Chief Minister Shri
Shivraj Singh Chouhan with his
visionary approach has the willpower
to make Madhya Pradesh a developed
state. The top industrialists of India
expressed these views during a get-
together held at CII, Mumbai. Heads
of Tata, Reliance, Shaporji Pallonji,
Welspun, Mahindra, Force, Godrej and
other industrial houses called on Chief
Minister Shri Chouhan in Mumbai.
Inviting the industrialists to Global
Investors Summit to be held at Indore
in October, the Chief Minister said
that Madhya Pradesh is the ideal des-
tination for investment.
He said that the new industrial
town will be developed between Indore
and Bhopal. Shri Chouhan said that
establishment of industries in
Chambal ravines will also result in all-
round development of the area.

New Delhi: The portal MyGov, a platform
that serves as a medium for the people, specially
the youth, to connect with the Government active-
ly and facilitates their engagement towards
nations development was launched recently.
Briefing about the initiative, Shri R.S. Sharma,
Secretary of the Department of Electronics and
IT said that MyGov empowers people to con-
tribute towards good governance through various
tasks and discussions. MyGov presents an oppor-
tunity to the citizens to participate in multiple
theme-based discussions and to share their
thoughts and ideas with a wide range of people.
Citizens can upload documents, case studies, pic-
tures, videos, other work plans etc. on the plat-
form. They can volunteer for various tasks and
submit their entries. These tasks would then be
reviewed by other members and experts. Once
approved, these tasks can be shared by those who
completed the task and by other members on
MyGov. Every approved task would earn credit
points. National Informatics Centre (NIC),
Department of Electronics and Information
Technology, would manage the poratal. Groups
and corners are an important part of MyGov. The
platform has been divided into various groups
namely Clean Ganga, Girl Child Education, Clean
India, Skilled India, Digital India, Job Creation.
Each group consists of online and on ground
tasks that can be taken up the contributors. The
objective of each group is to bring about a quali-
tative change in that sphere through peoples
participation.

5 ration shops begin supply of vegetables
Secretary, Technical
Education Amit Agarwal has
said the skill development of
the youths is the top most pri-
ority of the State and at least
5229 youths were given train-
ing in 2013-2014 in livelihood
colleges. He said that six liveli-
hood colleges have been set up
in the State and about 1865
youths are receiving training
this year.
The Livelihood Colleges
set up by the State have been
imparting short term training
to the youths to improve their
skill in a particular trade. The
main objectives of the
Livelihood Colleges is skill
enhancement of the local
youth who already possess to
have a technical qualification
and providing self-employ-
ment and employment oppor-
tunities to them through
training.
The State Government has
targeted to provide skill devel-
opment training to about
1,20,000 youth during the cur-
rent financial year. Higher and
Technical Education Minister
Prem Prakash Pandey said
after holding a review meeting
of the department officials at
the Mantralaya here recently.
The Minister took stock of
the measures undertaken for
the skill enhancement of the
local youths. He also discussed
on the road map for the future.
Pandey urged the officials to
work and achieve the goal by
setting up a tri-monthly tar-
get. The Minister said the offi-
cials should work keeping in
mind how best the science and
technology can be used to pro-
vide the best services to the
people.
Pandey said the State
Government has targeted to
train as many as 120,000
youths in the current fiscal
of 2014-2015 and it expect to
fulfil the target as per the
schedule. Reviewing the sta-
tus of employment and
training work for the youth,
the Minister told officials
that they should conduct a
survey to find out the avail-
ability of jobs in different
sectors.

Food and Civil Supplies minister
Punnulal Mohle has informed five ration
shops in the State capital of Raipur have
started selling fresh vegetables besides
onion and potatoes at cheaper rates.
Mohle has appealed the people to take
advantage of this new system. Food, Civil
Supplies and Consumer Protection
Department officials said here that the
new system has been introduced under
the public distribution system.
The local women self-help groups have
taken the initiatives following the special
interest shown by Chief Minister Raman
Singh. In the first phase, people would be
able to get the vegetables, onion and pota-
toes at five ration shops. These items are
available for sale from 1 p.m. onwards at
the five ration shops from July 31. It will
be expanded to other fair price shops in
other places of Raipur and other cities in
the State.
Under it, vegetables, onion and pota-
toes are available at cheaper rate at the
fair shops run by Gayatri Community
Development Samiti in Tikarapara,
Sonashree Women Self Help Group at
Ashok Nagar, Chalo Chalei Community
Development Samiti near Ram Nagar
overbridge, and Maa Santoshi Women
Self-help group at Khambardihi.
It is also available at the fair price
shop operated by Prina Community
Development Samiti at Raja Talab. The
potatoes, onions and fresh vegetables will
be sold in the fair shops run by the self-
help groups at reasonable prices, which
are much cheaper than the market rates,
they said. The farmers of the villages
around the town will directly supply the
fresh vegetables at wholesale prices to the
ration shops.

