OURS IS A GOVERNMENT
that thrives on thievery and
violence. Utterly exposed by
the pork barrel scandal for its
willing role in perpetuating
corruption, the Aquino regime
has resorted to a desperate
measurethe use of war both
as a means to quell rebellion
and as an attempt to shift
public attention away from
the very roots of discontent
and outrage.
The state has demonstrated
that it has enough forces and is
ready to use them, announced
President Benigno Aquino, the
commander-in-chief of the
Armed Forces of the Philippines,
as he directs his troops in
the ongoing siege of the city
presently held hostage by forces
of the Moro National Liberation
Front (MNLF).
Such then was the mad
eagerness with which the
Aquino government employs
excessive force that it has
been willing to sacrifice the
lives of innocent civilians
and cause destruction to
property and livelihood. Even
as displaced evacuees leave
their war-torn communities,
hunger and illness await them
at the evacuation centers.
Government officials however
limit their actions to mere public
appearances, adopting the
image of benevolence towards
the victims of a crisis they
themselves helped to create.
Days before the standoff, the
government could have allowed
the MNLF to stage their peace
rally in the outlying villages of
Zamboangaa protest action
the likes of which Aquino has
largely tolerated many times
before. It would have been easy
to strike a negotiating deal with
the rebel group who has shown
openness to dialogue, who even
felt slighted when they were left
out of the negotiating table for
the Framework Agreement on
the Bangsamoro.
Instead, the government
preferred an overkill, matching
violence with violence by
sending in military troops who
far overpower the MNLF in both
numbers and resources. In the
early stages of the standoff, the
MNLF even offered to negotiate
through an international
mediatora chance at a
possible truce and ceasefire
that is wasted simply because
of the governments chauvinist
insistence that the rebel group
must unequivocally surrender.
Yet even if Aquinos forces
prevail in the end, the resolution
to the conflict remains nowhere
in sight.
For the grievances of the
Bangsamoro are deep and
many. Consistently rated by
even government agencies as the
poorest region of the country
despite vast natural resources,
their livelihood and economy
remain at the mercy of the local
and foreign elite. Militarization
and the presence of US military
troops in the area even
further bred grave violations
to the human rights of the
Mindanao people.
Indeed, the MNLF are far
from blameless in their own side
of the standoff and the Moro
people must entirely reject any
tendency to pursue mere military
adventurism. Yet for a people
whose wish for a comprehensive
and democratic peace process has
been denied, it is never an option
to simply yield and bow down to
a government guilty of not only
plundering public coffers but
also of stealing the Moro peoples
dreams of genuine autonomy and
self-determination.
For whenever rebellion
appears to be the only recourse
for the people to effect social
change, the state may never
hope to assuage outrage and
discontent through the use of
oppression and violence.

ng APFU," ani Sibayan. "Bigla
nalang kaming nakatanggap ng
sulat na nagpapaalis sa amin sa
lupa." Binigyan umano sila ng
palugit hanggang Setyembre 30
upang pumirma. "Kung hindi,
wala na raw kaming aasahang
lupa," aniya.
Dagdag ni Sibayan, nakasaad
din sa APFU na ang lupang dapat
ay libreng ipinamamahagi sa kanila
ay kailangan pa nilang bayaran sa
porma ng amortization, na taunang
bayarin batay sa halaga ng lupang
ibibigay sa kanila.
"Walang sinabi ang Supreme
Court na dapat pa silang magbayad
[ng amortization]," ani Hicap.

imbestigasyon ng HL11, sakahan
ang pinagtatalunang 236 ektaryang
lupa ng Tarlac Development
Corporation (Tadeco). Ayon sa DAR,
hindi kasama sa palabunutan ang
nasabing lupain dahil ang mga ito
umano ay hindi agrikultural.
'Pagtatakip' sa anomalya

sa HL11. Kabilang sa mga kinasuhan
sina Sibayan, Acosta, ang asawa

Luz Versola, Angelina Nunag, at Karl
Mae San Juan.
Ayon sa pulisya, sinira umano
ng mga kinasuhan ang mga guard
post ng Tadeco sa pinagtatalunang
mga lupa. Pansamantalang
nakapagpiyansa ang mga
kinasuhan, ngunit ipinayo ng
kanilang abogado na huwag muna
silang magbigay ng komento ukol
sa kaso.
Hindi naman kinasuhan sina
Hicap at Patricia Fox, isang
madre, dahil hindi umano sila
kasama sa mga sumira ng mga
guard post ng Tadeco, ani Senior
Supt. Alfred Corpus, direktor ng
pulisya ng Tarlac.
AFTER DRAWING FLAK FROM
UP students, organizers have
cancelled a peace forum supposed
to be held in UP Visayas Tacloban
College (UPVTC), which would
have had members of the Armed
Forces of the Philippines (AFP)
participating as reactors.
Te forum was sponsored
by two non-UP-based youth
organizations, the Brotherhood
of Destiny (BROOD) and the
Youth Peer Education Network
(Y-Peer). BROOD claims to be
an international organization
which aims to empower the
youth and promote social and
political awareness, while
Y-Peer is a youth network which
promotes youth participation
in sexual and reproductive
health issues.
Initially scheduled to be held
on September 25, the forum was
rst postponed indenitely after
several UP student councils and
organizations condemned the
organizers plan to invite members
of the AFPs 19th Infantry Battalion
(IB) to supposedly share practices in
their advocacy for peace.
BROOD and Y-Peer eventually
decided to cancel the forum,
Anthony Simba, convener of the
Justice for Leonard Co Movement
(JLCM), told the Collegian.
According to the councils and
organizations opposed to the
involvement of the 19th IB, the
participation of the said battalion
would have violated the existing
1989 Sotto-Enrile Accord.
A tripartite agreement between
UP, the Department of Interior
and Local Government, and the
Department of National Defense,
the agreement bars members of the
military to enter the premises of any
UP campus.
Gabriela Youth, Alpha Phi
Omega fraternity, Tau Gamma Phi
fraternity, and the JLCM also cited
the involvement of members of the
19th IB as suspects in the murder
of renowned botanist and former
UP professor Leonardo Co and two
others in November 2010.
Co was doing research on plant
species in the mountains of Kananga,
Leyte, when the 19th Infantry
Battalion opened re at him and his
two companions, allegedly mistaking
them for armed rebels.
Katipunan ng mga Sangguniang
Mag-aaral (KASAMA), UPs
systemwide alliance of student
leaders, also denounced the forum
as insensitive and an insult to the
UP community.
In light of these issues raised
by the students, a dialogue with
the organizers was held by the

