1.0 SCOPE

This SEC Transmission Material Standard Specification (TMSS) specifies the minimum
technical requirements for design, engineering, manufacture, inspection, testing and
performance of pad- mounted station service transformer up to 2 MVA, intended to be used
in the system of the Saudi Electricity Company, Saudi Arabia.


2.0 CROSS REFERENCES

This Material Standard Specification shall always be read in conjunction with SEC General
Specification No. 01-TMSS-01, titled "General Requirements for All Equipment/Materials",
which shall be considered as an integral part of this TMSS.

This TMSS shall also be read in conjunction with SEC Purchase Order or Contract
Schedules for project, as applicable.


3.0 APPLICABLE CODES AND STANDARDS

The latest revision/amendments of the following Codes and Standards shall be applicable for
the equipment/material covered in this TMSS. In case of conflict, the vendor/manufacturer
may propose equipment/material conforming to one group of Industry Codes and Standards
quoted hereunder without jeopardizing the requirements of this TMSS.

4.0 DESIGN AND CONSTRUCTION REQUIREMENTS

4.1 General

4.1.1 The design requirements of the pad-mounted station service transformer shall
generally conform to this TMSS.

4.1.2 The transformer shall be outdoor type suitable for the service conditions
mentioned in 01-TMSS-01.

4.1.3 The transformer shall be core type having two separate windings per phase
immersed in mineral oil with end bushings in enclosure boxes.

4.1.4 The transformer shall be self-cooled with radiators (method fo cooling is
ONAN).

4.1.5 The transformer shall be provided with all required accessories as specified.

4.2 Performance Characteristics and Ratings

4.2.1 Each transformer shall be rated to supply full station A.C. loads with one of
these rating: 300, 400, 500, 750, 1000, 1500 or 2000 kVA as specified in the
data schedule.

4.2.2 The transformer primary voltage at principal tap shall be 34,500 or 33,000 or
13800 V as specified in the data schedule.

4.2.3 The transformer secondary voltage at no load shall be 400/231 , 380/220 or
231/133 V as specified in the data schedule.

4.2.4 The transformer shall be 3 phase, 60Hz, Delta Star connected with vector
group Dyn11 or Dyn5 as specified in the data schedule.

4.2.5 The transformer shall be capable of carrying continuously the rated power
under conditions listed in 01-TMSS-01 at all taps without exceeding the
specified temperature-rise limitations.

4.2.6 The transformer shall be designed and constructed to withstand at any tap
without damage, the thermal and mechanical effects of short-circuit in
accordance with IEC 60076 or IEEE Std C57.12.00.

4.2.7 The bushings, tap-changer and other auxiliary equipment shall be selected to
work under conditions listed in 01-TMSS-01 and so as not to restrict the
loading capability of the transformer.

4.2.8 If the measured transformer losses as tested exceed the guaranteed values, the
lump sum contract/transformer price will be reduced for each kW increase &
adjusted as per contractual terms and conditions applicable for transformer.
When the actual total losses exceeds the tolerance specified in IEC 60076-1 or
IEEE Std C57.12.00, SEC shall have the right to reject the transformer.

4.2.9 At maximum current tap (normally the tapping with highest load loss), the top
oil temperature-rise and the average windings temperature-rise shall not exceed
the values mentioned in the data schedule.

4.2.10 Transformer shall be designed to meet the overloading requirements of the
relevant IEC 60354 or IEEE Std C57. 91 standards adjusted to ambient
conditions specified in 01-TMSS-01.

4.2.11 The required value of short-circuit impedance at rated current (principal
tapping) of transformers shall as specified in the data schedule.

4.2.12 Transformer shall have a minimum efficiency of 98% at full load at all taps.

4.2.13 Noise level shall be measured in accorance with IEC 60076 or ANSI
C57.12.90. Noise level, shall be specified in the data schedule & not exceed the
limits specified in NEMA TR-1.