State government may be finding it
difficult to recruit doctors to improve it
health care infrastructure but when it
comes to flying state owned aircrafts,
there seem to be no dearth of aspirants.
Nearly 20 applications have been
received for the two vacancies adver-
tised recently.
Though the state's two aircrafts, a
King Air B-200 Aeroplane and an
Agusta-109 Helicopter, are still flying,
they were under the constant threat of
being grounded as the aviation depart-
ment was operating them with the bare
minimum strength of four pilots. While
the department has a sanctioned
strength of six pilots, three each for the
plane and the chopper, the recent resig-
nation of two pilots, including the chief
pilot, Captain D S Mishra, has made the
situation tight for the department.
According to sources, in the past
couple of months there have been few
occasions when pilots had to be hired on
per-day contract basis to fly the air-
crafts, as one of the regular pilots could
not fly due to health reasons. Officials
said that as per the guidelines of the
Director General of Civil Aviation
(DGCA), minimum three pilots are
required for a plane or a helicopter.
Sources said hiring pilots on per-day
contract basis costs the exchequer quite
a lot, as they charge almost three to four
times the regular daily salary of the
pilot on rolls. In contrast to the monthly
salary of Rs 3,62,000, a pilot on per-day
basis is paid almost Rs 30,000 plus costs
of accommodation and expenses for
travelling. The chief pilot, DS Mishra
had been flying the state chopper ever
since Chhattisgarh was formed. He's
credited with undertaking flights in
adverse conditions in the naxal hit
areas of Bastar region. He was part of
several search and rescue operations
undertaken by the government during
incidents of naxal hits in the remote
areas of the state.
When contacted, aviation secretary,
RS Vishwakarma, said that 19 applica-
tions were received for the post of senior
pilots. Of these, 13 applications are for
the plane and six for helicopter. He
added that salaries paid by the
Chhattisgarh were the best, as com-
pared to similar jobs in other states.

Chancellor Dr. J.L. Kaul were also pres-
ent on the occasion.
The Governor said that family is the
first school and mother the first teacher
for a person. Students should not be dis-
appointed or depressed by any failure and
continue journey towards their goal with
renewed enthusiasm. Referring to great
persons like Mahatma Gandhi, Lal
Bahadur Shastri and Dr. A.P.J. Abdul
Kalam, he said that they have taught to
move ahead in life braving adverse cir-
cumstances. The Governor said that
nowadays women are giving equal cooper-
ation in country and society.

to Central budget schemes: CM
Chief Minister Shivraj Singh
Chauhan has said that Central
Budget is far-sighted and aims to
lay foundation of a strong India. A
number of new schemes for differ-
ent departments have been
announced in it. If all state gov-
ernment departments make prop-
er preparations now, better bene-
fits can be availed from Central
Budget for Madhya Pradesh. All
departments should collect infor-
mation about their schemes and
prepare proposals accordingly. Referring to
Smart City Scheme and River Linking
Scheme, he directed to prepare proposal
under them on priority. Madhya Pradesh
will be taken to new heights by year 2018.
No stone will be left unturned for this. The
Chief Minister was addressing a meeting on
Central Budget Possibilities for M.P.
here.
Chauhan directed all departments to
chalk out proposals pertaining to identified
schemes under the Central Budget within a
week. The departments should also fix their
priorities. Madhya Pradesh should be the
first state to send proposals for these
schemes. He said that Madhya Pradesh
should also contribute suggestions for
Central Budgets programmes and schemes
which are in the process of policymaking.
Further possibilities of interlinking rivers
should be explored in Madhya Pradesh. The
state should start at its own level the scheme
to develop farmers markets for directly pur-
chasing products from farmers.
The CM said that a proposal should be
chalked out to include 10 new districts of MP
in National Rural Livelihoods Mission. A
detailed proposal should be prepared under
Shyama Prasad Mukherjee Ru-urburn
Mission to provide city-like facilities and
infrastructure in villages. Ready proposals
under PMGSY should be sent to the Centre.
State should avail maximum benefit under
Central Budget provisions for rural drinking
water schemes. Apart from Jabalpur, Rewa
and Gwalior, schemes to develop new air-
ports in tier-1 and tier-2 cities should be
chalked out. Proposals regarding develop-
ment of smart cities should be chalked out
right now. Proposal of light metro should be
included in assistance scheme for urban
infrastructure development in urban habi-

gave a presentation regarding various provi-
sions of the Central Budget including pro-
grammes and schemes for agriculture and
allied sectors, rural development, infrastruc-
ture, education, health, women & child
development, industries, social justice, wel-
fare schemes, information technology,
tourism & culture, sports & youth welfare
and home department.
Targeted PDS computerised in 6 districts
Bhopal
To ensure transparency, targeted PDS is
being computerised in the state. As a pilot
project, it has been implemented in 4 dis-
tricts Khandwa, Burhanpur, Hoshangabad
and Harda and urban body areas of Bhopal
and Indore.New arrangements for targeted
public distribution system have been made
with effect from March 2014 by expanding
Mukhyamantri Annapurna Yojana under
provisions of Food Security Act 2013.
Eligible families have been brought under
the purview of the Act by dividing them in 2
categories including Antyodaya Anna Yojana
and priority families.
Aadhar Card enrollment work under
computerised PDS has been completed 90
percent in the 4 districts. Besides, every per-
sons Samagra ID and Aadhar Number are
being entered in records in 6 districts. Under
computerised system, POS machines are
being provided to every fair price shop to
read bio-metric impression of consumers
fingers. Eligibility of a family for ration will
be established only when a family member
puts his finger on the machine. Salesman at
the PDS shop will also provide a receipt
against purchase of full or partial quota.
Food and Civil Supplies Department is
implementing Core PDS arrangements in
urban body areas of Bhopal and Indore.
Under it, a consumer will be given choice
to purchase quota of his food grains from
any PDS shop instead of the one prescribed
for him. Objective of the scheme is to
increase competition among fair price
shops so that consumers can get better
facilities.

contractual pharmacist for National Child Health Programme under National Health Mission.
The appointment process for these posts was undertaken through MP Online in July 2013.