'Anomalya' sa distribusyon ng lupa
Sa halip na igawad sa may 6,000
benepisyaryong magsasaka ang mga
lupang kasalukuyan nilang sinasaka,

DAR ang pamamahagi ng mga Land
Allocation Certicates (LAC) sa
sistemang palabunutan.
Ayon pa sa ulat ng HL11,
mayroon na umanong mga pangalan
ang LAC bago pa man isama sa
palabunutan. Sinadya umano ito
upang ilayo ang mga magsasaka sa
kanilang mga bukid.
Tinututulan ng mga
magsasaka ang ganitong sistema
dahil salungat umano ito sa
Comprehensive Agrarian Reform
Program Extension with Reforms
(CARPER). Nakasaad ditong dapat
na malaya ang isang kolektibo ng
mga magsasaka na magmay-ari ng
lupa, ani Hicap.
Iginiit naman ng DAR na ang
mga lupang ipapamahagi sa mga
magsasaka ay sakop pa rin ng mga
barangay kung saan sila nagsasaka.
Inaalam din umano ng DAR kung
sinu-sinong magsasaka ang nais
magkatabi ang lupa, ani Anthony
Parugao, Undersecretary for Legal
Aairs ng DAR.
Ayon naman sa mga magsasaka,
sapilitan silang pinapirma ng
Application of Purchase and
Farmers Understanding (AFPU).
Ani Kerima Acosta, isa sa HL11,
tinatakot umano ng mga militar at
pulis ang mga magsasaka.

Scoping the threats of US presence in the Philippines

TWENTY-TWO YEARS AGO,
American sailors stood in parade rest
aboard the 10,000-ton aircraft carrier
USS Independence to form the words
Farewell Subic. From what used
to be the largest US military base
outside American territory, the
Independence and its six escort ships
made their last port call at the Subic
Naval Base, with little fanfare.
It was 1991, and the Philippine
Senate has just expelled hundreds of
American warships after voting to end
the 1947 US Military Bases Agreement.
In less than a decade, however,
Americas war machines are
back. US troops again roam the
Philippines, making headlines
with their crimes against
women and the environment.
Once more, the country
is negotiating with the US
government for a proposed
military cooperation. Te talks
reek of an unpleasant dj vu.
Deployment
Facing various threats to national
security, from the secessionist
struggle in Muslim Mindanao
and the decades-old communist
insurgency, to the stando in the
West Philippine Sea, the government
has consistently tried to rekindle
its defense relationship with
the US.
Te most recent of these eorts
spawned the Increased Rotational
Presence Framework Agreement
(IRP) after a US diplomatic meeting
last August. It will
support what the
government calls
a minimum
credible defense
posture, which
will improve
the Armed
Forces of the
Phi l i ppi ne s
(AFP) capability
to engage threats
with the help of the
US military.
As Philippine
Ambassador to the US Jose
Cuisia Jr. explains, We work
closely with the United States,
our countrys only treaty ally, [to]
ensure that our security arrangements
remain relevant.
Currently, the country permits
Americas unrestricted access
to Philippine territory for joint
exercises and port calls under the
1999 Visiting Forces Agreement
(VFA). However, unlike the VFA
which limits their activities near
the former US bases in Subic and
Clark, the IRP now opens all of
the countrys 52 AFP bases
for US troops.
In addition, the number
of troops allowed will
depend solely on the
discretion of the AFP
and the US Pacic
Command, which
Defense Undersecretary
Pio Batino assures
would still be sensitive
to the situation on the
ground. Yet, with no
denite number, the IRP may
virtually allow an unlimited
number of US troops in
Philippine soil.
Temporary
Te Philippine Constitution
bans the permanent presence of
any foreign troop in the country,
unless duly permitted by the Senate
through a treaty. Otherwise, an
executive agreement would suce for
military alliances.

