This document represents the South Carolina Office of State Fire Marshals efforts to provide
designers and installers of water-based extinguishing systems with guidance when working in
South Carolina. This document contains current interpretations, directives, and policies of our
office that affect the design and installation of these systems. There are other applicable statutes,
regulations, and ordinances which are not contained in this document, but which must also be
followed by contractors and engineers when designing and installing water-based extinguishing
systems.

All memorandums issued by the Office of State Fire Marshal before May 2002 are to be
considered null and void. If you have an existing memorandum that is not part of this package of
current interpretations, directives, and policies, and you feel that it is of value to fire safety in our
state, please send it to the Office of State Fire Marshal with your comments.

The complete policy manual contains individual policy memorandums identified by number and
arranged in sections by subject area. We plan to have all current policy memorandums posted on

Subject: Use of NFPA 101 for Alternate Methods

As indicated in SCRR 71-8300.12.B. compliance with NFPA 101, 1997 Edition, may be
considered for use for alternate methods if found suitable by the State Fire Marshal. It must be
noted that NFPA 101 is not intended to be a replacement of the adopted building code. The use
of NFPA 101 is only to be used for developing alternate methods for specific issues of non-
compliance with the adopted building and fire codes.

Subject: Fire Alarm System Monitoring

South Carolina Rules and Regulations (SCRR) 71-8300.11(A)(2) requires fire alarm systems
provide off-premises notification to the fire department per National Fire Protection Association
(NFPA) 72 for daycares and schools serving more than 100 clients, hazardous occupancies,
institutional occupancies, adult residential care facilities licensed for 13 or more residents, and
group homes licensed for 15 or more clients.

Any commercial company that receives fire alarm signals must meet all of the elements of the
listed central station facility. As a result, all elements that are required for a central station
system found in NFPA 72 4-2, 1996 edition, will be enforced in their entirety on all alarm
systems requiring off-site monitoring by a commercial company. Please note, NFPA 72 4-2.2.3
requires the protected premises provide proof of code compliance by means of third party
verification.

Other facilities may be required to meet central station monitoring and certificating requirements
based on local authority having jurisdiction requirements.

Subject: Return Bends on Dry Sprinkler Systems

The State Fire Marshals Office considers the illustrations show on page two as an acceptable
method of protecting dry sprinkler systems with return bends as referenced by National Fire
Protection Association (NFPA) 13 3-2.2 Exception No. 2.

Example "A" illustrates protection of an arm-over (gooseneck) by blanket insulation draped over
the sprinkler piping. Example A is an acceptable design because the blanket insulation traps
heat above the ceiling and maintains a temperature just a few degrees less than the space below.
The integrity of the heated space above the ceiling depends on the space below having a
temperature above 50F and the uniformity of (or lack of gaps in) the blanket insulation above
the piping. Example B illustrates required protection of sprinkler mains or branchlines for dry
systems with return bends from freezing in an attic.

Neither Example A nor Example B would be an acceptable designs if blown insulation were
used to protect the sprinkle piping. Blown insulation does not provide a sufficient amount of
protection because blown insulation has a tendency to settle over time. When blown insulation
settles, the piping system could be exposed to temperatures that may cause water to freeze within
the system.

When a Professional Engineer prepares a Certificate of Compliance for the sprinkler system, the
engineer will make the final design determination of the acceptability of this method protecting
the integrity of the dry sprinkler system.

Subject: Use Of NFPA 13R and 13D Sprinkler Systems

The use of a National Fire Protection Association (NFPA) 13R and 13D sprinkler systems are limited to
the following conditions:

1. The facility must fall within the scope of NFPA 13R or 13D.

a. The scope of NFPA 13R states, This standard covers the design and installation of automatic
sprinkler systems for protection against fire hazards in residential occupancies up to and
including four stories in height.

b. The scope of NFPA 13D states, This standard covers the design and installation of automatic
sprinkler systems for protection against the fire hazards in one- and two-family dwellings and
manufactured homes.

2. The sprinkler system is not required by the Standard Building Code (SBC) and is used as an
alternative to another code provision. Required systems must comply with NFPA 13 per SBC
903.2.

3. Provisions in South Carolina Rules and Regulations (SCRR) 71-8300.11 do not require the
installation of a sprinkler system.

4. The NFPA 13R or 13D sprinkler system is installed in full compliance with the applicable code.

Design professionals and contractors must contact local authorities with ordinances requiring installation
of sprinkler systems directly for discussion of their local ordinances and code requirements.

Subject: Fire Pumps with Flow Throttling Devices

On January 22, 1985, the State Fire Marshal and the Department of Health and Environmental
Control signed an agreement allowing the installation of flow throttling devices on fire pumps.
National Fire Protection Association (NFPA) 20 section 2-9.9 (a) provides guidelines for
installation of devices in the suction piping of fire pumps. The State Fire Marshal does not
permit the use of Exception No. 3 to NFPA 20 2-9.9(a) due to the possibility these devices may
cause cavitation of the fire pump.

A flow throttling device required by the local water purveyor must be installed on the discharge
side of the fire pump. These devices must also be listed for fire protection service per NFPA 20
2-21.2.

Under no circumstances may the flow throttling device be set to a point where the water flows or
pressures provided are less than the minimum flow or pressures required to satisfy the demand
for the fire protection system. NFPA 20 2-1.2 requires water supplies be capable of meeting the
systems minimum flow and pressure with the devices installed to qualify as adequate.

Certified State Fire Marshals should not approve a facility if the source does not provide the
minimum flow and pressure for the fire protection system.

Subject: Sprinkler Protection of Storage Areas

Standard Fire Prevention Code (SFPC) 502.3.2 provides guidelines for storage of combustible
materials in all buildings. One of the requirements is to maintain a minimum clearance of 2 feet
between the top of storage and the ceiling. In fully sprinklered buildings, National Fire
Protection Association (NFPA) Pamphlet 13 section 4-5.6 requires a minimum clearance of 18
inches between the sprinkler deflector and the top of storage. In certain storage configurations,
this may permit an acceptable reduction to the 2-foot clearance required by SFPC 502.3.2.

SFPC 502.3.2 does not apply to certain storage arrangements along the wall in fully sprinklered
buildings where the sprinkler system covers the floor area in question (NFPA 13 4-5.3.2
maximum distance to wall). Examples of exempt storage along the wall would be shelving
(attached or free standing) with shelves less than 18 inches deep, automated document storage
and retrieval systems, and fixtures such as cabinets and wardrobes. Boxes or other combustibles
stacked along the wall are not exempt from SFPC 502.3.2.

