Dakota County Minnesota has an offender referral program in preparation for re-entry. This c_orrectional partnership
is intended to explore recidivism reduction based on the degree of trauma and neuro-seqU:entiai development
information the offenders receive. I the program, the content, and delivery 9z0/o of all
participants indicate they 'learned more' than traditional treatment regimens' and 'finally have tools to use' facing the
'same problems they have faced prior to incarceration'.
18th Annual Conference of the Union-North America Region - World Lung Health
February zo14
The Union World Conference on Lung Health is the largest annual meeting focusing on the issues as they relate to
low- and middle-income countries and populations. The Union is divided into seven regions: Europe, Africa, Middle
East, South-East Asia, Asia-Pacific, Latin America and North America, which, with the exception of North America,
hold their regional conferences every two years. Usually held over a period of z-3 days, these scientific meetings
gather regional experts in tuberculosis and lung disease.
The Union-North America Region invited me to speak at the 18th Annual Meeting, February z7 - March r, zor4 at
the Sheraton Boston Hotel in Boston, MA, USA. The theme of the conference will be "Stronger Together: Stopping
TB, From the Laboratory to the Clinic." My presentation will focus on addiction as a barrier to primary TB
treatment success and what we might do to consider these unique conditions when coordinating care.
Qyality Improvement Center for Early Childhood Modeling
Expert Panel - Centers for Disease Control and Prevention

Colleagues from the Division of Violence Prevention at the Centers for Disease Control and Prevention (CDC), the
Georgia Health Policy Center (GHPC)/Department of Computer Sciences at Georgia State University (GSU), and
the Center for the Study of Social Policy (CSSP) convened a Modeling Expert Panel February 14-15, zo13 in Atlanta,
Georgia. I was selected to serve as one of the panelists.
The intent of this convening is to bring together some of the best thinkers in the realm of modeling to include model
developers, academics, technical assistance providers, and practitioners with advanced skills in systems science,
conversational capacity, adult learning and organizational change, and would value your expertise and insight. This
national project intends to create a dynamic and high-energy to explore and capture what tools,
resources, and techniques are collectively known to work and not work in the area of applying complex system
sciences, what can accelerate learning and how to help practitioners use models and mental maps more effectively.
We believe this conversation will be the start of new and exciting innovations in the field.
SAMHSA Policy Academy on Resilience and Trauma

SAMHSA's zorz State Policy Academy on Preventing Mental and
Substance Use Disorders in Children and Youth: This Academy will bring together teams from six states (incl.
Minnesota) to build their statewide prevention infrastructure for children, youth, and young adults. The statewide
prevention infrastructure will support the systematic advancement of prevention-focused social policies and
programs for children, youth, and young adults ages birth through age 24. I was selected as a MN Academy Team
Member in an effort to align community based prevention and human services re: trauma and resilience with
multiple state agency representatives, expertise, and statewide resilience goals.
Behavioral Aspects of Substance Abuse: 3-Part Series, Impact on Managing TB

The Heartland National TB Center (CDCP) promoted a National yPart Series on the Impact of Substance Abuse in
their patient population and the intersection with primary TB treatment efficacy. This training was the first national
series of its kind (via HNTBC-CDCP) exploring the marriage between behavioral and primary health when seeking
excellent health care provision. The presentations reached over 500 professionals nationwide and worldwide. I
continue to serve as a training faculty member for the Center in other presentation forums as well as in an advisory
capacity for assessment tool and treatment protocol techniques.
TeleMedicine Expansion for OK Addiction Professionals