Since the VFAs implementation,
the Senate has not ratied any
treaty on foreign troops. Instead, the
VFA and the proposed IRP are only
executive agreements, raising
red ags regarding
their constitutionality.
For its part,
DFA argues that
all activities under
the IRP will be
temporary and
thus will not violate
the constitutional ban on
foreign bases. Where and what
can be prepositioned will be
subject to prior approval by
the Philippine government
[and] will contain specic areas
and time, explains DFA assistant
secretary Carlos Sorreta.
But the countrys experience
with military partnerships show that
temporary can mean otherwise.
When the US launched its War on
Terror in 2001, the US sent 500 troops
under the Joint Special Operations
Task Force-Philippines (JSOTF-P) to
build barracks in Zamboanga City and
guide the countrys anti-insurgency
program in Mindanao. Similar to the
IRP, the JSOTF-P is supposed to be
temporary and follow a rotational
schedule every six months. Pero
noong 2001 pa sila diyan. Rotational
permanent na sila, quips Bayan Muna
partylist representative Carlos Zarate.
Te US government is trying to
hide behind the technicality that they
would not set up a permanent military
base, but as it is, US troops will always
be in the country and use our military
camps, adds Rep. Neri Colmenares,
also of Bayan Muna partylist.
Ties that bind
Te JSOTF-P would not be the only
instance US makes the Philippines
a supposedly sovereign state an
extension of its territory.
Under the Obama
administrations pivot to Asia
policy, US hopes to make the
Philippines its base for pursuing
political and economic agenda in
the region. With the IRP, the US can
militarily control vital trade routes
in the West Philippine Sea, where
at least one-third and one-half of
the global crude oil and natural gas
trade pass through, respectively,
according to the US Energy
Information Administration.
Tis pivot becomes particularly
meaningful with the rise of Americas
greatest competition and now the
worlds second largest economy: China.
In 2012, the US Treasury Department
reported that China holds most of the
US debts with $1.17 trillion worth
of American bonds. With American
companies transferring to China, the US
is now very vulnerable. Te only way to
counteract Chinas economic leverage is
to build up military pressure, explains
Dr. Francisco Nemenzo, a UP political
science professor emeritus specializing
in international relations.
Te move is not without
precedent. When the US bases were
still functional, Subic became the
forward position of the US Navy
during the Vietnam and Korean War,
hosting more than 250 warships every
day for refueling and repair. In 2001,
the Philippines was also one of the
rst countries to oer its territory for
Americas anti-terrorism eorts.
In essence, the partnership with
the US turns the entire Philippines into
an important base for US aggression in
the region. In return, America sends
military assistance, especially in the
form of a military nancing program.
Tis year, in fact, Aquino boasts of two
decommissioned coast guard ships and
$30 million in military nancial aid
from the US.
Cannon fodder
Te advantages of the
partnership, however, end there. In
becoming the US cannon fodder,
Filipinos get dragged into wars that are
not even their own.
In World War II, for instance,
American presence in the Philippines
made it a priority target for the
Japanese Imperial Army. Te
following occupation years would
then be marked with millions of
Filipino casualties.
Further, Nemenzo argued that the
countrys collaboration in the Vietnam
and Korean Wars led the Non-Aligned
Movement, an alliance of neutral
states during the Cold War, to reject
the Philippines application, making
the country a target for the Soviets.
Last years North Korean missile
fallout also endangered the country.
As UP political science professor and
expert on US regional security in
Asia-Pacic, Dr. Roland Simbulan,
explains, Under the terms of the
VFA, North Korea can target our
territory because their targets are the
US [forces covered by the VFA] here
as a defensive measure.
Oblivious of past errors, the
government is now tackling IRP to beef
up its military might. At a time when
the US has attracted so many enemies,
this agreement promises Filipinos only
one assurance: the Philippines will be
dragged further into grave danger.
For those who remember the years
of terror when US troops roamed our
lands freely and used our shores to
launch their wars, it is an uneasy feeling
of dj vu. Ever subservient to Uncle
Sam, the Aquino regime, however,
simply refuses to learn from history.

Dumako ang tingin ng lahat sa
may-ari ng tila nagwawalang cell
phone. Nagmamadaling hinalukay ng
estudyante ang kanyang bag upang
hanapin at patayin ang kanyang
telepono, ngunit lalo pang lumakas
ang tunog nito. Naging awkward ang
pangyayari para kay Raymundo dahil,
aniya, nakakaawa ang mag-aaral na
tila takot na takot na mapagalitan.

pagiging tagapagturo lamang sa klase

Kahit ang grupo ng mga guro
sa buong bansa tulad ng Alliance of
Concerned Teachers (ACT) ay nakikiisa
sa iba't ibang sektor sa lipunan, liban pa
sa panawagan ng pagtaas ng sahod na
nakaangkla sa usapin ng pagpapataas
ng badyet sa edukasyon, ani Mabelle
Caboboy, ikalawang tagapangulo
ng ACT Quezon City Chapter.
Naglulunsad sila ng mga community
service at exposure trips sa ibat ibang
lugar upang mas mamulat ang mga
guro sa kalagayan ng ibat ibang sektor.
Sa katunayan, mahalaga ang
naging papel ng pagiging aktibista sa
tungkulin ng isang guro, ani Propesor
Melania Flores ng KAL. Doon niya
natutunan ang pagtitiwala sa sarili
at ang kasanayan sa pagtuturo. Dati
pa nga raw noong aktibista pa sila,
pupunahin sila ng mga kasamahan nila
kung pangit silang magturo, kwento
ni Raymundo. Kailangan kapag
magtuturo, laging handa
at bukas sa kritisismo at debate, aniya.
Ngunit bawat klase sa pamantasan
ay isang hamon, dahil hindi naman
lahat ng mag-aaral ay nagsisimulang
may progresibo nang pang-unawa, ani
Propesor Roland Tolentino, dekano
ng College of Mass Communication.
Halimbawa, tuwing may malawakang
pagkilos ng ibat ibang sektor tulad
ng SONA ng Bayan tuwing State of
the Nation Address ng pangulo, hindi
aniya maiiwasang may ilang mag-aaral
na hindi pa handang lampasan ang
hangganan ng teorya at isabuhay ang
mga napag-aralan sa klase.

