I strongly support GENDA and support for the legislation is part of my campaigns message. GENDA has already passed the Assembly, and will continue to pass in future
sessions. Yet the Senates mixed Republican/IDC majority is blocking the legislation from being enacted. If elected to the State Assembly, I will continue to work to
overcome their opposition both as an advocate and by raising funds and supporting progressive Democrats running for State Senate either in general elections or in primaries.

Yes, due the housing and employment discrimination transgender individuals face, they all too often have to choose between living on the streets and living in a shelter
system where they face abuse, harassment, and violence. At a minimum, we need to stop the practice of forcing people into shelters based on their sexual identification at
birth. We know too much about gender identification now to continue this outdated practice. Moreover, we need shelters which specifically outfitted to care for transgender
as well as lesbian and gay individuals - where they do not have to fear for their safety. I will work to obtain funding for such a shelter in my district.

I strongly support the right of same-sex couple to legally marry. I work for a progressive union the Communications Workers of America (CWA) which was among the
first labor unions to endorse this basic human right. CWA lobbied for the legislation as part of our general Albany lobby day (an event I lead), and I wrote our bill memos in
support of marriage equality. Equality is a basic human right.

Yes, arresting sex workers for carrying protection is a public health menace. People are discouraged from using protection if condoms are used as evidence against sex
workers (or individuals paying for prostitution). The result is that a risky activity becomes even riskier. HIV and other illnesses can be fatal, and its a tragedy that people
will engage in riskier activities as a result of such public policy. NYPD and DAs should not use protection as evidence in court.

I do not support limiting what evidence a district attorney may or may not consider. I believe a district
attorney should have discretion in this area.

Like GENDA, this legislation has cleared the Assembly, but is blocked in the Senate. I support a ban on health professionals use of these so-called therapies. Being Gay or bi-
or transgendered is not a disease or disorder, and presenting it as such is malpractice and should lead to professional censure.

I answered yes though I don't think I know enough about this issue to say that across the board. As it relates to minors of course because i consider it abusive. However, for
consenting adults? My concern is that there is some insurance thing that would jack up a person right to therapy if they had some question about their sexuality. I also think I
would support a ban on advertising it but if someone wants conversion therapy - who am I to tell them they should not have the right to it? If you are trying to find out if I
think that conversion therapy "works" to change sexual orientation, I do not. I am pro-choice on pretty much everything and I think that "Baby you were born this way!"

My understanding is that these institutions were renting space from the Department of Education during non-school hours. Public schools should be free to allow religious
institutions to use their space but there should not ever be a requirement that any public school child attend or take part in services.

I support the right of religious institutions to have the same access and ability to use public school buildings as other groups. Churches use public school space (off-hours, not
when school is in session) in cities across the nation. In my view, it is not constitutional to single out religious groups, and disqualify them for the same public access that
other groups have. As a policy matter, the social disruption and costs of uprooting these religious communities--leaving them to either disband or reallocate resources away
from social services they provide to the community into purchasing worship spaceis not worth it. However, religious organizations should not be privileged in accessing
this public space, but they should not be disqualified from doing so simply because they are religious.

Various institutions and organizations are frequently looking for space to gather throughout NYC. While I value the separation of church and state, I believe individuals
should be able to access public space if that space is available. Religious organizations navigate the same process as other not-for-profits and must pay rent. I don't believe
religious institutions should be given preference in this process, nor do I support religious teachings during normal school hours. These institutions like other organizations
provide a public benefit.

I do not think that worship services should happen during school hours, be required or involve any school children, or be promoted on school property. I would not be
opposed to worship services or community facilities being used outside of these windows of restriction.

Yes. I support religious institutions and other 501c3 organizations to use public buildings (including schools) for worship if the building is completely empty and not being
occupied. We give a lot of tax breaks to c3 organizations, including churches. I believe in the separation of church and state. Using an empty school building for a worship
service when students and teachers are not around does not infringe on any persons religious freedoms. If there is an example where it does, the usage of the school building
should be strictly prohibited (e.g. hosting a mid-week worship service when teachers are preparing for school sessions and/or students are on campus).
I also believe schools should be used for other community programs and initiatives. We should utilize the public space we currently have and make it accessible for
organizations that may not be able to afford renting their own space.

When the building is not being used for school activities, I believe every group should be treated equally and be able to rent the facility for the same fee. I don't believe we
should ban the use because we might disagree with some of their beliefs.

In the past I have voted for legislation which would allow religious institutions to use New York City public school buildings during non-school hours. But such use must
only be permitted after strict guidelines are put in place to ensure that the practices of these religious institutions are not promoting intolerance or masking any form of hate
speech. Our schools are government property and the hallways are filled with LGBT youth everyday. Allowing a religious institution to co locate with young people who
may already struggle with issues of identity and inclusion would only serve further to cloud the message that our government is there to protect and serve us all.

Sadly, a disproportionately large percentage of homeless youths are LGBT. Too many kids are forced out of their homes by their own families, which is a tragedy of
prejudice. LGBT kids need special programs that can help address their disastrous personal situations. Approximately 50,000 kids sleep in homeless shelters in this city
every night. This crisis is the result of an economic system that funnels almost 40% of the income generated in the city up to the top 1%. We desperately need a range of
programs to help our kids succeed. In a society as wealthy and productive as ours, not one child should ever be homeless and we must end the prejudice that closes down the
futures of so many LGBT youth.

