&o'ernor of Andhra Pradesh#
The *inister for Roads & Building and Ports in the +tate Cabinet is
responsible to the +tate ,egislature relating to the or!s of the )epartment#
At the &o'ernment le'el" the functions of the )epartment are loo!ed after b$
+ecretar$ to &o'ernment of Andhra Pradesh#
The )epartment is headed b$ one Engineer-in-Chief .R&B/" ith 0urisdiction
o'er the entire )epartment in administrati'e matters#

di'isions under these +uperintending Engineers#
He has state ide 0urisdiction and is responsible for
execution and maintenance of all %ational Higha$s passing
through Andhra Pradesh i#e#" ;312 !m#
The funds allotted for execution and maintenance of all
%ational Higha$s are b$ &o'ernment of (ndia" *inistr$ of
Road" Transport and Higha$s .*oRTH/# The &o'ernment
of (ndia as a polic$" ha'e decided to iden the existing
%ational Higha$s to four ? six lanes and are ta!en up the
&olden Buadrilateral pro0ect b$ %ational Higha$s
Authorit$ of (ndia connecting four *etros 'i@# %e )elhi"
*umbai" Chennai and Calcutta# +ome of the important
Higha$s in the +tate ha'e been handed o'er to the %HA( to
about 1C:; !m# Recentl$ the &o'ernment of (ndia has
declared ne %ational Higha$s# +e'enteen important +tate
Higha$s are proposed for upgradation as %ational
Higha$s for a length of ;<2A !m and are sent to
&o'ernment of (ndia for appro'al on %H-<" Chennai-
5i0a$aada section# +ome of the reaches and bridges ha'e
been gi'en under build" operate and transfer scheme to the

appropriation#

estimates" plans and office or! and ma!es detailed
reporting to his higher officers#
CRFs of Executi'e Engineers ill be ritten based on the
performance of ph$sical and financial targets and
achie'ements#
3# Executi'e Engineer The Executi'e unit of the )epartment is )i'ision# The
Executi'e Engineer is responsible to the +uperintending
Engineer for execution and management of all or!s ithin
his )i'ision# He is responsible for Administrati'e control
o'er his )i'ision and to inspect important or!s and chec!
measures at random and execution done is as per standard
specification an$ defecti'e execution he ill be held
responsible# He is responsible for inspection of pre-monsoon
and post-monsoon bridges ? cul'erts ? cause a$s and
buildings and pro'ide relief operation and restoration of
traffic during %atural Calamities#
The Executi'e Engineer is prohibited from commencing an$
or! or expending an$ public funds ithout the sanction of
competent authorit$ and ma!ing an$ ma0or de'iations from
sanctioned designs and submit the closed or!s accounts and

completion reports#
The performance of the Executi'e Engineer ill be assessed
b$ the +uperintending Engineer based on the ph$sical and
financial targets and achie'ements and CRFs ritten#
He is ex-officio public relation officer to interface ith
public and liaison ith the other departments and pro'iding
securit$ arrangements for 'isiting of 5(Ps# He issues

responsible to the Executi'e Engineer for management and

)i'ision can be constituted ithout sanction of the +tate
&o'ernment# The )$# Executi'e Engineer is responsible for
super'ising the or!s" Dualit$ and Duantit$ ise" chec!-
measuring and scrutinising bills confirming to agreement
conditions and specification# The performance of the )$#
Executi'e Engineer is assessed b$ the Executi'e Engineer
depending on out-turn ph$sical and financial targets and
achie'ements# The )$# Executi'e Engineer has to report
monthl$ abstract of stoc! receipts and stoc! issues" monthl$
accounts" half $earl$ balance return of stoc!s" progress
reports on or!s" etc#
The )$# Executi'e Engineer is responsible for inspection of
pre-monsoon and post-monsoon bridges ? cul'erts ? cause
a$s ? buildings and loo! after relief operation during
%atural Calamities# He has the general control o'er
Assistant Executi'e Engineers ? Assistant Engineers and
other sub-ordinate staff or!ing in +ub-)i'ision and ma!ing
pa$ments of staff and or!-charged establishment#

1/ The Executi'e Engineer is the in-charge of the )i'ision and is responsible to the
+uperintending Engineer for execution and management of all or!s ithin his
)i'ision#
6/ He is responsible for proper up!eep of Building and or!s in his )i'ision and to
pre'ent encroachment of &o'ernment lands in his Charge#
:/ As soon as the or! is finished" the Executi'e Engineer has to close the accounts
and prepare the completion report#
;/ He can accord administrati'e and technical appro'al up to the limits prescribed#
</ He can sanction estimates for ordinar$ and special repairs ithin the limit of
budget allotments up to the limit prescribed#

and their certification and Certif$ing Public related structures such as temple car
etc#
e) DEPUT! EXECUTIE ENGINEER

to him b$ the Executi'e Engineer .R&B/#
6/ The )eput$ Executi'e Engineer is responsible that proper measures are ta!en to
preser'e all the &o'ernment Buildings and or!s under his control and he should
pre'ent encroachment on &o'ernment lands in his charge#
:/ )eput$ Executi'e Engineer is responsible for the accurac$ and correctness of the
measurements chec!-measured b$ him of the or!s under his control and he
should not allo false measurements and should safe-guard the interests of
&o'ernment#

Engineer?Assistant Engineer/ is responsible for the Dualit$ and Duantit$ of or!#