4.2.14 Ratings and requirements shall be as specified in Data Schedule.

4.3 Construction

4.3.1 Tank

a. Transformer tank shall be of rigid or non-rigid, sealed type for
transformers rated 500 kVA and below. For transformers above 500KVA
and below 1000KVA, the tank shall be rigid, sealed or conservator type.
Transformer of rating 1000KVA and above, tank shall be rigid with
conservator & buchholz relay.

b. Oil level inside the transformer tank shall remain above all vital
components such as core, coil, bus leads etc. for a 10 degree tilt in any
direction from the normal leveled position.

c. The tank shall be made of formed and electrically welded steel-alloy
plates, suitably braced to provide sufficient strength for supporting
internal parts and to prevent damage or distortion under service
conditions or during transport or when the complete transformer
assembly filled with oil is lifted by crane or jacks.

d. The tank shall be designed to withstand without leakage or permanent
deformation an internal pressure of 25% above the normal operating
pressure for a period of 24 hours.

e. Rigid type tank shall be designed to withstand a full vacuum without
permanent deformation for 30 minutes.

f. Transformer with rigid sealed tank shall have a nitrogen cushion on top
of oil.

g. The transformer tank shall not leak and shall remain effectively sealed
for top oil temperature up to 110C. All pipes and radiators, which are
welded to the tank wall shall be welded externally.

h. Core and coil assembly shall not be an integral part of the main cover.

i. The tank cover shall be welded type. The gasket/bolted cover shall not be
acceptable.

4.3.2 Base

a. The base of the transformer shall be rigidly welded steel frame adequate
to withstand moving, skidding, shipping, handling and supporting the
weight of the transformer on a concrete foundation when in service.

b. Base structural members shall be so located that the center of gravity
shall not fall outside the points of support for a 15 degree tilt from the
normal leveled position, with or without oil in the transformer.

4.3.3 Conservator tank

a The transformer shall have a detachable oil conservater tank of suitable
capacity to allow for expansion of total oil volume for all
loading/temperature conditions of transformer.

b. The conservator shall be equipped with an oil level gauge mentioned in
this specification clearly and easily legible showing complete level range.

c. The following shall be provided :

i. A double float Buchholz relay with isolating valve, in the oil feed
from conservator to main tank for transformers with rating of
1MVA & above.
ii. Oil valves for filling and draining the conservator. The valves shall
be located so as to be accessible from ground level.
iii. A silica-gel breather connected to air space above oil level. The
breather shall be accessible for maintenance from ground level. The
color of the silica-gel shall be either blue or orange.
iv. A low oil level alarm contact. This may be incorporated into a
combined magnetic oil level indicator / monitor.

4.3.4 Radiators

a. The radiator, which is not a part of the tank (corrugated tank form), shall
be externally welded into the tank wall and the joints shall be made oil
tight. It shall be stiffened to prevent vibration with transformer in service.

b. The design of the radiators shall be such that dust and sand shall not
accumulate and block or restrict circulation of the air.

c. The radiators shall withstand the pressure condition specified for the
tank.

4.3.5 Windings

a. Windings material shall be electrolytic copper grade which has been
machine scoured to remove microscopic burrs before insulation is
applied.

b The windings shall be fully (uniform) insulated. The minimum winding
insulation requirements shall be as per 01-TMSS-01.

4.3.6 Core

Core of the transformer shall be of high grade, cold rolled grain oriented silicon
steel with low carbon content and be virtually non-ageing over the expected
life of the transformer. Each lamination shall be covered with an insulating
film immune to hot oil.

4.4 Tap Changer

4.4.1 The transformer shall be equipped with externally operated, 5 position, off
circuit tap changer located in the high voltage windings.

4.4.2 Tapping range of the tap changer shall be 5% in equal steps of 2.5%.

4.4.3 The off circuit tap changer shall be operated manually from outside. The
operating handle shall be accessible from ground level.

4.4.4 The tap changer should be operated only when the transformer is de-energized.

4.4.5 The tap changer shall have provision for pad locking at every tap position. The
operating mechanism shall ensure that the tap changer can be locked only if
that tap switch is making full contact. A locking facility shall be provided on
the tap changer. This shall be capable of accepting a lock having a 6 mm
shackle with 25 mm clearance. A tap position indicator, with numbers easily
legible from the operating position shall be provided. Tap position 1 shall refer
to position of highest primary voltage.

4.5 Bushings and Terminations

4.5.1 Primary and secondary bushings shall be side wall mounted opposite to each
other. Steel fittings shall be as per 01-TMSS-01. Terminals shall be suitable for
vertical cable take-off.

