On February 21st -22nd, the Shale Justice Coalition hosted an incarnation of the Community Environmental Legal Defense Fund's Democracy School. Member Issues DRILLING WASTE WATER Gas Drilling Awareness Coalition of Luzerne County (GDAC) joined with the residents of Lake Township to stop a proposed Drilling Waste Water plant. A Berwick-based company applied to Luzerne County to build a facility for treating natural gas drilling waste water in Lake Township, and has requested a variance from the Luzerne County Zoning Board. An application for a permit for a Frack Water Treatment Plant has been submitted to the County for Meeker Outlet Road (the old Harveys Lake Gun Club property), in Lake Township. As a result, three or important and irreplaceable water sources will be at risk. Drilling Waste Water is known to contain toxic, carcinogenic chemicals, and the application specifies that there will be 30 or more 20,000 gallon storage tanks installed at the site, as well as radioactive contaminant testing areas. In addition, anticipate a future with non-stop frack water trucks traveling 24/7, back and forth over our back roads. In 2013 Inergy LP merged with Crestwood Midstream of Houston, Texas. Crestwood still proposes to re-purpose 50 and 60 year old abandoned salt caverns for liquefied propane and butane storage, as well as expansion of existing natural gas storage by Crestwood subsidiary Arlington Gas Storage. These unlined salt caverns were never engineered or designed for this purpose. The geology is highly questionable. Arlington Gas Storage, a wholly owned subsidiary of Inergy, now Crestwood, applied to the Federal Energy Regulatory Commission (FERC) in January, 2013 for a Certificate of Public Convenience and Necessity to expand the natural gas storage that they purchased from New York State Electric and Gas (NYSEG) from 1.5 billion cubic feet (BCF) to 2.0 BCF. Crestwood also states on their website and in filings with the Securities increase natural gas usage in this Commonwealth. Actions PROTESTORS TURN OUT FOR STOP COVE POINT RALLY Last December, Cabot Oil & Gas issued a press release boasting its natural gas production rates in the Marcellus Shale. For anyone who doesn't know, Cabot is the company barred from fracking in Dimock, PA after contaminating the water supplies of several families there. Their "bad actor" behavior hasn't been confined to Dimock. Cabot is one of the leading recidivists with 463 wells in Pennsylvania and 449 permit violations. Cabot issued the release to announce its deal to supply the Japanese market with 350,000 MMBtus of natural gas per day for 20 years. The deal goes only goes into effect if the proposed Cove Point LNG facility in Maryland where the gas would be liquefied for export goes into operation. And where would all of that gas come from? "This long-term firm sales agreement is another milestone for Cabot's marketing efforts and ensures the continuing development of our Marcellus Shale position in Northeast Pennsylvania for years to come," according to the release. Over 800 protesters turned out for the Stop Cove Point rally on February 20th in Baltimore plan to say no to the proposed $3.8 billion export project. If approved, it would be the first LNG export facility on the eastern seaboard. The Chesapeake Climate Action Network (CCAN) and its partners organized the rally to put pressure on the state's Public Service Commission in advance of its March 1st public hearing where they'll consider issuing a certificate of public convenience and necessity and to call on Senators Mikulski and Cardin to demand that the Federal Energy Regulatory Commission (FERC) conduct a comprehensive Environmental Impact Statement before considering approving the project. It should be astonishing that that FERC has indicated it has no plans to conduct an EIS, but anyone familiar with the commission knows it frequently rubber-stamps projects without thorough environmental reviews.