Subject: Sprinklers in Elevator Hoistways and Machine Rooms

When a building requires the protection of an of National Fire Protection Association (NFPA) 13
sprinkler system, coverage of the elevator equipment must comply with NFPA 13 4-13.5. This
section outlines the requirement for installation of sprinklers in these spaces as follows.

1. NFPA 13 4-13.5.1 requires the installation of a sidewall spray sprinklers at the bottom of each
elevator hoistway, not more than 2 ft above the floor of the pit. This section has an exception for
enclosed, noncombustible elevator shafts without combustible hydraulic fluids. Most hydraulic
fluids used in commercial hydraulic elevators are combustible liquids. If there are any questions,
request a copy of the Material Safety Data Sheet.

2. NFPA 13 4-13.5.3 requires the installation of an upright or pendent spray sprinklers at the top
of elevator hoistways. This section also has an exception for noncombustible hoistways of
passenger elevators whose car enclosure materials meet the requirements of ASME A17.1,
Safety Code for Elevators and Escalators. ASME Rule 204.2a requires at least a Class B interior
finish (a flame spread rating of 0 to 75, and a smoke development rating of 0 to 450). The state
elevator code adopted ASME A17.1 in July of 1985 and any newly installed or rebuilt elevator
car was required the meet this requirement. NFPA 13 4-13.5.2 requires the sprinkler at the tops
of hoistways be of ordinary or intermediate temperature rating.

3. NFPA 13 4-13.5.2 requires the sprinkler in the elevator machine rooms be of ordinary or
intermediate temperature rating. The exception to NFPA 13 4-13.10 addresses when you can
omit sprinklers from electrical equipment rooms. To apply the exception, you must comply with
all of the following:

(a) The room is dedicated to electrical (or elevator) equipment only.
(b) Only dry-type electrical equipment is used (no equipment with flammable or
combustible liquids).
(c) Equipment is installed in a 2-hr fire-rated enclosure including protection for penetrations
(90 min opening protection including firestops).
(d) No combustible storage is stored in the room.

The State Fire Marshal's office allows the application of the exception(s) when properly
documented by a licensed design professional. This documentation may be either a sealed letter
certifying the exceptions that apply or sealed design drawings that illustrate compliance or the
applicability of the exception.

Note: The above references are from the 1996 edition of NFPA 13. The content in the 1999
edition of NFPA 13 does not change. The new section numbers in the 1999 edition of
NFPA 13 are 5-13.6.1, 5-13.6.3, 5-13.6.2, 5-13.6.2, and 5-13.11 respectively.

systems. Effective October 1, 2002, the State fire Marshals Office will no longer accept manual
(hand) calculations for hydraulically designed water based fire protection systems.

NFPA 13R 2-6, Exception No. 3 permits omission of sprinklers in porches, balconies, corridors,
and stairs that are open and attached. When applying this exception, the Office of State Fire
Marshal requires roofed-over porches, balconies, corridors, and stairs have at least 25% of their
perimeter (measured on the floor plan) be open to the atmosphere. Each porch, balconies,
corridors, or stairway floor perimeter is analyzed individually with regard their open perimeter.
Roofed-over porches, balconies, corridors, and stairs not meeting this requirement will require
sprinkler protection.

this inIormation. While searching Ior this inIormation, areas oI noncompliance maybe noted by
the reviewer and identiIied on our published review letter.

Remember:

1. When submitting sprinkler systems to the OIIice oI State Fire Marshal Ior review, our oIIice
only needs one (1) copy oI the sprinkler shop drawings and hydraulic calculations. These
items will not be returned when we complete our review.

Subject: Fire Protection Water Supplies in Rural and Suburban Areas

Standard Fire Prevention Code (SFPC) Section 603.1.3 requires a fire hydrant within 500 feet of
any portion of all buildings (with the exception of one and two family dwellings). South
Carolina Rules and Regulations (SCRR) 71-8300.12 allows the State Fire Marshal to approve
alternate methods of construction that will provide a degree of fire protection that is at least
equivalent to that required by the adopted codes.

Many buildings are constructed in rural areas in South Carolina that have no suitable public
water supply system available to provide fire protection for these buildings. In these areas we
will consider a water supply system that complies with National Fire Protection Association
(NFPA) 1231 as a viable alternative method of providing the required fire protection. Any such
alternative must be acceptable to the State Fire Marshal and the local fire official having
jurisdiction.

The Office of State Fire Marshal requires a letter from the local fire chief stating the ability of
the local fire department to provide water supplies to a given building as per NFPA 1231 before
an alternate method to the fire hydrant requirements can be considered.

Attached is the procedure for calculating Minimum Flow Rate, an example of the calculation
procedures, and a sample form letter the Fire Chief may use for documenting this procedure.

This is a summary of the procedure for determining the Minimum Water Supply Requirements
for a building. It is based on the 1993 Edition of NFPA 1231 and the 1999 Edition of NFPA
1142, both entitled Water Supplies for Suburban and Rural Fire Fighting. Both contain
formulas and precalculated tables for computing or reading the Minimum Water Supply directly,
and require a minimum of information about the building. Other acceptable methods are
available are the ISO method, or Appendix B of the 2000 International Fire Code (IFC).


Procedure for determining the Minimum Water Supply and Flow Rate requirements:
Unless otherwise noted, the Chapter and Section references ([Chapter x] or [xxx]) apply to
both NFPA 1231 and NFPA 1142.

1. Determine the Occupancy Hazard Classification (OHC) for the building [Chapter 3].

2. Determine the Construction Classification Number (CCN) for the building [Chapter 4].

3. Determine the Totally Enclosed Volume (TEV) for the building [Chapters 2 and 5].

4-A. Determine if there is exposure hazard to the subject building from unattached buildings
(any unattached structure within 50 feet with an area of 100 square feet (ft) or more)
[Sections 5-2.1, 5-3.1, 5-4.1, and/or 5-5.1].

4-B. Determine the Minimum Water Supply Requirement (MWSR) for the building, based on
the findings in 1, 2, 3, and 4-A [Sections 5-2.1, 5-3.1, 5-4.1, 5-5.1, or Table 5-9(a); plus
Table 5-9(b)].

5. Determine the Minimum Flow Rate Required (MFRR) for the building based on the results
of 4-B [Table 5-9(c)].

6. Determine the Minimum Duration for Flow (MDF) for which the MFRR must be
maintained. Divide the MWSR (4-B) by the MFRR (5).