Yes, the SAGE Foundation has done some very important work for seniors in this regard, but as far as I know, there is no full time housing for LGBT seniors in New York
City. I would proudly support and work to secure funding for a home for LGBT seniors in my district.

Accomplishments over the past three and a half years include signing marriage equality bill into law in New York
State, instituting a 30% Rent Cap for people living with HIV/AIDS who live in subsidized housing, advocating for
passage of GENDA, initiating a plan to end the AIDS epidemic by 2010, removing the surgical requirement for New
Yorkers to obtain a gender marker change on their birth certificates, and systematically updating relevant agency data
systems and surveys to include sexual orientation and gender identity information, the first state in the nation to do so.
Additional actions include unprecedented anti-discrimination policy manual for state agencies, unprecedented
statewide anti-discrimination training for state workforce, a special $1M grant to assist LGBT runaway & homeless
youth, unprecedented statewide training for New York State Police on hate crimes, funding for the NYS LGBT
Health and Human Services Network, the Department of Labors first LGBT Youth Job Fair at the LGBT Center,
funding for the HIV/AIDS Employment Initiative ($1.1 million to seven community organizations to help low-
income individuals living with HIV/AIDS find employment) and a major LGBT Tourism Initiative that says to LGBT
people everywhere: Come to New York State.

New York has created 440,000 private sector jobs over the past three years and has the second highest net job growth
of any state in the nation since the recession, and we now have more private sector jobs than in any time in our
history. Unemployment is down in every region of the state. New York has also begun to reclaim our place as the
progressive capital of the nation with our leadership on marriage equality, sensible gun control legislation, a strong
commitment to affordable housing, and our unprecedented investments and innovations in public education. Ending

I've spent my career fighting for the public and fighting against concentrated power that threatens to corrupt our
democracy and strangle our economy. I've done this as an activist, as a lawyer, as an organizer, and as a scholar. I am
deeply committed to founding values: a democratic republic that works for all of us, not just the wealthy and
politically connected. I believe New York faces an unprecedented crisis of corruption and inequality, and I will fight
to restore both political and economic democracy.

I strongly support passing the Gender Expression Non-Discrimination Act, and working to ensure full equality and

I am proud to have always been an ally of the LGBT community in my professional life as well as in my personal life.
As a Congresswoman I advocated for marriage equality even when it did not receive support in my district, and I
joined Democrats in signing a legal brief challenging the federal Defense of Marriage Act. I supported the President
Obamas decision to decline to defend the law in Federal court. I sponsored the Safe Schools Improvement Act,
which would require school districts nationwide to implement anti-bullying policies that include specific enumeration
for sexual orientation and gender identity. I wholeheartedly supported repeal of Dont Ask, Dont Tell, a policy that
unfairly singled out LGBT Americans like my uncle, who proudly served his country in uniform. Even though these
positions may have cost me some support in a heavily Republican district, it was the right thing to do. I also stood for
principle when I pulled my campaigns advertising from a web site that began publishing anti-LGBT diatribes -
because hate has no place in our public discourse. I have a longstanding and strong relationship with the Stonewall
Democrats of Western New York and I look forward to a strong relationship with Stonewall Democrats of New York
City as well. I have friends and family who are LGBT and I will fight for them and all of New York States LGBT
community as Lieutenant Governor.

What experience do you have to demonstrate you are the best person to represent the office you seek?
My career in public service stretches from my days as a staffer to Congressman John LaFalce (D-NY) and later to
Senator Daniel Patrick Moynihan. While a staffer for Senator Moynihan, I worked on the last major immigration
reform enacted The Immigration Reform and Control Act of 1986, which provided amnesty to millions of new
Americans. I also had a major hand in drafting the $1.4 Billion Anti-Drug Bill of 1986, creating a formula to allocate
almost one quarter of the funds to NYSprimarily for prevention and treatment programs for crack cocaine and
heroin users in NYC. I also drafted a major campaign finance reform bill which would have provided public financing
for federal races to remove the influence of money and equalize the access to elective office.

I have a history of taking on rightwing extremists. Despite running in the most Republican district in the State, I
campaigned hard against the Paul Ryan budget and in support of Medicare. In Congress, I was supported by
EMILYs list, maintained a pro-choice record, and was targeted by the national Conservative media for my defense of
the contraception mandate under the Affordable Care Act. I was a frequent critic of tax breaks for millionaires and
billionaires and called for tax cuts for low and middle income earners.

I have never before sought public office. Therefore, much of my support for the LGBT community has expressed
itself through quiet moments in my personal life, rather than public proclamations of support. As a private citizen, I
have always been a supporter and friend to the LGBT civil rights movement. I have signed petitions in favor of
marriage equality for same-sex couples, which I have always supported. I have participated in pride marches in both
the US and in Canada. I have given support and advice to Columbia Law Student Groups that are part of the LGBT
movement. One of my significant legal experiences with the LGBT movement occurred when I was a Clerk to the
Supreme Court. In that capacity, I worked on the dissent to Boy Scouts of America v. Dale.

What experience do you have to demonstrate you are the best person to represent the office you seek?
As explained above, I have never held political office before. However, I have a wide range of experience that I
believe demonstrates that I am the best person to represent the office of Lt. Governor. I am currently a tenured
professor at Columbia Law, where my expertise lies in telecommunications and antitrust law. I believe that these two
issues represents why I am the best person for this office. The third reason I am best for this job is that I don't have
experience in public office-- I am not a career politician.

