AN ORDER CREATING THE EXPANDED LOCAL POVERTY REDUCTION ACTION
TEAM (LPRAT) OF THE MUNICIPALITY OF BOLINEY, ABRA, ESTABLISHING ITS
COMPOSITION AND FUNCTIONS THEREOF

WHEREAS, the national government is pursuing the Millennium %evelopment &oal of
reducing poverty in the Philippines from 2'(! percent in 2##) to '(' percent by
2#!*

WHEREAS, as a strategy to reduce poverty in the Philippines the Bottom+,p
Budgeting -BuB. is implemented /hich ma0es planning and budgeting more
participatory through the genuine involvement of the grassroots organi1ations and
communities*

WHEREAS, the BuB entails the preparation of the 2ocal Poverty Reduction Action
Plan -2PRAP. /hich contains programs and pro3ects collectively dra/n through a
participatory process by the 2&, /ith civil society organi1ations and other
sta0eholders, and /hich /ill directly address the needs of the poor constituencies
and the marginali1ed sectors in the local government unit*

WHEREAS in preparation of the 2PRAP, the 45panded 2ocal Poverty Reduction Action
6eam -2PRAP. has to be reconstituted and reactivated in order to spearhead the
formulation and monitoring of the 2PRAP*

6he 45panded 2ocal Poverty Reduction Action 6eam shall have the follo/ing
responsibilities<

a( "hall conduct a /or0shop to formulate a 2ocal Poverty Reduction Action Plan
-2PRAP. based on relevant se5+disaggregated economic, social, climate change
vulnerability and adaptation data, and gender mainstreaming*
b( 7dentify the poverty reduction strategy to be underta0en by the local
government unit and other sta0eholders, including the national agencies*
c( 7dentify gender+responsive results+based priority reduction pro3ects to be
funded by the local government unit and those /hich /ill be submitted to
national agencies for consideration in their 2#E budget(

WHEREAS, R(A( @'# other/ise 0no/n as the 2ocal &overnment Code of ))
mandates the creation of 2ocal "pecial Bodies in each 2&, to encourage and enable
active people participation through organi1ed representation in local legislation and
in the planning, implementation and monitoringGevaluation of programs and pro3ects(
7t prescribes the number of seats as /ell as the accreditation and selection of
representatives of P8s, 9&8s, and the private sector in each of these bodies, namely<
a( Municipal %evelopment Council*
b( Municipal Health Board*
c( Municipal "chool Board*
d( Municipal Peace and 8rder Council*
WHEREAS, "ec( #@ of the 2ocal &overnment Code mandates that each 2ocal
&overnment ,nit shall have a comprehensive multi+sectoral development plan to be
initiated by its development council and approved by its sanggunian( :or this
purpose, the development council at the municipal level shall assist the
corresponding sanggunian in setting the direction of economic and social
development, and coordinating development eKorts /ithin its territorial 3urisdiction(

WHEREAS, the functions of the 2ocal Health Board shall be<
( 6o propose to the sanggunian concerned, in accordance /ith standards and
criteria set by the %epartment of Health, annual budgetary allocations for the
operation and maintenance of health facilities and services /ithin the
municipality, city or province, as the case may be*
2( 6o serve as an advisory committee to the sanggunian concerned on health
matters such as, but not limited to, the necessity for, and application of local
appropriations for public health purposes* and
$( Consistent /ith the technical and administrative standards of the %epartment
of Health, create committees /hich shall advise local health agencies on
matters such as, but not limited to, personnel selection and promotion, bids
and a/ards, grievance and complaints, personnel discipline, budget revie/,
operations revie/ and similar functions(

WHEREAS, the performance of the duties and responsibilities of the above+named
persons once appointed or nominated shall not be delegated*
WHEREAS, the Municipal "chool Board shall have the follo/ing functions<
a( %etermine, in accordance /ith the criteria set by the Bureau of Public "chools
or by the Bureau of Focational 4ducation, as the case may be, and approved
by the "ecretary of 4ducation, the annual budgetary needs for the operation
and maintenance of public schools /ithin municipality and the cost of
adeIuately meeting such needs /hich shall be prepared in the form of an
annual school budget corresponding to their respective shares of the proceeds
of the additional real property ta5(
b( Apply to the Bureau of Public "chools or to the Bureau of Focational
4ducation, as the case may be, through the %ivision "uperintendent of
"chools or "uperintendent of Focational 4ducation, for a share in the fund
established under "ection EA-$. and EB-2. hereof, /hich share, upon approval
of the application therefor, shall be remitted to the municipal treasurer
concerned(
c( Authori1e the municipal treasurer as the case may be, to disburse funds from
the municipal share in the "pecial 4ducation :und pursuant to the budget
prepared under "ection seven hereof and in accordance /ith the rules and
regulations to be promulgated under "ection ten of this Act* and
d( %ischarge such other functions and duties as the Bureau of Public "chools or
the
Bureau of Focational 4ducation, as the case may be, may assign to them(

( :ormulate plans and recommend such measures /hich /ill improve or
enhance peace and order and public safety in their respective areas of
responsibility(
2( 6o monitor the implementation of peace and order programs and pro3ects at
the provincial, city or municipal levels and the operation of Civilian Folunteer
"elf+%efense 8rgani1ations and such other counter+insurgency programs and
activities(
$( Ma0e periodic assessments of the prevailing peace and order situation in their
respective areas of responsibility and submit a report thereon /ith