7. List the standard used (NFPA 1231 or NFPA 1142), then summarize the following for the
building: the name and intended use; the OHC (1); the CCN (2); the building dimensions
and TEV (3); the size and distance to exposure hazard(s); the MWSR determined (4); the
MFRR determined (5); and the MDF determined (6).

The summary in step 7 provides the State Fire Marshal with the information necessary to accept
an alternate source of water supply per SCRR 71-8300.12.

Sample Calculation
The calculations in this example are for the sample building in Figure 1.

1. A lithography shop would be OHC 5.

2. A wood-frame building with brick veneer would be CCN 1.0 (4-2.5 classifies the same
building without the brick veneer as CCN 1.5).

3. Calculate the enclosed volume of the building in sections:

Crawl Space 42 ft x 60 ft x 4 ft = 10,080 cubic feet (ft)
First floor 42 ft x 60 ft x 12 ft = 30,240 ft
Second floor 42 ft x 60 ft x 11 ft = 27,720 ft
Attic 42 ft x 60 ft x (7 ft/2) = 8,820 ft
The total volume 76,860 ft
Round up to the nearest 1,000 ft or 77,000 ft. This is the TEV for the building.

4-A. The 150 ft storage building, 35 ft from the rear of the subject building, constitutes an
exposure hazard. The MWSR for a single building with an exposure hazard would then be
determined with the formula shown in 5-3.1 [(TEV/OHC) x CCN x 1.5].

4-B. From 4-A, the MWSR would be calculated as:
(77,0005) x 1.0 x 1.5 = 23,100 gallons (Gal).
Round up to the nearest 1,000 Gal, the MWSR would be 24,000 Gal.

Note: Instead of calculating the MWSR using the formula, you can use Table 5-9(a). In this
case, the calculated building volume (TEV) of 77,000 is not listed in the column under
Cubic Feet, so the next larger volume listed (80,000) is selected. Following across the
80,000' line in the table to the fourth column, labeled 1.5" (under the Occupancy
Hazard Classification of 5"), gives the result of 24,000 Gal for the MWSR, in agreement
with the calculated MWSR.

5. Per Table 5-9(c), the Minimum Capability of Fire Department to Transport and to Use
Water (the MFRR) for a Total Water Supply Required (the MWSR) is 1,000 Gal per
minute (GPM).

Notes:

1. When calculating the TEV in sections, rounding up to the nearest 1,000 ft only after
totaling the volumes of the sections.

2. When calculating the volume of an attic under a conventional sloped roof (gable, hip, or
shed), You can average the ridge and eave heights and multiplying by the floor area of the
attic. An attic with a gable or shed roof would have the same volume and only slightly less
under a hip roof.

The Office of State Fire Marshal will accept the latest edition of a nationally recognized code as
compliance with a provision of a statute or regulation enforced by our office that refers to a
particular edition of that nationally recognized code. A designer wishing to exercise this option
must comply with the following:

1. The designer must ensure their project is in full and complete compliance with the design
standard selected.

2. The designer must provide clear indications of their intentions through a code analysis on the
submitted plans or by a letter of intent.

3. When a design does not comply with the most recent code edition, The Office of State Fire
Marshal will require compliance with the legally adopted code.

Designs that intermingle multiple code editions will not be approved.

CHAPTER 45.

FIRE PROTECTION SPRINKLER SYSTEMS ACT

SECTION 23-45-10. Short title.

This Chapter may be cited as the Fire Protection Sprinkler Systems Act.

SECTION 23-45-20. Legislative findings.

The General Assembly finds it necessary to assure the people of South Carolina that fire protection
sprinkler systems are being installed and maintained by persons or organizations that are duly licensed to
engage in the planning, sale, installation, repair, alteration, addition, maintenance, or inspection of these
systems by the South Carolina Licensing Board for Contractors.

SECTION 23-45-30. Definitions.

As used in this Chapter:
(1) Fire protection sprinkler contractor means a person engaged in the planning, sale, installation,
repair, alteration, addition, maintenance, or inspection of fire protection sprinkler systems or water spray
systems but does not include local building officials, fire inspectors, or insurance inspectors when acting
in their official capacity.
(2) Licensed fire protection sprinkler contractor means a fire protection sprinkler contractor who has
qualified for and received a license from the South Carolina Licensing Board for Contractors.
(3) Certificate holder means an individual who has satisfactorily passed the NICET Level III Fire
Sprinkler Technicians Written Competency Test.
(4) NICET means the National Institute for Certification in Engineering Technologies.
(5) Sprinkler contractors license means the license issued by the South Carolina Licensing Board for
Contractors to a fire protection sprinkler contractor who has submitted (a) an application which is
approved; (b) the fee; (c) proof of insurance in an amount and of the type required by this chapter; and
(d) proof that the contractor has in its employ a certificate holder who is a full-time employee in a
responsible management position. The license is issued in the name of the fire protection sprinkler
contractor with the name of the certificate holder on the license.
(6) Fire protection sprinkler system means a system of overhead and underground piping to protect the
interior or exterior of a building or structure from fire where the primary extinguishing agent is water and
designed in accordance with fire protection engineering standards. The system includes the overhead and
underground water mains, fire hydrants and hydrant mains, standpipes and hose connection to sprinkler
systems, supplied from a reliable, constant, and sufficient water supply, such as a gravity tank, fire pump,
reservoir, or pressure tank, or connection by underground piping to a city main. The system is a network
of specially sized or hydraulically designed piping installed in a building, structure, or area, generally
overhead, and to which sprinklers are connected in a systematic pattern. The system includes a
controlling valve and a device for actuating an alarm when the system is in operation. The system is
usually activated by heat from a fire and discharges water over the fire area. Fire protection sprinkler
systems include the following types: wet-pipe systems, dry-pipe systems, preaction systems, residential
systems, deluge systems, combined dry-pipe and preaction systems, nonfreeze systems, and circulating
closed loop systems.
(7) Water spray or water foam system means a special fixed overhead and underground pipe system
connected to a reliable source of fire protection water supply or foam supply equipped with spray nozzles
for specific discharge and distribution over the surface or area to be protected. The piping system is
connected to the water supply through an automatically or manually activated valve which initiates the
flow of water. An automatic valve is activated by operation of automatic detection equipment, hydraulic,
pneumatic, or electrically operated, normally installed in the same areas as the spray nozzles. The system
is supplied from a reliable, constant, and sufficient water supply such as a gravity tank, fire pump,
reservoir, or pressure tank, or connection by underground to a city main. A water foam system includes
an adequate reliable supply of foaming agent.
(8) Person means individual, partnership, corporation, association, or joint venture.
(9) Board means the State Licensing Board for Contractors.