I am a recognized expert in telecommunications law. I have frequently testified before congress to speak to issues
related to telecommunication and am the author of the Master Switch, the critically acclaimed account of the media
and telecommunications industries. I am best known for the concept of network neutrality, a phrase I named and
popularized. Net neutrality is the concept that all content and users of the Internet should be treated equally.
Ultimately, it is an argument that traffic on the internet should not be prioritized based on sender or recipient and that
the network has been successful because it is open and transparent, and inherently unbiased. My experience in this
field has led me to be a proponent of free and open markets and economies and to fight against the concentration of
private power. This leads to my experience with antitrust law.

My experience in antitrust, which includes academic work and a year spent as an Adviser to the Federal Trade
Commission, has led me to the belief that our economy and society are weighed down by the concentration of private
power. In the twentieth century, antitrust and merger enforcement was front page news. Day to day, people's lives are
affected by the concentration of power and the related infrastructure and I believe there is an unholy alliance of public
and private corruption-- an invisible government that is not accountable to anyone. I intend to bridge that gap between
the kind of typical issues in electoral politics and questions involving private power.

Finally, I am not a true politician and have no experience in public office. I am running for this office because I
believe that I can make a contribution to a constitutional role that is currently being ignored. Just this week my
opponent, Kathy Hochul, reiterated that she will not have any voice in policy decisions coming from the Governor's
office. I intend to use the position of Lieutenant Governor, not for personal power or political gain, but because I can
improve policy as it relates to the issues concerning New York. States are the laboratories of our federal system and
I intend to use this perch to make New York the forefront of fresh, progressive ideas and to broaden the scope of the
Governor's office.

In addition to the proposals detailed in Zephyr's submission, which represents the platform of our ticket, I believe my
most significant policy proposal that will affect the LGBT community is my commitment to network neutrality and an
open internet. The internet has always been a forum for open discussion and conversation, including the voices of the
LGBT community and related media. I have built my career as a strong proponent of open media, which has
historically made it easier for the LGBT movement and other disenfranchised groups to communicate and to organize.
At a time when there is a significant threat to open forms of communication and organization, I believe that my
commitment to open networks will preserve an open and public space for the LGBT community, among many others.

ADVANCING LGBT EQUALITY

Eric has spent his career fighting alongside the LGBT community, to ensure that the same rules apply to all New
Yorkers and the same rights are available to all New Yorkers. For too long the LGBT community has been the target
of legally sanctioned discrimination at the federal and state level, and been denied legal protection from acts of
violence motivated by hatred. Thats why Eric led an effort that helped secure the Supreme Court decision that finally
ended the discriminatory Defense of Marriage Act. And as a State Senator, Eric passed laws cracking down on hate
crimes and discrimination, and was on the front lines of the fight for marriage equality in New York State.
What is Attorney General Eric Schneidermans record of advancing LGBT equality?

He filed a friend-of-the-court brief in the Supreme Court on behalf of New York and 14 other states, along
with the District of Columbia, in the case of United States v. Windsor, arguing that the Defense of Marriage Act
violated same-sex couples right to equal protection under the law as required by the U.S. Constitution, and that it
represented an unprecedented intrusion on the authority of states to regulate marriage and promote equality for their
citizens. In its historic decision striking down DOMA, the Supreme Court adopted that view.

He also joined a brief in the Supreme Court challenging Proposition 8, Californias ban on gay marriage.

When the Marriage Equality Act that he supported as a State Senator became law in 2011, he successfully
defending it from legal challenge.

Prior to his election as Attorney General, he served in the State Senate and helped to pass several bills
advancing LGBT equality, including: a Hate Crimes Bill that included sexual orientation; the Sexual Orientation Non-
Discrimination Act (SONDA), which makes it illegal to discriminate against a person because they are gay, lesbian or
bisexual; and the Dignity for All Students Act (DASA), which creates legal protections for public school students
from harassment and bullying on the basis of actual or perceived sexual orientation.

He secured an agreement with the National Football League to promote a culture of inclusion and protect
players from discrimination and harassment based on sexual orientation. The NFL is reinforcing its policies against
discrimination based on sexual orientation, including by disseminating posters to be displayed in locker rooms
throughout the league conveying the NFLs anti-discrimination policies; conducting league-wide training; and
strengthening protocols for reporting of complaints of discrimination or harassment by players.

He secured agreements with Major League Soccer, as well as Major League Baseball and the Major League
Baseball Players Association, to protect current and future players from discrimination and harassment based on
sexual orientation. MLB and MLBPA agreed to create and disseminate a Workplace Code of Conduct conveying
MLBs non-discrimination policies. The League also agreed to implement new training opportunities for team
officials and create a centralized complaint system for reporting incidents involving harassment and discrimination

Tom DiNapoli has been a strong supporter of New Yorks GLBT community.
May 2007 - Comptroller DiNapoli met with representatives of Lambda Legal Defense and the Empire State Pride
Agenda and agreed to work with them on same--sex marriage recognition and the ensuing litigation, (Godfrey v.
DiNapoli,) challenging the Comptrollers recognition of same--sex Canadian marriages. DiNapoli continued the

I am a big supporter of the LGBT civil rights movement in the State Legislature and will continue to support

I voted in favor of Assemblyman Gottfried's GENDA bill that I co-sponsor. I also voted in favor of passing legislation
that would prohibit mental health professionals from engaging in sexual orientation change efforts with a patient
under the age of 18. Other items that I have expressed my support include Senator Hoylman's Child Parent Security
Act and state funding for resources needed to better serve the LGBT community.

