The value of the output delivered by the system may have decreased in importance.
2. With the passage of time, negative skills are mastered to restrict or retard the capacity of
deliverance.
3. The system is affected adversely by new systems which did not exist earlier.
4. New systems may have delivered better results.
5. New concerns and demands have come up, which the system is incapable of deliverance.

It is therefore required to modify the existing systems or evolve new systems to achieve the
desired objectives or address new concerns or demands.

4. SYSTEM TO DEVELOP SYSTEMS

The vehicle through which the man travelled to the moon was the end result of innumerable
components and various small systems, which were put together to develop the large system. The
development of these components and various small systems was possible due to various systems
that promoted science & technology. These systems harnessed the talents of the entire mankind
for long periods of time. Some of these systems are,

1. The system of state support to science and technology.
2. The system of awards that served to motivate the human talents.
3. The system of patents, that ensured rewards.
In much the same way the mankind has to evolve a system, to develop systems, which will
ensure perpetual betterment for the mankind.
This will call for a paradigm shift in the focus of the mankind; from the products delivering the
betterment to the systems delivering the betterment.
The resources of the entire spectrum of the society will have to be harnessed towards
development of new systems or modifications of the existing systems.

The capacity of deliverance of new systems or modified systems cannot be gauged at this
point of time.

The mankind, in the initial stages must have been unaware of the scope or the extent to which
science & technology could deliver. However, the result is there, in front of us.

The systems that promoted science & technology had been instrumental in bringing these
results. The mankind should now, similarly create a system which will encourage human talents to
create innumerable new systems or system modifications. This system we call:
The Grand System.

THE GRAND SYSTEM

A system consists of some major components. The major components of the Grand System
are
1. Individuals
2. Organisations
3. State Authorities

INDIVIDUALS.
There are various types of individuals in the society. An analyst, Mitchell has classified
individuals in six groups as they relate themselves to the society.
1. The Seekers
The seekers are the ones who search for a better grasp, a deeper understanding, a richer
experience, a universal view. The pathways of their seeking and the rewards sought tend to be
internal. They often originate and promulgate new ideas.
2. The Changers
The changers tend to be answer-havers, they commonly wish to change things to confirm
with their views. They are the critics, protesters, radicals, advocates and complainers and a
significant segment of the doers. Their focus is chiefly outwards.
3. The Makers
The makers are those individuals who make the system work. They are the leaders, the up
comers and the fast progressing individuals. They are involved in worldly affairs, generally
prosperous and ambitious.
4. The Preservers
The preservers are people who are at ease with the familiar and are proud of tradition. They
are a powerful force in promoting stagnancy in a changing world.

5. The Takers
The takers take what they can from the system. They live only marginally in the working
world finding their pleasures outside

6. The Escapers
The escapers have a drive to escape to get away from it all. Escape takes many forms from
dropping out, to addiction, to mental illness to suicidal actions.

ORGANISATIONS.

These are entities like business units, business houses, Industry associations, The chambers
of commerce / trade, Help / Aid organizations, NGOs etc. The role of these entities have
progressed beyond manufacturing and profit. They have matured to assume responsibility for
larger societal betterment.

STATE AUTHORITIES.

These are local, State or National level governmental bodies. They have the authority to
formulate new systems or system modifications and implement it. They also possess large sums
of money to support various systems.
These major components of the Grand Systems are assigned specific roles.

THE ROLE OF INDIVIDUALS

The various types of individuals in the society are categorized in six major groups. The
number of individuals in each category will vary at different periods. An individual may also shift
from one category type to another over his life-span depending on circumstances and
environment.
The role of individuals will be to present system modifications or new systems. These will
be new ideas, concepts or logics. The individuals may suggest these, based on their experience
and knowledge of the existing systems or may present them based on their intelligent thought
processes.
The system presentation is similar to a scientific definition. When gravitational force is
defined as the force acting on the bodies which is directly proportional to the product of their
masses and inversely proportional to the square of the distance between them, it appears as few
simple lines. But the amount of thinking that led to this definition is monumental. It may have
possibly involved some vague proposition at the initial stage, which must have been re-fined by
demolition and re-construction of innumerable aspects. The final definition in few simple lines
gets evolved after a herculean task. Similarly the presentation of system modifications or new
systems gets evolved after a herculean thought process that involves demolition and re-
construction of innumerable aspects.