SECTION 23-45-40. Enforcement; promulgation of regulations.

The board shall enforce the provisions of this chapter and may promulgate regulations to carry out the
provisions of this chapter pursuant to Chapter 23, Title 1. Nothing in this chapter shall alter or limit the
Division of State Fire Marshal in the carrying out of its fire protection duties and responsibilities as
provided in Sections 23-9-40 and 23-9-60.

SECTION 23-45-50. Unlawful to engage in contracting without license.

It is unlawful for any person to engage in the planning, sale, installation, repair, alteration, addition,
maintenance, or inspection of a fire protection sprinkler system, water spray, or water foam system in this
State except in conformity with the provisions of this Chapter.

SECTION 23-45-60. Application for license; fees.

(A) A person desiring to become a licensed fire protection sprinkler contractor shall submit to the South
Carolina Licensing Board for Contractors on standard forms provided by the board an application
complete with all information required. The applicant shall include with the application a reasonable fee
to be determined by the board not to exceed five hundred dollars.
(B) All fees associated with the NICET Level III Fire Sprinkler Technicians Written Competency Test
are the responsibility of the fire protection sprinkler contractor.

SECTION 23-45-70. Liability insurance.

The board may not issue a license unless the applicant provides proof that comprehensive liability
insurance coverage has been obtained. The liability insurance policy must provide coverage in an amount
not less than one hundred thousand dollars and cover any loss to property or personal injury caused by the
fire protection sprinkler contractor. The policy must be purchased from an insurer authorized to do
business in this State.

SECTION 23-45-80. Issuance of license.

If a completed application has been approved, the fee has been paid, proof of insurance provided, and the
certificate holder found to be at present a full-time owner, partner, officer, or in a management position of
the fire protection sprinkler contractor, the board shall issue within thirty days a license in the name of the
fire protection sprinkler contractor with the name of the certificate holder noted thereon.

SECTION 23-45-90. Limitations and conditions on certificate.

In no case is a certificate holder allowed to obtain a license for more than one fire protection sprinkler
contractor at a time. If the certificate holder leaves the employment of the fire protection sprinkler
contractor, he shall notify the board within thirty days. The certificate holder is not eligible to obtain a
license for more than one other fire protection sprinkler contractor for a period of twelve months. If the
certificate holder leaves the employment of the fire protection sprinkler contractor, the contractor has six
months to submit a new application on another certificate holder who is at present a full-time owner,
partner, officer, or in a management position of the fire protection sprinkler contractor and be issued a
new license. If the application is not received and a new license issued within the allotted time, the board
shall revoke the existing license of the fire protection sprinkler contractor.

SECTION 23-45-100. Expiration of license; renewal.

The sprinkler contractors license shall expire annually at midnight on July thirty-first. At least thirty
days before, the fire protection sprinkler contractor shall submit a renewal application. A renewal fee of
one hundred dollars must be submitted with the application. A revoked or expired license may be
reinstated by making application as before and payment of the fee.

SECTION 23-45-110. Local license.

If a fire protection sprinkler contractor desires to do business in any part of the State he is required to
deliver to the local building official a copy of his sprinkler contractors license. The local building
official shall require a copy of the license before issuing a local license or building permit. The licensed
fire protection sprinkler contractor is required to pay any fees normally imposed for local licenses or
permits but the local official shall impose no other requirements on the licensed fire protection sprinkler
contractor to prove competency other than a valid sprinkler contractors license.

SECTION 23-45-120. Effect upon municipal regulation.

Nothing in this chapter limits the power of a municipality, county, or the State to regulate the quality and
character of work performed by contractors, through a system of permits, fees, and inspections which are
designed to assure compliance with, and aid in the implementation of, state and local laws for the
protection of the public health and safety. Nothing in this chapter limits the power of a municipality,
county, or the State to adopt any system of permits requiring submission to and approval by the
municipality, county, or the State, of plans and specifications for work to be performed by contractors
before commencement of the work. The official authorized to issue building or other related permits shall
ascertain that the fire protection sprinkler contractor is licensed by requiring evidence of a valid sprinkler
contractors license.

SECTION 23-45-130. Application of chapter.

This chapter applies to any fire protection sprinkler contractor performing work for any municipality,
county, or the State. Officials of any municipality, county, or the State are required to determine
compliance with this chapter before awarding any contracts for the planning, sale, installation, repair,
alteration, addition, or inspection of a fire protection sprinkler system, water spray, or water foam system.
When a fire sprinkler contractor submits a bid directly to the State, the bid must include on it his fire
sprinkler license number.

SECTION 23-45-135. Inapplicability of chapter to certain persons performing emergency repair work
and to persons working on their own property or that of their employer.

The provisions of this chapter do not apply to licensed mechanical contractors performing emergency
repair work on existing fire protection sprinkler systems or existing water spray systems or existing water
foam systems where the labor cost of the work does not exceed one thousand dollars or to persons
engaged in the repair, alteration, maintenance, or inspection of a fire protection sprinkler system or water
spray system or water foam system on their own property or that of their normal employer. Plumbing
contractors holding a Group 2 or 3 plumbing contractor license are not required to be licensed under this
chapter to install standpipe systems, including hose connections, hose cabinets, and related branch lines,
provided that they do not supply automatic fire protection sprinklers. A utility contractor holding a Group
2 or 3 utility contractor license is not required to be licensed under this chapter to install underground
water mains, hydrant mains, and fire hydrants to the point of the connection to the underground fire
protection sprinkler system mains.

SECTION 23-45-140. Standards for fire protection sprinkler system design and installation; approval of
plans.