Sinisikap ng mga progresibong guro
na wasakin ang ideyang facilitator
lamang ang mga guro sa klase. Ani
Flores, Kailangang ang silid-aralan
ay maging larangan ng talakayan at
diskurso [ng mga estudyante]. Ito ang
pagkakataon nila na magpahayag, at
mag-debate.
Samakatwid, napakahalaga ng
pagkakataong binubukas ng mga
progresibong guro, lalo at may ilang
mga estudyanteng mas pinipiling
umiwas sa tunggalian ng mga ideya at
magpakahon na lamang sa kung ano
ang tama para sa guro.
Dahil sa pagiging grade-conscious
nila, tinatantiya nila ang guro. Kung
relihiyoso ang guro, magbibigay sila
ng mga relihiyosong paper. Kung
progresibo ang guro, magbibigay rin
sila ng mga pulitikal na paper, ani
Tolentino.
Upang mas maunawaan
ng mga estudyante ang mga
usapin at mahimok na
maging kritikal, isang
mabisang paraan ang
paglalapit ng mga isyu
sa karanasan ng mga
mag-aaral, ani Flores.
Ang mga kinahihiligan
ngayon ng kabataan
tulad ng larong DOTA,
na sa unang tingin ay
tila libangan lamang
ng mga kabataan,
ay maaaring ilapat
sa mga talakayan sa
klase. Pwede itong
magamit upang
ipaliwanag ang mga
complex na konsepto
tulad ng alienation at
imperyalismo, ani Andrada.
Sa ganitong paraan, tinatangkang
ipaunawa ng mga guro sa mga
estudyante na lahat ng bagay ay
magkaugnay at hindi dapat tingnan
ang sarili bilang hiwalay sa lipunan.
Sa kanilang larangan, natutunan ng
mga progresibong guro ang pagiging
mapagkumbaba, isang patunay
ng kanilang pagtunggali sa pyudal
na relasyon ng mag-aaral at guro.
Kailangan ito upang maunawaan ng
mga mag-aaral na hindi lang tungkol
sa pagkamit ng degree ang edukasyon.
Tungkol rin ito sa paglilingkod sa
bayan, ani Andrada.
Patuloy na pakikibaka
Ngunit sa kabila ng pagkakaroon
diumano ng academic freedom sa
loob ng pamantasan, nananatili pa
rin ang mga limitasyong tinatakda ng
pyudal na sistemang kahit ang mga
progresibong guro ay nasasailalim.
Halimbawa nito ang pagkaantala ng
pagbibigay ng tenure kay Raymundo
na inabot ng tatlong taon, at isa sa
mga pinaghihinalaang dahilan ay ang
kanyang pagiging aktibista.
Hindi naging bukas ang
Department of Sociology [na
dating kinabibilangan ko] sa ideya
ng aktibismo, at hindi sila naging
malinaw tungkol dito, ani Raymundo
na nagawaran ng tenure nang lumipat
na siya sa CIS.
Gayunman, hindi naging sagka
ang ganitong mga hamon upang
humina ang grupo ng mga guro sa
bansa na patuloy na ipinaglalaban
ang mga karapatan ng kanilang kapwa
guro. Sa katunayan, ubos-lakas ang
ACT na may mahigit 70,000 kasapi,
na itaguyod ang mga panawagan sa
sapat na sahod, na kasalukuyang nasa
mahigit-kumulang P18,000 lamang.
Hindi maikakailang mapalad
ang mga mag-aaral na mayroon pa
ring mga gurong mapangahas na
bumabalikwas sa nakasanayang mga
diskurso sa klase, mga gurong hindi
pangkaraniwan sa kanilang patuloy
na pagganap ng mga tungkuling hindi
lamang para sa paaralan kundi para rin
sa bayan.
Kung lalagumin ang
pinanghahawakang prinsipyo ng
bawat progresibong guro sa loob at
labas ng UP, pinakatumpak marahil
ang sinambit ni Caboboy. Ang masa
ang aming guro. Ang lipunan ang
aming paaralan. At ang pagkilos ang
pagsasabuhay ng aming pagtuturo.
Pagtaliwas sa karaniwan
Madalas na bansagang cool dahil
sa estilo ng pagtuturong kakaiba sa
karamihan sa mga guro ng UP, tila
sinasadya ng mga progresibong gurong
tulad ni Raymundo na maging hindi
pangkaraniwan, lalo nat itinuturing
nilang mapanganib ang pagsakay
lamang sa agos.
Kahit noong kabataan pa lamang
nila, nasimulan na nilang bumalikwas
sa nakasanayan dahil sa kanilang
maagang pagkamulat at pagsali sa
mga kilusan. Isa na rito si Propesor
Mykel Andrada ng Kolehiyo ng Arte
at Literatura (KAL), na nagsimulang
maging aktibista sa pagsali niya sa
League of Filipino Students (LFS),
isang progresibong organisasyon ng
mga kabataan, noong 1995.
Napakalaking bagay ang pagsali
ko sa LFS. Nagbukas ito ng lagusan
upang magkaroon ako ng mas malalim
na social consciousness, ani Andrada.
Kaakibat ng pagiging Iskolar ng Bayan
ang pagsisilbi sa bayan, kayat nais
ring imulat ng mga progresibong guro
ang kanilang mga estudyante, upang
tuligsain ang nangingibabaw na uri ng
pagtuturo sa silid-aralan.
Malinaw sa mga gurong
tulad namin na hindi lamang tayo
pumapasok sa classroom, at naglalagak
ng impormasyon sa mga mag-aaral.
Kailangan mayroon ring kritikal na
pang-unawa upang makaalpas tayo

