esource rich African countries are facing ire from
local residents and in some countries, the situation
has resulted into violent actions from locals who are
demanding just beneft from their natural inherited
resources being chased by mainly western companies.
This has become the newest challenge for most African countries
as in Nigeria, the crisis has reached an alarming proportion, in
the Central African Republic, there is a full scale war, for Angola
decades of civil war ended a few years back and in Equatorial
Guinea, its people are amongst some of the poorest in the world
despite vast natural resources.
Africa is now recorded amongst countries experiencing the
resource curse theory and in recent reports by international
organizations Liberia has been listed amongst these countries
that are experiencing the resource curse and it seems ongoing
trends of events in Liberia is proving these international reports
factual as numerous protest from locals against the operations of
concessionaires continue unabated.
No region has provided more abundant evidence in support of the
resource curse theory than Africa. Countries such as Angola, the
Central African Republic, Equatorial Guinea, Liberia and Nigeria
have been widely used as case studies to explore the links between
resource exports, confict and poor governance. There are some
exceptions, such as Botswana, but they are few. The question at
the heart of the debate over the resource curse in Africa is: How
can countries be so rich in mineral wealth and yet so poor? stated
a recent African Progress Panel report.
Liberia has a long history of big companies operating in the
country which still remains one of the least developed in the West
African sub region while these companies make millions in proft,
enjoying tax waivers and other exemptions.
1926 Firestone 99 years agreement
Selling the resources of Liberia for cheap to concessionaires
and foreign companies is aged old as in 1926; the Government
of Liberia signed an agreement with the Firestone Company
including two additional agreements.
Firestone Rubber Plantations Company, one the world largest
rubber companies in the world is based in Margibi County
with only the production of raw rubber taking place while the
processing is done abroad.
Firestone was the winner on these agreements as the company
obtained a one million acre concession for a 99-year period,
and was granted the exclusive rights (!) upon the lands selected,
and became - with only few, small, exceptions - exempted of all
present and future taxes.
Thus, Firestone acquired virtually unlimited rights over an area
equal to 4 per cent of Liberias territory and nearly 10 per cent
of what was considered the arable land in the country. Moreover,
Firestone lent $ 5 million to the Liberian Government through a
wholly-owned and especially for this purpose created subsidiary,
the Finance Corporation of Liberia.
Firestones obligations were very limited and the Liberian
Government, on the other hand, accepted several conditions
besides the waivers on taxes and the long 99 year agreement
which turned Liberia de facto into an American protectorate. In
the 1926 Firestone agreement, the Liberian Government also
promised that it would encourage, support or assist the efforts of
the Firestone Company to maintain an adequate labour supply.
Firestone had foreseen complications in recruiting labourers and
cleverly introduced this commitment.
After years of criticism of the 1926 Firestone agreement, In
2005 Liberian government signed a renegotiated agreement with
Firestone which provides for extensive post-civil war capital
investment, immediate replanting of rubber trees and extension
of the company's lease until 2041 to ensure it has the opportunity
to harvest rubber from newly planted trees. Firestone committed
to a long-term major replanting program and the rebuilding of
schools, hospitals, housing and other infrastructure damaged or
destroyed during the civil war. The company also committed to
providing assistance to Liberian rubber farmers.
What Did LAMCO Leave In Nimba?
Liberian-American-Swedish Minerals Company (LAMCO) was
one of the companies that operated in Liberia mining for iron ore
in the Nimba range. Founded in 1955 by American and Swedish
investors, the company established the frst large-scale mining
operation in Liberia following the discovery of the Nimba ore
body by geologist Sandy Clarke in the 1950s.
The Nimba project was managed by LAMCO, Bethlehem Steel
and the Liberian government. LAMCO operated in Nimba for
several years but upon their departure as a result of the civil war,
the company left behind nothing as the road between Ganta and
the Yekepa mining town was not built and there was no major
development that could remain in existence for years to serve as
proof of operations of such company in the community.
In Liberia, beginning 2005, the country witnessed huge infux
of investors who were rushing for operations in a country that
experienced years of civil war where there were not many
companies operating and couple with a United Nations sanctions
on major resources such as diamond and logging and no means of
mining iron ore, the country turned a virgin land for investment.
The 52nd National Legislature hastily ratifed several mega
million dollars worth of concession agreements, many without due
diligence as evidenced by the short spell some of the companies
had in Liberia and shortly parked off after failing to live up the
terms of the agreements signed with the Government of Liberia.
By 2009 some of the companies could not continue to operate
as Broadway Consolidated Plc departed the country, followed
by Buchanan Renewable which had promised to provide cheap
electricity to several communities through the use of dead rubber
woods but could not even start the project promised.
There are still others that are still operational in the country but
with their operations come the tension of persistent protest from
local residents who continue to complain that many of these
concessionaires are using their ancestral land for cultivation
without giving back in return just beneft for the land owners.
GoL ignoring glaring signs of chaos?
At least four of the current concessionaires in Liberia are constantly
plagued by citizens action against their operations citing the
failure of these companies to fulfll their social responsibility as
enshrined in the agreements signed by providing basic services to
the communities in which they operate, prompting the lingering
question of what is going wrong between these concessionaires
and the locals.
The problem cuts across the entire Liberia so that is diffcult to
ascribe motive to the actions of these locals perhaps the only
difference could be the severity of the recent action in Yekepa,
Nimba County where Arcelor Mittal was hardly hit by angry
protestors.
From the Equatorial Palm Oil Company operating in Grand
Bassa County to the Sime Darby in Grand Cape Mount and Bomi
counties; Golden Veroleum in Sinoe and now Mittal Steel in Nimba
County, the problems are the same as the locals are not happy over
the operations of these companies especially not adhering to the
concerns of the people, and Government of Liberia role in fnding
a lasting solution to these problems.
The people of Grand Bassa County have been protesting against
the expansion exercise of the Equatorial Palm oil where at one
point offcers from the Emergency response Unit (ERU) were
deployed to prevent what seems a major demonstration by
residents.
Residents mainly from District 4 have been opposed to Equatorial
Palm Oil's bid to acquire further 20,000 hectares, citing negative
impacts on affected communities
President Sirleaf later calm the situation when she ordered
the company to stop the expansion exercise but that is yet to
completely settle the impasse as it is still likely that the company
could continue its expansion exercise which will meet further
resistance from the locals.
In Grand Cape Mount and Bomi counties, the crisis between the
locals and Malaysian company Sime Darby is still hanging in the
air as in time past some locals have set ablaze rubber seedlings
belonging to the company in protest against the expansion of the
company planting exercise.
In Sinoe County, the operation of Golden Veroleum is still a
sticky issue as the company continues to come under allegations
of forceful expansion from residents.
Through the Green Advocate, a team of environmental lawyers
Sinoe citizens have been protesting the company failure to live up
to some of its social responsibility although on many occasions
the company has claimed that it is performing in line with the
agreement signed with the Government of Liberia.
In Nimba County which is still nurturing the memory of the
operations of LAMCO that left behind no tangible development,
the writings have been clear on the wall that confict was imminent.
According to one citizen from Nimba who begged not to be named
for fear of not been perceived as supporting the recent violent
action of some citizens of the county to vandalize properties
belonging to Mittal Steel, the citizens have been complaining
about the failure of Mittal to do a couple of things.
The citizen said local residents used all means to get the attention
of the government and other stakeholders in addressing their
concerns but with no action.
We wrote the legislative caucus, we wrote the Superintendent,
the County Attorney and many other parties complaining that we
do not want what happened to the county during LAMCO time
telling them some of the things we want Mittal to do. For months
our representatives ran after these communications for redress but
nobody cares to listen, all they do is to protect Mittal, said the
Nimba citizen.
The citizens amongst others have been calling for the pavement
of the Ganta Yekepa Road, the construction of a bridge linking
Nimba to Bong County, amongst others but accordingly Mittal
has been assuring the citizens that it will address these concerns
until the recent violent action.
One local county offcial claimed that Mittal has paid up to US$4.2
million to the locals but how will such huge sum of United States
dollars be infused in a small community without visible evidence
remains a doubt.
For some, the Government of Liberia continues to play deaf
hears on concerns raised by locals against these concessionaires a
situation that led many companies to operate in Liberia in the past
without beneft to the people.
Whether the locals are putting undue pressure on concessionaires
or concessionaires are failing to live up to the expectation of the
people, the Government of Liberia has a responsibility to protect
both the concessionaires and the locals.
The world Bank cited in recent report that concessionaires giving
back to communities is important for growth in African countries.
The Bank mentioned infrastructure projects such as good roads,
hospitals schools and others as benefts that concessionaires
should try to provide for locals in concessionaires areas.
With the help of Government offcials, concessionaires have
reaped billions from across Africa from their operations leaving
no tangible development in these African countries where they
operate.
Africa has now turned the fshing ground for raw materials to
develop the west as the continent continues to go backward in
infrastructural and human development.