Fire protection sprinkler systems as defined in Section 23-45-30(6) must be designed and installed
according to National Fire Protection Association (NFPA) Chapter 13, 1991 Edition; NFPA 13A, 1987
Edition; NFPA 13D, 1991 Edition; NFPA 13R, 1991 Edition; NFPA 14, 1993 Edition; NFPA 20, 1993
Edition; and NFPA 24, 1992 Edition, and all pamphlets referenced in them. In addition the following
codes and standards must be followed when applicable: NFPA 1, 1993 Edition; NFPA 10, 1990 Edition;
NFPA 14A, 1989 Edition; NFPA 22, 1993 Edition; NFPA 25, 1992 Edition; NFPA 101, 1991 Edition;
NFPA 231, 1990 Edition; NFPA 231(C), 1991 Edition; NFPA 231(D), 1989 Edition; and NFPA 409,
1990 Edition. Within thirty calendar days from the date of submission to the Division of the State Fire
Marshal, the review of sprinkler plans for compliance with the above codes must be completed and a
letter issued either approving the plans or listing the corrective action necessary for approval. If no letter
is issued within thirty calendar days, the plans are deemed to be approved.

SECTION 23-45-145. Fire Sprinkler System Specification Sheet; contents; submission.

A Fire Sprinkler System Specification Sheet must be completed for every fire protection sprinkler
system, as defined in Section 23-45-30(6), to be installed in South Carolina, in the following manner:
(A) A form approved by the State Fire Marshal must be used and must contain the following minimum
information:
(1) available static and residual water pressure;
(2) available water flow in gallons per minute and duration;
(3) source of water supply;
(4) classifications of hazards;
(5) occupancy use of the building (or area to be sprinkled);
(6) type of system to be installed;
(7) applicable National Fire Protection Association standards to be followed for each component of the
system;
(8) other state and local statutes, regulations, codes, or ordinances that must be followed;
(9) name, address, and phone number of the author.
(B) The form must be completed by and bear the stamp and signature of:
(1) a professional engineer registered in South Carolina if the services of a registered professional
engineer are required by a specific statute or ordinance; otherwise it may be prepared by the person
described in subitem (2) of this item (B);
(2) a fire sprinkler contractor holding a valid South Carolina fire sprinkler license.
(C) The form must be submitted to the authority having jurisdiction, as follows:
(1) New construction: if a fire protection sprinkler system, as defined in Section 23-45-30(6), is required
by code or called for in the bid specifications, the Fire Sprinkler System Specification Sheet must be
made part of the bid specifications and must be submitted to the authority having jurisdiction, along with
the architectural and/or engineering drawings and specifications when applying for building and/or other
required permits. The Fire Sprinkler System Specification Sheet also must accompany the shop drawings
when they are submitted for review;
(2) Existing structures: if permits are required by the authority having jurisdiction, the Fire Sprinkler
System Specification Sheet must accompany the permit applications; it also must accompany the shop
drawings when they are submitted for review.

SECTION 23-45-147. Shop drawings of sprinkler system required; contents; submission; certificate of
compliance.

(A) Shop drawings must be prepared for every fire protection sprinkler system, as defined in Section
23-45-30(6), to be installed in South Carolina and must meet the following requirements:
(1) shop drawings, along with any attached specification sheets, must contain sufficient information to
show compliance with the National Fire Protection Association standards called for in the Fire Sprinkler
System Specification Sheet to the degree required by the regulations of the State Fire Marshal;
(2) shop drawings must bear the stamp, authorized signature, and license number of the fire sprinkler
contractor licensed in South Carolina who prepared them.
(B) shop drawings must be submitted to the registered professional engineer who prepared the Fire
Sprinkler System Specification Sheet, if applicable, to determine compliance with the Fire Sprinkler
System Specification Sheet. Otherwise, the shop drawings must be submitted, to determine compliance
with the Fire Sprinkler System Specification Sheet, to one of the following:
(1) the local authority having jurisdiction;
(2) the South Carolina State Fire Marshals office; or
(3) the engineering/review department of the owners insurance underwriter or its designee.
(C) The local authority having jurisdiction, the awarding authority, or the state agency having jurisdiction
over the project may also require the submission of fire protection sprinkler system shop drawings for
review, in addition to the requirements stated above, or may require their submission to the State Fire
Marshals office or other designee for review, but in no case may the stamp or seal of a registered
professional engineer be required on shop drawings.
(D) In lieu of performing its own plan review on plans submitted, the State Fire Marshals office may
accept the plan review of an insurance underwriter or its designee if it meets the standards established by
the regulations of the State Fire Marshals office.
(E) A Certificate of Compliance certifying that the fire protection sprinkler system was designed and
installed in accordance with the Fire Sprinkler System Specification Sheet must be delivered to the
owner of the building, the authority having jurisdiction, and the State Fire Marshals office on a form
approved by the State Fire Marshals office before a certificate of occupancy may be issued.

SECTION 23-45-150. Enforcement powers.

Whenever the board has reason to believe that any person is or has been violating any provision of this
chapter the board may issue and deliver to the person an order to cease and desist such violation. The
board may impose a penalty, not to exceed two hundred fifty dollars, for each day the violation exists.
Violation of any provision of this chapter or failure to comply with a cease and desist order is cause for
revocation of the license. Decisions may be appealed as provided for in Chapter 23, Title 1.

CHAPTER 11.

CONTRACTORS

SECTION 40-11-410. License classifications and subclassifications.

The following license classifications are in effect:

(3) General Contractors-Public Utility which includes work under these subclassifications:

(c) Water and Sewer Lines which includes construction work on water mains, water service lines, water
storage tanks, sewer mains, sewer lines, lift stations, pumping stations and appurtenances to water storage
tanks, lift stations, pumping stations, pavement patching, backfill, and erosion control as a part of
construction, and which includes connection at the building of all lines to the appropriate lines contained
in commercial structures, installation and repair of a project involving manholes, the laying of pipe for
storm drains and sewer mains, all necessary connections, and excavation and backfilling, and concrete
work incidental thereto.
Contractors in this license subclassification in license groups three, four, and five may install fire
protection sprinkler system underground mains to a flanged outlet 1-0 above the finished floor in
compliance with National Fire Protection Association Standard 24. However, shop drawings must be
submitted and approved by the State Fire Marshal with a copy of the approved drawings going to the
licensed fire sprinkler contractor. Flushing and testing certificates must be delivered to the authority
having jurisdiction and the performing licensed fire sprinkler contractor performing. General contractors
in this license subclassification may not engage in water and sewer line work from the right-of-way to a
residential structure unless the entity is a subcontractor to a licensee holding a plumbing subclassification.

