20l3 was another eventful year for food safety in
lurope. lt saw the horsemeat scandal which shook
consumercondenceandtrustinthefoodsoldbysuper
markets. As events unfolded, it was clear from the start,
that the horsemeat scandal was not a food safety issue
butratheranissueoffoodfraud.Consumershadbeen
misledbyproductsbeinglabelledascontainingbeef
whichwereinfactsubstitutedwithacheaperoption.lo
health risks were found with the adulterated products.
JheCommissionchosetousetheRapidAlertSystemfor
lood and leed to uncover the scale of this food fraud,
eventhoughithadbeendesignedtorapidlyexchange
informationonhealthrisks,Jheinvestigationrevealed
thattheadulterationboileddowntoafewdishonest
operatorslookingtoincreasetheirprotmarginillegally.
Aspartitsactionplan,theCommissiondecidedtoset
up a dedicated food fraud alert system, which is already
upandrunning.
Reinforcinglurope'sabilitytoghtfoodfraudwill
helpstrengthenourfoodsafetysystems.Although
luropeansareprotectedbysomeofthehighestfood
safety standards in the world, constant vigilance
remainsmandatory.lewandemergingchallenges
needtobeaddressed.Jonamebuttwo,describedin
this report. sales of food supplements on the inter
net,whichseektoescapethevigilanteyeofocial
inspectionservicesandfoodbornediseaseoutbreaks
or food contamination with previously unknown or
uncommonpathogens.
Amidstthesenewchallenges,theRASllcelebratesits
35thbirthdaythisyear.Jogetherwithlucountries,the
Commissioniscontinuouslyrethinkingitsprocesses,
linkingitwithothercentresofexcellenceandshaping
the RASll for the future. Jhe future is now and much
ofithappeningonline.lorthisreason,theCommis
sionhasdevelopedaninnovativeonlinetoolproviding
hyperlinks to useful information on product recalls and
warningsforthegeneralpublic,publishedbythefood
safetyauthoritiesorbusinessoperatorsinlucountries
onfoodsnotiedtotheRASll|ustintimetomarkits

on food fraud. lt is correct to speak of a return, as
foodfraudhasexistedaslongastherehasbeenfood
trade.ltisgoodtorememberthattherstnational
lawsregardingfoodwereaboutfood'wholesome
ness'and'integrity'andaimedtocounteractand
punishfoodfraudsters.lotlongaerthehorsemeat
fraudissuebrokeoutinlrelandandtheunitedking
dom, RASll was chosen as a crucial tool to trace
back and withdraw products in which horse meat
wasdetected.Horedetailsaboutthiscanberead
in chapter 3.l.
lurthermore, the discovery of chloramphenicol in
enzyme preparations for use in food and in feed sparked
alotofenforcementactiontracingandwithdrawing
noncompliant products, see chapter 2.l.l.
Casesofadversehealtheectswithfoodsupplements
havedemonstrated(seechapter2.3.3)thatconsumers
buyingtheseproductsovertheinternetshouldbeaware
thattheydonotalwayscontainwhatisonthelabelor
canbehazardousifoverconsumedorcombinedwith
other products such as medication.

and food safety professionals to work hard in prevent
ingandstoppingthem.0ataexchangedthroughRASll
is used at the same time to remove unsafe products
from the market and to identify where the contamina
tionoccursthatismakingpeopleill(seechapter2.2).