A WOMAN GARBED IN ROBES
of ne red looks up the headlights,
tragedy written all over the contour
of her youthful face. Te clanging
of the bell resonates with shrieks of
madness as two cloaked gures from
behind strangle the young woman.
Accepting her bleak fate, she exits into
the void, disappearing from the stage.
Dulaang UP (DUP), in its
latest production, brings to its
audience the common themes of
forbidden love and violence from
the context of 16th Century Italy
to the contemporary stage. As the
newly-widowed Duchess marries
her secretary Antonio in secret, her
scandalized brothers, the cardinal
and Duke Ferdinand, plot their
revenge against their sister.
Director Tony Mabesa remained
faithful to the original grim
atmosphere set by John Webster.
DUP resorted to a minimalist stage
production in showcasing the play with
an almost bare stage. Props typically
found in Mal stage productions such
as chandeliers, candles, and antiques
were not utilized.
Allan Palileo, who also
translated DUPs take on the
Seagull, continues the companys
tradition of translating theater
classics into the Filipino. Tis is
what Bienvenido Lumbera called
a surge of language nationalism
in theater, albeit no remarkable
change in the Filipino production.
Te social injustices depicted
in Mal are timely not only among
religious theatre-goers but also to the
masses, as the play does not contain
the struggles of its characters
inside the
walls of the
theater.
Unholy matrimony
Customs present in Renaissance
marriages highly ingrained in
social class was tackled further in
the play. In feudal and patriarchal
terms, marriage between members
of the same social class is vital
for the ruling class to preserve
their wealth, forbidding marriage
outside these socio-economic
bounds. Marriage then is used as
an eective social and political tool
in a time wherein the nobility rules
the feudalistic system.
Friedrich Engels argues that
marriagean institution of the family
became an exploitative device for the
ruling class and for the patriarch to
acquire and preserve wealth and power.
Tis is how hegemonies keep their place
on top of the social pyramid and prevent
the marginalized majority of women and
the masses from achieving gender and
socio-political equality.
At that time, patriarchy holds
authority over the rules. As it is
forbidden to marry men beneath
their social class, the Duchess
is condemned by her brothers.
With their marriage, their
children will inherit the dukedom
which will deduce the power of
the Duke Ferdinand and the
Cardinal. Forbidden love then
arises out of incompatible
socio-economic standing
dictated by society.
Webster etched for the
audience how marriage
served as strategic
contraption for the
elevation of economic
and political power
reied as an institution
of love.
Cruelty, hypocrisy
To best expose the
cruelties of the oppressive
feudal and patriarchal
hegemonies, Webster
utilized the characters
of the Duke and the Cardinal in the play.
Duke Ferdinands ploy against
his Duchess sister could be traced
to a single cause: his own economic
gain through claim of dukedom.
Employing an ex-convict to spy on
the duchess and sending madmen
to drive her to insanity are not
only acts of cruelty against a
woman but a show of how a feudal
lord could manipulate the lower
class through money.
Te Cardinal, on one hand,
represents how the Church acts as
an ideological apparatus of a feudal
system. His red robes elevate him
to the status of holiness, but only
bloodstains can be seen creeping
through his scarlet robes. Te
Cardinals character is consistent
with the Catholic Churchs hypocrisy
towards their oath by meddling with
politics, amassing lands, killing anti-
Church critics, and breaking their
vows of virtue.
Tese dominant male characters
mirror the images of economic
and societal evils in 16th century
Italy wherein those in power,
particularly men, exploit their
resources to reinforce the status
quo and implement a strict class
and gender relations.
Suer the women
Tere are only three female
characters in the play: the Duchess,
Cariola, and Julia. However, the
limited number of these women
characters is sucient enough to
showcase the ongoing misogyny
in the Renaissance period.
As discussed by Engels,
women were viewed as
commodities of marriage.
Expected to be submissive
to the whims of men,
women were forced to be
the inferior sex by the
patriarchal Renaissance
society whose culture
is characterized by the

blatant objectification of women.
With this setup, the patriarch and
the feudal lord are ensured political
and social gain as the women are
put into their ownership just as
their possessions do.
Te Duchess pays the price
for breaking the rules of class
marriage as her brothers, through
their power, tortured her to death.
Her relationship with her only
friend, the waiting woman Cariola
transcends the usual mistress-
maid relationship. In a time
where misogyny is rife, the best
companionship women could seek
is from each other. Tis kinship
solidarity is a coping mechanism
among women to rise up against
repression from abusive males.
The deaths of all the women
characters at the end of the
play declare the triumph of
men over women. Upon
asserting themselves, women
are further crushed
by the patriarchy.
The play exhibits
the counter-
hegemony and
exposing the
height of
violence against women ushered
in by capitalism.
Memento
Leaving the theatre, the audience is
convinced that little has virtually changed
since John Webster wrote the play.
Like retroviruses, the persisting
system of injustice takes on new
forms and names, continuing the
cycle of violence and repression. Tis
cycle that has existed even before
Webster penned Mal until DUPs
most recent staging of the classic
Webster play prompts us to counter
this oppressive system outside
theatre hall.