(5) Mechanical Contractors which includes work under these subclassifications:

(f) Plumbing which includes the installation, replacement, alteration, and repair of all plumbing
including solar water heating when performed solely within property lines and not on public easements or
rights-of-way except to make connections to water meters or sewer taps as allowed by the utility owner;
and the installation, alteration, and repair of all piping, fixtures, and appliances related to water supply,
including pressure vessels and tanks, and excluding municipal or related water supply systems; venting
and sanitary drainage systems for all fluid and semi-fluid and organic wastes; roof leaders;
water-conditioning equipment; piping and equipment for swimming pools; and installation of a system
of pipes, fittings, fixtures, drains, and all necessary component parts upon the premises or in a building to
supply water to buildings and to convey sewage or other waste products from buildings. If this equipment
is gas-fired, the necessary gas lines may be installed under this subclassification used in connection with
this subclassification. Plumbing contractors in license groups three, four, and five are not required to be
licensed under Chapter 45, Title 23 to install standpipe systems, including water hose connections, water
hose cabinets, and related branch lines if the water hoses do not supply water to automatic fire protection
sprinklers.

CHAPTER 22.

ENGINEERS AND LAND SURVEYORS
SECTION 40-22-20. Definitions.

As used in this chapter:

(22) Practice of engineering means any service or creative work, the adequate performance of which
requires engineering education, training, and experience in the application of special knowledge of the
mathematical, physical, and engineering sciences to such services or creative work as consultation,
investigation, expert technical testimony, evaluation, design and design coordination of engineering
works and systems, design for development and use of land and water, performing engineering surveys
and studies, and the review of construction for the purpose of monitoring compliance with drawings and
specifications, any of which embraces such services or work, either public or private, in connection with
any utilities, structures, buildings, machines, equipment, processes, work systems projects, and industrial
or consumer products or equipment of control systems, communications, mechanical, electrical,
hydraulic, pneumatic, or thermal nature, insofar as they involve safeguarding life, health, or property, and
including such other professional services as may be necessary to the planning, progress, and completion
of any engineering services. The mere execution, as a contractor, of work designed by a professional
engineer or supervision of the construction of such work as a foreman or superintendent is not considered
the practice of engineering. A person must be construed to practice or offer to practice engineering, within
the meaning and intent of this chapter who:
(a) practices any branch of the profession of engineering; or
(b) by verbal claim, sign, advertisement, letterhead, card, or in any other way represents himself to be a
professional engineer or through the use of some other title implies that he is a professional engineer or
that he is licensed under this chapter; or
(c) holds himself out as able to perform or does perform any engineering service or work or any other
professional service designated by the practitioner or which is recognized as engineering.

SECTION 40-22-250. Certificate of authorization to practice as firm; conditions; application and
registration fee; discipline.

(A) The practice of or offer to practice professional engineering or land surveying through a firm is
permitted only through entities holding a valid certificate of authorization issued by the board. For the
purposes of this section a certificate of authorization is also required for a firm practicing in this State
under a fictitious name. However, when an individual is practicing engineering or land surveying in his
name as individually licensed, that person is not required to obtain a certificate of authorization.
(B) The practice or offer to practice of engineering and land surveying by individual professional
engineers or professional land surveyors licensed under this chapter through a firm offering engineering
services or land surveying services to the public is permitted if:
(1) one or more of the corporate officers, in the case of a corporation, or one or more of the principal
owners, in the case of other firms, are designated as being responsible for the professional services
regulated by this board and are licensed under this chapter;
(2) all personnel of the firm who act on behalf of the firm as professional engineers or land surveyors in
this State are licensed under this chapter; and
(3) the firm has been issued a certificate of authorization by the board as required by this section.

SECTION 40-22-270. Official seals; stamping on plans and specifications.

Each licensee and each firm practicing under a certificate of authorization shall obtain a seal of the design
authorized by the board and must comply with the following:
(1) Individual seals must be under the personal custody and control of the licensee and bear the licensees
name, registration license number, and the legend Professional Engineer or Professional Land
Surveyor except for licenses issued before July 1, 2001, which may have the legend Registered
Professional Engineer or Registered Land Surveyor. The seal also shall bear evidence of the license
category for professional engineers and the tier designation for professional land surveyors.
(2) Seals for firms practicing under a certificate of authorization must bear the firms name, authorization
number, and location.
(3) Plans, specifications, plats, and reports prepared by a licensee or prepared under the licensees direct
supervision must be stamped with seals when filed with public authorities during the life of the licensees
certificate.
(4) Plans and specifications prepared by a licensee or prepared under the licensees direct supervision
must be stamped with seals when issued for use as job site record documents at construction projects
within this State.
(5) It is unlawful to seal documents with a seal after the certificate of the licensee or the certificate of
authorization in the case of firms named on the seal has expired or has been revoked or suspended unless
the certificate has been renewed, reissued, or reinstated.
(6) Where individual seals are affixed to plans, specifications, plats, and reports, the licensee shall affix
his signature and date under or across the face and beyond the circumference of the seal. The signature
and date must not be applied in a manner that obliterates or renders illegible the licensees license number
or name.
(7) The clerk of court or the register of deeds for any county shall refuse to accept for filing or recording a
map, plat, survey, or other document within the definition of land surveying, dated after July 1, 1977,
which does not have affixed to it the personal signature and prescribed impression seal of a professional
land surveyor. No charge may be made by a professional land surveyor for the application of his
impression seal.
(8) The building official, or other designated authority charged with the responsibility of issuing building
or similar permits, shall refuse to issue a permit for any undertaking, the plans and specifications for
which would require the seal of a professional engineer, unless the permit applicant has furnished
satisfactory evidence that the documents were prepared by an engineer licensed as required by this
chapter or that the documents are exempt from the requirements of this chapter. The building official, or
designated authority charged with the responsibility of issuing building or similar permits, shall report to
the board the name and address of a person who has or is suspected to have violated a provision of this
chapter or a regulation promulgated pursuant to this chapter relating to the unlicensed practice of
engineering.

SECTION 40-22-280. Exceptions from application of chapter.