T
he peace loving people of Liberia across
the 15 political subdivisions will for the
first time (since the inception of the 1986
constitution)go to the poll in a special
senatorial election on October 14 this year to elect
senators of their choice. Grand Bassa County,the
political seat of Liberia is no exception. However,
the Bassa case goes beyond electing a senator. The
decision of the Bassa people at the 2014 poll will
to a larger extent determine their role in the 2017
presidential elections. This years decision will
establish whether the people of Bassa are willing and
ready to continue their support forCllr. Charles W.
Brumskine in 2017 or introduce a new name and face
for the presidential race comes 2017.
Liberty Party (LP) candidate Mr. Jonathan L. Kaipay,
Mr. SiokinCivicusBarsi-Giah and others will face Mr
Milton Findley in the Bassas Senatorial race, but my
interest here is the clash between the LP candidate
and the incumbent. These two candidates are of
keen interest because the Pro Tempore for his part is
prepared to use the Pro Tempore office including all
available resources to ensure his re-election. On the
other hand, the LP is deeply rooted in Grand Bassa
County and has dominated the Bassas polities for
almost a decade. In addition, the election of one of
these candidates (Mr Milton Findley and Jonathan L.
Kaipay) has the propensity to shift the Bassa politics
in either a positive or negative direction.
LP is a household name in Grand Bassa County.
This is exemplified by the party dominance in the
Bassa Legislative Caucus during the 52ndNational
Legislature and the May 7, 2013 by-election (after
the death of Hon. John Francis Whitfield) won by the
party. And Mr. Kaipay, the LP candidate has worked
tirelessly through the United Methodist Church and
has made meaningful and life touching contributions
in efforts to lift our people out of poverty amongst
others. He has tangible and traceable marks in the
5 electoral districts of Grand Bassa County. His
most recent works are the two bridges constructed
between Deso and Klehn town, District #3C Grand
Bassa County. These bridges have again linked the
region to the rest of Grand Bassa and put smiles on
the faces of local dwellers. Besides, he came third to
Senator Nyonblee Karnga Lawrence and Daniel Chea
in the 2013 by-election. This means he could be a
formidable force to reckon within this election.
However, Mr. Kaipay and his LP have a serious
battle.
Mr Milton Findley, who has stayed at Senate wind of
the Capitol Building for more than 8 years without
writing a single line in terms of legislation, has
managed to create for himself a political empire.
He was smart in making sure that Madam Etweda
Cooper got appointed from his district (District #1)
as Superintendent of Grand Bassa. Not only that, the
incumbent again ensured that his son, Mr. Adonie Z.
Greaves got appointed as developing Superintendent.
He (Findley) has seized other key positions in the
county including: Ministry of Youth and Sport county
Coordinator, Ministry of Planning and Economics
Affairs County Monitoring and Evaluation Officer
amongst others. This means, the Senator is directly
and indirectly pulling the county resources in every
direction of his choice. Thus, with these available
resources at both national and county levels, along
with the appropriation of US$1,584,169 and US$
1,341,287 in the FY 2013-2014 and 2014-2015
budgets, even a 2 year old child can deduce that cash
violence will definitely be the order of the day. In
fact, the Pro Tempore has started dishing out cash
already to market women and cash-testy young
people in order to win their minds.
Not only that fourth man of the Republic wishes to
win the 2014 senatorial election, but also eyeing
the presidency comes 2017 and he strongly believes
that this is possible through the support of the Bassa
people. Hence, to win this years election would
suggest his endorsement by the Bassa people and
losing the same could mean a vote of no confidence.
Mr. Milton Findley also understands that to gain
the Basssolian support especially in a presidential
election he must do all he can to politically destroy
Cllr. Charles W. Brumskine whom the Bassa people
have reposed their confidence in over the years.
And this is why his (Findley) political praise team
is leaving no stone unturned in using all propaganda
machineries to ensure that Cllr. Brumskine be painted
as the devil and at the same time present Mr. Findley
as the next messiah of the Bassa people.
For the Liberty, losing this years election will be a
sign that the party is gradually failing away in Grand
Bassa County which is considered as its strong hole.
Losing the election will also indicates that the Bassa
people adhere to the propaganda that Cllr. Brumskine
and the LP had failed the Bassa people and can no
longer be trusted. On the other hand, winning the
October 14, 2014 Senatorial election will put the LP
and its Standard bearer back on course in the county.
The result of the midterm election in Grand Bassa
goes beyond this years senatorial race and reaches
as far as determining Bassas role in the 2017 general
and presidential elections. It is very important that
we approach this years poll with care and conscious
as our futures are involved.

LIBERIANS MUST LEARN to Control their anger even
in the wake of our darkest moments, the ballot box, not
violence should be our last option as violence has led the
country nowhere but total destruction.
FOR NEARLY ONE and half decade, Liberians held the
country hostage with acts of violence and vandalism while
other countries were moving forward.
WHEN THE COUNTRY GDP was comparable to
powerful nations like Japan and others, in the 1970s,
there was a good moment to seize and take the country
to nobler destiny but as a nation and people, we opted for
the opposite.
AFTER THE 1979 rice riot, which served as one of the
basis for the senseless violence that engulfed the county,
the aftermath of the riot, which was complete breakdown
of law and order and destruction of lives and properties,
Liberians still did not know that violence could not solve
any problem.
AGAIN A MILITARY coup occurred further degenerating
what was now a volatile situation created by the memory
of the rice riot. The coup witnessed the brutal execution of
13 Liberians and other acts of barbarism and inhumanity.
IN THE 1980S, the emerging economy and country
growing at as fast pace declined tremendously with
anarchy and dictatorship taking over the nation.
AS THOUGH THE stagnant speed of development
beginning with the 1979 rice riot was not enough in 1989,
the country was plunged into a full scale civil war and the
ramifcations of the civil war is what Liberia is today, a
country categorized amongst failed state with the young
generation not knowing what is electricity, par borne
water and other basic social services.
BEGINNING 2006, THE country experienced huge infux
of investors who all came in to help Liberia rebuild the
broken pieces.
IN NEARLY 10 years from 2006, things have changed
dramatically with semblance of development visible
showing up with the construction roads and other
infrastructure.
ARCELOR MITTAL, ONE of the largest investors in
post war Liberia has been operating in Nimba County,
operating the Nimba Mountain with benefts accruing to
the people of mainly three counties, Nimba, Bong and
Grand Bassa and overall beneft to the entire country as
taxes paid by the company are part of the national budget.
LIFE HAS RETURNED to Yekepa and surrounding
villages in Nimba County with the construction media
and educational facilities and restoration of commercial
activities.
THESE ARE GOOD news for every well meaning
Liberians to cherish and celebrate as it is a sign that there
is more development insight with peace prevailing.
THE RECENT ATTACK on Mittal facilities by angry
residents is a bad omen for the prevailing development
Nimba County and Liberia at large is experiencing. No
matter the concerns of these protestors, violence is not the
answer, as it has never helped in any given situation.
NO ONE LIBERIAN can point to a solution derived from
violence but there are countless instances where violence
has led to wanton destruction of lives and properties.
VIOLENCE IS NOT the answer and we condemn the
recent protest at Arcelor Mittals facilities and call on
the protestors never to revert to violence as a means of
expressing whatever grievances they have.
NO MATTER HOW much anger people have, they must
fnd a responsible and civilized way of expressing such
anger rather than using violence.

Its unfortunate, ERU approach to this issue. Our people are right
to fnally consider protest as a means to attract the attention of
the government and Mittal Steel. Their discomfort over the deal
that fnally preferred Mittal Steel has long been expressed but the
government seems to have hearing impaired. If the locals could
ever pinpoint source of income, its their land. Annually, they farm
on their land and proceeds from there are used for commercial
and consumption purposes. Majority of our people can not read
and write and as such, A/C offce is not their area but farming. If
the government cannot help develop their capacity to improve the
technology of farming, they rather be left alone at the mercy of God
instead of disturbing their peace. What nonsense compensation is
the assistant Superintendent talking about? US$4.2 Million? this is
very unfortunate and does not guarantee sustainability. Remember
that if these people stop farming they are already out of jobs. So, if
both government and Mittal Steel are serious, the provision of an
annual rent will mean well for the well-being of our people. Please
understand that our MOUNTAIN IS A BLESSING NOT CURSE.
Respect our people and stop beating on them.

also to build some infrastructure and stability by bringing jobs,
money etc to the region, Its a small start, Remember Lamco, was
it such a bad thing, when there was peace, it was a start, seems

Altering concession agreements at the Mansion/Foreign Ministry
seems to be a norm of this government. Both Chambers and
Biney complained that the contract for the rubber plantation in
Pleebo was altered in favor of an Ivorian company against the
people of Maryland/Liberia. Unfortunately nobody, including the
Legislature and civil society groups, paid any attention. Ellen is
leaving offce soon but the trouble that those bogus agreements
they signed will bring to Liberia haven't even started yet. The
Liberian people were robbed before and so their patience is thin
and they don't trust the government. LAMCO operated in that
area before and even the road from Yekepa to Ganta wasn't paved
while pollution of creeks was a common concern. I suspect this is
a delicate issue and it must be treated with extreme caution.