The individuals belonging to different categories will react differently to these new systems
or system modifications.
1. The Preservers will put up the resistance and may highlight various risk factors.
2. Different individuals from the changers will support different aspects. They may suggest
alterations or modifications around the core concepts.
Further, the system modifications or the new systems may be depriving some segment of
the benefit or advantage they may be traditionally enjoying and hence they will oppose or put up
resistance.

However the broader or larger objective of the system modifications or new systems
should be:
1. To decrease hardships, sufferings, inefficiencies, mis-management or mis-use.
2. To increase joy, satisfaction, sensitivity, responsiveness, support, security, and safety.
These presentations by individuals may vary from mega modifications to nano suggestions

Mega Modifications

a. Defense systems that are extremely less expensive based on collaborative, collective and
trustworthy mechanisms.
b. Newer and expensive systems for delineation and elimination of elements harmful to
society.
(These mega modifications are like capital investments in an industry where-by new
machines and processes are installed to drastically enhance the capability and performance).

Nano Suggestions

These nano suggestions are like kaizen projects that improve the operation in the targeted
small area.
These nano suggestions attend mini issues in an excellent way.
The system modifications or new systems may call for special products to facilitate
implementation. The mankind who has achieved the status of a great creator of products will meet
these requirements.

THE ROLE OF ORGANISATIONS

A large no. of individuals will have presented various new ideas, logics or concepts for
systems modifications or new systems. The various entities comprising the organizations (business
units, business houses, Industry associations, The chambers of commerce / trade, Help / Aid
organizations, NGOs) have the opportunity to engage for societal benefit.
A. It is perceived that the view of the above entities will be from a broader perspective.
B. It may be that only a limited segment of the above entities care to engage.
C. It may so happen that some issues receive great attention and some may not.
D. It is understandable that the above entities have their basic tasks to perform and will not be
seen involved in so many issues. But they will certainly like to voice their opinion on issues
that are of great importance. It is felt that higher the level of the below parameters greater
will be their involvement.

1. The need for system modification or new system.
2. The importance and seriousness of the subject addressed.
3. The value of betterment.
4. The level of thoughtfulness.
5. The pioneering efforts.

The various entities based on their evaluation will give awards to the individuals for their
presentation, which in their opinion will bring greater societal betterment.

THE ROLE OF STATE AUTHORITIES

The state authorities have the authority to develop system modifications or new systems.
They will set up expert panels to develop these. On the other end individuals or group of
individuals will also present system modifications or new systems.
From the large no. of presentations by individuals, some may receive the awards.
The society receives the benefit after implementation. The society owes to the system
developer for the benefit received by it. A reward system is also required to continuously motivate
individuals to address newer concerns and demands.
The primary objective of state authorities is larger societal betterment. To meet this, they
levy taxes and have vast resources at their disposal. The state authorities will earmark large sum
for distribution to the individuals whose presentations are implemented. They may also reward
individuals for significant alterations or modifications around the core concept.
The state authorities will evaluate the value of betterment received by the society. This can
be done by competent and independent evaluating agencies.
It will be at the discretion of the state authorities to determine,

a. The amount of reward to the individuals.
b. The time period for which to give the reward.

(Some systems may deliver small betterment in the initial period and large betterment at a
later period. The state authority may decide on rewarding similarly over a period of time).

The individuals receiving the rewards from the state authorities will have to forward 5% of
their reward amount to the UNO.

THE ROLE OF UNO
As of today, UNO is the only agency with the largest global presence. It is working towards
global betterment to the extent possible. The UNO is better poised to play a supportive role to
this system.
1. It will take care of collection, categorization and propagation of the various
presentations, alterations and modifications from all over the world. This can be done through the
medium of a website. It can also co-ordinate with various state authorities and present their
experiences where system modifications or new systems are implemented. This type of approach
will provide encouragement & confidence to other state authorities for implementation.
2. The individuals, business entities and state authorities are spread across the globe. The
UNO can facilitate collection of awards from organisational entities, and collection of rewards
from state authorities and forward it to the individuals.
3. It can act as a central body for the registration of presentations, alteration and
modifications.
The role as envisaged of UNO is in varied proportions being performed by various
institutions/funds engaged in social welfare domain. The UNO can collaborate with them in some
measure. These institutions themselves can also assume this responsibility in case UNO is
unwilling to assume this role.

