IMPD announces 2014 summer crime-reduction plan

INDIANAPOLIS Today Mayor Greg Ballard, Director of Public Safety Troy Riggs, and Indianapolis
Metropolitan Police Department (IMPD) Chief Richard Hite introduced IMPDs 2014 summer crime-reduction
plan.

The plan, which will involve partnerships with a number of agencies, incorporates law enforcement tactics and
community outreach programs to help make Indianapolis neighborhoods safer this summer and beyond.

Making Indy neighborhoods safer is our top priority, said Mayor Ballard. IMPDs 2014 summer plan focuses
heavily on the use of strategic law enforcement tactics in known hotspots as well as community partner
involvement to help people make better choices in life.

Last years IMPD summer plan resulted in nearly 1,300 arrests totaling more than 2,400 filed charges and the
seizure of more than 220 illegally possessed guns.

IMPD is committed to helping those in our community that wish to seek a positive path in their lives. IMPD is
equally committed to removing individuals from our streets that choose to threaten or degrade our community in
any way, said Riggs. The men and women of IMPD continue to do good work for the citizens of Indianapolis
and I believe the summer plan will further that good work.

The 2014 summer plan involves several initiatives, some of which are already underway.

IMPD and its federal, state, and local partners are dedicated to providing open spaces and safe places for all who
choose to live, work and visit our great city, said Hite. Every life in this city has value, and through
intervention, prevention, suppression and community partnerships, we will make Indy neighborhoods safer for
everyone.

2014 IMPD SUMMER PLAN HIGHLIGHTS

Selected Area for Enforcement (Operation SAFE) The goal of this initiative, known as Operation
SAFE, is to develop operational sources and actionable intelligence, identify individuals responsible for
committing violent crimes, conduct covert investigations and disrupt violent crime activities. The
operation, which is a joint effort between IMPD and the Federal Bureau of Investigation (FBI), began
earlier this month, will be carried out in a five-phase operational and intelligence strategy:
o Source Surge: an operation focusing on developing intelligence and sources.
o Public Engagement: an information campaign by the FBI and IMPD seeking to increase the
publics assistance and cooperation.
o Operational Activity: covert and overt suppression operations within the targeted areas.
o Investigative Surge: information gathered during the first three phases will be used to conduct
covert, full-field investigations of specific persons, places, and organizations.
o Disruption: overt operations, including search warrants and arrests by the FBI and IMPD. These
operations will be planned in conjunction with the United States Attorneys Office and the
Marion County Prosecutors Office.

Community Impact Meetings When acts of violence are committed in the city it not only affects the
victims, but also their families, friends, and neighbors. To help the healing process, IMPD will set up a
meeting in the affected neighborhood within 72 hours of the incident. During these meeting information
about the case will be shared and resources made available to the community.

Indianapolis Parole Accountability Team (InPAct) Data indicates that robbery parolees leaving the
Department of Corrections (DOC) are likely to re-offend within three weeks if they do not receive
monitoring and services. Consequently, a partnership between IMPD and DOC assigns a Parole Agent to
Police Districts. Agents are partnered with an IMPD officer to identify parolees returning to Indianapolis.
This team then assists and supports the parolee with services and opportunities that will aid in
establishing a crime-free and responsible lifestyle. Community resources are identified and become a part
of this team. Resources such as Fathers & Families, P.A.C.E., Salvation Army of Central Indiana and
Indianapolis Department of Metropolitan Development have joined in this reduction of crime through a
quality of life effort.

Emotional Intelligence Series A trend of recent violent crimes has exposed the need for conflict
resolution as a crime-prevention measure to be deployed throughout our city. A partnership between

IMPD and Indy Housing will allow IMPD Sergeant LeEtta White and Detective Donna Hayes to teach
Emotional Intelligence modeled after their Womens Empowerment Series. New clients to Indy Housing
will be required to attend an initial and follow up class which will focus on being a good neighbor,
parenting, financial responsibility, conflict resolution and domestic abuse.