While the plagarism, corruption and mismanagement is obvious
and wrong, its not limited to Liberia alone, its everywhere, so
resorting to violence and unrest will only make things worse,
this has been proven again and again and who always suffers the

Roots Souljah , the average Liberian doesn't want war and they
detest war. If you followed the Liberian confict you will discover
that people that sponsored the war or benefted from the war
the most, suffered the least from the consequences of the war.
However, other Liberians were not so lucky. Some lost practically
everything, including the foundation of their families. And that is
why they keep warning opportunists and selfsh and greedy people
not to resort to those ugly ways that caused the confict in the frst
place. This is because it is common knowledge that any confict
could destroy the country and kill countless numbers of innocent
people again. That is why the practice of harming our people
intentionally and then reminding them of their past losses is not
helpful. It is like saying "you saw what happened the last time- we
robbed you and then killed you. And if we want we will rob you
and kill you again". It is provoking, to say the least! The people of
Liberia just want a fair deal. Mittal, Ellen and anyone can make
their billions and millions but please give our people a chance to
hope for a better tomorrow. It is in everyone's interest because a
hopeless people are a dangerous people!

Look. Anyone who reads my letters to Frontpageafrica
know that I protest against all sorts of things, like..
(a) stealing county development funds (Rep. Edward
Fraud); (b) stealing government money and altering
your looks with make-up (Ellen Crookrum) (c) monkey
laundering, oops, I mean money laundering (George
Solo), (d) printing fake money for market women (Dr. J.
Milk Jones), (e) smoking opium and stealing cell phone
(Acarous Gray) (f) urinating on our Constitution (Ellen
Johnson Sirleaf, lawmakers), and kick-starting anarchy

RESURRECTS IN NIMBA

I
f this has been in America, not only would this punk
imposter "journalist" be taken in by police, but equally
so those who took the bit to give money so that their
dirty deeds won't make the news. It is called " attempted
bribery". And those who gave money believing that journalist
and businessman Rodney Sieh whose FPA business employs
some 40-plus Liberians, common sense would tell you to drive
over to the FPA offce to verify from his employees about his
purported dire penny-starved condition before doling out any
money.
Or worst
Yet, most if not all the FPA reporters do publish their phone
numbers and email addresses under the bylines of their stories
following their names.. Just grab any copy of FPA newspaper
old or recent and you will come across the information and
then call to the offce.
How gullible could an Education Minister of a nation, Tarpeh
be who is said to be somehow related to the real Rodney Sieh
that she falls prey to these predator scumbags and their scams?
The same goes for wanna-be Good Samaritan Dr. Korto, also
a former Education Minister. See why the education system
in Liberia is in such a big mess. No critical thinking and
analysis of imposters. And this explains why many "ghost
teachers" are on the Education Ministry's payroll.
Unless there is another Liberian with the same name (Rodney
Sieh). But not the journalist, publisher of FPA and businessman
who would want to tarnish his good reputation as the most
principled and ethical journalist in Liberia today. Have these
gullible Good Samaritans forgotten went to jail because he
refused to sell his soul and profession in the many corruption
scandals he has uncovered?
The same fraud and mudsling was perpetrated last year here in
America when a host of a central teleconference talk show lied
and said on air that he did send US$10.00 to FPA's Rodney
Sieh to
buy phone scratch cards to appear on his show as guest and
Rodney did not show up. The host told his hundreds of
listeners, including me to make Rodney look bad. This took
place the following day when his next guest, Dr. Momolu
Gettawey of the University of Liberia asked the host about the
$10.00 he promised to send to him Gettaweh to enable him buy
phone scratch card to appear on the teleconference.
The host then said that the $10.00 he had was sent to Rodney
Sieh the day before but that Rodney did not show up for his
program, and Rodney did not return his ( host) $10.00 to send
it, but this time to Gettaweh, a man who is in charge if PR
for the University. You would think money is allocated in his
budget for that purpose. Beware of these drive-by "journalists"
for they are both in Liberia and here in the USA. Rodney Sieh
is very much aware of the US-based "journalist's I sent him
$10.00 for phone card" story.

damage caused by rioters at the
companys facilities in Nimba
Country. The companys global
vice president Mr. Kleber De
Silva heads the delegation, which
met President Ellen Johnson
Sirleaf at her Foreign Ministry
offce on Tuesday.
At a stakeout after the meeting,
the government through Lands
and Mines Minister Patrick
Sendolo both the government
and Arcellor Mittal, despite the
development over the past few
days are fully committed to the
companys project in Liberia
moving ahead and are prepared
to take whatever corrective
measures are necessary to make
sure that the timeline that was
agreed on the plans for the
project, are adhered to as much
as possible. The minister said the
company would give a full report
about the level of damage caused
to its facilities and its mining
operations in the country after a
full assessment.
An assessment of the damage
that was visited on the
facilities of Arcellor Mittal, is
currently been undertaken, the
government and Arcellor Mittal
are committed to receiving a
full comprehensive report which
sets forth the full extent of the
damage and the impact that we
expect or the impact that we
anticipated this will have on the
existing operations and on the
plans for expanding the project,
said minister Sendolo.
Arcellor Mittal will come up
with a mitigation plan to take a
look at all of the things that have
been impacted by these events
and we will now agree on a clear
plan of action, about how the
government and Arcellor Mittal
can work together to mitigate
any of the damages or problems
which has been created as a
consequence of the incident at
Arcellor Mittal over the past few
days.
Minister Sendolo said the level of
damage caused by the weekends
riots was huge and Liberian
must understand the impact of
such activities on the countrys
investment climate adding that
ArcellorMittal is set to become
a major contributor to Liberias
economy in the next year.
What is at stake here and it
is important for everybody to
understand is that this project is
going to be by 2015, the largest
contributor of revenue to the
government, said Minister
Sendolo.

with the communities; we

retrieving looted properties as

(UNMIL), diplomatic missions accredited near Monrovia and
International Non-Governmental Organizations, took place in the C.
Cecil Dennis Auditorium on Monday, July 7, 2014.
The violence at the Acelor Mittal facilities in Yekepa, Nimba County
left several police offcers wounded, saw the holding of employees
and contractors national and expatriates hostage for up to 20

President Sirleaf, briefng the partners, said the incident was neither
a protest nor simply an attack on a private company; rather it was

Providing an update on the Ebola situation, she praised the
collaboration of the international community and other anti-Ebola
campaigners in the fght and admonished them to continue their
partnership.
On behalf of the Government and people of Liberia, President
Sirleaf expressed heartfelt condolences to the family of the Uganda
medical doctor, Dr. Samuel Muhumuza Mutoro, Liberian nurses and
other health practitioners, who died from the virus while performing
their duty. She also expressed condolences to all Liberians who had
succumbed to the outbreak.
As regards the fooding in various areas of Monrovia and its
environs, the Liberian leader informed partners that the fooding,
which has seriously impeded free movement of people, is attributed
to construction in waterways thereby blocking surface water from
draining to where they have been destined.
President Sirleaf said Government through the Ministry of Public
Works has begun identifying those blockades for subsequent
demolition shortly.
Before the briefng with partners, the Liberian leader chaired a Special
Cabinet Meeting in which she expressed satisfaction at the manner in
which the Liberia National Police (LNP) brought the violent protest
at the Acelor Mittal facilities under control.
She thanked the LNP for resisting all of the temptations and for
restoring calm without human casualty from the agitators; though
they fred at the police leaving several of them wounded.

