Hospital parking plan put on hold

Council: Street closing idea needs more work to be safe
BILL LIVICK
Unified Newspaper Group

Stoughton resident Julie

Peterson was concerned
that the Common Council
had already decided what
the city would do. People
had told her that Stoughton
Hospital and the city had a

plan that was a done deal.

That wasnt the case, as
the council demonstrated
last week. After a lively
public hearing, it voted
8-3 to table a resolution
requested by the hospital
to close about 400 feet of
Ridge Street and a similar
section of Church Street to

motor vehicles.
Hospital president and
CEO Terry Brenny told the
council the hospital plans to
spend roughly $14 million
next year on site improvements and expanding its
emergency department. Part
of the plan calls for creating new, improved parking

areas and closing sections

of Ridge and Church streets
that are next to the hospital
to prevent through traffic.
Brenny said that would create a safer environment for
patients and staff.
But some residents of the
area, including Peterson,
oppose closing the streets.
Theyre concerned that in

Council tables plan to vacate sections of Ridge
Street and Church Street to eliminate drive-through
traffic at Stoughton Hospital and promote public
safety.
Neighborhood residents object to plan, saying
streets would have increased traffic.

we wouldnt have trespassers

going across our property.
City staff recommended
the landscaping changes,
saying that the original
plan was much more extensive than what city statutes
require. The new plan still
meets the requirements.
The issue of the fence
and landscaping plan had
come up last fall as the city
was looking into enforcing
the fence requirement, city
zoning administrator Mike
Stacey said. Staff had given
the developer until spring to
build the fence.
The Thodes had lobbied
the city to build a privacy
fence in 2006 when the
units were first proposed,
and again in 2012 when the
updated plans were submitted. According to city documents, the fence was to be
built within three months of
first occupancy of the new
units, which was in fall 2013.
Ald. Eric Hohol (Dist. 4)
agreed with the Thodes and
was fine with the new landscaping plan, but wanted to
be sure the fence was still
built.
I thought we had reached
a pretty good compromise,
Hohol said of the previous
discussions. Im a little
disheartened, to be honest,
that you havent followed
through on a commitment
you made to put up the
fence.
A final reading of changes
to the landscaping plan is set
for Aug. 12.

Poet Robert Frost once

wrote that good fences
make good neighbors and
that sentiment is being put
to the test along Hamilton
Street.
The citys Planning Commission has held fast that a
fence must be built along the
edge of a multifamily apartment building because it was
originally part of the approval two years ago. Developer
John Peterson thinks the
fence is unnecessary as the
neighboring property is listed
for sale as commercial property.
The Common Council
took up the matter Tuesday with a first reading of
an ordinance change for the
property, but held no discussion on the matter. A second
look at the issue is slated for
early August.
At the Planning Commissions monthly meeting July
14, Peterson had sought to
make changes to the specific
implementation plan for the
multifamily lot. Peterson
said in documents filed with
the city that the landscaping
plan approved two years ago
was not economically feasible.
He told commission members that he didnt believe
there was a need for the
fence anymore.
I just dont see the use
of building the fence anymore now that the property
is listed for sale as commercial property, Peterson said.
The privacy issue? No one
lives there.
But the neighboring property owners George and
Kathy Thode registered
their opposition to the plan
and asked that commission
members keep the fence
requirement to prevent damage to their property.
We ask you to do this for
a factor of safety and a factor
of liability, George Thode
told the commission, adding
that he had documentation
of trespassing and damage
to his property. We ask for
that fence to be put up so that

Neighbor reactions mixed

Hospital representatives met
with city officials three times in
the past year to discuss their site
improvement and street renovation plans. They also made house
calls to talk with residents in the
area about their plans.
Human resources manager
Chris Schmitz said hospital planners first looked at increasing the
elevation of Church Street, which
leads from Main Street to the
hospitals front door and is more
than five feet lower than the facility and its parking lots. At the
same time, they would reduce the
elevation of Ridge Street.
Over time, hospital officials
concluded that creating new parking areas and closing the sections
of Church and Ridge streets that
intersect in front of the hospital would be the most effective
way to level the topography and
improve public safety. Closing the streets would prevent
people from using Ridge Street
and Coopers Causeway to cross
the Yahara River to get from one
side of town to the other. Instead,
drivers would have to use Main
Street.
That change, along with grading to reduce the street slope,
would create a more walkable
hospital campus, Brenny and