5. THE SUPPORT SYSTEMS
The Grand Systems capability of deliverance is enhanced by support systems. These
support systems will play a catalyst role in enhancing the capability of deliverance of the Grand
System.
The Preservers will put up resistance and highlight various risk factors against these support
systems.
Two systems are discussed; one for assisting the award role of the business units and
another for supporting the implementation of the new or modified systems. The third support
system for motivating the government role of rewarding the individuals is left to the Grand
System itself.

I. The business units are allowed to off-set 0.1% of the levies that they pay to governmental
bodies against the Award amounts paid by them. This will encourage the business units to play an
active role. The business units will be encouraged to take corporate social responsibility (CSR)
seriously. CSR will become a larger department in the organization. The CSR departments will
seriously look for awarding the individuals whose systems modifications or new systems will lead
to betterment of the society in which they are operating. This role will become crucial in
promoting the corporate image in the society.
II. A vast pool of betterment opportunities is generated through the tremendous efforts of
individuals by their systems modifications or new systems and by organizations by the awards to
individuals. The society receives benefit only after the implementation.

In one of their books the noted thinkers, Alwin & Heidi Tofler explain that in any part of the
World, if the business units and the civil society there are considered as changing / progressing at
a hypothetical pace of 100 miles/hr and 90 miles/ hr respectively; then the political structures and
the body of law are changing or progressing there at a pace of 3 miles/ hr and 1 mile/ hr
respectively.

The current system is changed through formation of an Institution called Betterment
Commission and expanding the role of Judiciary.

BETTERMENT COMMISSION

The Betterment Commission will be a multi-tier organization from local to the national
level. Attached to each ministry or department from the National, Regional to local level bodies,
will be a Betterment Cell. There will be One General Betterment cell also from local, Regional to
National level for issues not falling under specific ministry or department.
The Betterment Cells will comprise of individuals selected by local to national level
governmental bodies. These individuals will be selected as under:

a. Some individuals selected on the basis of their work/ efforts in the field of societal
betterment.
b. Some individuals selected on the basis of their knowledge in economics.
c. Some individuals selected on the basis of their knowledge of the current state of affairs
of the society, their needs and concerns and simultaneous knowledge of the outcomes of various
systems of betterment.
d. Some individuals selected from within or beyond the geographical borders for their
progressive outlook.

The local to national level governmental bodies may decide on the composition of
individuals from each category or may add some more categories.
These Betterment cells receive the concerns, demands and needs of the society. These
Betterment cells may prioritise these concerns, demands and needs of the society. Each
Betterment cell will advertise like a tender for forwarding to them the system modifications or new
systems for a specific concern, demand or need of the society, it has chosen to address. The
betterment cell is also free to scout on its own for material which is either published or is available
in hard or soft format anywhere. The Media (Print or TV) is also free to forward system
modifications or new systems to the Betterment cell.
The Betterment cell has free access to the information available with the concerned ministry
or department or the governing body to which it is attached. Each department or ministry to
forward the requested information to the Betterment cell without delay. Each Betterment cell to
formulate or draft its process of working to draft the final system from the options available. The
Betterment cell may select one particular system modification or new system or may select
portions from more than one options and formulate the final system. (The Betterment cell not to

formulate any part/portion of the draft on its own). The Betterment cell to complete this process
in a period of 90 days from the date of the advertisement.
The Betterment cell to forward this system to the concerned Government (National,
Regional or local) with a copy to the concerned ministry or department. The ministry or
department to forward its addition/deletions to the proposed system to the concerned
government. The government to take either of the below decisions in a period of 90 days from
receipt of the system from the Betterment cell.( Both the Betterment cell and the government
should strive for reducing this time period which is a mark of their efficiency.) In case the
government body fails to take any decision, the system will be said to have been accepted in
Toto.
A. To accept in Toto the system as forwarded by the Betterment cell.
B. To recommend additions /deletions.
C. To Veto the system.
In case A, the government to formulate suitable legislation to implement the system
In case B, the government to forward its recommended additions/deletions with
explanation to the Judiciary (District/ State/ Supreme or National court as the case may be). The
Judiciary may seek information from the government and pronounce the decision for accepting or
rejecting all or any of these additions/deletions taking in to consideration overall societal benefit.
(There are no appeals to higher Judiciaries against the judgements of District/State/Supreme
courts as the case may be. The variations in judgements in different District/State level courts may
be due to variations in local conditions). The government to suitably pass the legislation for
implementation of the system.
In both the above instances the government has the prerogative to implement the system
in a phased manner. In such a case, the government to inform the Judiciary for a phased
implementation and abide by the time limit to be prescribed by the Judiciary for complete
implementation.
In case C, the government can withheld the implementation for a period it deems
appropriate. The government under no obligation to spell out the time period for withholding the
implementation. The government may do so for reasons best known to it and it is under no
obligation to explain it to Judiciary or Public. The governmental bodies can Veto on a maximum of
50% of the system modifications or new systems forwarded by each Betterment cell to it in a
period of one year.(Depending on the performance of the Betterment Commission the
governments to reduce the veto limit over a three year period to not above 25% to value the
efforts of all involved.)