Incumbent Jewels Odds in Bong Senate Race

enator Jewel Howard-
Taylor of Bong
County, like most
politicians in Liberia,
is a die-hard optimist. If you
doubt this, just listen to her talk
about how she and her party, the
National Patriotic Party (NPP),
will rout other aspirants during
the forthcoming senatorial
election in the county.
But if you place her optimism
side by side with the political
realities on ground in the
county, you may not really
agree with the woman Bong
residents call the same
nickname as President Ellen
Johnson Sirleaf-they Iron
Lady.
These obviously are not the
best of times for the former frst
lady. Currently, she is receiving
the most severe battering of her
political life. With the Unity
Party (UP), determined to
unseat Howard-Taylor, many
of the senators allies have
jumped ship to align with the
opposition.
Some events of the recent
past, like the many allegations
of corruption against the
construction of the Bong
Technical College, the internal
war dogging the NPP and the
many splinter groups that
have emerged from the Bong
legislative caucus against the
senators re-election bid, have
also tainted her posturing as the
peoples politician.
It is on the strength of the
above and many more that
analysts are predicting that
the imminent senatorial
electoral war may not be an
easy one for Howard-Taylor
and the NPP. Many are even
of the outright opinion that the
former frst lady will succumb
to the menacing advance of the
opposition in the county.
Ambushed by the opposition
Howard-Taylor appears to be
in a peculiar situation. Her
political troubles are really
worrisome and she is not hiding
the fact that it will take more
than an electoral abracadabra
to return her to the Capitol
Building.
Sources close to the politician
said her greatest source of
political worry is the UP.
The senator is not bothered
by the noise being made by
the Congress for Democratic
Change (CDC) and SASAFU
in recent times. Her main
concern is about the UP.
Either of the two aspirants to
represent the partys ticket is
smart politician and has good
political strategists; so, they
can identify a real political
threat when they see one, a
close aide of the senator said
recently.
Apart from the activities of the
Salala, Sanoyea and Fuamah
(SASAFU), a group of Lower
Bong resident seeking power
shift, the senator may have
become something of a loner
in the political theatre of the
district. Her position is not an
enviable one.
Given the penchant of the
people of the region to belong
to one political camp, analysts
are saying Howard-Taylor may
have been ambushed politically
as the people of her district,
Sanoyea, may choose to follow
their kinsmen in Sanoyea, K.
James Y. Gbarbea, Jr.
The people of lower Bong
FIGHT TO HOLD ON
may decide by voting Howard-
Taylor and the NPP out. It will
not be a matter of whether she
performed or not. It will simply
be because the people want to
follow a comfortable political
pattern, Momo Tehmeh of
SASAFU, a group from lower
Bong championing a consensus
candidate in Gbarbea.
Progressivism and Howard-
Taylors fate
The sun of progressive politics
is rising in lower Bong and
there is no doubt in my mind
that the sun will soon shine
in lower Bong, Tehmeh had
said while speaking Sunday in
Gbarnga.
The people of lower Bong
have been unmistakable in
their preference for a preferred
ideology that bounds them
together politically and that as
they are coming to ascendancy,
all other tenets that are not in
tandem with our own, must
bow and be kicked out. The
progressive torrent is emerging
into Sanoyea, Fuamah and
Salala and just like the sun,
it will get to the zenith. It is
shining already in other areas
in the county, he added.
Analyzing the political
situation in the county, Tehmeh
said it is very obvious that the
people of lower Bong are tired
of not being in the mainstream
of Bong County politics.
According to the Salala-born
politician, it is clear to all in
lower Bong today that the area
is clamoring for a liberator.
The issue of regional
integration is what is dear to
citizens in lower Bong; and
they also understand that this
will be much more feasible
under one single political
umbrella. So, we have no doubt
in our mind that we are on the
right track both on the issue
of regional integration and the
fact that it is also going to be
a major campaign issue and a
major campaign for SASAFU,
he said.
But the senator believes the talk
about progressivism as being
canvassed by her opponents,
especially SASAFU, cannot
hold water. She said she can
still be a progressive and even
contribute to the economic
integration of lower Bong.
Similarity in our value system
is of paramount importance
to us. I want to tell you that
today, the NPP is redefning
progressivism, the senator
replied her critics.
NPPs losses, Jackson and
Tokpas gains
While it is comfortable for the
senator and her men to say
they are not bothered about
the activities of SASAFU,
the same cannot be said
about Ranney Jackson and
Dr. Henrique Flomo Tokpa
who, in the last few months,
have raised the stake as many
prominent politicians from the
senators camp have decamped
into their folds.
Jackson, Deputy Minister of
Operations at the Ministry of
Internal Affairs and Tokpa,
president of Cuttington
University, have successfully
pulled some of Howard-
Taylors closest associates
from within her camp.
Among them are Rep. George
Sylvester Mulbah who secured
the highest vote in Bong
County in 2011 election and
Rep. Adam Bill Corneh, who
was a close associate of the
senator. Corneh has sought to
campaign for the CU president
while Mulbah has declared his
candidature for Jackson.
To date, these individuals
are never tired of accusing
the senator of inficting the
impending political doom on
her by betraying a promise
she made to the people of the
county in 2005.
With the defection of these
individuals from the NPP,
political analysts said that
the political fortune of the
senator and currently hangs in
the balance, especially in the
county where these politicians
are regarded as grassroots
political giants and leaders.
Failed pact with CDC
Burdened by the task of
stopping the menacing CDC
in the county from felding
a candidate, the senator
allegedly sought an alliance
with the party in the county but
the resultant pact failed even
before it took off. The Bong
County chapter of the CDC
later refuted an allegation that
the party in the county was
planning to form an alliance
with the senator.
In a press statement last month
signed by the partys Chairman,
Victor Wesseh, and made
available to newsmen in the
county CDC stated that there
was no pact between it and
Howard-Taylor. The party said
rather than for the CDC to form
an alliance with the senator, it
will commit itself to wrestling
power from the incumbent
senator in the forthcoming
election in the county.
In view of the foregoing,
we feel duty bound to refute
in all entirety that it is
absolutely impossible and
comprehensively not feasible
for the CDC in the county to
have any dealing whatsoever
with a Jewel Howard-Taylor,
who is an absolutely unreliable
politician.
It would have been better for
the senator to look for ways
of curtailing the exodus of
people from the NPP to other
parties in the county rather than
looking for ways of dragging
the county chapter of the CDC
to the issue of fake alliance that
will never work.
Any party that sponsors
Senator Taylor during the
election has already failed as
her many tricks and insincerity
have fnally taken its toll on
her, the statement last month
said in parts.
With all these odds against
the former frst lady, it is left
to be seen how Senator Jewel
Howard-Taylor will make good
her promise to return to the
Capitol Building in October.

n the wake of efforts by
members of the Lofa
County Legislative Caucus
to create a new district in
Kolahun district, Lofa County,
the Hasala Youth United for
Progress has withdrawn from
further processes leading to
the creation of the proposed
Wanhasa district.
Addressing a news conference
on Monday, July 7, 2014, the
spokesperson of the group
Morris Saryon told journalists
in Monrovia that unless extreme
caution is exercised, the creation
of the new district is gradually
doom for their people who
have been peaceful and bonded
together in love and harmony for
a very long time.
Said Saryon: We would therefore
appreciate were you to ensure
that the process of legislation for
the creation of the new district
is paused until pertinent issues
with time bond potentials are
resolved.
Listing several reasons why the
group is disengaging, Saryon,
noted that the original crafters
of the idea for the creation of
the district in both Hasala and
Wanwoma clans unanimously
agreed that the new District shall
be called Hassawoma district but
that was changed to Wanhasa
Distrct by few individuals.
Continued Saryon: We believe
that it was with sincerity that
the citizens of Wanwoma clan
requested Hassala Clan to identify
a town to serve as headquarters
of the proposed district. The
process of identifcation was
tedious and hectic; however,
Hassala identifed a town to
serve as headquarters prior to
the presentation of the petition to
the National Legislature, but this
was ignored. A larger portion of
Bolahun town, Wanwoma Clan
that is mentioned in the petition
as headquarters of the proposed
district headquarters is owned by
the Episcopal Church of Liberia
which makes it inconvenient for
Bolahun to serve as headquarters
of the proposed district.
According to Saryon they
have been acknowledged that
the Chairman of Hassawoma
committee (now Wanhasa in
Lofa County has passed a law
banning anyone from asking
about the district headquarters or
risk paying a fne of LD$ 500.

he Plenary of the Liberian senate has unanimously
voted in favor of a recommendation from the Health
Committee for an amount of one million and fve
hundred thousand United States dollars to be allotted
to the Health Ministry to help fght the deadly Ebola disease.
The Senate Heath Committee chaired by Senator Peter
Coleman (CDC-Grand Kru County) said reports gathered from
authorities of the Health Ministry indicate that the spread of
the Ebola disease is alarming and there is a need for fnancial
commitment by government to help tackle the situation.
He said up to present there are close to 89 persons including
health workers who have died from the disease with several
suspected cases with only 6 survivals.
Making a presentation during the Senate Thursdays session
the Grand Kru County lawmaker said, there is a need for the
senate to act quickly by allotting money in the amount of one
Million and fve hundred thousand United States dollars to the
health Ministry.
Senator Alphonso Gaye (Unity Party-Grand Gedeh County)
co-chair on the Health committee also recommended that the
legislature use the budget law that calls for 1/12 of the budget
to be used in the case the budget for a fscal year has not been
passed by the Legislature and signed by the President.
He said, 1.5 Million United States dollars is 5% of US$40
Million constituting 1/12 of the 2014/2015 budget in the tune
of fve hundred Million United States dollars.
After several minutes of debate the lawmakers voted
unanimously for a motion calling for the leadership of the
senate to engage the leadership of the House of Representatives
to quickly act on the allocation of the money to be provided
and on time.
Independence funds for Ebola
In a related development Representative Edwin Snowe (INDP-
District#6 Montserrado County) has written the plenary of the
House of Representatives calling for funds intended to be used
for the Independence Day celebration to be transferred to the
Health Ministry to help fght Ebola.
The Montserrado County Lawmaker communication formed
part of the agenda for Tuesday for the House of Representatives
but was never read on the foor for deliberation as a result
of issues relative to the alleged fogging of Representative
Prince Tokpah of Nimba County by offcers of the Emergency
Response Unit (ERU) during the violent protest actions by
some locals on the Mittal Steel concession area.