An NGO in capital has gifted the state
its first free of cost de-addiction centre for
children who are victims of substance
abuse. In association with a NGO in New
Delhi, the de-addiction centre was launch
recently and has already received several
registrations.
Activists have voiced for rehabilitation
and introducing de-addiction centre for
children, specially the needy ones who
hang around at railway station premises
and those in need of protection. Even
before state government could think of
taking a step towards protection of vul-
nerable kids, capital's Sankalp Samiti
NGO with New Delhi based Hans
Foundation have launched the centre at
Shankar Nagar and have tied up with
counsellors, de-addiction experts and
trainers. Sankalp Samiti director
Manisha Sharma said, "The centre's serv-
ices will be free of cost. While there are
over 500 children on railway station prem-
ises alone, thousands of them are victims
to addiction too. Three tutors, volunteers
and workers are out in slum areas to iden-
tify children addicted to guthka, smoking,
drinking or inhaling solutions."
Sharma said that parents' consent is
necessary to get the children admitted to
de-addiction centre for three-month reha-
bilitation. "For orphans, the child would
be presented before child welfare commit-
tee and his case shall be decided accord-
ingly," she said. "While looking for centres
doing similar work, we found two in
Chennai which charge dearly. Although
this is a major challenge for us to first
make people aware about the significance
of the centre, scanning and awareness has
begun in capital.
In fact, schools and colleges, parents-
teachers associations would also be a part
of it in future to benefit maximum number
of children," Sharma said. Children up to
18 years of age can get admission at the
centre. Skill development like computer
operating, yoga and other activities would
be taught to children, which the special-
ists would identify by asking children to
cut newspaper items of their choice.
Depending upon their interests and psy-
chological status, further training and de-
addiction would be provided.

ration card cancellation
RAIPUR
Congress MLAs protested ration card can-
cellation issue in the House. Congress member
Bhupesh Baghel demanded a discussion on
issue on ration cards but the Speaker denied
stating that discussion has already been held in
the Question Hour. Leader of Opposition TS
Singhdeo said that the discussion in the
Question Hour was limited to a few districts
and should be taken up for discussion.
Soon, Opposition members started shouting
slogans while demanding discussion on ration
card issue. The Congress members later
entered the well of the House in protest leading
to their suspension.In the absence of the
Congress members, the Treasury bench mem-
bers requested the Speaker to initiate action
against Congress member Bhupesh Baghel for
dishonouring the Chair.
We had sought from the Government to
take steps for stopping cancellation of ration
cards of eligible people and to take action
against ineligible people; mostly black marketeers and hoarders.
But the Minister failed to take any initiative or give assurance on
both the aspects, said Leader of Opposition TS Singhdeo.
Members of the Treasury bench said that verification and cancel-
lation of ration cards was a routine work under public distribution
system (PDS).
Congress member Bhupesh Baghel alleged that the State
Government had been frequently changing the ration cards in the
name of colour or the woman head of the family. This had resulted
in waste of crores of rupees in printing and transportation of
cards, he said. He further alleged that poor people were suffering
due to the verification process as they had been deprived of ration
for past few months. Scores of people are visiting the Food depart-
ment to restore the cancelled ration cards, he said, while accusing
the government officers of corruption and sought action against
them. Food Minister Punnulal Mohle gave explanation on the
notice of Congress member Bhupesh Baghel and said that as
many as 1.81 lakh ration cards had been cancelled in the State
while 11.96 lakh card holders had been found ineligible in the sur-
vey. The Government was committed to provide ration to poor
people but it also involved taking measures to ensure that ineligi-
ble people do not avail the benefit of the scheme and hence verifi-
cation has been started, he said.

10,000 seats to be added to SC students hostels

A state cabinet meeting chaired by Chief
Minister Shivraj Singh Chauhan here
recently decided to add 10,000 seats to sched-
uled caste students hostels by upgrading 20,
25 and 30 seater hostels to 50 seater under
12th Five Year Plan.
The cabinet sanctioned 595 contractual
posts of superintendent for pre-matric hos-
tels and 15 contractual superintendents for
running new pre-matric hostels and 15 post-
matric hostels with increased seats. Besides,
2150 posts of class IV employees and 610 post
of part-time sanitary workers were also sanc-
tioned. The cabinet decided to open 10 new
post-matric hostels in year 2014-15. The cab-
inet decided to allot on lease 160 acre land of
Government Seed Multiplication Farm,
Nabibagh, Bhopal to National Institute of
Agriculture Research, New Delhi to establish
a national-level agriculture engineering
institute. Through the institute, farmers of
Madhya Pradesh as well as other states
will get new techniques and agricultural
implements. The cabinet decided to enter
into long-term power purchase agreements
for purchase of renewable energy except
solar energy at the tariff prescribed by
Madhya Pradesh Electricity Regulatory
Commission till the Union Power Ministry
issues guidelines-directives about long-term
power purchase of renewable power on com-
petitive rates.

versities coordination council
chaired by Farmers Welfare and
Agriculture Development
Minister Gaurishankar Bisen
here recently decided that 10 agri-
culture polytechnics will be
opened in Madhya Pradesh.
Bisen directed to collect detailed
information within next 10 to 12
days about land, building and
other arrangements for college
building construction, faculties
and courses after studying one
polytechnic college each in neigh-
bouring states Gujarat and
Maharashtra.

