Terms of !eference for the I%&'I(& (armonisation Group on )*+I, "()$
The I%& ,ub-*ommittee on ,afety of .avigation agreed to establish a small group to work
mainly by correspondence and in con/unction with I(&. The () should be constituted of
representatives of I%& and I(& %ember ,tates and ,ecretariats0 and organi1ations with an
official I%&'I(& observer status. The () reports to the I%& ,ub-*ommittee on ,afety of
.avigation0 and to the I(& through the I(2 +irecting *ommittee. The (G) should3
4. consider matters related to the electronic chart systems0 as reuested by I%& or I(&0
and prepare appropriate documentation0 and
5. review the results of studies by I%&0 I(& and other related organi1ations which address
aspects of the electronic chart display systems0 and advise I%& and I(& as to whether
they are compatible with total system concept.

%ariners are advised that )*+I, may not display some isolated shoal depths when operating in base or
standard display mode. !oute planning and monitoring alarms for these shoal depths may not always be
activated. To ensure safe navigation and to confirm that a planned route is clear of such dangers0
mariners should visually inspect the planned route and any deviations from it using )*+I, configured to
display all data. The automated voyage planning check function should not be solely relied upon. The
International (ydrographic &rgani1ation "I(&$ is leading technical action to resolve this matter. 6urther
information will be made available through .otices to %ariners.
037<=7 - "arning was issued when it was disco2ered that small land areas might be di**icult to see under
some dis&la# conditions and might not acti2ate an alarm in &lanning or monitoring modes
7s previously notified by .787!)7 warning0 mariners using )*+I, are advised not to rely solely on
automated voyage planning and monitoring checks and alarms. It is recommended that mariners
undertake careful visual inspection of the entire planned route to confirm that it0 and any deviations from
it0 is clear of dangers. The )*+I, display should be configured to display all soundings during this
inspection.
9articular care should be taken when planned routes cross areas where only small scale ).*s
"Usage 2ands 4 and 5$ are available. In some display configurations0 such as when no names are shown0
small islands and other point features may be difficult to identify or could be obscured by surrounding
depth contours. ,ome )*+I, systems appear only to undertake route check functions on larger scale
).*s and therefore alarms might not activate. This may not be clearly indicated on the )*+I, display.

was disco2ered in some EC(4% s#stems
7s previously notified by .787!)7 warning0 mariners using )*+I, are reminded not to rely solely on
automated voyage planning and monitoring checks and alarms. ,ome )*+I, appear only to undertake
route check functions on larger scale ).*s and therefore alarms might not activate. This may not be

!ecent preliminary investigation indicates that some )*+I, may not display certain combinations of chart
features and attributes correctly and on rare occasions may fail to display a navigationally significant
feature. This appears to be caused by anomalous behaviour in some )*+I, software0 especially early
versions. The e?istence of such anomalies highlights the importance of maintaining )*+I, software to
ensure that operational capability and reliability are maintained. It is recommended that appropriate
checks are made with the euipment manufacturer. This is of particular importance where )*+I, is the
only source of chart information available to the mariner

*ramewor5 to start to address the issues o* anomalous o&eration o* EC(4% as highlighted in
+%C!9?'9?3 and +%C Circular1391. "hilst there was agreement that *urther wor5 was needed
)V5$ *elt it did not ha2e the authorit# to set u& such a grou&. 4t de*erred to +%C but its ne=t
meeting is not until %&ring '01'. 4H< 5indl# indicated that the# might host an EC(4% *ocus
grou& with or near the H%%C meeting in o2ember.
4n light o* this the 78 is &ro&osing to hold a meeting o* a small e=&ert grou& *rom across the
sta5eholder communit# to &rogress the wor5 needed in ad2ance o* and as an in&ut to *uture 4+<
&roceedings su&&orted b# 4H<. The intention is to hold the meeting in ;ondon in the *irst wee5
o* %e&tember and 4 am writing to #ou to see i* #ou would be &re&ared to attend such a meeting
and i* the dates suggested below are con2enient to #ou.
)t )V5$ the 78 stated that the action needing to be ta5en included the *ollowing acti2ities3-
4. ,ystematically establishing a mariner-friendly list of )*+I, anomalies and publishing them
worldwide
5. +istribution of the same list through I%& to all )*+I, training providers0 &)%s0 nautical colleges
and third party training providers and incorporating appropriate information and warnings in the
I%& ,TA %odel *ourse and type-specific courses
;. +istribution of the same list to &)%s and inviting corrective action and the publication of
appropriate information to their system users
B. The design0 manufacture and distribute a test card programme to enable navigators and 9,*&s
to determine if )*+I, is performing correctly on board0 both to establish that software is up to
date and to show whether any other anomalies are present
C. Taking a longer term look at how I%& I(& and I)* standards can be co-ordinated so that )*+I,
and other safety related navigation systems can be maintained in effective operation and future
systems introduced with fewer anomalies
4t is intended that the &ro&osed meeting would consider items 1-3 abo2e0 loo5 in technical detail
at the causes o* and solutions *or some o* the anomalous dis&la# issues identi*ied and also dra*t
the outline o* new guidance *or mariners in how to minimise the signi*icance o* the issues
identi*ied when o&erating with EC(4%. <ut&ut *rom the meeting would be submitted to the 4H<
H%%C ,the o2ersight committee *or the 4H< technical wor5ing grou&s/ and used as in&ut to a 78
&a&er to +%C90 *or which the closing date is 10 .eb '01'. The intention is to com&lement the
wor5 alread# being co-ordinated b# the 4H< - *or e=am&le to &ro2ide a sim&le test data set that
will allow mariners to chec5 i* their EC(4% has the latest &resentation librar# or su**ers *rom the
most common anomalous dis&la# issues.