Tila ugat ng buhay kung ituring
ang mga tren sapagkat nagsisilbi itong
tagapag-ugnay ng malalayong lugar
sa bansa, pinabibilis ang kalakalan, at
komunikasyon ng mga Pilipino.
Nakuha ng mga sinaunang tren
ang atensyon ng mga mangangalakal
at politiko kaya dumaan ito sa ilang
serye ng pagbabago. Hindi lamang
ito nagsilbing transportasyon kundi
naging instrumento ito para sa pang-
ekonomiya at pampulitikang hangarin.
Mula sa imbensyon ng Babylonians,
Persians at Assyrians ng wagonway
para sa mga transaksyong pang-
ekonomiya kalsadang may uka ng
gulong at tanging kabayo o toro lamang
ang gamit na taga-tulak binuo ang
isang tren na gawa sa makina.
Makikita sa pag-usad ng panahon,
at sa teknolohikal na pagbabago ng
transportasyon ang kasaysayang tila
nakatuon lamang sa dominanteng
kapangyarihan ng mga mayayaman.
Sa Pilipinas, ang tren ay isang
pamanang kolonyal. Ferrocaril de
Manila-Dagupan ang unang tren sa
bansa na itinayo noong 1891 matapos
ipag-utos ni Haring Alfonso XII ng
Espanya sa Oce of the Inspector of
Public Works of the Philippines na
gumawa ng plano ng kalsada sa Luzon.
Sa tala ng Philippine National Railways
(PNR), 120 taon na ang operasyon ng
mga tren sa bansa. Nasundan na rin ito
ng pagpapatayo ng linya ng Light Trail
Transit (LRT) at Metro Manila Light Trail
Transit (MRT) na bunsod ng programa
ng administrasyon na pribatisasyon sa
sektor ng transportasyon. Lahat ng itoy
nakapaloob sa lohika ng pagkamal ng kita.
Bukod sa pagiging pangunahing
moda ng transportasyon, pinag-
agawang espasyo rin ang mga tren
noong panahon ng mga mananakop
Kastila, Hapon at Amerikano. Marka ng
isang makasaysayang rebolusyon ang
tren sa bansa.
Kakabit ng pampolitika at pang-
ekonomiyang tunguhin ng tren ang
paglikha ng kultura ng konsumerismo sa
mga mamamayan. Tila ikinukulong ng
tren ang mga Pilipino sa kapangyarihan
ng oras -- nakatali sa nakatakdang oras
ng trabaho sa mga pabrika at opisina
kapalit ang tiyak na kita.
Halimbawa, sa LRT o MRT, dalawa
hanggang tatlong minutong paghihintay
ang nakalaan para sa pagsakay at pagbaba
ng mga pasahero, limang minuto
sa pagdating ng susunod na tren, at
sampung minuto o higit pa para sa biyahe
mula sa istasyon patugo sa ibang istasyon.
Gayundin ang pagbubukas nang
maaga at pagsasara nang gabi ng mga
tren sakto sa mga oras kung kailan
maraming pasaherong papasok o pauwi
mula sa trabaho.
Sa ilalim ng kapitalistang oras,
natitiyak na istrikto -- at marahas -- ang
pagpapaloob sa mga manggagawa sa
loob ng walong oras na pagtatrabaho.
Habang kapalit nitoy ang sahod na
kalimitang hindi sapat para mabuhay
ng disente ang isang pamilya.

Para sa mahihirap, ang presyo ng
tiket at espasyo sa tren ay tinatawag
na economy habang exclusive
naman ang para sa mayayaman kung
saan may higaan at aircon para sa
isang komportableng rst world na
paglalakbay ng pasahero. Halimbawa
nito ang Bicol Express, isang linya ng
PNR mula Maynila hanggang Naga,
kung saan P500 ang economy ticket
samantalang aabot naman sa P1,500
ang executive sleeper.
Liban sa tila pagpapaalipin sa mga
pasahero sa oras, nariyan din ang mga
panuntunan ng tren na may pagkiling
sa mga partikular na interes o pagdidiin
sa kanilang kalagayan: paghihiwalay ng
babae at lalaki, demarkasyon para sa
may kapansanan, at ang pagtatakda sa
pinakaharap na bahagi ng tren para sa
mga buntis.
Binigyang paliwanag ni Michel
Foucault sa kanyang librong Discipline and
Punish ang usapin ng mga panuntunan
na ipinatutupad batay sa interes ng mga
namamahala gobyerno, kapitalista, at
panginoong maylupa.
Kalakip ng huwad na kaunlaran sa
tren ang pinsalang hatid nito sa ibang
mamamayan. Halimbawa na lamang
ang napipintong pagpapatayo ng LRT-7
mula SM North hanggang Bulacan na
siyang magiging dahilan ng sapilitang
pagpapaalis sa mga maralitang Pilipino
sa kanilang tahanan.
Maging sa loob ng Unibersidad
ng Pilipinas sa Diliman sinimulan
na rin ang pagpapatayo ng tren. Isa
umano itong simbolo ng pag-unlad
samantalang napag-iiwanan pa rin
ang mahahalagang usapin ng mga
estudyante katulad ng matrikula at
mababang badyet sa edukasyon.
Hindi pa man natatapos ang isyu
sa bansa nariyan pa ang usapin ng
pagtaas ng pasahe sa mga tren dahil
kasalukuyan umanong P45 ang alaga ng
binabayaran ng pamahalaan sa bawat
pasahero. Kaugnay nito isinusulong
ng pamahalaan ang planong pagpapa-
ubaya ng operasyon ng mga tren sa
pribadong kompanya.
Bunsod ang lahat ng ito ng pinaigting
na programa ni Pangulong Benigno Aquino
na public-private partnership (PPP) kung
saan katuwang umano ng pamahalaan ang
mga pribadong kumpanya sa pagpapatayo
ng mga imprastruktura katulad ng tren,
gusali at iba pa na bahagi ng serbisyong
panlipunan ng pamahalaan.
GinituangEspasyo
Kalimitang sa mga lungsod unang
itinatayo ang mga tren kung saan naka-
sentro ang kalakalan. Tinawag itong
primate city ni Robert Reed sa kanyang
TheColonialOriginofManilaandBatavia.
Dito umano makikita ang mga tren na
malapitsamallsatmalalakingpamilihan.
Sa lungsod nagaganap ang mga
pagbabagong kultural sapagkat
matatagpuan dito ang kalakhan ng
populasyon na nakikipagsapalaran
para sa isang modernong
pamumuhay. Hindi rin ito hiwalay sa
mga pangunahing isyu ng lipunan
kahirapan, diskriminasyon, karahasan
at marami pang iba.