from University Grants
Commission regarding establish-
ment of agriculture universities
under Rashtriya Uchchattar
Shiksha Abhiyan (RUSA). Both
agriculture universities should
also seek governments approval
for filling up vacancies under cent
percent externally sponsored
schemes. Principal Secretary Dr.
Rajesh Kumar Rajora said that
universities should initiate
process to provide scholarships to
50 percent students on merit basis
to students of MSc and PhD.
Entire information about provi-
sions prevailing in other universi-
ties regarding this should be
made available to the department.
Both universities should send
their separate proposals for devel-
oping infrastructure and staff for
organic diploma course.
The meeting also decided
about re-allotment of staff of
Rajmata Vijaya Raje Scindia
Agriculture University, Gwalior to
Jabalpur Agriculture University
and transfers/deputation from one
university to another through
mutual consent. Discussions were
also held to open agriculture col-
leges under PPP mode.
A Model Dairy Farming
Project developed by NABARD
will be implemented in MP. It will
be implemented in selected clus-
ters through concerning dairy fed-
erations. The project was finalised
after discussing the matter with
all stakeholders at various meet-
ings convened by MP Institutional
Finance Directorate. Banks, other
financial institutions and insur-
ance companies will cooperate in
this. Under the project, the dairy
federations will identify milk
routes in the areas under their
jurisdiction for constituting dairy
cooperative societies. The federa-
tions will enroll beneficiary milk
producers as members of dairy
cooperative societies. The dairy
federations will extend help to
these members in obtaining milch
cattle, milk collection, supply,
transportation to chilling plants
and marketing of milk and its
products. They will also ensure
payment against milk purchased
from dairy cooperative societies
and get it transferred directly to
members bank accounts within
time-limit.

Digital Empowerment Foundation has selected Sampark Setu Yojana of the Health
Department for mbillionth Award. The award was received by Director National Health
Mission Faiz Ahmad Kidwai and Programme Manager Amit Jain at a function held at
India Habitat Centre in New Delhi. Digital Empowerment Foundation had invited entries
from 8 South Asian countries including India, Pakistan, Bangladesh, Sri Lanka, Nepal,
Bhutan, Afghanistan and Maldives for better and innovative use of mobile phone in social
change and development sector. On this basis, Madhya Pradesh Health Departments
Sampark Setu Yojana was adjudged the best. The scheme was also conferred Chairmans
Special Award. The foundation had received 300 entries from 8 countries from which MP
was selected in m-Health category.
Health Depts scheme gets mbillionth award
Higher Education Minister Umashankar Gupta has said that the state government
will transfer or send on deputation teachers and employees from one university to another
university under special circumstances. This will be done only when university works could
not be done properly due to vacancies and other reasons. Gupta said that this provision
has been made in Madhya Pradesh Universities (Amendment) Bill-2014 tabled in Vidhan
Sabha after amending Madhya Pradesh Universities Act-1973. Gupta informed that the
Bill has been introduced to end political interference and increase teaching activities in
universities. The state government will be empowered to fill vacancies of class III and IV
employees in universities by selection through Madhya Pradesh Professional Exam Board
or any other equivalent government agency.

Alirajpur, Damoh, Dewas, Satna,
Chhatarpur, Guna, Dindori, Gwalior,
Jhabua, Ratlam, Singrauli, Sheopur,
Neemuch, Panna, Umaria, Mandsaur
and Shahdol.. Two districts have
received -60 percent rainfall including
Bhind and Morena. In Balaghat dis-
trict, one person has died and 2 cattle
heads perished. As many as 172 houses
have been damaged completely and 381
partially. Affected people have been
shifted to safer places. All disrupted
road have re-opened in the district. So
far, 16 people have died and 17 injured
while 6 cattle heads have perished. As
many as 287 houses have been dam-
aged completely and 381 houses par-
tially by excessive rains in the state.

ven though the eye of the
storm is a late, retired
Madras HC judge, the ram-
ifications are far wider than
what meets the eye. The col-
legiums system, wherein a select
coterie of SC and HC judges
determines topmost appoint-
ments to apex and high courts,
has rightly come under the scan-
ner because of its continued
opacity and tendency to shield
the black sheep in the herd.
Katjus accusations are the lat-
est in a long line of charges, for-
mal and informal, that have
been leveled at senior judges,
especially SC justices, including
corruption, fraudulence, conniv-
ing with bureaucrats and politi-
cians and even sexual violations.
In this light, it is imperative
to review longstanding failings
of judicial collegiums and substi-
tute this gravely inadequate sys-
tem with a more robust and
transparent judicial appoint-
ments commission (JAC). Even
though the JAC Constitution
(120th Amendment) Bill, 2013 is
pending to be debated in the
lower and upper houses of
Parliament, what needs to be
taken into account as well is the
tendency of both legislature and
the executive to meddle in the
post-appointment affairs of the
higher judiciary.
Hence, while the bill, if
passed, empowers Parliament
to legally prescribe functions
and procedures of the commis-
sion, it equally bolsters the leg-
islature to influence court deci-
sions, particularly in high-pro-
file cases with massive revenue
stakes and formidable public
interest. What the new union
government must ensure, there-
fore, is that transparency at all
levels of functioning is instilled,
and that every appointment,
extension of term as well as
denial of such must be support-
ed with sufficient and justifi-
able reasons.

