Secretary-minutes of the February 2014 Meeting (March meeting was canceled due to weather) i. Discussion/need of motion to approve: Motion to approve by JMC, second by MW, carried.
2. Treasurer Report-Jennifer Choi a. Collections Report update (emailed by MW). i. Two addresses were in serious arrears (2333 Dearborn, 3644 Breach) . Petitions were filed. One paid in full immediately (3622 Breach). Second paid partial and contacted attorney regarding remainder (2333 Dearborn). ii. 2339 Dearborn is vacant lot. This is the other property that was in arrears. Has been paid in full.
3. Architectural Control Update-Charles Hyde a. Invoice for Fence Repair by Southwest Fence-see page 2. b. Update on current violations i. 2551 West Westview: Grass. Charley sent the first notice letter, on April 1, 2014. ii. Fence down at 3905 Tolliver. Charlie went and talked to owner. Fixed it within a couple of days. c. Discussion of covenants regarding Basketball Goals an Satellite Dishes I am not aware of any Missouri case resolving this issue. A court would look to the standard meaning of the word "erect" which is defined as: (1) : to put up by the fitting together of materials or parts: BUILD (2) : to fix in an upright position (3) : to cause to stand up or stand out. This can certainly encompass putting a portable goal in the front yard such that it could be prohibited by the covenants. The problem with this is that the covenants don't permit the "temporary" erection of a basketball goal Page of 1 9
either - so if portable goals are prohibited, then technically that would mean they couldn't be allowed to be placed in a yard at all. One solution would be establish a rule that portable goals are permitted under the covenants so long as they are not left in the front yard or side yard on corner lots for more than a specified time and then send a notice to all owners about the new rule. It cannot be considered an amendment of the covenants because there is a specific procedure for that, but simply the board's rule interpreting the existing covenants. Motion to table by JMC until again raised. Second by LH. Carried. Satellite dishes: Discussion of impediment of FCC rule. 4. Clubhouse Update and Fence Project update (Atlas Security)- Terry Ebbrecht: Fence contractor reports that fence material should be here by the end of next week. then they will start in order to safely have it in before the may 1st pool opening. He will have a better date for once the materials arrive. He will also contact atlas security and keep them in the loop. It is anticipated construction will start next week. Terry is working with both vendors to ensure their communication.
Terry proposed obtaining price for Atlas security to secure front door as well as gates to open only with administrator keys. Motion made by JMC, second by MW. Carried. He will clarify cost of key fobs as well. No key cards - fobs only. MW to email Terry with number for initial order. Discussion was had as to whether key fobs should be identified by name or address.
5. Pool Update-Rick Petitt a. Buster Crabbe Service Estimate and Bid for Repair 2014 (see pages 3-4) i. Tarp & opening procedure starts May 12. Bid estimate $2,000.00. ii. Baby pool repainting estimated at $1500.00 iii. Pump house will need valve replacement. Most likely 2 sets at $200 each. Valves are not shutting off. iv. Sand filter may need to be replaced. Buster Crabbe will check. v. Lorna to check online for cost of commercial grade umbrella to replace broken umbrella. vi. Rick Petitt reported actual cost of brick work for columns: $2,425.00.
b. Buster Crabbe New Service Options for 2014 (see page 5). Tabled until actual pool opening costs are determined (after pool opening).

a. House on 2530 LeSalle is on the market (has been an issue). b. Edd has told all block captains about police training. Has not received any certificates of completion. Approximately 12 more households are needed to complete training.
7. New Business and other Updates a. Jackie to contact city to obtain map of ownership of developer and HOA.

March 5, 2014 Buster Crabbe New Service Options
To the Chesterfield Village HOA:
This year we are beginning a program to assist our neighborhood pool customers deal with the increasing regulations from local health departments. These regulations require that chemical readings be taken and recorded every day, with random checks throughout the year by the health department. Any divergence from these regulations could result in the pool being shut down to swimmers until the problems can be remedied. Our normal program has always been to treat neighborhood pools on a twice weekly basis. This results in proper chemical readings right after we leave and lower readings sometimes bordering on problematic the day before we come back. Because of the strict black and white guidelines followed by the health department, even though the pool may have been acceptable for swimming, the pool could get shut down due to these fluctuations. By coming more often, we can keep chemical levels at optimal ranges more regularly and save you from having to go to the pool and test it every morning.
Our new tiered options would be: 2 day maintenance: Two days during the week (Mon-Thurs or Tues-Fri) we would do a full service with testing, emptying baskets, backwashing, vacuuming, cleaning, and treating the pool(s) at a rate of $72.50 per visit. As in the past parts, chemicals, and additional work will be in addition to these rates. 5 day maintenance: In addition to the 2 day package, the other 3 days during the week we would do a chemical service with testing, checking baskets, checking filter pressure, and treating the pool(s) at the rate of $40 per visit, and we would discount our 2 full service days to $70 per visit. The only days you would have to test the pool would be on the weekends. 7 day maintenance: If you want us to take care of the pool everyday, we could add weekend chemical services for $100 per weekend day (and holidays). Weekend services would be limited to the chemical service if a problem were found over the weekend we would do our best to remedy the situation, but would probably have to wait until the following business day to fully fix the problem.
Specifically, our estimate for service for Chesterfield Village would be as follows: Current estimate for 2 day service: $1150 per month Estimate for 5 day service: $1650 per month Estimate for 7 day service: $2550 per month