Maynila ang itinututring na kapital

mga pasaherong papasok sa istasyon.
Sa may platform, makikita ang ilang
tv screen kung saan tuloy-tuloy na
ipinapalabas ang ibat ibang komersiyal
ng mga produktonoodles, gamot,
inumin, shampoo at marami pang iba.
Pagpasok sa mismong tren may
kung ano-anong maliliit na larawan ng
mga produkto, sa gilid ng dingding, sa
mga hawakang bakal, at upuan. Hindi
rin nakaligtas ang tanawin sa labas ng
tren, tila kumakaway ang mga modelo
sa mga naglalakihang billboardBench,
Pink Sodasa labas ng tren.
Pati nga ang kahabaan ng tren
binalot na ng isang anunsyo ng
kompanya ng Globe. Para sa operator
ng tren, mahalaga ang bawat espasyo
ng tren sapagkat may katumbas itong
salapi. Gayunman, tila kulang pa rin
ito sa pamahalaan para isapribado at
dagdagan ang pasahe ng mga Pilipino.
Ito ang lohika ng kapitalistang interes at
pagkamal ng labis na kita.
PagbalikwassaTuwidnaRiles
Sa kabilang banda, hindi naman
pagagapi ang mga Pilipino sa patuloy
ng pang-aapi at pandarahas ng mga tila
naghahari sa lipunan. Kasabay ng naka-
ambang pagtaas na pasahe sa tren at
pribatisasyon ang ibat ibang kilos-protesta
na isinasagawa ng mga mamamayan.
Naglabasan sa mga social networking
site ang mga sele photopagkuha
ng sariling larawan sa kahit saan lugar
paggamit ng hashtag na strike the hike,
pagwe-welga ng mga tauhan ng MRT at
LRT, at patuloy na pakikibaka ng mga
progresibong grupo tulad ng Riles Laan
sa Sambayanan (RILES).
Sa kabuuang operasyon ng mga tren
sa bansa makikita ang isang huwad na pag-
unlad, yaong laging may pagkiling sa iilan.
Gayundin hindi na maitataggi ang pagiging
instrumento nito upang kumita ng malaki
ang mga kapitalista at maisakatuparan
ang pribitasasyon sa bansa na tunay na
pagbalikwas sa tuwid na daan na sanay
tatahakin ng riles ng tren.