REPORTING LIBERIAS OIL INDUSTRY
Thomson Reuters Foundation, the charitable organisation of Thomson
Reuters, is working with New Narratives, a non-governmental organisation
that has been driving improvements in Liberias media sector for 4 years,
to run a project that supports Liberian journalists and news organisations
to cover the countrys oil industry.
The project will run from 2014-16 and will feature training, mentoring
and capacity building for Liberian journalists and news organisations.
The project will focus on a range of oil sector issues including contracts,
the management of revenues, the implications for Liberias economy, and
the environmental impact of the industry. It will encourage journalism that
relates these issues to the lives of citizens through engaging storytelling.
The project in Liberia is part of a larger programme taking place across
Africa, which aims to support journalists and media organisations to cover
fnancial and extractives issues which are central to development.
Oil reporting scheme call for applications
Journalists working in Liberia are invited to apply to the oil reporting
scheme being run by Thomson Reuters Foundation and New Narratives.
The scheme will involve a series of training courses over approximately
two years, combined with ongoing mentoring and opportunities to produce
stories and investigations.
Journalists taking part in the scheme will learn how to produce accurate,
impartial and independent coverage of the oil sector in Liberia. The
ultimate aim will be for journalists to report to the internationally
recognised standards of Reuters.
The scheme is a major commitment but it will also be a rewarding one.
We are looking for journalists who:
- Report for a national media outlet in Liberia print, online, radio
or television journalists are eligible
- Have at least 2 years of professional experience as a journalist
- Have experience of, or can demonstrate a genuine interest in,
business and fnancial journalism
- Are motivated to cover the oil industry and how it relates to other
aspects of life in Liberia
Please note: journalists taking part in the programme must report the
oil industry in an independent manner and must not take payment from
any sources in the course of their reporting. The project will not tolerate
the acceptance of such payment. Participants will be required to sign an
agreement to this effect.
Funding will be available within the project to help journalists cover
stories on the oil industry.

fnancial reporting and why you want to take part in this scheme, as well
as a CV and two writing samples to contact@newnarratives.org.

The real property tax covers the period from
January 1 to and including December 31 of each year
and shall become due on July 1st of the year in which
it is levied. It may be paid without the imposition of
interest or penalty at any time prior thereto from January
1.
INTEREST at market, in accordance with Section
11 shall be charged thereon if the tax is not paid on or
before July 1st of the year in which it is levied.
If it is not paid on or before July 31st of the
year in which it is levied, the Minister now (LRA
Commissioner General), in addition, shall assess and
add to the amount due, or to any underpayment thereof,
an ADMINISTRATIVE PENALTY of 5 percent per
month for each month or part of a month elapsing after
July 31st that it remains unpaid, but not to exceed 25
percent in total.

he Authorities of the Ministry
of Finance and Development
Planning (MFDP)have read,
with dismay, a quote in the
Inquirer Newspaper Monday, July 7th
edition attributed to former Public Works
Minister Kof Woods terming as sinister
motive in the making the merger of the
Ministries and Planning and Finance
taking place without an audit.
The Ministry would like to state on the
records, that it has since May 30, 2014
formally requested the General Auditing
Commission to conduct a fnancial
and system audit for the fscal years
2011/2012, 2012/2013 and 2013/2014 of
both the defunct Ministry of Finance and
the Ministry of Planning and Economic
Affairs.
In his letter, Minister Konneh explained
that the audit was geared towards closing
the fnancial books of both ministries,
which as mandated by law will become
the Ministry of Finance and Development
Planning (MFDP) as mandated by law.
If only Minister Woods had done some due
diligence and taken the time to ascertain
the facts relative to the transition, he
would have known that both Ministries
of Planning and Economic Affairs and
Finance are in the process of being audited
by the GAC.
To date, all modalities have been completed
and the entrance conference for the audit is
set for Thursday, 10 July 2014.
The Authorities of the Ministry of Finance
want to re-assure the Liberian public that
it remains a champion of transparency
and accountability and will do everything
to continue to ensure that the Public
Financial Management Law is jealously
implemented.
The Authorities also urges all government
offcials, both current and former, to
subject themselves to audits and desist
from referring to them as a witch-hunt
to buy public sympathy whenever the
Government attempts to understand
how they spent public money they were
entrusted to manage.

Deputy Police Boss to prove
the charges levied against him

strides and on-going
reforms made by
the Government
of Liberia Access to Justice
remains a challenged for
ordinary Liberians. Access to
justice, if not the key is a very
important element of Democracy
and rule of law in all nations of
the world.
The Ministry wants the tri-unity
of the three (Executive, Judiciary
& Legislative) branches that
cumulates into Liberias
Republican form of Government
do all it can to enhance access
to justice for ordinary citizens.
This is critical to the sustenance
of peace & security, as well as,
the maturity of Liberias young
democracy now and into the
future.
The Government of Liberia
(GOL) through the Ministry of
Justice is currently piloting a
three-year Alternative Dispute
Resolution (ADR) Program. The
pilot program of the ADR is been
supported by the World Bank
The program according to
authorities at the MOJ is designed
to institutionalize, formalize and
main stream ADR in the Liberian
Justice System. A Desk review
and a Scoping Study conducted
by the MOJ/ADR international
consultant, indicates that ADR
is one available way to enhance
access to justice in Liberia and
resolve conficts in a speedy and
transparent way.
The Ministry says fndings
gathered from the research
point to a number of conficts
in Liberia that discussants and
interviewees want to see resolved
through ADR mechanisms;
Family disputes, Concessions
and Community Dwellers, Land
Conficts, Juveniles, just to name
a few.
The MOJ further say the
ADR program has conducted
several stakeholders meetings
and forums as well as made
presentation of its scoping study
report to key actors and groups in
the justice sector in Montserrado
(Monrovia), Nimba, Bong and
Lofa Counties.
The MOJ/ADR program is
currently carrying out massive
outreach activities and key
stakeholders engagements
with the Judiciary, Committee
on Judiciary at the National
Legislature, Land Commission,
Liberia National Bar Association,
Ministry of Internal Affairs and
others.
The outreach and stakeholders
engagements is part of a process
leading to the holding of a
Design shop where the legal
and procedural framework for
implementation of the pilot will
be developed.
The MOJ/ ADR program is
expected to set up pilot sites in
four Counties: Montserrado,
Nimba, Bong and Lofa Counties.
Following his arrest journalist
Williams was held into police
custody for three days and later
arraigned before the Monrovia
City Court at the Temple of
Justice where he was formally
charged with simple assault
and disorderly conduct in
violation of 17.3 of the Penal
Law of Liberia but later freed
on bail.
The case against Journalist
Williams was scheduled by the
court to be heard on Tuesday,
July 8, 2014 but failed to
proceed due to the absence of
the complaint, Deputy Police
Director Abraham Kromah.
Journalist Octavin Williams is
the second media practitioner
to be dragged to the Monrovia
City Court this year by a high
profle security personnel over
alleged bitter verbal exchanges.
In March of this year a radio
talk show host and political
commentator Henry Coasta
was charged with terroristic
threat after he held a bitter
exchange with the Director Of
the National Security Agency
(NSA) Fumba Sirleaf.
Coasta was arrested and
arraigned before the Monrovia
City Court but denied bail by
the then Presiding Magistrate
Nelson Chineh and ordered
detained at the famous
Monrovia Central Prison where
he remained detained until
his lawyer could fle a court
appearance bond but effort by
the court to have Coasta tried is
yet to take place since March.