Schmitz said.
Their plan met considerable
resistance from some neighborhood residents, though some
others supported the proposed
changes.
During a public hearing at
last Tuesdays council meeting,
Peterson said the hospitals plan
was not well thought-out.
I think closing Ridge Street
and routing that traffic to Lynn
and Hillside is unfair, she said.
Peterson, who lives on Lynn
Street, thinks people should be
able to access the hospital from
Ridge Street instead of having
to go a few blocks south to Main
Street and then go north again on
Church Street to get to the hospitals parking lots and front door.
She said there are 13 houses on
Ridge Street east of Hillside to
the hospital, and only three residents had signed the hospitals
petition in support of vacating a
section of Ridge Street.
Peterson presented the council
with her own petition, which carried the signatures of nine residents opposed to the change.
Sharon Mason Boersma, who
lives on McKinley Street and also
spoke at the hearing, was not one
of them.
I take this route a lot and I am
in favor of this change to Ridge
Street, she said. I favor more
safety in that area, and this plan
would be safer.
Mark Hausman, a Lynn Street
resident, said he understands the
hospitals needs but is also concerned about more traffic in his
neighborhood. He noted that the
intersection of Lynn and Giles
streets is uncontrolled, which is
a danger in itself.
Wed be rerouting traffic and
amplifying the amount of traffic
at an uncontrolled intersection,
he warned.
Neighborhood residents Debra Johnson Peabody and Diane
Reynolds also opposed closing
Ridge Street.
Johnson Peabody said the
change would have the effect of
walling off people in the neighborhood. Reynolds, who lives on
Hillside Avenue, said, There
would be way too much traffic on
my street.

Alders debate options

The Planning Commission
had recommended the council
approve the discontinuation of
the streets by a 3-2 vote the week
before. Ald. Hohol (D-1), who
had voted in favor, noted it came
with a contingency that the

hospital keep part of Ridge Street

open so people in the neighborhood could still access the hospital.
But city attorney Matt Dregne
pointed out the contingency
would contradict the intent of
the resolution and was probably
unworkable.
Ald. Jenson (D-3) noted he
and Ald. Christianson (D-2) had
opposed the contingency at the
commission.
The simplest solution would
be to close Coopers Causeway
to through traffic, Jenson suggested. That would cut down
any traffic through there. It would
all have to come up Main Street.
Jenson added that he felt
the residents concerns about
increased traffic in their neighborhood were also legitimate.
Ald. Selsor (D-1) moved to
table the resolution and send it
back to the commission for more
work.
The Planning Commission
needs to get with the hospital to
figure it out, he said.
Several alders suggested that
the Public Safety Committee
should have a role in creating
traffic calming measures in the
affected neighborhoods, should
the council ultimately approved
the street closings. Suess said the
Giles and Lynn streets intersection could use controlling signs,
which could be discussed by the
committee.
Council president Engelberger (D-2) questioned whether it
would be wise to turn over a
municipal street to the hospital.
He also felt the decision-making process has been driven too
quickly and it was too soon to
make a decision.
We need to think about this
more and get public input ahead
of time not five minutes before
we vote, he said.
Hohol agreed, and he said officials should consider public safety issues in the region as a whole,
then have the matter come to the
council as a package that includes
parking lots and streets.
Id like to see staff coordinate
the Public Safety Committee and
the Planning Commission with
the hospital, he said. I support
what the hospital wants to do,
but we also need to consider the
neighborhood.
Christianson disagreed, saying
the proposal had been discussed
for six months and it was time for
the council to act.
This is a good design, he
said.