RASllnoticationsforresiduesofveterinarymedici
nalproductscanbedividedintothefollowinggroups,
depending on the 'legal status' of the substance
detected.
2.l.l. lrohibitedsubstances
Jhesearesubstancesthathavebeenexplicitlyforbidden
for use as or in veterinary medicines. Jherefore there
shouldbenotraceoftheminfoods.lonethelessforsev
eralofthesesubstances,socalled'Referencelointsfor
Action'(RlA)havebeenestablished.0nlyabovethislimit
actionisrequired,thereforeitisnotnecessarytosubmit
aRASllnoticationwhenndingsuchasubstanceat
alevelbelowtheRlA,whichisanextremelylowlevel
andshouldthereforenotbeconfusedwithalegallimit.
Jhemainreasonforthesharpincreaseinnotications
onprohibitedsubstanceswasthehighernumberof
reports(29)onchloramphenicol.Hostofthenotica
tions(20)wererelatedtondingsofchloramphenicol
in enzyme preparations that ended up in food and feed
premixes(seechapter2.l.l.lformoredetails).live
noticationsconcernedshrimpsofwhichfouroriginated
fromChina.Jwomorenoticationsweremadeonprod
uctsinwhichenzymeshadbeenincluded.Jwonotica
tions concerned chloramphenicol residues detected in
food supplements.
Jherewerel0noticationsonnitrofuranmetabolites
in20l3,mostofthemconcerningshrimpsfromdif
ferentoriginsbuttherewasalsoanissuewithcattle
stomachs from 8razil found with residues of semicar
bazide(3notications).Semicarbazidemaybepresent
due to environmental contamination. lt can therefore
notbeconsideredassucientproofof'illegaluse'of
veterinary medicines. As onfarm inspections are not
possibleincaseofthirdcountryimports,itspresence
ismonitoredbyreinforcedchecksofsuspectproducts
andtherelevantcompetentauthoritiesarenotiedof
anyanomalies.lnthecaseof8razil,nomoreconsign
mentshavebeenpresentedforimportsincereinforced
checks were introduced.
2.1.1.1. Presence of chloramphenicol in

authoritiesconrmedthatthecontaminatedingredient
originatedfromlndia.JheCommission'sRASllcon
tactpointrequestedthelndianauthoritiestoperform
investigationstoidentifythesourceofcontamination
and to take measures to avoid such a contamination
in the future. Jhe lndian authorities have committed
toinvestigatethecontaminationincidentandtoreport
thendings.lowevernoinformationasregardsthe
sourceofcontaminationhasbeenreceivedfromthe
lndian authorities.
8esidesxylanase,alsoamylase,pectinase,glucanase
and cellulose were found contaminated. lot only
enzymesintendedforfeedbutalsoforuseinthefood
processing(mainlyinwinemaking,beerbrewingand
bakery)wereaectedbythecontaminationincident.
All contaminated enzymes and enzyme preparations
couldbetracedbacktothreecompaniesinlndia,either
directlyorindirectly(via!apan)importedintothelu.
lorthemanagementofthiscontaminationincident,it
hasbeenagreedthattheHRllof0.3g|kgforchloram
phenicolinfoodofanimalorigin,establishedbyCom
mission0ecision2002|657|lC

,isalsotobeapplied
toenzymes,enzymepreparations,premixtures,com
poundfeed,ingredientsforfoodprocessingandfoodof
nonanimalorigin.Jheenzymes,enzymepreparations,
premixturesandfoodingredients(seminishedfood
products)inwhichthepresenceofchloramphenicolin
quantiableamountshadbeenanalysedwithamethod
ofanalysisabletoquantifythepresenceofchloram
phenicolatleastatalevelof0.3g|kg(HRll)couldnot
beusedanymoreforfeedandfoodproduction,could
notbeplacedonthemarketandhadtobewithdrawn
from the market. Jhe same applied for compound feed
andfoodreadyforconsumptionbutthepresenceof
chloramphenicolinquantiableamountshadnotbeen
observedinsuchproducts.
Civen that the lndian authorities have not provided
information on the source of contamination and con
sequentlycouldnotprovideguaranteesforthefuture
exportsofenzymestothelu,ithasbeendecidedto
establishintheframeofCommissionRegulation(lC)

anincreasedcontrolfrequencyof50at
importonallconsignmentsofenzymesandenzyme
preparationsoriginatingfromlndiafromlApril20l4
onwards.

unauthorisedsubstancesdierfromthesubstances

medicines or in feed for which an authorisation has
beenappliedforandgranted.Jhesubstancesinthis
casehavenotbeenauthorisedforuseinveterinary
medicines or in feed and therefore no residue of these
substancesisallowedtobepresentinfoodorinfeed.