signed a land-mark Memorandum
of Understanding (MOU) under
which the two institutions of
higher learning have identifed
mutually benefcial objectives
in cooperating in the delivery of
instructional services.
According to a dispatch from
the Liberian Embassy in
Washington, D.C., the MOU
was signed on June 30, 2014, at
an impressive and well-attended
ceremony held at Morgan State
University in Baltimore, MD.
Dr. Elizabeth Davis-Russell,
President of the W.V.S. Tubman
University, signed on behalf of
her institution, while Dr. David
Wilson, President of Morgan
State University, signed on
behalf of Morgan State.
The benefts of the MOU include
but not limited to enhancing
the preparation of a diverse
and internationally competent
workforce; developing
undergraduate and graduate
curricula that include theory and
research on international topics
relevant to Tubman University
and Morgan State University.
Other benefts under the MOU
include expanding professional
developments and continuing
education opportunities and
professional programs offered
by the two universities. These
include but are not limited to
Architecture and Planning,
Business Administration,
Education, and Engineering.
The MOU also includes
advancing new online and
distance education instructional
modalities appropriate for
international students and cross
border studies.
According to the MOU,
the mutual interest of both
universities in collaborating

In remarks before the signing
of the MOU, both Dr. Davis-
Russell of Tubman University
and Dr. Wilson of Morgan
State University affrmed their
commitment to ensuring that
the terms of the MOU are fully
implemented for the benefts
of the two institutions and
countries.
Dr. Davis-Russell gave a brief
history of Tubman University,
established following the end
of Liberias 14-year devastating
civil war, which disrupted the
educational process of the
young population during that
period.Despite the tremendous
challenges, she added, Tubman
University is endeavoring to
carry out its mission to provide
quality educational experiences
that transform lives of individuals
for worthy service.
For his part, Dr. Wilson said
Morgan State University looks
forward to full engagement with
Tubman University in carrying
out programs that would be
mutually benefcial.
Also speaking at the ceremony,
the Secretary of State for the
State of Maryland, Honorable
John P. McDonough, who
is a staunch supporter of the
Maryland Liberia Sister State
relationship, noted that the
State of Maryland will continue
to explore avenues to further
concretize the relationship
between the State of Maryland
and Liberia.

Universities in the U.S. - Morgan

involvement of architecture
students from those three
universities in preparing an

Tubman University E-brary and
Learning Center.
Called the Harriet Tubman
Centennial Architectural Design
Challenge, architectural students
from the three universities were
engaged in a design challenge
with each proposing a design for
the E-brary and Learning Center.
For a fnal design, nine
Tubman University & Morgan State Sign Historic MOU
architectural students from
the three universities recently
traveled to Maryland County,
Liberia for a frst-hand
experience. The fnal design
of the E-brary was announced
following presentation of three
designs at a ceremony held at
Howard University on June 27,
2014.
The W.V. S. Tubman E-brary is
designed as a state of the art and
futuristic project, which will be
a regular library and learning
center with electronic books that
will enable students, faculty,
and researchers to have access
to books and other academic
materials globally through the
Internet.
The E-brary project is being
driven by the W.V.S. Tubman
University Foundation, and the
Marylanders for Progress (MFP),
a philanthropic organizations
of Marylanders in the U.S.
contributing to the progress of
Maryland County and Liberia as
a whole. Mr. Gerald F.B. Cooper,
member of the board of the
Tubman University Foundation
and the MFP, is the Chair of the
W.V. S. Tubman E-brary project.
The W.V.S. Tubman Foundation
and MFP, together with the
Maryland Liberia Sister State
Committee, have been actively
contributing to the progress in
Maryland and Bong Counties in
Liberia.
Among those at the signing of

GENEVA (Reuters) - Fifty new cases of Ebola and 25 deaths have
been reported in Sierra Leone, Liberia and Guinea since July 3, as
the deadly virus continues to spread in families, the World Health
Organization (WHO) said on Tuesday.
In a statement, the United Nations agency said that the latest
fgures from health ministries in the three countries showed a total
of 844 cases including 518 deaths in the epidemic that began in
February.
Guinea's ministry reported two deaths since July 3, but no new
cases in the past week, the WHO said, calling the situation in the
affected region of West Africa a "mixed picture".
Sierra Leone accounted for 34 of the new cases and 14 deaths,
while Liberia reported 16 new cases and 9 deaths, it said, adding:
"These numbers indicate that active viral transmission continues
in the community."
WHO spokeswoman Fadela Chaib, speaking to a Geneva news
briefng earlier on Tuesday, said: "This means that the two main
modes of transmission are home care, people who care for their
relative at home, and during funerals, are still ongoing.
"If we don't stop the transmission in the several hotspots in the
three countries we will not be able to say that we control the
outbreak," she said.
West African countries and international health organisations
adopted a fresh strategy last Thursday to fght the world's deadliest
Ebola epidemic to date. Measures include better surveillance to
detect the virus and enhancing cross-border cooperation.

ome 301 people were newly infected with HIV in Minnesota in 2013, a 4 percent drop
compared to 314 a year earlier, but a worrying trend persists among the Liberian immigrant
community, according to a recent report released by Minnesota Department of Health
(MDH).
"Although we saw a slight decrease in the overall HIV case reports, there are certainly some increases
occurring among our communities of color and men who have sex with men that concern us," said
Dr. Ed Ehlinger, Minnesota Commissioner of Health.
MDH says that 14 persons from Liberia were diagnosed with HIV last year, making Liberians the
immigrant group with the highest new HIV diagnoses in Minnesota.
Currently, there are reportedly 146 Liberians living with HIV/AIDS in the state. Of that number,
33 were known to have been HIV positive when they arrived, the MDH surveillance report shows.
Since 2010 we no longer get information regarding HIV status at arrival from immigration because
the travel ban on HIV positive people was lifted, said Jessica Brehmer, MDH Epidemiologist. We
also may not know if someone was positive upon arrival if they frst arrived in another state and then
moved to Minnesota. So that number may be an underestimation of who was positive upon arrival.
The majority of the HIV positive Liberians, 107, live in the northwest of the Twin Cities metro, 34
live in the cities of Minneapolis or St. Paul and the remaining 5 live in greater Minnesota.
Age Distribution:
Health experts say the increase is closely linked to the inability of infected Liberians to seek treatment,
lack of testing and prevention measures for those at high risk of contracting the disease.
I have spoken to a few HIV positive Liberian women that have Liberian sexual partners (husbands,
boyfriends) who refuse to be tested for HIV. I have also had HIV positive Liberian women who are
reluctant to access health care, said Cathy Stephens, a disease investigator at MDH.
But, many local Liberian leaders, including pastors interviewed for this story blamed lack of
information tailored to their community, alongside lower awareness of HIV/AIDS through media
coverage as a whole. They added cultural barriers and lack of outreach services have sent HIV rates
among Liberian immigrants soaring. With a population of more than 30,000 and growing, Liberians
in Minnesota are arguably the largest in the Diaspora, but with poor community leadership have
struggle to contain rising HIV infections and other sexually transmitted diseases like syphilis and
chlamydia.
"The stigma of being HIV positive in the Liberian community is the driving force behind the
reluctance to getting tested," said Dr. Alfredmy Chessor-Samukai, a former physician at Park Nicollet
Clinic in Brooklyn Center, Minnesota who now runs the Family Health Center in Paynesville, just
outside of Monrovia.
"Additionally, a lot of Liberians continue to remain in denial about the existence of HIV. I've dealt with

status. And, there are no laws
to encourage mandatory
reporting so these partners
can be informed on treatments
themselves," Chessor-Samukai
said.
Health experts noted that HIV
infection can be prevented.
One of the best ways to
prevent the spread of HIV is
for those living with HIV to
be in treatment for it. "People
in treatment can signifcantly
reduce the risk of transmitting
HIV to their sexual partners,"
said Ehlinger. "Getting tested
for HIV is the best place to start
if you are sexually active."
Other prevention strategies
include practicing safer sex,
including using condoms and
limiting the number of sexual
partner. Annual HIV screening
is recommended for those at
risk who have had unprotected
sex, a new sexual partner, or
shared needles or equipment to
inject drugs.
MDH offcials expressed
concern that recent increases
in the rates of other sexually
transmitted infections (STIs)
could have negative impact
on HIV rates. Chlamydia,
gonorrhea and syphilis all
increased in 2013, reports
MDH. "Some of these STIs
can increase HIV transmission
or the likelihood of getting
infected by 2 to 5 times," said
Ehlinger.
To help curb the epidemic,
MDH says it funds 21
community-based programs
and the Offce of Minority and
Multicultural Health funds 6
additional programs for HIV
prevention and/or testing work.