Shoreland zoning
The council also heard
a first reading of an ordinance that would take
advantage of a state law
that allows cities and villages to eliminate what
could be a patchwork
series of county shoreland
zoning codes.
The codes affect properties only within 1,000
feet of a navigable pond
or lake or within 300 feet
of a river or stream.
Some stormwater detention ponds in the city
might also fit this definition.
Under the previous law,
cities and villages were
required to enforce whatever county zoning standards were in effect at the
time of annexation, going
back to 1982. That could
mean different rules for
different properties all
over the city.
The new code is based
on a model ordinance
devised by the League of
Wisconsin Municipalities and approved by the
DNR.

to E&N Hughes of Monroe. The company bid
$981,787 for improvements from Page Street to
just north of County Hwy.
B. The companys alternative bid of $639,482 is for
the balance of improvements to the county highway, including a looped
water main under the railroad tracks.
E&N Hughes bids
were slightly more than
engineers had estimated
for the project, and were
opened on July 15.
The citys costs were
offset by a $321,000 contribution from the towns
of Pleasant Springs and
Dunkirk.
Planning director Rodney Scheel said the towns
contributed to the project
because theres a complicated mix of jurisdictions that have some
degree of responsibility
for the roadway.
The city has a segment
of Williams Drive, at least
half of one side of the
roadway, he explained.
The Town of Pleasant
Springs has the roadway
north of Business Park
North. And the Town of
Dunkirk has at least the
west side of Williams
Drive south of the business park.
The road has been deteriorating for years and is
in serious need of repair,
he said.
The existing roadway
in the construction area
is rural and is planned to
be reconstructed as an
urban section with curb,
gutter and sidewalk. The
roadway will be widened
and include provisions for
bike lanes. New terrace
trees and street lighting
will also be installed.
A water main currently
exists along the citys
segment of Williams
Drive. The entire industrial park/business park area
east of the railroad tracks
and north of the Yahara
River is served by a single water main connection at the intersection of

Williams Drive and Page

Street. To improve water
system reliability and
performance, the project
includes installing a second water main connection for the area.
The second connection will be provided by a
new water main installed
near the intersection of
Williams Drive and Business Park Circle, west of
the intersection of Page
Street and Johnson Court,
or from Williams Drive
west to the intersection
of Greig Trail and Marie
Drive.
Sanitary sewer will also
be installed as part of the
project. It will extend
north from the intersection of Williams Drive
and Industrial Circle.
Sewer and water service
laterals will be installed
to allow for future utility
service to properties along
Williams Drive. New
storm sewer will also be
installed along Williams
Drive.

The history of organized religion is filled

with what can only be described as sectarian or partisan violence. There have
been disagreements from the beginning
of Christianity over what should constitute the correct form of both practice
and belief. And these disagreements are
only natural: when finite, fallible human
beings try to determine what their infinite,
infallible God expects of them, there is
going to be disagreement. But, wise men
and women should realize this and not
let these disagreements turn to armed
conflict and bloodshed. Sadly, this sort of
religious violence has been all too common. Catholics and Protestants waged a
series of wars for much of the 16th and
17th century. Shia and Sunni Muslims
have waged war against each other for
centuries, and of course there seems to
be no end in sight to the violence which
Muslims and Jews perpetrate against
each other in the Mid-East. This is most
unfortunate, since we all claim to believe
in a loving and merciful God who abhors
violence and the spilling of innocent
blood. We should pray for peace among
all of Gods children and do what we can
in our lives to foster a spirit of religious
unity.
- Christopher Simon via Metro New
Service
For we were all baptized by one Spirit so
as to form one body, whether Jews or
Gentiles, slave or free, and we were all
given the one Spirit to drink.