Certainlysomeoftheseanalysestookplaceaspart
ofthemonitoringprogrammeonbeefcheckingpos
sibleadulterationwithhorsemeat.lectively,threeof
thenoticationsforphenylbutazoneweretransmitted
regardingaproductlabelledasbeefinwhichthrough
0lAanalysisasubstantialpartwasfoundtobehorse
meat.
0utofthel5noticationsforunauthorisedfeedaddi
tives, l3 concerned clopidol in poultry, an anticoccidial
substancethatisauthorisedinsomenonlucountries
(l0fromlsrael,2fromArgentinaandlfrom8razil).
0espite reinforced checks, the situation in 8razil in
20l3contrastedsharplywithndingsin20l2,when
24 notications were received for this substance in
poultry products.
2.l.3. ResiduelevelaboveHRl
lormanysubstanceslegislationhassetmaximumresi
dueslimits(HRl)intissuesofcertainanimalspecies.
0enthesesubstancesareaddedtofeedandwith
drawalperiodsneedtoberespectedpriortoslaughter,
in which the administration of the medicated feed is
stopped,toensurethatthemedicinalsubstanceswillbe
sucientlymetabolisedintheanimalandnoresidues
areleinthefoodoratleastnotabovetheHRl.lor
thesamereasonHRlsaresetforsometypesoffeed
administeredtoanimals|ustbeforeslaughterorfor
birdsrearedforlayingbutalmostallnoticationreport
ingHRlexceedancesareonfoodandmoreinparticular
poultry(8),pork(7),shrimps(3),sh(3)andbeef(2).

ln products derived from these animals, no residues
are permitted.
Jwonoticationsconcernedtheunauthorisedpresenceof
enrooxacinandsulfadimidineinfeed.lournotications
foundivermectininbeeffrom8razil,whichwasreported
morefrequentlyinpreviousyears,especiallyin20ll.
2.2. Ioodposonng
Since2008,theRASllhasidentiedthosecaseswhere
foodpoisoningisreportedinaRASllnotication.ln
20l3, 53 such cases were recorded, an increase of l2
comparedto20l2.0etailsaregiveninJablel.
Jhetermfoodpoisoning,asusedinthisreport,cov
ersabroaderspectrumofdiseasesymptomsthan
the'classical'foodpoisoningcausedbypathogenic
bacteriaorviruses.AscanbeseenfromJablel,also
undesirablechemicals,thewrongcompositionofa
food supplement or insucient labelling not men
tioninganallergenicsubstancecanbethecauseof
foodpoisoning.lnJablel,afoodpoisoningincident
iscalledanoutbreakwhenmorethanonepersonis

outbreak.Soonaer,ltalywasabletodetectlAvinanotherbatchofthesameproductandinaberry
mixfromanotherprocessor.Jraceabilityinvestigationswerecarriedouttondmatchingrawmaterials
betweenthereportedcases(backwardstraceability)andtowithdrawthecontaminatedproductsfromthe

Jhe horse meat scandal revealed that there is a reli
abilityprobleminthetraceabilityinformationinthefood
chain,asaconsequenceoffraudulentactivitiesinthe

2008CroatiabeganpreparationsforRASllandin2009
was connected to the system as a third country. As the

includednoticationsonfoodandfeedoriginatingfrom
CroatiaorimportedtoCroatia,orconnectedinanyway
withCroatia,communicationbetweentheCroatianlCl
andSAlC0RASllwasperformedbyemail.Asofl
!uly20l3,CroatiabecamefullmemberofRASllwhen
it|oinedthelu.
JhecompetentauthorityinCroatiaalsoestablished,
bynationallegislation,anationalrapidalertsystem
for food, feed and food contact material, based on
therequirementsofRegulationlCl78|2002aswell
as communication practice in RASll network. ln 20ll
CroatiaharmonizednationallegislationwithRegulation
lCl6|20ll.Aerthatseveralworkshopsandtraining
courseswereorganisedtoinformallstakeholdersonthe
functioningofthenationalrapidalertsystem.
ln20l3,beforetheaccession,the0CSAlC0RASll
teamorganisedtwotrainingcoursesatnationallevelon
managingtherapidalertsystemforfoodandfeedfor
the national contact point as well as for RASll contact
points in other competent authorities in the country.
Jhesetrainingswereatthesametimeatestofthe
abilityoftheCroatianlCltofullyandeectivelyfunc
tionintheRASllnetworkaertheaccessiontolu.
All stakeholders were informed of the procedures and
rulesofcommunicationintheRASllincludingtheS0ls,
iRASll,wordtemplates,JRAClSandRASllwindow.
CroatiaregularlytransmitsRASllnoticationsusing
iRASllandJRAClSorifnecessaryinformingbyemail,
ensuring24|7|365availabilityofthelClandincluding