With the support of the Stonewall Democratic Club and other progressive organizations, I hope to be re-elected to the
State Assembly to serve a second term. Upon election in 2012, I became the youngest woman in the state legislature
and the first woman to ever represent the 25th District. I serve on five committees: Children & Families;
Corporations, Authorities & Commissions; Labor; Environmental Conservation; Correction. I am also a member of

personally, wrote CWA's memo in support of marriage equality, and lobbied many members of the New York State
legislature in support of it.

For the past 20 years I have worked and organized on behalf of progressive causes. I have formed insider/outsider
coalitions to pass key legislation.My proudest achievement was when I took a leadership role in a great coalition with
then-Councilmember Bill Perkins, to pass the Childhood Lead Poisoning Prevention Act. It was a two year intensive
campaign, but in the end we were able to push it through despite intense opposition from Real Estate and Mayor
Bloombergs opposition and veto.

For the past 8 years I have worked as the NY State Legislative and Political Director for CWA District 1. As
Legislative and Political Director I am in Albany pushing legislation almost every week. I have successfully moved
State legislation, including the recent victory on the Safe Patient Handling Act and anti-sweatshop purchasing
legislation when I worked for NYPIRG. I know the Legislature, its political process, and its dynamics very well.
State government has been the primary focus of my career; I know whos effective and who isnt, I know the
mechanisms by which bills quietly die in committee, and I know how to get them to the floor for a vote. For many
freshmen legislatures, it is difficult to be effective in a top-down body like the NY State Assembly, however, I
believe with my experience, passion, and understanding of the legislature and state politics, I will be able to hit the
ground running on day one.

Personally and professionally, I have always considered myself to be a strong ally and advocate of the LGBTQ
community. As early as 1979 I marched in the first national Gay Rights March in Washington, DC and in many others
since. I have supported LGBTQ candidates for decades. I am a member of Lambda, Stonewall and Jim Owles clubs. I
have longstanding and deep personal friendships with members of the LGBTQ community. I have donated to
LGBTQ causes (LGBT Center, Brooklyn Pride center, etc). In my legal practice, I won the first rent stabilization
succession rights case in DHCR (pro bono, 1992), I volunteered in GMHCs wills clinics and have represented
individuals who have undergone gender reassignment and was an early supporter of needle exchange programs.

I have represented the district for the past 10 years as the Democratic State Committeewoman and District Leader for
the 52nd AD and for the 10 years before that as a neighborhood activist. For example, I served as president of the
Boerum Hill Association for 6 years and pioneered the creation of affordable housing by creating the Hoyt-
Schermerhorn project, now a city-wide model of community based planning. I was an early activist for safe, livable
streets and bike lanes, and secured the first ever Downtown Brooklyn Traffic Calming project (with an unprecedented
level of community engagement from the RFP stage to completion) and in 2004 brought together 10 transportation
advocacy and neighborhood groups to advocate for better planning in Downtown Brooklyn. I chaired the Gowanus
Expressway Stakeholder Group, leading the fight for an environmentally just, sustainable and fiscally responsible
solution to the polluting and corroding elevated Gowanus Expressway. I was a creator of BrooklynSpeaks which
recently reached an agreement with NYS, NYC and Forrest City Ratner for the delivery of 2,250 promised units of
affordable housing ten years earlier than previously agreed; imposes penalties for failure to meet deadlines; and
creates a tenant protection fund and special oversight subsidiary at Atlantic Yards. I have led on issues related to the
creation and preservation of parks and open space, stood up for parents in removing PCBs from local schools. A
former special education teacher, I have extensive expertise in high stakes standardized testing and have testified
before the US Senate regarding its discriminatory impacts. I have worked on legislation at the city, state and federal
levels and engaged in rulemaking processes as well.

The closing of Long Island College Hospital (LICH) has shown us that our health care system has become more
concerned with profit than patients. One of the most disturbing aspects of the LICH issue was that it brought to light
the appalling lack of reliable data on local health care needs. If I am elected to the State Assembly one of the first bills
I will introduce will be a Health Care Management Information Act, to ensure that decisions about the future of health
care facilities is based on fact, not political conjecture. Under this legislation information would be collected for such
things as wait times in ER's throughout each county, the length of time from admission in ER to reaching a bed on the
floor in the hospital, the length of time from calling 911 to reaching an ER, deaths due to asthma, any other
pulmonary disease, cardiac disease presented by neighborhood, numbers of births at each hospital, wait times for
pregnant women needing beds/stretchers pre and post partum at each hospital, and the percentage of women admitted
in labor with no pre partum care. The State Department of Health is to report this data to the legislature annually. As
more and more LGBT families have children and as LGBT partners and spouses age, the collection of this basic data
will affect the LGBT communitys health and welfare, by leading to more specialized care.

I have long been a proponent of LGBTQ civil rights, especially in relation to marriage equality and receiving spousal
benefits. I have stood with LGBTQ organizations like Lambda Independent Democrats in the past in public venues
like Brooklyn Pride, and plan to continue being a vocal advocate for LGBTQ rights on a variety of policy issues
including police discrimination and housing discrimination.