(A) This chapter may not be construed to prevent or to affect:
(1) the practice of any other regulated profession or trade where the practice of the profession or trade
may legitimately overlap the professions regulated by this chapter;
(2) the work of an employee or other subordinate of a person holding a certificate of registration under
this chapter;
(3) the engineering work of regular employees of the government of the United States officially
performing their duties for their employer on federal lands within this State, in the practice of engineering
for the government, and where specified by federal statute;

(4) the land surveying work of regular employees of the government of the United States officially
performing their duties for their employer on lands within this State, in the practice of land surveying for
the government, and where specified by federal statute;
(5) the work or practice of a regular employee of a public utility, a telephone utility, or an electrical utility
by rendering to the employing company engineering service in connection with its facilities which are
subject to regulation, supervision, and control in order to safeguard life, health, and property by the Public
Service Commission of this State, so long as the person is actually and exclusively employed.
Engineering work not related to the exemption in this item where the safety of the public is directly
involved must be accomplished by or under the responsible charge of a professional engineer;
(6) the work or practice of a regular employee of an electric cooperative, when rendering to the
employing cooperative engineering service in connection with its facilities which are subject to
regulations and inspections of the Rural Electric Administration, if the person is actually and exclusively
employed. Engineering work not related to the exemption in this item where the safety of the public is
directly involved must be accomplished by or under the responsible charge of a professional engineer;
(7) the work or practice of a regular employee of a state authority which is licensed by and subject to the
safety regulations of the Federal Energy Regulatory Commission and which sells and distributes electric
power to consumers, so long as the person is actually and exclusively employed. Engineering work not
related to the exemption in this item where the safety of the public is directly involved must be
accomplished by or under the responsible charge of a registered professional engineer; and
(8) the work of a general contractor, specialty contractor, or material supplier in the preparation and use
of shop drawings or other graphic descriptions used to detail or illustrate a portion of the work required to
construct the project in accordance with plans and specifications prepared under the requirements of this
chapter.
(B) If drawings and specifications are signed by the authors with the true title of their occupations, this
chapter does not apply to the preparation of plans and specifications for:
(1) farm buildings not designed or used for human occupancy;
(2) buildings and structures less than three stories high and less than five thousand square feet in area,
except that buildings of assembly, educational, hazardous, and institutional occupancies as defined by the
Standard Building Code regardless of area are not exempt from the provisions of this chapter; and
(3) alterations to a building to which this chapter does not apply, if the alterations do not result in a
change which would otherwise place the building under the application of this chapter.
(C) This subsection may not be construed to prejudice a law, ordinance, regulation, or other directive
enacted by another political body or a requirement by a contracting authority which would otherwise
require preparation of plans and specifications under the responsible charge of a professional engineer or
professional land surveyor.

Subarticle 1

71-8300.7 A. Plans and Specifications.

1. Where work contemplated is regulated by these regulations and enforced by the
State Fire Marshal, plans and specifications shall be submitted to the State Fire Marshal
or his designee for approval prior to starting such work. Where required by state
licensing and regulatory provisions, such plans and specifications shall be prepared by
a duly registered architect and/or engineer.
2. Submitted plans, calculations, and specifications for all buildings, structures,
systems, or premises shall provide sufficient information to indicate how compliance
with state law, regulations, and adopted codes enforced by the State Fire Marshals
Office will be accomplished. Codes shall not be cited in whole or part as a substitute for
providing specific information.
3. The State Fire Marshal or other approving authority may revoke any approval
issued under the provisions of these regulations where the approval was based on any
false statement or misrepresentation of fact in correspondences, plans, specifications,
or data.

71-8300.11 C. Hospitals, Nursing Homes, and Intermediate Care Facilities.

1. Renovations of existing facilities shall include the addition of fire protection
sprinklers. All new construction must be fully sprinklered. All other requirements of this
section apply to new construction and retroactively to existing construction unless
otherwise specified.

71-8300.11 D. Adult Residential Care Facilities.

1. Unless otherwise indicated, all requirements of this section apply to new
construction and apply retroactively to adult residential care facilities. In retroactive
applications, the State Fire Marshal has authority to approve alternate methods of
compliance within the intent of the regulations.
2. Adult residential care facilities are defined as buildings, structures, or any portion
thereof, used for providing boarding and lodging facilities for twenty-four or more
consecutive hours to persons who are aged, physically, mentally, or developmentally
disabled, and persons who may need a degree of personal care or supervision.
a. All residents shall be capable of self-evacuation within three minutes of an
alarm. Residents not capable of self-evacuation within three minutes are considered
incapable of self-preservation.
b. Facilities complying with the requirements of Intermediate Care Facilities
Mental Retardation - fifteen beds or less (ICFMR-15) may house up to three residents
incapable of self-preservation.
c. ICFMR-15 compliant facilities and adult residential care facilities housing four or
more residents incapable of self-preservation must be sprinklered per NFPA 13.
d. Full compliance with NFPA 101, 1997 edition, Board and Care Facilities standards
is an acceptable alternative to an NFPA 13 sprinkler system, unless an NFPA 13
sprinkler system is required elsewhere in state statute, regulations, or adopted codes.

71-8300.12 Alternate Materials and Alternate Methods of Construction.

A. The provisions of these regulations are not intended to prevent the use of any
material or method of construction not specifically prescribed by the fire prevention and
life safety standards of these regulations. The State Fire Marshal has the authority to
approve alternative methods of compliance within the intent of these regulations, after
finding that the materials and method of work offered is for the purpose intended, at
least the equivalent of that prescribed in these regulations in quality, strength,
effectiveness, fire resistance, durability, and safety. The State Fire Marshal shall require
sufficient evidence or proof be submitted to substantiate any claim that may be made
regarding use of alternative materials and methods.

Subarticle 9

71-8308 Construction and Operation of Local Detention Facilities.

71-8308.1 Application.

These regulations shall apply to the construction and operation of all local detention
facilities, regardless of intended capacity. Facilities constructed on or before the
effective date of these regulations are exempt from the requirements contained therein.

71-8308.2 Definitions.

C. "Local detention facility" means any municipal, county, or multi-jurisdictional
overnight lockup, jail, prison camp, or prison where one or more persons are held for
more than six hours.

71-8308.5 A. Standpipe Systems.

1. Each local detention facility two or more stories and exceeding 50 ft. in height
shall install and maintain a Class III standpipe system per NFPA 14.
2. Any standpipe system installed pursuant to this section shall:
a. be designed and installed so that all facility areas can be quickly reached by an
effective stream of water;
b. be designed to furnish heavy hose streams for severe fires, and first-aid
streams to control incipient fires;
i. (As used in this section, the term heavy hose means hose which is 2 in
diameter. It is not necessary that such hose be installed or maintained within a local
detention facility;)
ii. (As used in this section, the term first-aid means hose which is 1 in
diameter; such hose shall be immediately available for use in the facility by staff
members and local fire fighter agencies.)
c. include a clear indication of the location of all standpipe system outlets and
equipment;

d. have a reliable and adequate source of water sufficient to maintain an effective
flow for a minimum of thirty minutes; and
e. have fire department connections with siamese feature for the injection of

71-8308.5 B. Sprinkler System.