months budget to set
a goal of ending defecating
in the open by 2019. Ending
open defecation would bring
immense benefits. Some
130 million households lack
toilets. More than 72% of
rural people relieve them-
selves behind bushes, in
fields or by roadsides. Of
the 1 billion people in the
world who have no toilet,
India accounts for nearly
600 million.
The costs are high.
Public safety is one under-
appreciated problem, as
young women have to leave
their rural homes after
dark. A broader matter is
public health. Open defeca-
tion is disastrous when
practised by groups in close
contact with each other.
Because Indias popula-
tion is huge, growing rapid-
ly and densely settled, it is
impossible even in rural
areas to keep human faeces
from crops, wells, food and
childrens hands. Ingested
bacteria and worms spread
diseases, especially of the
intestine. They cause
enteropathy, a chronic ill-
ness that prevents the body
from absorbing calories and
nutrients. That helps to
explain why, in spite of ris-
ing incomes and better
diets, rates of child mal-
nourishment in India do not
improve faster. Unicef esti-
mates that nearly one-half
of Indian children remain
malnourished.
Hundreds of thousands
of them die from preventa-
ble conditions each year,
especially in the north,
which has most of the open
defecation. Faeces in
groundwater spread dis-
eases such as encephalitis,
an annual post-monsoon
scourge in eastern Uttar
Pradesh. Diarrhoea leaves
Indians bodies smaller on
average than those of peo-
ple in poorer countries
where people eat fewer calo-
ries, notably in Africa.
Underweight mothers pro-
duce stunted babies prone
to sickness who may fail to
develop to their full cogni-
tive potential. Dean Spears,
a Delhi-based economist,
says the costs of all this, in
incomes and taxes forfeited,
are far greater than the
price of fixing it. How to do
so? India fares worse on
sanitation than a host of
poorer places including
Afghanistan, Burundi and
Congo. Leaders need also to
confront the cultural rea-
sons for bad sanitation.
Hindu tradition encourages
defecation in the open, far
from home, to avoid ritual
impurity. The mere avail-
ability of government-built
latrines will not end open
defecation for decades yet.
What is needed instead are
public campaigns, in
schools and in the media, to
explain the health and eco-
nomic benefits of using toi-
lets and of better hygiene.
Researchers found that only
a quarter of rural house-
holders understood that
washing hands helps pre-
vent diarrhoea.

Minister Rajendra Shukla has welcomed
Central Governments decision to con-
struct a low-cost airport at Rewa. Shukla
said that development of Vindhya region
will acquire wings with this decision of the
Union Civil Aviation Ministry. He said
that despite all richness of resources,
entire Vindhya region including Rewa
remained relatively slow in progress and
development due to lack of suitable modes
of transport and communication. It is
noteworthy that the Centre has recently
decided to construct 50 low-cost airports in
18 states. These include Rewa, Jabalpur
and Gwalior in Madhya Pradesh.
Rajendra Shukla said that as per
information, facilities for 4 types of air-
craft will be available at low-cost airports,
to be developed in phases. Mobile control
towers will be used at these small airports
which will not have approach light facility.
These airports will be guarded by state
police while local fire brigade will look
after firefighting and other rescue works.
Staff deployed at these airports will be
multi-purpose. Except most important
works, all other activities at these airports
will be outsourced. Only the area under
security cover will be air-conditioned.
Modular building concept will be adopted
in construction of buildings for these air-
ports. Terminal will be passenger-friendly
and maximum use of natural light will be
made. The airport will not have passenger
boarding bridge, elevator and other such
facilities.
Welcoming the Centres decision,
Rajendra Shukla hoped that the construc-
tion of low-cost airport at Rewa and 2
other places in the state will begin soon.

Solar PV power plant brightens
up lives of Bajgundi villagers
Balaghat (Madhya Pradesh) With an
aim to provide clean energy access, an
NGO WWF-India has installed a 10 KW
micro solar PV power station in the
Bajgundi Forest Village, Aamgahan
Panchayat, Balaghat District of Madhya
Pradesh The plant, inaugurated recently
has been set up by WWF-India through
Energy Green, the implementing agency
responsible for setting up the solar PV
plant in the village.
According to Census 2011, Balaghat
district has over 1.14 lakh households that
are dependent on kerosene for their main
source of lighting. The installed solar
plant will provide an alternate to this and
help provide clean energy access to 62
households, one school, one anganwadi
and one community hall in the village. In
addition, stand-alone solar home lighting
systems are also provided for two remote
households. Each household is connected
with a solar off-grid distribution line, two
CFL points and a mobile charging port. In
addition to this, 27 LED street lights have
been set up through the length and
breadth of the village, which is approxi-
mately 80 km from Mandla and 40 km
from the Mukki gate of the Kanha
National Park.
Working alongside local communities
for the maintenance and upkeep of this
project, the local youth has been trained in
handling minor repairs and day-to-day
maintenance of the plant. In addition,
awareness and capacity building exercises
have also been carried out for the vil-
lagers. One of the most unique features
about this installation is that the plant is
operated and maintained by the Eco
Development Committee of the village,
the members of which are selected from
among the village itself. Energy usage
charges are decided by the community so
as to take care of the operational costs of
the plant. Load limiters have also been
installed in each household of the village
which ensures availability of the specified
quota of electricity round the clock, and no
overdrawal of power by any individual
household.
Ravi Singh, CEO, WWF-India, on the
occasion said, "The micro solar power
plant in Bajgundi empowers the lives of
the village community by providing them
basic access to electricity in a clean and
sustainable manner. This in turn helps in
mainstreaming the community by enhanc-
ing educational opportunities and
telecommunication accessibility.
Madhya Pradesh Government and Free
State province of South Africa today agreed to
strengthen co-operation in socio-economic
spheres. The Chief Minister Shivraj Singh
Chauhan on behalf of the state government and
Premier E.S. Magashule on behalf of Free
State province of South Africa signed an MoU
for this here. Madhya Pradesh and Free State
province, according to MoU, will co-operate each
other for economic progress in key areas of eco-
nomic and urban development, infrastructure
development, health and health care, education
and skill development, tourism, agriculture,
agri-business, food processing, investment and
trade.
In accordance with the principles of equality
and mutual benefit, both the states will support
each other for peaceful progress. In case of any
ambiguity regarding any issue or subject, ami-
cable solutions will be arrived at through bilat-
eral dialogues and discussions.
The Chief Minister held discussions on vari-
ous aspects of mutual cooperation with the dele-
gation members. It was agreed that experts in
skill development will visit from Madhya
Pradesh to the Free State province for sharing
their knowledge with the interested persons
there. Expenses of the visit and training fee etc.
will be borne by the government of the Free
State province.
It is worth noticing here that the Chief
Minister Chauhan recently visited South
Africa where he met the Premier E. S.
Magashule. They had discussions about com-
mon interests in areas like tourism and indus-
trial investments. Chauhan had invited
Magashule to Madhya Pradesh. Magashule wel-
comed the Chief Minister and ministers present
on the occasion in traditional manner and pre-
sented memento. Chauhan hosted dinner in
honour of Magashule and delegation members.