What experience do you have to demonstrate you are the best person to represent the office you seek?
As the Founder and Executive Director of East New York United Concerned Citizens, Executive Board Member of
Community Board 5, President of my local Block Association, and a member of the police precinct council, I have a
proven track record of working with diverse community members and organizations and building consensus. In a
nutshell, East New York is one of the highest poverty and highest crime neighborhoods in NYC, and due to years of
inneffective leadership by my opponent, we've been unable to overcome those hurdles. I firmly believe that my ability
to unify community members and work with elected officials across the spectrum is vital towards East NY developing
into a safe, middle class community with opportunity for youth.

In 2010, I passed into law a bill that allows non-married partners to legally adopt together a child who is not
biologically related to either of them. This law has provided countless LGBT couples with the ability to have a
family. The law also replaced references to "husband and wife" with the gender neutral term "married couple" in
New York State's Domestic Relations Law. In addition, I have been outspoken in my support for marriage equality
and GENDA, speaking on both issues on the floor, in conference and to the media. i have joined with activists at
protests, rallies, marches and annual Pride activities. I will continue to join with my progressive colleagues in the
Assembly to advocate for GENDA's passage.

What experience do you have to demonstrate you are the best person to represent the office you seek?
I have represented the 67th Assembly district, which includes the Upper West Side and parts of the Clinton/Hell's
Kitchen neighborhoods in Manhattan for the last eight years. Since my election, I have taken my responsibility as my
district's representative very seriously, and have passed more than 40 laws that have improved the lives of my
constituents and all New York State residents. This has always been, and will continue to be, my full-time job. In
addition, because I believe that I was elected to work in the best interests of my constituents, my office is well
regarded as a place that constituents can go to for help or advice on any number of issues. I work on a wide variety of
issues, from housing and education to campaign finance reform and environmental, consumer and animal protection.

I received 26% of the vote at Barack Obama Democratic club - which was pretty exciting! As you might imagine
going up against a 40 year incumbent has created quite a "shunning" environment in terms of fundraising and
endorsements - but no matter. You win elections with votes and I am out there everyday talking to people about what
matters and how i can serve them in this role.

movement.
I have long been a supporter of LGBT community and equal rights - they are after all human rights and we are all
human. I myself am gender neutral in my choice of partners. I am not a politician so I don't have examples to point to
of all the ways I supported rights through the evolution of political thinking - however - here is a personal story that
illustrates my philosophies and my commitment to standing up for what I believe is right. In 1983 I invited a friend to
move in with me - he was gay and my parents were concerned - upset even. They made it clear that they would not
support my choice. I persuaded them to get to know him and before too long Harry Neal became a beloved member of
my extended family, attending holiday meals and even years later traveling half way around the country for my single
lady baby shower to show support for my choice!

What experience do you have to demonstrate you are the best person to represent the office you seek?
What is most unique about me is that I am a technologist with a deep understanding of infrastructure issues
(telephony, cable, power and water )which are of huge concern in this district and across the city. It will be
increasingly important to have people who understand these topics in positions to assess legislation. It will be difficult
for politicians to understand the fundamentals of net neutrality or data privacy and security without an understanding
of how that stuff works. It is also super important to the budget process so we stop getting duped into contracts that
cannot possibly deliver improved services by the very construct of the terms and conditions!

I have created and taught a workshop on modern entrepreneurship across the US and Europe which I think is critical
to jumpstarting the districts marginalized and disenfranchised populations. I believe that the LGBT community has
suffered unfair discriminations, and that many likely have some sort of past that they believe hinders their future. I

want to deliver the same customer service to any of the oppressed populations that the privileged populations might
get - wait no, actually BETTER customer service.

Lastly - I am BOYD - who filed an overcharge complaint 5+ years ago, representing myself and exposing a predatory
landlord only to have my win at appellate division overruled by the Court of Appeals. I have fought all these years to
preserve my home - not just for me but to stop the hemorrhage of affordable housing in this district and across
Manhattan. I began my quest at the incumbents office and visited many, many times over the years asking for
guidance or help though it never materialized. It wasn't until I decided to run that he submitted some (very flawed)
legislation. It was at that point I investigated his donor base and discovered he has benefitted from consistent
contributions form industries are often characterized as predatory - check cashing companies and the Real Estate
Board of NY.

The incumbent has been here 40 years and as the highest paid legislator he has no real connection to what is
happening to people - that 30K have lost their homes due to evictions in 2013 alone and that those folks could have
and more importantly SHOULD have been protected by the courts and the agencies whose fiduciary responsibility it
is to do just that. It is CRITICAL that our representatives promote an era of transparency to assure that the values of
the voters are represented. After 40 years and at 82 years of age, I don't think that the incumbent can make that change
- and we just cannot afford to wait one more year.

I think that all my proposals for legislative initiatives affect LGBT people if you are in the 98%.

