Balochistans post budget

scenario
By Muhammad Akbar
Notezai
The coalition government of Balochistan, which is led by r! Abdul Malik
Baloch, has presented "s #$%!&$' billion deficit budget for financial
year #($)*#($%! They +the legislators, termed this financial years
budget friendly during the session of the -rovincial Assembly! And
unlike the successive governments, the present provincial government has
increased the Budget to a greater e.tent! But, on the other hand, the
independent economists say that this years budget, like that of the
previous years budget, will be lapsed! "eason/ the security situation
in Balochistan has not been improved0 rather, it is going from bad to
worse! That is why it is seemingly impossible for the provincial
government to revamp the provincial economy, which has been suffering
from a poor economy for decades!
1or the maintenance of law and order, the provincial has allocated "s
$!&#% billion for the law enforcement agencies in the budget0 but
despite it, the situation is out of control in Balochistan! And in an
insurgency*hit province and allocating a huge sum of the budget for the
maintenance of law and order, it e.plicitly denotes that Balochistan may
be deprived of developments and investments! Also, it is not new that
Balochistan presently lacks development! 2nstead, it has been kept
undeveloped since Britains rule! 3nlike Balochistan, 4indh, -un5ab and
6hyber -akhtunkhwa were developed and brought about investments before
and after partition! But as far Balochistan, it is deprived of
development pro5ects before and after partition! 4imilarly, the recent
budget will have no outcome for the downtrodden people of Balochistan!
2n the education and health sectors, the government has allocated more
funds in the budget! But, pragmatically, the funds on ground are nowhere
to be seen! As usual, a chunk of the funds have been pocketed by the
corrupt leaders or these funds diminutive part has been used in
unimportant and unwanted schemes! This is the reason why these two
sectors are not flourishing, and these two sectors are always in a sorry
state! 3nfortunately, a great number of schools and hospitals in era
Bugti, 6ohlu, Awaran and 7hagai districts are turned into ghost schools
and hospitals!
Anwar 4a55idi, who is 8ditor*in*7hief a daily 3rdu in 9uetta, told this
writer/ :The financial years budget will be utilized in Balochistans
-ashtun belt with ease, which is tran;uil unlike Balochistans Baloch
belt! As far the Baloch populated places, the budget may not be properly
carried on due to law and order situation!< But the =amiat 3lema 2slam*
1azal*ur*"ehmans +=32*1s, ministers in Balochistan are sitting on
opposition benches! 2ndeed, most of its ministers constituencies are in
Balochistans -ashtun belt, and they lamented that their constituencies
have been neglected in the budget in Balochistans -ashtun belt, too!
2n recent years, the devastating floods wreaked havoc in Balochistans
=hal Magsi, =afferabad and Nasirabad districts, where dozens of villages
were inundated and hundreds of people remained homeless! >hereas the
provincial government has not allocated funds for them in the budget, so
that they would no longer feel agonized! Besides it, the &!& magnitude
of the earth ;uake in Awaran, which took the lives ?#% residents, have
also been neglected in the budget! All of them are left in the lurch,
and they are living a pathetic life in their areas!