4.5.2 Unless specified in the data schedule, primary bushings shall be marked &
arranged to be 1U, 1V, 1W form right to left when facing HV side. Secondary
bushings shall be marked & arranged to be 2U, 2V, 2W form left to right when
facing LV side. LV neutral shall be marked to be 2N.

4.5.3 Transformers shall be equipped with bushings with an insulation level not less
than that of the winding terminal to which they are connected.

4.5.4 Bushings for use in transformers shall have insulation levels and creepage
distance as per 01-TMSS-01.

4.5.5. All bushings shall be removable without removing the transformer tank cover.

4.5.6 Bushings shall be of electrical grade wet processed porcelain, brown colored in
accordance with IEC 60137 unless specified that the HV bushings to be of
Dead-break separable insulated connector system type per IEEE Std. 386 and
suitable for single core and three core cable terminations, with provision for
suitable parking stand. For such a system, the requirements of creepage
distance as specified in 01-TMSS-01 would not be applicable.

4.5.7 The neutral bushing shall be fully insulated and inter-changeable with the
associated phase bushings.

4.5.8 Primary & secondary bushings terminal pads shall be of tinned copper suitable
for bolted type terminal connectors. Cables sizes shall be as specified in Data
Schedule.

4.5.9 Equipped with a fully insulated secondary neutral bushing (externally ground-
able) to permit the use of a neutral conductor or current transformer or sensing
ground fault currents.

4.6 Cable Boxes

HV and LV bushings and terminations shall be enclosed in adequately sized cable
terminal boxes bolted to the main tank. Cable terminal boxes shall be made of sheet
steel of thickness at least 3mm and of degree of protection as specified in 01-TMSS-01
per IEC 60529. Cable terminal boxes shall be designed for bottom entry.

4.7 Oil Temperature Indicator

4.7.1 Transformer shall be provided with a dial-type thermometer mounted in a
suitable place. The thermometer shall be direct-stem mounted in a closed well
at a suitable level to indicate the top oil temperature.

4.7.2 The indicator shall have a dark face dial with light markings and a light colored
indicating pointer, and an orange-red maximum indicating pointer with
provisions for hand resetting. The dial marking shall cover a range of 0 to
120C.

4.7.3 The words "Oil Temperature" shall be marked on the dial. or on a suitable
nameplate mounted adjacent to the indicator.

4.8 Oil Level Indicator

4.8.1 A magnetic type oil level indicator shall be provided to indicate oil level in the
tank.

4.8.2 The indicator shall have a dark face dial with light markings and a light colored
indicating pointer. The dial markings shall show 25C level as well as the
maximum and minimum oil levels.

4.8.3 The words "Oil Level" shall be marked on the dial or on a suitable nameplate
mounted adjacent to the indicator.

4.9 Nitrogen Pressure Gauge

4.9.1 For rigid sealed type transformers, a pressure gauge shall be provided to
monitor the pressure of the nitrogen inside the tank.

4.9.2 The gauge shall have a dark face dial with light markings and a light colored
indicating hand.

4.10 Pressure Relief Device

A mechanical self- resetting type pressure relief device shall be provided for rapid
release of any over pressure within the transformer. The device shall operate at a
pressure less than the designed withstand pressure of the tank.

4.11 Valves

4.11.1 The transformer shall be fitted with the following valves:

a. One drain valve shall be located so that the tank can be completely
drained. The size of the valve shall be 20mm diameter. This valve can be
used as a lower-filter valve.

b. One sampling valve shall be located at the tank bottom. The size of the
valve shall be 5mm diameter. The sampling valve may be integrated with
the drain valve. This valve shall have male thread and be equipped with a
cap.

c. One Upper-filter valve, if specified in Data Schedule, shall be of 20mm
diameter and shall be located at the top of the tank.

4.11.2 All valves shall be of iron body with bronze or stainless steel trim. Means shall
be provided for locking the valves. Each valve shall be provided with an
indicator clearly showing its position.

4.11.3 All valves shall be of petcock type with dust cover. The valves shall be readily
accessible with the transformer in service.

4.11.4 The oil drain and filter valves, each, shall be provided with the following
connection fittings:

a. Coupler brass 1-1/2" N.P.T., female thread connection, rated 300 PSI.

b. Brass Dust plug for coupler with retention chain, size 1-1/2" N.P.T., plug
connection rated 300 PSI.