July 2014 Yard of the Month

The Stoughton Heritage Garden Club has selected the property of Anthony and Kelly Tinsman, 909 E. Main St.,
as the July Yard of the Month. The well-balanced symmetry and charming design of the front yard only hints at
the more expansive perennial beds of the backyard, accessed through a clematis-draped trellis and enhanced
by a water fountain. With trees and shrubs planted as buffer zones, the nearby noises of the city are pleasantly
mitigated. Inspired by a love of gardening passed down from his father, Anthony has enjoyed creatively developing the landscape design of his gardens for the last five years. The Heritage Garden Club meets the third
Tuesday of the month. For more information, contact Kay Davis at 873-4886.

Getting their reps

Stoughton football wrapped up the final day of its preseason camp at Fox Prairie Elementary School on Tuesday, July 22. The Vikings varsity football program scrimmages Sun Prairie on Aug. 15 before opening the 2014 season Aug. 22 at Reedsburg. Stoughton follows that up with a Badger Conference crossover at Mount Horeb the
following Friday before kicking off the Badger South season at Collins Field on Sept. 5 against Monroe.

Home Talent League

Merchants host through playoffs with win Saturday

JEREMY JONES
Sports editor

In control of their own destiny with a chance to lock up the

Southeast Section on Sunday, the
Stoughton Home Talent team fell
one run short against Clinton,
lsoing 6-5.
Stoughton struck first with a
run in the first inning, but left the
bases loaded. It was a reoccurring problem for the Merchants
all day, leaving 11 runners on
base over the first seven innings.
Jeremy Dunnihoo took the
loss for Stoughton, allowing six
earned runs over eight innings
on eight hits. He struck out six
and walked four. Erick Sperloen
tossed the final inning of scoreless relief, allowing two hits.
Sean Gerber (3-for-5) and TJ
DiPrizio (2-for-5) each drove in
a pair of runs, while Rory Menzer (2-for-2) knocked in another
to pace the Merchants at the
plate.
Clintons Joe Lange struck
out 13 and knocked in the winning run as the host Orioles rallied with three runs in the bottom
of the ninth to defeat the Merchants.
Lange allowed 10 hits and
walked five to give up five
earned runs for Clinton. Zach
Wisowaty finished (2-for-3) with
a triple to lead Clinton, while
Lange (2-for) and Barker (2-for4) also added multi hits.
Despite the loss the Merchants
still have a shot to lock up the
top seed in the West Division of
the Southeast Section as Utica
fell 9-5 against Cambridge.
Stoughton concludes the

Albion 11-4

Evansville 2-13
regular season this Sunday at
Utica Fest against the As, who
they are battling for the top seed.
The Merchants have a one-game
lead over Utica, but Utica still
has a chance to force a tie, which
favors the As.
If the teams split head-to-head
Utica would win the second tiebreaker based on division record.
If Utica wins at Fest, then both
teams would be 13-3, but division records would be 9-1 for
Utica and 8-2 for Stoughton.
In addition, if Stoughton is the
division winner at 14-2, they will
host throughout the SE playoffs.
If Utica wins, however, and Fort
wins the other one side at 13-3,
then Fort would host throughout.
Hopefully, we can get our
heads right and start playing
playoff baseball, Stoughton
manager Dale Seffens said.
On the other side of the section, Fort and Clinton are the top
two teams, and the other four
have been eliminated. However,
the East division winner has not
been determined yet, and neither team has clinched a spot

East

Clinton 11-4

yet, because Albion (the thirdplace team in the West) has

head-to-head wins over both and
the potential to have equal/better record than whoever finishes
second. A win by Fort or loss by
Clinton will clinch the division
for Fort.
If Fort Atkinson wins Sunday
(or Clinton loses), the Generals would be the East Division
winner and would host a semifinal game (against the loser of
Stoughton/Utica) on Aug. 10.
If Fort loses, things could get
weird.
If Clinton wins to go 12-4,
and Fort loses, then both teams
would be 12-4 overall, 8-2 division, 1-1 against each other, and
1-2 against the playoff teams
from the West Division. Clinton clinches a playoff spot with
a win and an Albion loss. Clinton could tie for first with a win
and Fort loss, where again things
would get weird.
If thats the case, there would
be a coin flip or one-game playoff during the week to determine
the division winner, who would