Housing Proposals and Positions:
Require that a rent history be sent to every new tenant in a regulated apartment
Call for the implementation of digital forensics across the DHCR, Department of Finance and the Department of
Buildings data sets to surface up predatory patterns of landlord behavior
Seek to prevent the selling of housing court data or at a minimum, require the removal of frivolous housing court
cases filed for the purpose of harassing tenants
Make it illegal for landlords to incentivize a tenant to vacate a rent stabilized apartment via a buy-out offer
Promote compliance of state and city tax abatement and development/improvement programs to minimize fraud
Enforce existing laws regulations and guidelines on the books for rent regulated housing
Join existing proposed legislation designed to close loopholes that permit fraudulent rents and subsequent removal of
regulated housing from oversight

Education Positions:
Boyd is a supporter of strengthening our public schools by increasing funding to:
reduce classroom sizes
restore funding for Music, Art and Physical Education
offset the spending of personal money by teachers for school supplies
She is a supporter of experimental techniques such as 6 year high schools where students graduate with Associate

I was first elected to the Assembly in 1974, I know this district intimately and I know the issues that affect the lives of
New York's working families. I have been chair of the Assembly's Ways & Means Committee, the committee that
examines all legislation for its financial impact on New York State, since 1994. Prior to that I chaired the Banking
Committee.

As a legislator my objective has been to serve the needs of the community and I have been able to do just that. I
authored the Neighborhood Preservation Act, which saved hundreds of thousands of affordable housing units from
unscrupulous landlords and decay. I also led the effort to get the state to construct Riverbank State Park in exchange
for siting the North River Waste Treatment Plant in West Harlem.

movement.
From 1998 to 2000, as an undergraduate student in SUNY CobleSkill, I joined the Lesbian, Gay, Bisexual,
Transgender, and Ally Union to provide support to peers and to promote acceptance and educate the campus
community about the LGBT student community and rights.

In June 2011, as Manhattan Community Board 12 member, I voted in favor of a resolution "Calling on Congress to
Affirm the Humanity and Civil Rights of All and to Enact the '"Respect for Marriage Act." This resolution was to
express support of same sex marriage and to ask Congress to uplift the federal ban on marriage equality for gays and
lesbians.

Throughout the years on Community Board 12, I have also supported the Liquor License for LGBT bars in
Washington Heights & Inwood such as a former bar known as No Parking which was located on Broadway & 177th
street and Castro, a bar locate on Dyckman St and Nagle Ave.

As a school social worker in various schools, I have always worked on creating a supportive environment for LGBT
students. I have also worked with school faculty to have zero tolerance for LGBT-bullying and ensure that the
schools anti-bullying policy has explicit guidance on safeguarding LGBT students

What experience do you have to demonstrate you are the best person to represent the office you seek?
I feel that as (1) as a social worker and community board member, I have been able to learn , understand, and work
on the issues and needs the low and middle income classes face everyday, (2) as young adult, a husband, and father of
three years old, I, myself, have experienced these issues such as increasing rents and finding early childhood
education for my son, and (3) as a district leader, I have been able to build many positive relationships and
partnerships with other elected officials, community based organization, community leaders, and government
agencies which I can leverage to help bring resources to the district as well as push for needed legislation.

I feel that as a social worker, district leader, community board member and a father of a three year old , I have been
able to (1) learn and understand the issues of the 72nd street,know first hand the issueswhat it takes to bring change.
Passion and commitment to improve the lives of those who live in my district , my make me the best candidate.

As of right now, I have no policy proposals. However, I am looking forward to working very closely with the LGBT

addressing local community concerns. Specifically, I continue to lead a pro bono legal clinic that

assists and represents tenants who cannot afford representation. I believe my legislative and

community record makes me the most qualified person to represent the 73rd Assembly District.

I support state human rights law to prohibit discrimination based on gender identity and expression;

support for state funding for community-based programming to meet the specific health and human

permit my personal attendance. My community office is considered one of the best for constituent services.

Prior to pursuing my law degree, I was privileged to work as both an intern and a legislative aide to the then Speaker
Pro Temp of the NYS Assembly, the Honorable Aurelia Greene. Under her tutelage I learned about critical issues
affecting the LGBT community - particularly the difficulties people living with HIV/AIDS have when seeking
affordable quality housing and their need for supportive services. While there have been changes in policies during
the intervening years, I believe addressing these need should be a key state priority.

As a lay minister who has been preaching in The Bronx since the age of 13 years old, I know firsthand the impact and
influence a church can have on ones community. That is why the almost 600 New York State clergy and lay leaders
who currently back LGBT non-discrimination protection will be pivotal in our movement to win equality and justice
for the LGBT community. I will encourage church leaders and congregants in my district to increase the number of
supporters for the LGBT movement. The experiences I gained and relationships I formed while working on anti-
discrimination issues during my time in The White House and for almost 20 years of activism in New York will be
instrumental in forming coalitions that proudly stand side-by-side with organizations, like yours, who work tirelessly
and courageously for the betterment of the LBGT community.

What experience do you have to demonstrate you are the best person to represent the office you seek?
No other candidate in the race can say theyve spent the past six years organizing working class communities around
the country to support progressive issues. I want to take my experiences as President Obamas White House Director
of Outreach to Minority Businesses, African Americans, and State and County Elected Officials to bring opportunities
like the living wage, early childhood education, and the DREAM Act to New York. I thoroughly understand the
synergy between government and the people and will work to ensure the interests of my constituents are fully
supported in the Assembly. I coordinated labor and community leader outreach for the President Obamas first
Inauguration, which provided opportunities to collaborate and mobilize. I directed minority business and African
American outreach at The White House leading to continual briefings, trainings and education sessions to ensure that
voices of color were at the table, including the urban entrepreneurship summit series that we brought to The Bronx.
My summer job as a youth at St. Barnabas Hospital gave me appreciation for union organizing as did my Dad of
course with 1199 and realizing our dignity through union benefits. My work as Operation Vote deputy director for the
re-election or as Iowa Caucus outreach director was about mobilizing and organizing people
to action and defending health care, civil rights and equal opportunities.

people who comprise the 79th Assembly District and my experience as an attorney has led to my becoming intimately

As a Councilmember and New York City Comptroller, I consistently supported the LGBT community. This
included, as Comptroller, releasing the LGBT Directory of Services and Resources, which is a guide to nearly 750
community organizations and hosting an annual Pride event to honor leaders among in the LGBT community. And as
Councilmember, I made a point to stay connected to the LGBT community in Queens, and still maintain those ties to
this day.