Rajasthan Chief Minister
Vasundhara Raje's proposal to open
seven new medical colleges, with 100
seats each, in the state may face hur-
dles as the existing colleges in the
state are running short of faculty
members. According to sources in the
Medical Council of India, over 30 per-
cent posts are lying vacant in different
medical colleges of the state. In her budget speech in the state
assembly recently, the chief minister proposed establishing seven
medical colleges in the state. These colleges will be set up at
Bharatpur, Alwar, Churu, Dungarpur, Barmer, Pali and Bhilwara
districts with an allocation of Rs. 189 crore each. With the estab-
lishment of the proposed seven colleges,
the state will have 2,000 more seats for
medical students. At present, the state
has six medical colleges, which provide
1,200 seats.
The chief minister also proposed
establishing tertiary cancer care centres
in Bikaner and Jhalawar districts at an
estimated cost of Rs. 45 crore each for the
research and treatment of the disease.
The chief minister also announced new super-speciality wings in
Bikaner, Udaipur and Kota Medical Colleges at an estimated cost
of Rs. 150 crore each. To integrate skill development in UG and
PG level courses, Raje proposed a 'skill university' on the public-
private partnership (PPP) mode.

he Indian electricity sector is
dependent on coal for almost 70 per-
centof its total generation, which is
in line with other countries having large coal
reserves like China, South Africa, and
Australia. India, having the fourth largest
coal reserves in the world, established a
large coal generation fleet to provide cheap
and domestically sourced coal. The coal was
supplied by Coal India Limited (CIL).
However, while electricity demand increased
rapidly during the 1990s and early 2000s,
domestic coal production has lagged behind.
The Ministry of Coal under the previous
administration was caught up in corruption
scandals (aptly named Coalgate' by the
media) under which they allotted coal blocks
to electricity generators and other compa-
nies without a competitive bidding process.
As these issues were further exacerbated by
the general corruption charges against the
UPA-led government, India started import-
ing significant quantities of coal to make up
for its domestic production deficits.
Importing coal at high international
market prices has lead to cost increases for
the power and other industrial sectors. The
Planning Commission estimates that coal
imports will keep increasing in the future to
meet domestic production targets. India's
largest coal consumer, the National Thermal
Power Corporation (NTPC), has had to
import twice as much coal during the 2013-
2014 fiscal year.
Due to fuel shortages and general infra-
structure build out issues, access to electric-
ity in India still lags behind OECD coun-
triessignificantly. Even the official estimate
of 75 percent nationwide electricity access
masks the irregular delivery of electricity.
While the official overall deficiency in elec-
tricity supply over demand is estimated to
be 5.1 percent for the fiscal year 2014-15,
this data conceals the greater deficits in the
southern and north-eastern regions of India,
which could exceed 22 percent at peak load
times.
The electricity sector is the largest buyer
of coal in India with NTPC being the largest
single buyer (85 percent of NTPC's genera-
tion is coal based). Further, the New and
Renewable Energy Ministry has thus far
had a hard time moving forward on projects
under the Jawaharlal Nehru National Solar
Mission (JNNSM) since it has not been
included in the official power ministry. The
solar scheme envisions 20,000 MW of grid
connected and 2000 MW of off grid power by
2022, which has been further increased by
the Modi government to three percent of
total electricity generation in India (about
35,000 MW). However, progress on the
scheme has been slow under the previous
UPA-led government with only about 80 per-
cent of the yearly projected solar power even
under construction at this point.
Thus the much needed integration of
renewable resources into the power grid has
taken longer and has run into more bureau-
cratic issues. The integration of this min-
istry will lead to better implementation of
central government renewable energy policy
in India.
Importing coal leading to high cost of power