then host a semi-final the next

Sunday, Aug. 10.
Heres where it gets even crazier. Thanks to the new qualifier that was voted on by the
section last year and again this
year the loser of that one-game
playoff could miss the playoffs
all together.
If Albion wins their last game
and finishes 12-4, they would
have the same record as the loser of the one-game playoff and
head-to-head wins over both, and
would therefore steal the spot.
If Albion loses and finishes
11-5, then the one-game playoff
would be strictly for seeding purposes with both teams playing
semi-finals Sunday based on the
result (winner hosts, loser travels
to West Division winner).
Following the Stougton/Utica
game this Saturday the Merchants will be hosting their annual party at the pond.

Thursday Night League

PJ Rosowski made his Merchants deburt, tossing five inning
and striking out six.
Despite only giving up three
hits and two walks, Rosowski
was took the 4-0. None of the
runs were earned. Rosholt tossed
two innings of scoreless relief.
Not to be outdone, Verona
pitcher Cole Kroncke took a no
hitter into the bottom of the seventh inning last Thursday before
giving up a single with one out.
Justin Scanlon hit a two out,
two-run single to give the Kroncke more than enough run support.
Stoughton fill face Albion in
the Night League playoffs.

Sharing their home field

with Cambridge for more than
a decade, Utica didnt have far
to travel last Sunday.
The visiting team on the
scoreboard, however, the As
home field didnt supply Utica
with any advantage on its way
to a 9-5 loss.
Locked in a Southeast Section playoff race with Stoughton, the As saw Mike Krull
double home three runs as
Cambridge scored seven runs
in the third inning on its way
to victory.
Dane Schultz got the start
and tossed 3 2/3 innings before
surrendering eight earned runs
on seven hits and three walks.
Schultz struck out four
before being replaced by Kyle
Bates in the fourth innings.
Bates worked the final 4 2/3,
striking out five and walking
one. Though he held Cambridge to just four hits, Uticas
bates were unable to help dig
the team out of the early deficit.
Brad Ashmore (3-for-4),
Kevin ODonnel (2-for-4)
and Schultz (3-for-5) paced
the As offense. Ashmore and
Schultz both doubled in the
loss.
Earleywine (2-for-4), Stilling (3-for-5) and Horton
(2-for-2) all collected multiple
hits, including a home run by
Stilling.
The As hosts Stoughton at
1 p.m. Saturday with top-seed
for the playoffs on line.
While both teams have
already qualified for the playoffs, the winner of Saturdays
game will secure the top seed
for the playoffs.
A Stoughton win would
give the Merchants homefield advantage throughout the
playoffs, while a Utica victory
would most likely give Fort
Atkinson home field throughout.
If Fort Atkinson wins Sunday (or Clinton loses), the
Generals would be the East
Division winner and would
host a semi-final game (against
the loser of Stoughton/Utica)
on Aug. 10.
If Clinton wins to go 12-4,
and Fort loses, then both teams
would be 12-4 overall, 8-2
division, 1-1 against each other, and 1-2 against the playoff
teams from the West Division.
Clinton clinches a playoff spot
with a win and an Albion loss.
If thats the case, there
would be a coin flip or onegame playoff during the week
to determine the division winner, who would then host a
semi-final the next Sunday,
Aug. 10.

Thursday Night League

Utica defeated Oregon 12-2
for its fourth win of the season
last Thursday. The As were
out of the Thursday Night
Central Section playoff picture
several weeks ago, however.

Senior Legion

Senior Legion season ends with loss against Middleton

JEREMY JONES

2015, the summer season

still serves plenty of benefit.
I think a lot of its the
repetition, Farrell said.
Baseball especially, you
really need those reps. I just
think, the more you can get
in, the better you are and it
kind of shows. If you look
around the state, the teams
that are doing well are those
that have guys taking the initiative in the summer.