SA MULING PAGBALIK-TANAW
sa ika-41 na anibersaryo ng
pagdeklara ng batas militar ng
rehimeng Marcos, unang bubungad
sa ating mga alaala ang libu-
libong mga biktima ng paglabag
sa karapatang pantao at ang
paggamit ng dahas at pananakot ng
pamahalaan sa lahat ng sinumang
susubok na tumunggali rito.
Mayroong mga nag-aakalang
may mga nagawa si Marcos na
hindi kayang tapatan ng iba pang
mga pangulo sa bansaang
pagpapagawa ng San Juanico Bridge,
North at South Luzon Expressway,
ang pagkatatag ng Cultural Center
of the Philippines. Ngunit sa
ilalim ng Batas Militar, anuman
ang ipinagmamalaking naitulong
ni Marcos sa bayan, ano kaya ang
naging kapalit?
Idineklara ni dating Pangulong
Marcos ang Batas Militar noong
Setyembre 21, 1972, ilang buwan
bago matapos ang kaniyang
ikalawang termino bilang pangulo
ng Pilipinas. Ayon sa kanya, bunsod
umano ito ng umiigting na mga
banta sa seguridad ng bansa noong
panahong iyon. Magugunita na sa
kapanahunan ding ito nabuo at
lumalakas ang CPP-NPA at naganap
ang mga pangyayaring tulad ng
Plaza Miranda Bombing. Samantala,
may mga nagsasabi ring idineklara
lamang ito ni Marcos upang
mas mapahaba pa ang kanyang
panunungkulan bilang pangulo.
Ilang dekada lamang ang
nakalipas mula nang matapos
ang Batas Militar, tila hati na
ang opinyon ng mga tao ukol sa
Pangulong Marcos, sapat upang
mag-atubiling kundenahin ang
karahasan ng kanyang pamumuno.
Ito umano ang panahon kung
kailan kasama ang Pilipinas sa mga
nangungunang bansa sa Timog-
Silangang Asya, kung kailan naging
sapat ang bigas na inaani ng mga
magsasaka para sa buong bansa, at
nakakapag-export pa tayo ng ilang
produkto, tulad ng mga sapatos.
Habang walang matalas na
pagsusuri kung paano nakamit ng
Pilipinas ang ganitong antas ng
ekonomiya, at kung gaano kalaki
ang ginampanang papel ni Marcos
sa pagbulusok ng ekonomiya ng
bansa sa mga sumunod na taon, tila
nakalimutan na sadyang nilimot
na ang walang habas na pagyurak
sa karapatang pantao ng isang
pamahalaang sakim sa kapangyarihan.
Hindi kayang ilagay sa salita ang
kahalagahan ng mga pangyayaring
ito sa bansa. Sapagkat para sa bansa
nating halos hindi pa mabanaag ang
simula ng pag-unlad, ang bawat isang
tama o maling desisyon sa nakaraan
ay maaaring makatulong nang
malaki sa mga bagong tunguhin
sa hinaharap.
Sabi nga ng kilalang manunulat
na si George Santayana, Tose
who cannot remember the past, are
condemned to repeat it. Tungkulin
natin bilang Pilipino ang alamin
at tandaan ang mga pagkakamali
ng nakaraan upang hindi na ito
maulit pa sa hinaharap. Tungkulin
nating makialam at makibahagi sa
mga isyung sa halip ay malilimutan
na lamang.
Dapat nating isipin na ginagawa
natin ito hindi lamang upang maiwasan
ang mga pagkakamali ng nakaraan,
kundi bilang pag-alaala sa mga taong
una nang naging mapangahas at
mapagpasiya. Alang-alang sa alaala ng
mga nagbuwis ng buhay para lamang
lumaban noong panahon ng Batas
Militar, tungkulin natin ngayon na
pangalagaan ang kalayaang kanilang
napagtagumpayan.

ngunit puspos ang Kataga sa
pag-aaral ng panitikan at lipunan,
tumutulong sa mga gawaing nag-
susulong sa panitikan at kultura,

Sa loob ng limang taon, may pina-
tatatag itong limang sangay: ang
pinagsimulang Kataga-Quezon
City; ang Kataga-Lucena na nag-
ing dalawang sangay: Panitikan at

UP Visayas University Student
Council on September 24, a day
before the original date for the
forum.
BROOD and Y-Peer explained
that they invited the 19th
Infantry Battalion in the event
because they wanted the military
to have representation in the
forum.
Te dialogue ended with
a compromise which would
have allowed the 19th IB to
still participate in the forum.
However, only three army men
would have been allowed to enter
the campus premises but they
must wear civilian clothes and
must not bear any rearms.
Te military men were also
warned against any attempt to
red-tag any progressive student
organizations and any other form
of human rights violations. Tree
representatives from the JLCM
would have also been invited as
reactors in the forum.
We recognize the intention
of the organizers who want to
promote peace but we believe
that it can happen without the
military presence, said Shawn
Kemp Capucion, vice chair of
the UPV University Student
Council (UPV USC).
Meanwhile, the JLCM
encouraged students to show
their opposition against any
form of military presence in
any UP campus, especially since
justice has not been served for
Cos death.
AS THE SEMESTER NEARS ITS
inevitable end, everyone holds on
to things that can still be saved. I
seek the faintest glimpse of hope to
rescue the lost, the damaged, and
the broken. Some of which are the
thinning thread of saving oneself
from 5s and INCs, the conflict in
Zamboanga, Kule presswork, and
overdue feuds with friends.
Just yesterday, I reconciled with
a friend whom I havent talked
with for months due to a trivial
misunderstanding that led to serious
aftermaths. We sealed our parting
with a handshake, a smile, and an
unbearable lightness of being.
I had these efforts of keeping
things intact; however I noticed how
you stopped talking to me when our
creative writing class officially ended
last week.
For reasons unknown, you forced
yourself to fade.
Weeks ahead, I invited you to go
to The Killers concert with me. You
told me you already scheduled it with
your barkada, however I still pushed
through knowing I would see you
thereat the front row, dancing to
the rhythm of the song that first
brought us together. Remember how
you sat beside me when you heard
the tune of Miss Atomic Bomb
escape from my earphones during
our first meeting in class? Then
started a conversation--spanning
from The Killers, to Saramago books
and Studio Ghibli moviesthat led
to regular after-class merienda in
Katipunan.
We are currently in the middle
of hell week, yet I was quite sure
you would never miss this concert.
Alone, I averted familiar faces in
the venueall wanting a temporary
mid-week escape. The crowd was
in a frenzy dance, singing the same
words addressed to different people.
I did not have a hard time finding
youthat waterfall of long brown
hair and those slender arms waving
free since Mr. Brightside opened
the night a couple of songs ago.
I just stood a distance from you,
watching you flip your hair to the
same escalating music that brought
us together in that lazy afternoon in
CAL 204.
I could fix this, I told myself.
