1. The Government of India has received a loan from the International Bank for
Reconstruction and Development in various currencies towards the cost of ‘Karnataka
Karnataka
Municipal Reforms Project’. It is intended that part of the proceeds of this loan will be
applied to eligible payments under the contract for “Providing Sewerage System to
Erstwhile Mahadevapura (Zone 3A & 3C) & K.R.Puram (Zone 3D & 3F) CMC areas areas under
KMRP”. Bidding is open to all bidders from eligible source countries as defined in the
IBRD guidelines for procurement.
2. The Additional Chief Engineer (CMC), Bangalore Water Supply and Sewerage Board
(BWSSB) Bangalore now invites bids on “Package & Slice” basis through manual cum
electronic tendering, for the following Package work comprising of following slices of
contracts , from eligible bidders satisfying the qualification requirement detailed in the Bid
document.

3. Interested eligible Bidders may obtain further information of the bidding documents from
Additional Chief Engineer (CMC), BWSSB, Bangalore at the office address given below
during working hours - 1030 hours to 1730 hours.
In case of e- Bidders, aspiring bidders who have not obtained the user ID and password
for participating in e-tendering in BWSSB, may now obtain the same from the website

Also for Bidders participating through e-tender (e- Bidders) Digital Signature
is mandatory to participate in the e-tender. Bidders already possessing the Digital
Signature issued from TCS, Ncode, nic and GNFC can use the same in this tender. Else,
Bidders need to procure the Digital signature from the above mentioned issuing
authorities. Any assistance regarding this may be obtained from the e-tender service
provider. Interested Bidder may request for the same from the website

Signature Bidders who intend
to buy Digital signature from the e-tender service provider, can make payment of Rs.
4500/- towards the cost of hardware and Digital signature through E-Payment Gateway
online through net banking (fund transfer) or through usage of debit cards issued under
VISA, MASTER CARDS or Demand Draft drawn in favour of the Chairman, BWSSB
Bangalore.

Also Bidders can buy the Digital signature from the service provider, by paying an
additional cost of Rs. 4500/- along with the cost of the tender document. Authorized
Digital signature will be forwarded to bidder within stipulated time period. Same
digital signature can be used for other e-tendering process of any other department in
India.
2. Specific work experience within (a) Bidder should have Participated as contractor,
the last five (5) years (2003-04, management contractor, or subcontractor, in at least one
2004-05, 2005-06, 2006-07, (1) water supply / UGD / Water supply & UGD project of
2007-08) the respective INR contract value amounts indicated
below, for each slice

7. All bids must be accompanied by a bid security as specified in the bid document and must be
delivered to the above office at the date and time indicated above. For manual tendering EMD
can be paid through Demand Draft / unconditional Bank guarantee / letter of credit payable
in Bangalore drawn in favour of the Chairman, BWSSB Bangalore from any Nationalized /
Schedule Indian Bank/ foreign bank located in India acceptable to the Employer.
In addition to the above, e- Bidders can pay the EMD to BWSSB account through E-
Payment Gateway online through net banking (fund transfer) or through usage of debit cards
issued under VISA, MASTER CARDS.
The value of the Bid Security / EMD is as mentioned above in Sl No. (b).
8. In case of e-Bidders, they can access tender documents from the website and upload the
required details; those are mentioned in different sections in the bid document in to
electronic tender box on the website. Scanned documents those are required to be furnished
as per Section I, III & IV of the bid document shall be submitted through e- tendering in PDF
format for clear vision. The EMD to be paid in the form of DD / unconditional Bank
guarantee/ letter of credit shall be scanned and uploaded to the electronic tender box and
original DD / unconditional Bank guarantee /letter of credit for EMD should be dropped in the
tender box kept in the office of Additional Chief Engineer (CMC), on or before 30/04/2009
before IST 1500 hours. If the original DD / unconditional Bank guarantee/ letter of credit is
not dropped in the tender box or in case of e-payment, confirmation of payment of EMD is not
received, before the due date & time as above, those tenders will be rejected. Bidder has to
ensure that receipt of e-payment is received. During e-payment, for any queries related to

Within the stipulated date & time the Bidder can submit their Bids either through e-
tender or manual tender by following detailed procedure detailed in the Bid document.
Submission of Bid by both e-tender and manual tender will result in rejection of Bid.
9. Bids must be delivered to the address indicated above following the relevant procedure
detailed in Bid document on or before the last date & time for submission of Bid. Electronic
bidding will be permitted. In case of manual tendering late bids will be rejected. Bids will be
opened on the specified date and time in the presence of Bidders' representatives who choose
to attend. Only the Bids which fulfill the stipulated eligibility criteria will be considered for
acceptance. In the event of the date specified for bid submission or bid opening being declared
as a closed holiday for the employer’s office, the date for bid submission and opening of bids
will be the following working day at the original appointed time.
10. Bidder participating in multiple slices (contracts listed in Sl No. 2)) under the package shall
indicate, the discounts offered for the award of more than one contract. The lowest evaluated
Bid Price will be determined when evaluating this contract in conjunction with other contracts
to be awarded concurrently, taking into account any discounts offered by the bidders for the
award of more than one contract. The methodology to determine the lowest evaluated
price of the slice (contract) combinations shall be as specified in Section III,
Evaluation and Qualification Criteria. Evaluation of several successful bids submitted
by the Bidder will also include an assessment of the Bidder’s capacity to meet the
aggregated requirements regarding – Experience, Financial situation, Current
contract commitments, Cash flow capacity, Equipment to be allocated, and Personnel
to be fielded.
11. The successful bidder would be required to give a performance bank guarantee of 10% % of the
contract amount plus additional security for unbalanced bid amount, from a Nationalized /
Schedule Indian Bank / a foreign bank located in India acceptable to Employer, with
jurisdiction at Bangalore as specified, towards guarantee for completion of assignment within
the stipulated period