Oklahoma Addiction professionals were given the opportunity to submit proposals for telecommunication equipment
linking providers in Rural Oklahoma to Mental Health practitioners in an effort to increase treatment access and
efficacy for that population.
I was responsible for submitting a proposal that was not intended only for our agency (individual agencies were
encouraged to apply), but included a consortium of providers statewide partnering for this expansion. I received
special permission to submit a proposal of this kind as it was outside the typical format for submission. Our partners
agreed to meet monthly for coordination and monitoring as well as to brainstorm new ways to utilize this technology
for our organizations and our service population. We were awarded this proposal in 2ou. This was a victory for our
partners, our clients and our field. Prior to this award, only Mental Health and Primary Health practitioners were
utilizing this equipment via the State. This expansion is an outstanding partnership example between the State
Department of Mental Health and Substance Abuse Services and the individual partners of our state.
Through the Diamond Threshold:
Promoting Cultural Competency in Understanding American Indian Substance Misuse
2009 to Present
The development of this curriculum required the contributions of many people. In November 2008 and again
July 2009, multidisciplinary American Indian treatment providers, public health professionals and tribal leaders
participated in demonstration trainings and focus groups conducted in Oklahoma City, Oklahoma. This feedback
provided valuable perspective to the Oklahoma City Area Inter-Tribal Health Board (OCAITHB) and the Mid-
America A TTC on the essential cultural elements, critical issues, and content this curriculum should address in order
to meet the training needs of addiction treatment center providers serving American Indian patients/ clients. I served
(Karina Forrest-Perkins, MHR, LADC -Cherokee) as a native demonstration training facilitator along with Jan
Wrolstad, MDiv (Northern European), Associate Director, Mid-America ATTC and Richard Hayton, MS
(Northern European).
Proceedings Report: NAMI American Indian and Alaskan Native Mental Health Listening Session
2008 to Present
NAM I's 2oor10 Strategic Plan posed a goal for NAMI to become a truly inclusive organization that embraces and
celebrates the diversity of its membership, envisioning the organization to have a culturally competent presence
among diverse communities. With the recognition that the American Indian and Alaska Native (AI/ AN) population
is one that NAMI is committed to including and effectively engaging within the organization, the NAM!
Multicultural Action Center planned new and focused efforts within this community.
The Multicultural Action Center hosted an AI/ AN Mental Health Listening Session to solicit needed expertise for
moving forward. The purpose of this session was to identify opportunities which improve mental health education
and support for this population and to elicit expert advice in order for NAMI to successfully engage AI/ AN
communities as a valued stakeholder of the organization. The NAMI AI/ AN Mental Health Listening Session
consisted of 20 national experts from a variety of backgrounds and tribal affiliations. The Multicultural Action
Center created the American Indian and Alaska Native Leaders Group to act in an advisory role to NAMI. I served
on the Listening Session National Team as well as the Leaders Group subsequently formed. This session was
responsible for multiple breakthroughs for NAMl's nationwide network in their pursuit for legitimately representing
all communities of color in their advocacy, education and support.
Governor's Transformation Advisory Board - NAMI OK Grading the States
January 2008 to May 2009
I served as an Advisory Board Member for the Oklahoma Governor's Transformation Advisory Board while at
NAMI Oklahoma. It was during my tenure that we instituted a statewide Cultural Competency Learning
Collaborative; an expansion of Tele-medicine as a technological access strategy for rural Oklahomans; and received
an overall grade improvement for NAMI National's Grading the States. Oklahoma received a "B" in 2009 versus a
"D" in 2006. This Board served as an oversight body to a $15 million dollar SAMHSA grant award intended to assist
in transforming OK Substance Abuse and Mental Health services across systems and communities statewide.
State Project to Improve Addiction Treatment
January 2004 to June 2007
The purpose of the NIATx (Network for the Improvement of Addiction Treatment) State Pilot Project was to: (1)
identify how states can exercise leadership roles to improve treatment quality; (2) use demonstrated process
improvement methods to design and test how states and other payers can work together with providers to improve
access and retention in addiction treatment; and (3) document and disseminate innovative practices used by states
and payers in collaboration with treatment providers to improve quality performance. Norman Adolescent Center
and Norman Alcohol and Drug Treatment Center received national recognition for our work in improving outcomes
for treatment based on using the NIA Tx model.
Sanctuary Model - Trauma Informed Care Environment
2003 to 2007
The Sanctuary Model represents a theory-based, trauma-informed, evidence-supported, whole culture approach that
has a clear and structured methodology for creating or changing an organizational culture. Norman Adolescent
Center was a participant in a statewide pilot bringing trauma informed care to our client service structure in tandem
with assertively pursuing a trauma informed organizational culture. Our Center and parent organization NADTC
remained in this project until the program merged with Oklahoma Y otith Center in zoo7. The new organization
continued this certification as a merged entity. I served as the Change Agent Lead for our Center, experienced two 40
hour intensive trainings for the Sanctuary Model, successfully embedded this model into our treatment structure, and
received national recognition for this initiative in our State.