4.12 Gaskets

All gaskets used shall be gas and oil tight throughout the service life of the transformer
at the specified service condition. Gaskets shall be reusable with means to provide
controlled compression.

4.13 Transformer Oil

The transformer shall be filled with mineral insulating oil, which shall conform to 54-
TMSS-01.

4.14 Grounding

4.14.1 Transformer shall be provided with grounding provisions near the base on two
diagonally opposite sides.

4.14.2 Grounding connectors shall be of solderless type and shall be suitable to
accommodate bare copper ground conductor of sizes 1 x 240 mm for station
fault level up to 40 kA and 2 x 240 mm for station fault level above 40 kA.

4.14.3 The transformer core shall be grounded to the transformer tank at one point.

4.15 Lifting Facilities

Lifting lugs for balanced lifting of the completely assembled transformer shall be
provided. The bearing surface of the lifting lugs shall be free from sharp edges and
each lifting lug shall be provided with a hole having a minimum diameter of 20mm for
guying purposes.

Means shall be provided for lifting the core and coil assembly from the tank. Lifting
eyes shall be provided for lifting the main cover.

4.16 Nameplate

4.16.1 The transformer shall bear a nameplate permanently and legibly marked in
English per IEC 60076-1 along with the following additional information:

a. SEC Purchase Order No. or Contract No. or J.O. No.

b. 51-TMSS-01, Rev. 0

c. Volume of oil (liters)

d. Maximum withstands operating pressure of the tank and conservator.

e. Vacuum withstands capability of the tank.

4.16.2 The nameplate material shall be stainless steel and shall be firmly affixed to
tank by stainless steel screws or rivets.

4.17 Warning Signs

4.17.1 High-voltage warning signs, both in English and Arabic, shall be permanently
attached on the HV cable box with the legend "DANGER HIGH VOLTAGE"
& " " .

4.17.2 Tap changer opertion warning signs shall be permanently attached to side of
off tap changer with the legend "DE-ENERGIZE THE TRANSFORMER
BEFORE OPERATING THE TAP CHANGER".

4.17.3 Any other information which the Manufacturer deems necessary for proper
installation, maintenance and operation of the transformer.

4.18 Tools

The Manufacturer shall provide the special tools that are necessary for maintenance or
installation of the transformer. Installation, operation and maintenance manual with a
list of recommended spare parts and shall be provided.


5.0 PACKING AND SHIPPING

Packing and shipping shall meet the requirements laid down in 01-TMSS-01.


6.0 TESTS

All test results shall be provided for review and acceptance by SEC.

6.1 Type (Design) Tests

All type (design) tests prescribed in IEC 60076 standard or IEEE Std C57.12.90 shall
be performed on a representative unit or on the first unit of every new design or rating
to be supplied to SEC.

In lieu of the actual type (design) tests, certified test reports of type (design) tests
performed on an identical unit may be submitted to SEC for review and approval
during bidding stage.

6.2 Routine (Production) Tests

All routine (production) tests prescribed in the IEC 60076 standard or IEEE Std
C57.12.90 shall be performed on all units prior to delivery to SEC.

6.3 Special Tests

6.3.1 Winding & core insulation resistance test shall be carried out on all
transformers.

6.3.2 Insulation power factor measurement shall be carried out on all transformers.

6.3.3 Leakage test shall be carried out on all transformers.

6.3.4 The following special tests shall be carried out on one representative
transformer, if specified in Data Schedule:

a. Measurement of zero sequence impedances.

b. Measurement of acoustic sound level.

6.4 Bushings

6.4.1 All routine tests shall be performed on all HV, LV and neutral bushings per
IEC 60137 unless specified that the HV bushings to be tested per IEEE 386.

6.4.2 Type tests shall be done on a representative unit of each new design or rating.
certified test reports of type (design) tests performed on an identical unit may
be submitted to SEC for review and approval during bidding stage.

6.5 Off Circuit Tap Changer

6.5.1 All routine tests shall be performed on per IEC 60214.

6.5.2 Type tests shall be done on a representative unit of each new design or rating.
certified test reports of type (design) tests performed on an identical unit may
be submitted to SEC for review and approval during bidding stage.

6.6 Accessories Tests

Test certificates of all transformers accessories from their origin manufacturer shall be
certified by the transformer manufacturer.