It is presumed that the society will evaluate the government decisions- additions, deletions
and Veto- and may take appropriate long term actions.
No Support system is presented now for the role of the governmental bodies on how to
reward those whose system or system modifications are implemented . It is expected that the
governmental bodies will earmark funds and execute this role. In case the governmental bodies
are found wanting in executing this role; individuals, organizations, and the betterment
commission through the Grand System will work-out suitable support systems.

6. THE RESULT OF SYSTEM DYNAMICS

The sufferers, (Wounded knows what soothes, Deprived knows what suffices)
The beneficiary, (Easy / Unworthy gainers, free lunch seekers)
The exploiters, (The extreme selfish suckers, unconcerned with the monumental detrimental
effects)
And
The thinkers, (Innovative, balanced, bold, long-term and universal viewpoint establishers)
will present their presentations. The society will get to know different contexts. The society will
become aware of the possibilities, means, limitations and scope for the betterment.
With large no. of presentations, the societal attitude to change will change. The acceptance
level to experiment with system modifications or new systems will increase.
Individuals eliminating national borders will put forward presentations for distant area
problems, though they may not be part of it. This will activate the whole world society and set in
motion a cross-border race to better the world.
The composition of the society will change with large proportion engaged or concerned
with societal betterment.
The business units will be seen competing to play a larger role in societal betterment.
The governmental bodies will have large quantum of betterment opportunities and will be
competing with Betterment Commission to implement system modifications or new systems. This
competitive environment will lead to faster societal betterment.
The societies will consider it selves responsible to an extent for their state of affairs. Based
on the maximum area of influence the betterment results can be classified in two broad
categories.

CATEGORY ONE:
The betterment achieved through systems whose maximum area of influence will be
National are classified as category one. The betterment will be achieved in different subject
matters as politics, governance, public money spending, public administration, corruption,
media, poverty, hunger, homelessness, health care, old age, crime, education, employment,
joblessness, population, family, friendship, associations, and many more.
The betterment in this category will be achieved in three stages.

1st stage:
At the initial period there will be entities enthusiastic about The Grand System at one end
and entities skeptic about it at the other end. The progressive and positive governments and
societies will walk this path stage wise from local to regional levels. This will take around 2-3
years.

2nd stage:
The betterment results will encourage the progressive and positive governments to expand
the implementation up to the National level. The betterment results at various locations will
encourage or force the skeptic governments and societies also to address their concerns and
demands through The Grand System. This will take another 2-3 years time period.

3rd stage:
The progressive and positive governments and societies will be launching Mega
modifications. The awards and rewards will set in motion a race to better the world. Individuals
eliminating national borders will be thinking of distant area problems though they may not be
affected by the situations prevalent in such areas. This will take another 4-5 years time period.

CATEGORY TWO:
The betterment achieved through systems whose area of influence will be Global are
classified as category two. The betterment will be achieved in different subject matters as
terrorism, defence and attack, environment, economics, trade, stock markets, calamities,
scarcities and many more global concerns and demands.
The betterment in this category will be achieved in two stages.

1st stage:
The category two will have a time lag of 2-3 years from the category one. The betterment
achieved at local to regional levels at category one will set the stage for simultaneous system
modifications at the global stage. The existing global entities like UNO, IMF, WB, WTO and many
others will implement system modifications that will change their structure, composition,
capability, expertise, autonomy and authority. This will take another 3-4 years time period.

2nd stage:
Think tanks comprising of vast and varied talents will get established. Some of these will be
formulated by group of nations and some will be independent. These will suggest new global
structures and institutions that will have power, authority and acceptability. The new structures
and institutions will work towards betterment that will have a massive scale and impact.. This will
take a 3-5 years time period.

7. THE ETERNAL BETTERMENT.

The Grand System is an Eternal Betterment system which will continue providing momentum to
the wheel of betterment through,

Empowering entities to contribute towards betterment.
Participation of the entire society for betterment.
Valuing efforts of betterment.
Universalization of betterment.