iberia is richly endowed
with abundant
resources, water,
tropical rainforest
and a climatic condition that
is favorable to agricultural
activities. The country is blessed
with some of the fnest, natural
and most beautiful landscape
and living organisms the world
has ever known. The stunning
beaches, amazing creatures,
fascinating inland water ways,
admiring marshlands with
mangroves, charming plateaus
and mountains full of all sorts of
mineral resources that continue
to attract many tourists and
investors from all walks of life.
Amidst the gleaming nature,
Liberia is engulfed with
numerous challenges which
cannot be met easily or within a
short span of time or with foreign
aids or dependency only on the
government. The challenges can
gradually be overcome through
the collective efforts of all
citizens working together for the
common good to reduce poverty
and human suffering as well as
ensuring equitable distribution
of the nations resources.
It is here and now that I through
the Youth Exploring Solutions,
a passionate, voluntary and
accredited grassroots youth-led
development organization takes
such pride in presenting realistic
plans to set a new and brave
course for Liberia in the 21st
Century.
In August 2013, I traveled to the
United States of America through
a very competitive process
involving over 2400 applicants
from selected countries around
the world to participate in
the Community Solutions
Program (CSP)a four month
professional development
program for the worlds best
and brightest community
leaders. The fellowship stems
from the Bureau of Educational
and Cultural Affairs of the
U.S. Department of State and
implemented by the International
Research & Exchanges Board.
While in the United States, I was
privileged to work alongside
IDEAS For Us, an international
nonproft and accredited NGO of
the United Nations. The acronym
IDEAS stands for Intellectual
Decisions on Environmental
Awareness Solutions that helps
nurture the youth leaders to
drive environmental awareness
through youth-led action
projects. IDEAS like Youth
Exploring Solutions is primarily
a self-supported organization
that operate out of blood, tear,
and sweat by young professional
with enthusiasm to make the
world a better place.
Working alongside creative and
innovative young Americans
in Central Florida, I developed
a follow-on project titled:
Building a Sustainable Liberia
modeled after IDEAS For Us fve
pillar of sustainability. Launched
on 14th February 2014 by U. S.
Ambassador Deborah R. Malac,
the ultimate goal of the project is
to establish an environmentally
aware culture in Liberia
through research, education,
and action utilizing a youth-led
sustainability movement. The
project is the beginning of a plan
to change the future of Liberia
to be one ripe with opportunity,

Through the project, Youth
Exploring Solutions have signed
Memorandum of Understanding
and established Environmental
Clubs in 6 schools, namely:
Messiah Mission Institute, Kalita
High School, Grace International
School, St. Matthew Lutheran,
Morris Farm Public School, and
Kingley Lington School. All
of the schools are situated in
Montserrado County, where the
project is being piloted. We are
creating opportunities for young
people of all ages to be educated,
engaged, and empowered to take
action on sustainability issues.
Together, we are creating an
ecosystem of innovation in the
areas of energy, water, food,
waste, and ecology.
Utilizing volunteers of all ages
and gender, we have hosted
inter-generation and community
based Energy Access Talks
(EAT), where women and girls
are trained about the clean
cooking in order to reduce the
effect of carbon dioxide and
carbon monoxide on the health
of people cooking with charcoal
or wood as well as enlightening
young people to venture into
various disciplines of renewable
and clean energy, which have
got a lot of potential to create
new jobs and alleviate the
diffculties in obtaining access
to reliable and affordable power
supply for all citizens. We have
created volunteer groups of
Water Defenders, who continue
to advocate for access to clean
water supply and designing a
number of strategies to capture
rainwater, discouraging the
construction of septic tanks
around sources of water supply
and reducing misuse and abuse
of water.
Furthermore, we have planted
edible gardens with the assurance
to foster food security and
increase the number of students
involve with organic farming
while promoting environmental
sustainability, healthy food
choices, and creating a new
breed of agriculturalist to replace
the already aging farmers.
We have increased biodiversity
through environmental
reforestation and restoration
efforts. As a result of partnership
with Plant-for-the-Planet, a
global childrens initiative based
in Germany that empowers
children with the needed skills
and opportunities to become
Climate justice Ambassadors
so as to educate their friends
and families about the vision to
plant trees and combat climate
change and global warning;
we organized Liberias frst
Plant-for-the-Planet Academy.
We have already trained 160
students between the ages of 5
to 16 to become Climate Justice
Ambassadors. As a matter of
fact, plans are on the way to
organize Plant-for-the-Planet
Academy across the 15 political
subdivisions of Liberia, where
1 million trees will be planted
over the next few years. All the
more so, we have planted 300
trees through self-sponsored
initiatives. In the coming
months, we intend to begin
our environmental restoration
project designed to refurbish
urban coastline with native plants
that once existed there, so as to
combat sea erosion. A team of
volunteers are also scrutinizing
various methods to employ for
mangrove reforestation and
safeguarding marshland plants
to lessen erosion and food that
continue to engulf the nations
capital, Monrovia.
As part of the project, we have
also included availability and
usage of trash bins; the effect of
carbon footprints; strategies to
infuence environmental policies;
safety tips; trees planting; and
creating awareness about World
Earth Day, World Environment
Day, and International Day of the
Forests and Trees. In addition,
we have designed the project to
incorporate far-fung campaign
to deal with safe drinking water,
clean toilet, and washing hands
as well as facilitate feld trips to
local wetlands, nature reserves
and waste disposal sites so as
to serve as an eye-opener for
students to understand the world
they live in.
Due to the inclusive,
collaborative, and perceptive
nature of the project as well
as its potential impact, the
U.S. Department of State
funded Community Solutions
Program administered by IREX
selected Building a Sustainable
Liberia project through a very
competitive process to be
ranked top 5 among 35 follow-
on projects worldwide to beneft
from Partnering for Stronger
Communities Grants Program.
As a result of the grant, Clayton
Louis Ferrara, Executive
Director of IDEAS For US
travelled to Liberia for fourteen
days alongside the International
Director of IDEAS For Us,
Christopher Stamper, who
was inspired to underwrite his
own travel expend. The trip
marked Clayton and Christ
frst time in Africa, particularly
Liberia. They stayed in my
house, dressed as Liberians,
ate traditional Liberian food,
walked around Monrovia and
other parts of the country for
hours as well as listen, learn and
share experiences with Liberians
of all ages and gender. They
involved, informed and inspired
Liberians, most especially young
people to believe in themselves
and take positive action that
would engender changes in
their communities and country
through their own imagination,
creativity, culture and national
pride.
Clayton single-handed
volunteered to purchase 40
coconut trees and funded a
two-day Youth Leadership
Conference that brought together
over 60 students from 6 high
schools in Paynesville City.
The coconut trees were planted
on campuses that the project
is being piloted. Clayton who
is a Chilean-born American
naturalist, poet, educator, and
popular writer conducted lots of
speaking engagements, lectures,
radio interviews, television talk
show appearances and action
projects.
Both Clayton and Chris travelled
to many towns in Bomi and
Gbarpolu counties, where they
held discussion with some local
offcials about the intent of their
visit, spoke with youth groups,
women associations, children
soccer teams, and donated soccer
balls to kids. In Bopolu City,
they met with over 100 students
who attend the only free vacation
school in Liberias newest
county, Gbarpolu established
by Representative Alfred G.
Koiwood to provide computer
and driving training. They
hosted Energy Access Talk with
group of women, participated
in focus group discussion with
youth leaders, visit 5 towns
and walked for hours to reach a
waterfall.
Clayton also visited Margibi,
Bong, and Lofa Counties. In
Margibi, he traveled around
Firestone Plantation Company
and held an interactive
discussion with local residents
and then participated in series
of acquaintance meetings
with various stakeholders. He
toured Gbarnga City and met
with business institutions as
well as cross section of young
people who expressed their
dream and aspiration for quality
and affordable education for
all, healthcare, and improved
opportunities in all aspects.
He also toured Zolowo Town
in Lofa County, where he met
local offcial, drank traditional
Liberian palm wine and spoke
with a group of young people on
a dirt foor with thatched roof.
Clayton and Chris visit may
have been shortened with very
busy schedules, but their impact
remain tremendous in the lives of
people who interacted with them
and those who listened and read
about their work. Many people
and organizations have decided
to join the movement in building
a sustainable Liberia. One of
the most fascinating moments
was a lady in her mid 70s who
reach out her hands in a taxicab
at ELWA junction and requested
my business card. I was
inspired this morning listening to
you guys on the radio, so I want
to volunteer she said.
Another memorable event
occurred when a student from
Stella Maries Polytechnic
walking on Ashmun Street
alongside the United Methodist
University and got inspired
by Claytons speech at the
launch of a Small Business
Grant competition organized
by the Management Student
Association. Without invitation,
this young Liberian decided
to witness and even posted
question to Clayton. He said:
I am overwhelmed by such
message from a young American
encouraging Liberians to believe
in themselves and not to look
elsewhere for solutions and
hands-out. This young student
from Stella Maries Polytechnic
lives in Caldwell and has begun
his own community based
organization helping young
people to aspire for greatness
and achieve their full potential.
In fact, Clayton and I spoke held
a town hall meeting with group
of volunteers he had mobilized
and motivated. Besides, in
Bopolu City a student from the
vacation school said to us: No
one has told us to believe in
ourselves and that we have got
all it takes to build a sustainable
Liberia; every so often, people
tell us, you guys are poor and
need help, but your message has
transformed my life.
The testimony is not only unique
to the lady in the taxicab and
the two young gentlemen. It
encompasses many others
who believe that Liberia will
rise from the doldrums of
underdevelopment to a more
prosperous nation. Building
a sustainable Liberia project
provides a priceless platform for
us to come together and share
stories of our successes and
failures in striving for a more
sustainable future. The project
drives environmental solutions
and sustainable development
by providing inter-generational
platform to foster global
partnership for people of all ages
in sustainable learning activities
to create positive sustainable
change.
The future leaders of Liberia
will be the young men and
women who decide to become
change agents for building a
sustainable future right here and
now. No one can live without
clean air, clean water, and a
sustainable country, so Youth
Exploring Solutions believes
that the greatest opportunities
of tomorrow will come from
solving the energy, water, food,
waste, and ecology issues.
We strongly believe that an
education in sustainability will
lead to the innovation needed
to bring Liberia and Africa into
the 21st Century, free from
fossil fuels and environmental
destruction. The New Liberia
will be a sustainable Liberia,
because without sustainability
and nature, there can be no
human rights.