expansion of industries in critically
polluted areas has been lifted.
The environment of coal-rich
Singrauli region, a critically polluted
industrial region spread over eastern
MP and UP, faces a double whammy.
Small coal mines, owned mostly by
Indias public sector undertaking, Coal
India Limited (CIL), have now been
allowed to expand their capacity with-
out any public hearing. Whats more, a
moratorium imposed on expansion of
industries in the region has been lifted
by the Union Ministry of Environment
and Forests and Climate Change
(MoEF&CC). MoEF&CC has eased
the norms for expansion of coal mining
projects producing up to eight million
tonnes of coal in a year across the
country. Further, the ministry has also
agreed to a proposal to adopt a cluster
approach in clearing smaller mines in
the coal-rich belts in the nation.
On top of this, MoEF&CC in a
meeting with coal ministry agreed to a
proposal which is likely to help boost
coal production. The environment min-
istry will be adopting a cluster-based
approach in clearing these mines with
one public hearing, one production
limit and one set of pollution control
norms instead of clearing individual
mine leases.
Double blow for environment
On the other hand, in a bid to arrest the
slow growth of industries and manufacturing,
the ministry also lifted a moratorium on eight
critically polluted clusters across the country.
According to sources, the information had
already been made public by Gujarat state
environment minister, Ganpat Vasava, earlier
this month.
In a public rally and later in an interview to
a local newspaper, he said that moratorium on
critically polluted clusters have already been
lifted. Now industries in critically polluted
areas will be allowed to expand. This will fur-
ther increase pollution in already heavily pol-
luted industrial areas. The eight critically pol-
luted areas are: Ghaziabad (UP), Indore (MP),
Jharsuguda (Odisha), Ludhiana (Punjab),
Panipat (Haryana), Patancheru Bollaram
(Andhra Pradesh), Singrauli (UP & MP) and
Vapi (Gujarat). Of 3,266 industries identified
under 17 categories of highly polluting indus-
tries, 2,328 are complying with prescribed
norms, 571 are non-complying and 367 have
been closed down. In total, India has about 83
polluted clusters as per latest CEPI assessment
of 2013.

liament ever since the 16th Lok Sabha

party has no case for claiming the Leader of Opposition (LoP) post, saying there is no precedence since the days of the
first Lok Sabha when J awaharlal Nehru was the Prime Minister. Rohatgi is also believed to have conveyed this to Lok
Sabha Speaker Sumitra Mahajan who had sought his opinion in view of the dilemma she is facing over the issue, sources
said. The A-G has said Congress is not eligible as it does not have the required 10 per cent (55 seats) in the 543-member
Lok Sabha, the sources said. Congress has only 44 seats.

New Delhi: On the 15th anniversary of the Kargil War, Defence
Minister Arun J aitley on Saturday said the government will soon finalise
the site for construction of a "grand" National War Memorial. After pay-
ing homage to martyrs of the 1999 war with Pakistan, the Minister said
he would soon be visiting the Princess Park locality near the India Gate
complex here with the chiefs of three Services to take an appropriate
decision on the issue. "For the war memorial, where names of all those
who sacrificed their lives for the country will be written, we feel it is
required. "We feel that at the very site (Princess Park), as it is a very
large area or somewhere close in the vicinity, which is the best site avail-
able, it is being shortlisted. We will, in a day or two may be visit that site
with the chiefs and take an appropriate decision," J aitley said. He said
the construction of the memorial "will take some time because we want
it to be a grand war memorial and war museum".

he lord gods of Hindi film-
dom-now-dabbling-in-tele-
vision heard my prayers. The
storyline and pace of Yudh has
picked up in the second week.
Finally, its less of an ode to
Amitabh Bachchan and bad
scripting and more of an ode to
the daytime soaps we old folk
had watched when we were in
our teens.
So, what we have here is
the old American soap Santa
Barbara but set in Mumbai,
with Amitabh as CC Capwell.
Like CC, he has one legitimate
offspring and one not-so legiti-
mate. Like CC, he is surround-
ed by multiple wives, a floun-
dering business empire, com-
petitors and friends. Taruni is
the feisty daughter, like Eden Capwell. Both shows are full of cor-
porate wheeling-and-dealing, family problems, half brothers-and-
sisters and a patriarch heading the entire ensemble. The differ-
ences? Theres no Cruz, Mason or sex. Also, there was no dwarf in
Santa Barbara, but maybe thats where Anurag Kashyaps cre-
ativity can be seen. After all, only a genius would throw an imag-
inary, talkative dwarf into the mix.
Im not being facetious entirely though. There is actually an
awful lot in common between Santa Barbara and Yudh. Santa
Barbara ended in 1993, over 20 years ago. Maybe Kashyap and
the other creators didnt think anyone of that vintage would be
watching the show but little did he know. The other thing that
struck me this week is that Yudh was all about Eve and her many
avatars. This show has written in practically every kind of female
character possible. Which is why Ive begun to like the show. Or
maybe Yudh is like a mole that suddenly appears on your chin.
You hate it in the beginning, but slowly you get used to it and per-
haps even grow to love it enough to call it a beauty spot. Setting
aside moles and beauty spots, here are the different character
types that took Yudh over this week. Jealous housewife Yudhs
second and current wife is as an insecure woman who does noth-
ing other than whine, crib and then mollycoddle her son. Because
god forbid a housewife can ever be actually busy managing her
home and secure.

'serial kisser', Emraan's family is
not happy with it. "The career choic-
es are taken by me. My wife and
father has problem with it. But they
don't say anything as it is my career
choice and they don't want to control
that. They know I do it for my
longevity," he said.

Salman's 'Kick' all set to cross the Rs 100 crore milestone

alman Khan's Kick is all set to join the
club of films which have earned Rs 100
crores or more. According to an IndiaToday
report, Kick has earned more than Rs 80
crores in just three days.
The movie had made around Rs 26.4 crore
on its opening day and earned over Rs 50 crore
over the two running days. That is the most
any film in 2014 has made on an opening day.
However, keeping in mind that the movie had
been released in about 5,000 screens across
the nation and in 42 other countries, the film's
opening was a disappointment. Daily Mail had
earlier pointed out, "Sajid Nadiadwala's debut
directorial feature grossed far behind Dhoom 3
(Rs 36.32 crore) and Shah Rukh Khan's
Chennai Express (Rs 33.12 crore)." Moreover,
according to the India Today report, Khan's
most successful opening day earnings
remained Rs 32.90 crores for his 2012 release

