INTRODUCTION AND LIST OF DIVISIONS:

The office of the City Assessor is a revenue generating office. It is composed of four (4) divisions;
1. Assessment Records Management
2. Tax Mapping
3. Land Division and, Building and Machinery Appraisal Divisions
4. Administrative section.
The office is spearheaded by Mr. Eustaquio B. Cesa as the Acting City Assessor and Ms. Leizl C. Gonzaga as the
Assistant City Assessor for Administration together with seventy (70) equally competent personnel.
MISSION:
To appraise and assess real properties through accurate, fair and productive real property tax administration
system.
VISION:
City Assessors Office is a model of appraisal and assessment administration on real properties as prescribed by
law.
LEGAL MANDATE:
The Office of the City Assesor shall take charge of the discovery, classification, appraisal, assessment and valuation
of all real properties within the City of Cebu which shall be used as the basis for taxation.
Its duties include the preparation, installation and maintenance of a system of tax mapping and records
management, and the preparation of a Schedule of Fair Market Values of the different classes of real property within
the City of Cebu.

Annotation of liens and encumbrances
Real property history trace
Issuance of certificates
1. Certified true copy of tax declaration

Communication management
Payroll preparation and processing
Procurement of office supplies
Personnel administration
Office budget preparation
ACCOMPLISHMENTS:
Continuously monitored the delivery of basic services of the department
As of September 2009, assessed 197,054 Real Property Units creating a tax collectible of Php 441,268,123.06
For the project Tax Mapping of Buildings, with Section 19 of Barangay Lahug as one of our pilot areas, we already:
1. Updated map and tax declaration records
2. Caused the provision of appraisal and assessment of undeclared buildings
For the project Reassessment and Update of Records of Land Properties per actual use:
1. Caused 400% increase in Real Property Tax Due on reconciled and updated Land Properties
2. Covered all sections of barangays Capitol Site and Kamputhaw, and few sections of barangays Guadalupe,
Sta. Cruz and Cogon Central
For the project Inventory of Buildings on Subdivision:
1. Issuance of Tax Declarations on some of the undeclared properties or properties with improvements
2. Corrections on errors of lot/PIN discovered
For the project Discover Undeclared Taxable Buildings using OBO Documents:
1. Issuance of 155 Tax Declarations with an expected yearly tax of Php 2,615,911.48 on the undeclared
properties or properties with improvements for 2008
2. Issuance of 132 Tax Declarations with an expected yearly tax of Php 1,846,988.40 on the undeclared
properties or properties with improvements as of August