Tactical Street Operations
Tactical Active Patrols (TAP): The Tactical Active Patrol is a team of uniform patrol officers
that comprise a proactive force that is sent to active hot-spots to address emerging crime trends.
This team draws officers from around the city during the middle and late shift hours, and work
together to provide a high visibility focused enforcement operation with the goal of preventing
and interdicting crime.
DDACTS (Data Driven Approach to Crime and Traffic Safety): DDACTS is widely
recognized enforcement operation designed to reduce crime by providing high visibility traffic
enforcement in areas where high crime and traffic crashes intersect. The concept is based on the
reality that criminals are driving the same roads and intersections as everyone else, and that by
implementing aggressive traffic enforcement in these areas officers will likely interdict known
criminals, drugs, illegally possessed guns and narcotics. The end result is the reduction in crime
as well as crashes. These DDACTS operations will be conducted at various locations throughout
the summer months.
Traffic: The Traffic Branch has been detailed to the Operations Division for the summer. Traffic
officers will focus on supporting DDACTS operations, neighborhood quality of life issues and
will be available to District Commanders to address emerging crime trends. They will be a visible
presence in neighborhoods and use traffic interdiction as a crime reduction tool.
Full-Time SWAT: IMPD SWAT will be hitting the streets. These full-time SWAT officers will
operate 24/7 and be utilized during late-tac and late shift hours to augment tactical operations
throughout the city as needed. These operations include warrant service, proactive patrol
operations or support of District personnel and Covert Operations.
CTU/SIOs: Criminal Tracking Unit (CTU) is tasked with identifying, monitoring, tracking, and
gathering information about known criminals throughout the City. The CTU will be working
closely throughout the summer with our Strategic Investigations Officers (SIO) to develop
actionable information regarding known criminals and provide that information to appropriate
investigative units for proactive operations. They will track prosecution and court dispositions so
that investigators can assess the true impact of their cases and monitor returning offenders.

Covert Operations: The Covert Operations Branch is a sub-division of the Operations Division
tasked with narcotics, gang and violent crime investigations. These detectives will be using the
information developed by CTU and the SIOs to develop and execute operations plans to arrest
criminals that are contributing to crime in our community and diverse neighborhoods.
C.L.E.A.N. Sweeps: The Concentrated Law Enforcement Activity Network is a network of
agencies that work in a collaborative fashion to concentrate law enforcement activities in a
focused area for a brief period of time. The idea is to provide a high concentration of
enforcement efforts from many agencies to send a clear message to the criminal element, as well
as the community as a whole, that Public Safety is aware and active the CLEAN Sweep area. The
goal is to reduce crime and interdict and arrest known criminals. Agencies involved include
IMPD (Gang Unit, Narcotics Unit, Violent Crimes Unit, Aviation Unit, MCSD (Sex Offender
Registry, Warrant Unit, and Traffic Unit), State Police, Excise Police, Parole, Probation,
Prosecutors Office, United States Department of Agriculture, and Department of Code
Enforcement. CLEAN Sweeps will be occurring at various places and times throughout the
summer months.

Graffiti Abatement Unit The pilot program for the Department of Public Safety Graffiti Abatement
Unit began June 14 with the removal of graffiti at the Garfield Park Place Apartments. Working in
partnership with the Department of Public Works, the four-week program will run through July 12 and
will then be re-evaluated.

Community Affairs Branch Projects
PAL summer baseball, cheerleading, chess, boxing, Zumba and performing arts.
GREAT CAMPS for youth who have participated in the GREAT PROGRAM.
IMPD/CA Boot Camps
Assist juvenile probation with identifying troubled youth that may benefit from mentoring efforts.
Stop the Violence, Inc. - A program that focuses on empowering youth and young adults to stay
safe and practice accountability.
Clean for Green - A program devoted to giving youth 14-18 an opportunity to help clean up their
community while also getting paid.
Outreach, Inc. - A program that works with homeless teens and young adults to achieve stability
and life transformation.
Young Men, Inc. - A program that addresses the myriad of problems that Black and other at-risk
males face today.

Hawthorne Community Center. Officers will assist with summer programs the community center
offers to youth on Indianapolis near Westside.
Forest Manor Multi-Service Center. Officers will assist with the variety of summer programs the
center offers.
The Indianapolis Boys and Girls Club. Officers will make regular visits to a number of the
centers to meet with youth attending the centers.
Shepherd Community Center. Officers will make regular visits and assist with summer
programs.
Community Affairs officers will also assist Downtown District with weekend patrols, when
necessary. This could include riding IndyGo busses into downtown from different parts of the
city and/or patrolling the downtown area to encourage youth to behave properly, especially while
downtown during evening hours.