Gandhi sought an amendment to
the Domestic Violence Act to pro-
vide protection to women who
face abuse from their sons and
daughters-in-law also. Many
cases have been brought to the
notice of the minister where eld-
erly women have been misbe-
haved with or even tortured by
their sons and daughters-in-law
for property or other reasons.
Even when the case is genuine,
no action can be taken against
the daughters-in-law under the
law. The minister feels that the
law should protect all women,
regardless of their relationship
with the oppressor. We are
exploring legal options and will
move an amendment soon, said a
source close to Maneka Gandhi in
a report in The Financial
Express. The current Act does not
allow women to be charged under
the law. It is only meant to pro-
tect women from violence by any
man with whom they live in a
shared household, when they are
related by consanguinity, mar-
riage, or through a relationship in
the nature of marriage, adoption,
or are family members living
together as a joint family."
The report also said that
legal experts have opposed
Maneka's move, saying that this
would result in a series of count-
er-cases to fob off genuine com-
plaints of abuse made by women.

various measures
to improve
passenger amenities
Indian Railways take various measures
to improve the quality of its services. This is
a continuous process. In the area of passen-
ger amenities there has been significant
improvement in the level of passenger
amenities provided at stations over the
years. Comprehensive norms for provision of
passenger amenities at various stations
already exist including escalators and lifts
are being provided at important railway sta-
tions.
Ticketing facilities/services have been
expanded, upgraded, diversifies and made
more user-friendly. This is a dynamic
process. It is the continuous endeavour of
India railways to provide good quality
hygienic food to railway passenger.
Improvement in the quality of catering serv-
ices is an on-going process. A mechanism for
monitoring and supervision has been put in
place by deploying railway personnel, who
check quality and hygiene through regular,
surprise and periodical inspections and take
corrective action. Catering Services
Monitoring Cell with a toll number 1800-111-
321 at national level has been set up for real
time redressal of complaints. Similar moni-
toring cell are also functioning on zonal rail-
ways. Atransparent contract awarding, man-
agement and monitoring procedure has been
defined to ensure quality covering provision
of Third party audit of quality and mandato-
ry ISO (Indian Standards Organization) cer-
tification of Base Kitchens.
Every year new trains are introduced
taking into consideration demands in various
sectors of the country within the resources
available. The demand analysis is based on
waiting lists in various sectors of the country,
representation made by public representa-
tives, etc. Accordingly, new trains including
Special trains, Premium trains, Jansadharan
express, Ladies Special suburban services,
etc. are introduced. New coaches such as
more and more LHB coaches, double decker
coaches, etc., are also inducted into the
system.
Army recruitment scam
unearthed in Jharkhand
A sensational case of recruitment scam
in the Indian Army has come to the fore. In
the last year's recruitment drive in the
state, the Army selected 16 such candidates
who were declared "unfit" by its medical
board. Four of them were even given post-
ings. However, the postings of the rest 12
candidates were put on hold when the scan-
dal came to light during the verification of
their certificates.
While the two of the four jawans who
were given postings have been sacked, the
process of suspension of the rest two is going
on. During the certificate verification, Army
Recruitment Board Director Colonel
Dharmendra Yadav found out an inconsis-
tency in the signature on the medical cer-
tificates they had produced. He sent the cer-
tificates to the Army hospital at Namkum
where it was discovered that the certificates
had fake signature and seal. Doctors at the
hospital had declared them unfit during the
physical fitness test. Interestingly, their fit-
ness certificates had signatures of the same
doctor who had earlier rejected them.
A case was filed against all the accused
at Chutiya police station on July 21 under
sections 413, 420, 467, 468 and 471 of the
Indian Penal Code (IPC). A probe has also
been ordered on the direction of Dipatoli
Army headquarters. "After the scandal was
unearthed, an internal investigation has
been ordered. The probe will reveal the
involvement of our officers in the incident,"
said Colonel Yadav.
The recruitment drives were held at in
February at Saraikela, in March at
Hazaribagh and in September at Ranchi.
Those who had produced fake medical cer-
tificates include Raghuvir Singh, Avadh
Kumar, Pappu Kumar Yadav, Santosh
Toppo, Jaipal Munda, Kamaldev Mahto,
Arvind Kumar Sah, Pankaj Kumar Mahto,
Jeevan Kispotta, Ranjit Mahto, Umesh
Uranv, Kundan Kumar, Samir Munda,
Kosmas Bodra, Prabhu Bhagat and Ajay
Sawansi.
The four soldiers - Ranjit Mahto,
Kundan Kumar, Umesh Uraon and Prabhu
Bhagat - who had started serving the Army
will be court-martialed on charges of pro-
ducing fake medical certificates.
Activists oppose changes
in Juvenile Justice Act
Earlier, Maneka had also proposed that juveniles who commit rape should be
tried as adults. She had said that according to the police, 50 percent of all sexual crimes
were committed by "16-year-olds who know the Juvenile Justice Act so they can do it."
"But now for premeditated murder, rape, if we bring them into the purview of the
adult world, then it will scare them," she said. However, Maekas claim has been vehe-
mently opposed by child rights activists. How can we say 50 percent of sexual crimes
are committed by children when NCRB data says only 1 percent of total crimes are
committed by children. Please pick up the NCRB crime data.
That is the authentic data. Let us look at that data. Where does it support this?

Rights (NCPCR), reacting to Gandhis statement. The provision to allow children of
16 years and above to be tried as adults if they are accused of serious crimes, said

them and we have expressed our view that such a provision for lowering the age would
not be in the best interest of the childRecently, there have been a couple of aberra-
tions. But based on those aberrations, if we begin to punish our children as adults
across the board, I dont think it will be fair.