The State Senate and District 11 need real Democratic leadership, with the experience and ability to get results. My
experience as a two-term New York City Councilmember and the New York City Comptroller have taught me how to
effectively legislate and lead.

Two areas of LGBT services in many New York City neighborhoods need to be improved. Those are outreach and
community services for LGBT youth and seniors. This includes a staggering lack of senior housing options for the
aging LGBT population in District 11 and beyond. While Ill strive to expand and protect rights and services to all in

There's a few policies that I want to look at. We need a greater focus on hate crimes, and the prevention of hate
crimes throughout the state; this includes active pursuit of hate crimes by the attorney general. Secondly, we need
increased housing subsidies to provide affordable housing to the community, especially to the aging LGBT
community whose members may feel ostracized in traditional senior housing settings, and to the HIV/AIDS
community where individuals need wraparound health and social service. The LGBT community has received less
services in other parts of the State, particularly in areas where homophobia remains prevalent, simply because of a
reluctance of individuals to receive public services they clearly qualify for out of a fear of being ostracized. We also
need to support more programs for LGBT youth, many of whom in the State are still afraid to come out to their peers
for fear.

Through out my career I have supported issues that impact the lives of the LGBT community. As a City Councilman
and then as a State Senator I sought insight from my colleague Tom Duane. I've supported marriage equality,
GENDA, 30% cap on income for housing for individuals living with HIV and will continue to do so in the future.

What experience do you have to demonstrate you are the best person to represent the office you seek?
I love the community I was born and raised in. Having been a resident of North Brooklyn for my entire life I have
personally witnessed the community's growth. As a young man I was drawn into community activism and have been
active in public service since. I have been a legislator in Albany for 12 years and have worked to maintain the
affordability of mass transit, mitigate the tragedies of drunk driving by sponsoring Leandra's Law, sponsored
legislation to help Loft tenants and legislation that provides tenants a voice (complete this). I was proud to stand on
the Senate floor to vote in favor of Marriage Equality and spent two years working on behalf of the Senate Democrats
defending minority and urban citizens' rights during the redistricting process. Prior to my time in the Senate I was a
City Councilman and a school board member/President. I have worked for the public good and will continue to do so
to the best of my abilities. I value public service and the efforts of my colleagues. That is why I have always
considered representing North Brooklyn in Albany a full time job and have never sought outside income.

Earlier this year, I introduced legislation that I believe would help protect the rights of all tenants. With all certainty,
affordable housing is a concern for countless New Yorkers. Disturbingly, in my community, landlords have taken to
sabotaging rent controlled apartments in an attempt to remove tenants and increase rents. These actions have gravely

endangered the welfare of the families residing in these units. As such, I have introduced legislation that would go
beyond the current tenant harassment protections to include sabotage as a class D felony. Although this legislation is

I have not endorsed any LGBT candidates since I announced my candidacy. I am also not aware of any LGBT
candidates currently seeking elected office but can guarantee that I will be an ally to the LGBT community if elected
Senator.

Explain any activities and/or experiences that demonstrate your commitment to the LGBT civil rights
movement.
My commitment to elect progressive champions that are in full support of advancing the LGBT agenda is
demonstrated in my work with 1199 SEIU. As a Political Coordinator, I worked 12+ hours days helping allies and
LGBT candidates get elected. In 2013, I coordinated all 1199 membership outreach and field operations in now
Council Members Carlos Menchaca and Ritchie Torres' race. My commitment to their candidacy extended beyond my
official role as I truly believed in their candidacy and the game changing effect of two young, openly gay men being
elected to the New York City Council.

What experience do you have to demonstrate you are the best person to represent the office you seek?
I am the best candidate to represent this district. I have spent the past 18 years serving the members of the largest
local union in the country, 1199 SEIU, where I have fought for working families, negotiated contracts to ensure
workers were paid good wages and benefits, and coordinated both issue and electoral campaigns. My role at 1199
SEIU has afforded me the opportunity to coordinate community outreach and build coalitions that collectively work
to create a better New York for all New Yorkers.

During my time at 1199 SEIU, I worked on several campaigns and plan to win this campaign by raising the financial
resources, building a coalition of progressive allies, and executing an aggressive field program.

We are identifying supporters by going to their doors, churches, senior centers, tenant associations and community
meetings. Through my experience at 1199 SEIU, I have learned that the best way to reach people is by going into the
community with my clipboard, not by working from behind a desk. I am taking my vision to the community. I speak
with people at train stations every morning, at their doors in the evening and am simultaneously meeting with other
leaders in the community to garner additional support. This race will be won in the field and my team is working hard
to execute our plan to secure victory.

Law, based on a recommendation from my Senate report and public forum on the topic after a rash of anti-LGBT and
other bias crimes last spring, including a murder in my district. I also worked closely with advocates and the
administrations of Governor Cuomo and Mayor de Blasio to secure funding in the State and City 2014-15 budgets
establishing a 30%-of-income rent contribution cap for participants in the citys HIV/AIDS rental assistance program.