discovered in the Kurdistan
region of northern Iraq.
The discoveries date back over
2,500 years to the Iron Age,

is now northern Iraq.
"I didn't do excavation, just
archaeological soundings
the villagers uncovered these
materials accidentally," said

bases were found in a single

in the east African nations,
police said Tuesday, the latest
in a series of bombings and
gun battles scaring off foreign
visitors.
While the attacks -- including
a restaurant bomb blast that
wounded eight in Tanzania
and a gun battle at a wildlife
conservation centre in Kenya
-- are not reported to be
connected, they threaten to
badly dent the countries'
crucial tourism industry.
Eight people were wounded
late Monday when unknown
attackers hurled a bomb
through the window of a
restaurant popular with
foreigners and wealthy locals
in the north Tanzanian town of
Arusha.
"It was an improvised explosive
device thrown through a
window," top Tanzanian police
offcer Issaya Mngulu told
AFP.
The foor of the upmarket
Indian restaurant in the centre
of Arusha was covered in
blood, with overturned chairs
amid broken glass, an AFP
reporter said.
Visitors come to Arusha before
travelling on to the snowcapped
peak of Mount Kilimanjaro,

park, famed for its spectacular

In Kenya, gunmen stormed
conservation offces on the
coast near the tourist island
of Lamu, battling with police
before setting fre to buildings
and vehicles and escaping,
following a series of massacres

was also shooting between
the attackers and police at the
base," said government offcial

threatens to become a long-term
offensive against Islamist group

After the worst outbreak of
violence along the Gaza frontier
since an eight-day war in 2012,
the Israeli military said a ground
invasion of the enclave was
possible, though not imminent,
and urged citizens within a
range of 40 km (24 miles) of the
coastal territory to stay close to
bomb shelters.

"We are preparing for a battle
against Hamas which will not
end within a few days," Defence
Minister Moshe Yaalon said in a
statement. "We will not tolerate
missiles being fred at Israeli
towns and we are prepared to
extend the operations with all
means at our disposal in order to
keep hitting Hamas."
The Israeli military said it
targeted about 90 sites in aerial
and naval assaults overnight and
resumed air strikes on Tuesday.
The attacks killed at least
six people in a house, the
Palestinian Interior Ministry
said. Four others died in a car
struck in Gaza City, medical
offcials said, one of whom a
pro-Hamas website identifed
as Mohammed Shaaban, a
commander in the movement's
armed wing.
There were no reports of deaths
from rockets fred out of Gaza.
A source in Prime Minister
Benjamin Netanyahu's offce
quoted the Israeli leader as
saying: "The IDF (Israel
Defense Forces) must be ready
to go all the way. All options are
on the table, including a ground
invasion."
The Israeli military said it had
received provisional government
approval to call up as many as
40,000 reserve soldiers, but had
not done so yet. Some 1,500
other reservists have already
been mobilised.
Violence fared on the Israel-
Gaza border last month after
Israel arrested hundreds of
Hamas activists in the occupied
West Bank following the
disappearance there of three
Israeli youths on June 12.

spate of recent violence.

already provoked scores of
cancellations for the tourist

employer for the country -- at
one of its traditionally busiest
times of the year.
In a further blow to the sector,
a Russian tourist was murdered
on Saturday in Kenya's port
city of Mombasa while touring
Fort Jesus -- a 16th century
Portuguese-built fort and a
UNESCO World Heritage
Site -- in what police said was
"normal thuggery".
Tanzanian police said they
had arrested two Tanzanian
nationals were arrested
following the attack in Arusha,
but said they did not believe
Shebab extremists were to
blame.
"We do not know who the
attackers are, but we do not
suspect any involvement with
Al-Shebab," Mngulu said.
On July 3, two people were
wounded when an improvised
bomb was hurled into the home
of leading Muslim cleric in
Arusha, Mngulu said.
In a separate attack in Kenya's
restive northeastern Wajir
region also late Monday, some
450 kilometres (240 miles)
north of Lamu, gunmen hurled
a grenade into a restaurant
before spraying diners with
bullets, killing one and
wounding several others.
The remote rural region is one
of Kenya's most volatile areas,
awash with guns and armed
bandits, and while the Shebab
have also carried out attacks
there, local revenge killings
between rival clans are also

annihiliated hosts Brazil 7-1 in
their semi-fnal clash in Belo
Horizonte on Tuesday.
Shorn of injured playmaker
Neymar, who suffered a
fractured vertebra in the
quarter-fnal against Colombia,
and suspended captain Thiago
Silva, Brazil were torn apart by
a ruthless Germany at Estadio
Mineirao.
Miroslav Klose became the
leading scorer in World Cup
fnals history as Joachim Low's
side scored four goals in the
space of six frst-half minutes
and led 5-0 after only 29
minutes, then struck twice in
the second half to set up a fnal
against either Netherlands or
Argentina at the Maracana on
Sunday.

Oscar pulled back a late goal
on the break, but it was no
consolation on a miserable
night for Brazil.
Germany were a class apart
and Brazil fans sportingly
applauded as they became the
frst team to score seven goals
in a World Cup semi-fnal and
will take some beating as they
attempt to win the trophy for the
frst time since 1990, while the
inquest will now start for the
home nation.The hosts started
brightly against Colombia in
the quarter-fnals, but looked
nervous early on and Germany
took full advantage when
Muller put them in front just
11 minutes in courtesy of some
dreadful defending.
It was all too straightforward
for the Bayern Munich
forward, who side-footed home
after being left unmarked from
an outswinging Kroos corner.
Brazil looked disjointed as
they gave the ball away far
too easily, while Germany
were playing with a swagger
and doubled their lead with a
landmark Klose goal after 23
minutes.
Muller was involved once
again, as he cut in from the
right and laid the ball off for
Klose after being picked out
by an incisive Kroos pass. The
veteran striker slotted into the
corner with his right foot after
Julio Cesar had kept out his
initial attempt.
Luiz Felipe Scolari's men were
stunned, but far worse was to
come as Germany capitalised
on more shambolic defending
to score another three goals in
the space of fve minutes.
First, Kroos was on hand to fre
home with his left foot from 18
yards after Muller had failed
to make contact with a Philipp
Lahm pass, then the midfelder
struck again almost straight
from the kick-off as Brazil fell
apart.
The Bayern Munich man
robbed Fernandinho as he
dithered in possession and laid
the ball off for Khedira, who
unselfshly cut it back for his
fellow midfelder to net.
And the outstanding Khedira
got in on the act by adding
a ffth with only 29 minutes
gone, driving forward and
passing to Mesut Ozil and then
fnishing with his right foot
after the Arsenal midfelder cut
the ball back to him inside the
penalty area.
Scolari replaced Fernandinho
and Hulk with Paulinho and
Ramires at half-time and both
substitutes were in the thick of
the action early in the second
half as they brought saves out
of Manuel Neuer.
But normal service was
resumed as Germany showed
no mercy and Cesar produced
a fne save to tip over Muller's
goal-bound striker on the hour
mark.
Cesar could do nothing to deny
substitute Schurrle a sixth goal
69 minutes in, though, and
once again it was all too easy as
Lahm fed Khedira, who in turn
picked out the Chelsea forward
and he made no mistake with a
simple fnish.
And Schurrle put Germany in
seventh heaven with a clinical
left-foot fnish at the near
post 11 minutes from time
that prompted Brazil fans to
sportingly applaud despite
their heartbreak.
Oscar pulled a goal back when
he cut inside Jerome Boateng
and fnished a minute from
time, but the damage had long
since been done.