Sports editor

Stoughton fell behind

quickly thanks to a two-run
triple in the bottom of the
first inning last Friday and
never recovered on its way
to a 15-5 season-ending loss
against Middleton.
Middleton squad pushed
its lead to 6-0 through three
innings before Stoughton
finally broke through in the
top of the inning.
Austin Nowicki reached
bases on throwing error
by the Middleton pitcher,
advancing to second on a
wild throw. A walk to Brady
Wanninger two outs later
gave Stoughton runners on
the corners for Jake Kissling,
who hit a two run double to
the right-center field gap.
Middleton, which scored
in every inning but the
fourth, added another run in
the fifth to push its lead back
to 7-2.
Stoughton, however,
answered with three runs in
the sixth to pull within two
thanks to an error, two wild
pitches and an RBI single
from Sam Ripp.
It would be as close as
Stoughton would come,
though.
Middleton set 13 hitters to

sixth and scored 11 runs to
win by the mercy rule.
Stoughton gave up six
walks and threw four wild
pitches in the inning, including the game-winning run.
Stoughton finished with a
mere three hits to go along
with three errors in the loss.

Ripp got the start and

worked 5 1/3 innings, allowing six earned runs on nine
hits and six walks.
Errors really plagued us
the whole game, Farrell
said. Early on Sam threw
some good pitches, but we
just couldnt make plays on
them.

Stoughton finished the

summer 12-6 overall.
Wanninger walked four,
threw one wild pitch and
watched his defense commit two errors behind to
help Middleton wrap up the
10-run victory.
We had a lot games
where we were shorthanded

because of basketball or
football contact days, so we
had people come up and fill
in roles for us, which is what
we ask year round, assistant
coach Mark Farrell said.
Although the guys wont
step foot on the Stoughton
High School baseball diamond until the spring of

Stoughton sent 12 batters

to the plate as part of a six
run fourth inning last Thursday to battle back for a 6-5
win over Milton.
Sam Ripp, Alex Zacharias, Kissling and Tim Johnson all plated runs in the
fourth.
Kissling got the start,
throwing four innings. Jeremiah Jimenez and Brady
Wanninger combined to toss
the final three innings of
relief.

Stoughton 6, Oregon 2
Alex Zacharias hit a tworun home run and toss five
innings to pick up the win
against a shorthanded Oregon squad back on July 30.
Ethan Genter tossed two
innings of relief.

Scrub Club members celebrate a successful year learning about health care careers.

The 2013-14 Stoughton

Hospital Scrub Club class
has finished another successful year. The goal of
Scrub Club is to increase
awareness of health-related
professions. Scrub Club
aims to spark interest in
health-related careers
among seventh- and eighthgrade students through
informative, hands-on
activities once per month
after school.
This past year, 12 River
Bluff Middle School students had the opportunity
to speak with health care
providers and participate
in informative, hands-on
activities including: practicing chest compressions/
CPR, placing IVs in a
mannequin arm, sutur ing a banana, performing
laparoscopic surgery on a

watermelon, determining
their blood types, use of
wheel chairs and many others.
Students going into seventh or eighth grade next
year interested in Scrub
Club can contact Barb
Wolf, Family & Consumer
Science Teacher at River
Bluff Middle School at
877-5530. School officials
determine acceptance into
the program, which has limited space. The next session
starts with the first class
at the end of October with
monthly classes through
April.

Since 2005, when records

were established, more than
6,000 postal employees
have been recognized for
driving at least one million
miles without a single accident. The Postal Service has
the worlds largest civilian
fleet with approximately
220,000 vehicles, and close
to 350,000 letter carriers
and truck drivers log more
than 1 billion miles annually.
A postal employee may
be nominated for lifetime
enrollment in the National Safety Councils Million Mile Club if he or
she drives without being
involved in a preventable
motor vehicle accident for a
cumulative total of one million miles or 30 years. The
Million Mile Club is part of
the Safe Driver Award program created by the National Safety Council.