I have had a 15+ year record of advocacy on behalf of our community as a past president of Manhattans Gay and
Lesbian Independent Democrats, a former member of the board of directors of the Empire State Pride Agenda, and an

As a community leader, School Board leader and now a City Council leader, Ive fought for basic justice and fairness,
to make city government more responsive to peoples needs and to give every single child the same chance to succeed

While great strides have been made against discrimination and we are all excited by the passage of Marriage Equality
in NYS, much more needs to be done to achieve true equality for the gay, lesbian, bisexual and transgender
community. We need real leadership that doesnt just talk about problems, but also expends the political capital
needed to solve them. Our City needs leaders that intimately understand the destructive power of discrimination, and
who take the commitment to eradicate it everywhere and for everyone personally.

Thats why from my first days in the City Council 12 years ago, I was strong supporter of Marriage Equality,
including attending press events, signing letters and petitions and proud to co-sponsor a resolution urging the State
Legislature and the Governor to support the Dignity for All Students Act, and urging the Mayor and the New York

$16 billion for NYC public school children. On the City Council, I Chaired the Education Committee and was chosen
by my colleagues to serve as co-chair of the Black, Latino and Asian Caucus. Ive fought to protect seniors and
prevent the people who helped build our neighborhoods from being pushed out, sponsored legislation to help small
businesses and protect them from unaffordable rent increases, led the fight to protect workers rights and for paid sick
leave and to expand the ability of minority- and women-owned businesses to compete for city contracts and Ive been
a leader in the fight for civil rights and human rights, to knock down barriers and advance equality, progressive values
and opportunity for all.

Many can talk the talk, but you know you can count on me to walk the walk to stand on principle and fight for what
we all believe in to take on the status quo and fight for you. That is what Ive done. That is what I will do as your
State Senator.

Three priorities as State Senator: first, continue my lifelong fight for civil rights and human rights, to knock down
barriers and advance equality, progressive values and opportunity for all by finally passing GENDA; second,
addressing the on-going HIV/AIDS epidemic by increasing education and outreach particularly to women and youth
and increasing funding to programs like HASA which I advocated for each year on the City Council; and third,
legislation saying that condoms are not admissible as evidence in the prosecution of prostitution.

Explain any activities and/or experiences that demonstrate your commitment to the LGBT civil rights
movement.
I was an early strong supporter and leading proponent in the fight for the passage of the historic Marriage Equality
Act in New York State in 2011. For me the fight for marriage equality was a pivotal LGBT civil rights issue - an
issue of equal protection guaranteed by the U.S. Constitution. Under the Constitution every individual is guaranteed
the freedom to marry and I stood with the LGBT community to ensure that New York State defended that right. Every
citizen of this state deserves the right to live and love in freedom, free from discrimination or persecution.

When it comes to my commitment, I have a long history of standing with and standing up for the LGBT community
on a variety of issues. While in the Assembly I worked to pass the Sexual Orientation Non-Discrimination Act
(SONDA) in 2002, which made it unlawful for anyone in New York State to be discriminated against in employment,
housing, credit, education and public accommodations because of their actual or perceived sexual orientation and just
four years ago worked to pass the 2010 Dignity for All Students Act which protects public school students from

harassment and discrimination based on sexual orientation or gender expression. I am a firm believer that as public
servants we have not only an obligation but a responsibility to ensure that EVERY resident of this state has equal
benefits under the law and I will fight to make sure that our LGBT brothers and sisters are not left out or left behind
when it comes to equal rights, benefits and protections under the laws of the State of New York.

Currently I stand with the LGBT community in the immediate need to pass GENDA, the Gender Expression Non-
Discrimination Act. Because without it, while unconscionable, it will still be legal to discriminate against New
Yorkers, outside of public schools, based on their gender identity or expression.

What experience do you have to demonstrate you are the best person to represent the office you seek?
I have represented the residents of the 34th Senate District for twenty years - first as a member of the Assembly and
currently as their State Senator. I know and care for the people of the 34th Senate District deeply. Through the years I
have worked to make sure that their streets are safe, their local economies stay strong, and that their neighborhoods
and quality of life improve. At the state level I have worked to put more money back into the pockets of hard-working
New York families and seniors, most recently through my Making NY more Affordable agenda. Making NY more
affordable presented multiple common sense proposals, many of which were adopted in the 2014-2015 State Budget -
including: universal pre-k for thousands of 4-year-olds starting this September, increased child care subsidies,
freezing rents and lowering prescription drug costs for seniors and plans to develop more middle class housing.

Included in my Affordable NY agenda highlighted above is a meaningful plan to create a paid family leave system
that truly meets the needs of modern day New Yorkers and their families. Currently the Family and Medical Leave
Act allows for up to 12 weeks of unpaid leave. We all know friends and family members who cannot afford to take
one, let alone three months off from work without jeopardizing their household budget. My plan to institute a
statewide paid family leave program would allow both public and private sector employees to receive up to half their
weekly wage for up to six weeks a year. This paid leave would surpass disability leave given for those women who
have went through childbirth and would now include taking time off to bond with a child who has been adopted or
taking care of a sick spouse, parent or partner. In todays world - with both parents working outside the home and the
definition of family ever expanding - this is the type of leave that would make a meaningful difference in the lives of
our LGBT families.