1. Each local detention facility shall have installed and maintained an automatic
sprinkler system per NFPA 13.
Subarticle 10

71-8309 Existing Local Detention Facilities.

SOUTH CAROLINA AMENDMENTS
TO THE 2000 EDITION OF THE
INTERNATIONAL FIRE CODE

As authorized by Section 6-9-60(C) of the South Carolina Code of Laws, 1976 as
Amended, the South Carolina Building Codes Council has approved the following
amendments to the 2000 Edition of the International Fire Code (IFC). Approved
amendments under Section 6-9-60(C) are mandatory for all local jurisdictions and must
be incorporated into the respective codes.


Amendment Number: IFC 2000-01.

Section: 508.5.1

Amendment: Replace Section 508.5.1 of the IFC with Sections 603.1.3.1 and
603.1.3.2 of the 1997 edition of the Standard Fire Prevention Code (SFPC).

Reasons: Sections 603.1.3.1 and 603.1.3.2 of the 1997 edition of the SFPC
specifically address situations where there is no public water supply and allows the fire
official other options for compliance. The SFPC also provides an exception to the
required installation of fire hydrants for one and two family dwellings.

603.1.3.1 Water supply. Approved fire hydrants shall be provided for buildings to meet the necessary fire
flow requirements as determined by the fire official. Where public water supply is inadequate or not available,
an approved alternative water source meeting the fire flow requirements shall be provided. Fire flow
performance tests shall be witnessed by the fire official, or representative, prior to final approval.

603.1.3.2 Location. The location and number of hydrants shall be designated by the fire official, but in no
case shall distance between installed fire hydrants exceed 1,000 ft (305 m). Fire hydrants shall be located
within 500 ft (152 m) of all firefighter access points when measured along the normal routes of fire
department vehicle access which conforms with the requirements of 602.6. No point on the exterior of a
building shall be located more than 500 ft (152 m) from a fire hydrant accessible to fire department vehicles as
provided in 602.6.
Exception: One and two family dwellings, including attached or detached accessory structures.

The Fire Sprinkler System Specification Sheet (Specification Sheet ) is a document where the design
parameters for the fire protection system is initially expressed in a concise format. This document is the
basis for the preparation of the sprinkler shop drawings. A licensed engineer must complete this
document when required by state law.

The document is divided into six areas. They are Project Data, Water Supply Information, NFPA Hazard
Classification, Design Parameters, Codes and Standards, Specifiers Information. Below is an
explanation by section and line of the form.

Note: At the top right of the form, you will see "Page ___ of ___". This must be completed if the
specification sheet has multiple pages.

The Project Data Section:

We use the information provided in this section to ensure the local fire department receives a copy of our
review letters and knows which facility the review letter applies.

Name of Project: The name the owner uses to identify the facility. If the facility has multiple buildings,
please provide a unique identification to the building that the fire protection system is being installed.

Project Address: The street address for the facility. If a street address has not been assigned to the
facility at the time the specification sheet is initially prepared please state that on the form.
Suggested wording might be:

Address not available at this time
Will be provided at a later date

Name & Address of Local Fire Dept.: Identify the local fire department that responds to fire calls at
the facility. If this information is not available at the time the specification sheet is initially prepared,
please provide the available information and provide an update when available.

The Water Supply Information Section:

This section shows information on the available water supply used for preparing the fire protection
system's shop drawings and hydraulic calculations. Sources for water flow data include an actual
flow test of the water system, an annual fire pump test, or a calculated water supply by an engineer.
Water supply information must be less than one year old from the date of submission to the AHJ
reviewing the system.

Please remember to include all units of measure. The Office of State Fire Marshal defaults to English
units (inches, pounds, etc.) unless noted otherwise.

Note: If the system design is based on an actual fire pump test, then the municipal water supply data is
optional. (i.e. You must complete "Test conducted by or information supplied by" and "Fire Pump
Information" sections.)

Static: The pressure available from the source when no water is flowing to the system.

Residual: The pressure available from the source under flow conditions.

Flow: The flow rate of the water from the source under flow conditions.

Distances of test gauges relative to the base of the riser Horizontal &Vertical (elevation):

This information is used to analyze the water supply data relative to the base of the system riser.

The elevation is the more critical of the two measurements to ensure pressure losses due to elevation
are included in the system calculations.

The horizontal distance should be the linear distance of the piping from the test site to the base of the
riser.

Source of water supply: (Municipal dead-end: Municipal circulation: Other: Pipe Size):

This information is used in several parts of the review of the system. It identifies how the system is
supplied from a public or private water system.

Please specify the minimum pipe size used to supply the system.

Test conducted by or information supplied by (Name: Company: Telephone #: Date Test Conducted):

This information is used to contact the person testing the water supply if there are any issues with the
test data.

Remember: Water supply information must be less than one year old from the date of submission to
the AHJ reviewing the system.

Fire Pump Information Pump Capacity: (Churn Pressure: Rated Pressure: Pressure @ 150% flow):

These are the fire pump's rated capacity or the design parameters.

Remember: For new fire pumps, include a fire pump submittal package to the AHJ reviewing the
system. For existing fire pumps, include a copy of the last fire pump test (must be less than one year
old from the date of submission) to the AHJ reviewing the system.

On-Site Storage Tank Capacity:

If the water supply comes from a private water supply tank, the capacity is needed to verify the water
supply duration.

The NFPA Hazard Classification Section:

Determining the occupancy hazard classification is one of the most critical steps in the proper design of a
fire sprinkler system. This section is divided into columns and we will discuss each column heading.

Area # This should be a unique identification for the portion of the system design being specified. This
could be the reference to the area protected or to the design area of the associated hydraulic
calculations. For example:

Office Area
Attic
Area 1A

Classification List the NFPA hazard classification being protected. For example:

Light Hazard (Lt Haz),
Extra Hazard Group II (Ex Haz Gr 2),
Rack Storage

Description of Hazard Protected This is a description of the hazard, the commodity description,
storage height, & storage arrangement. For example:

Office space
Flammable liquid spray paint booth
Furniture in cardboard boxes, solid shelves, multi-row racks, 8-ft aisles, storage height 19ft.

If you need to attach additional sheets to complete the description/specification of the system, please do
so. Remember to complete the "Page ___ of ___" at the top right of each form or sheet.

The "Design Parameters" Section:

This section is divided into columns and we will discuss each column heading.

Area # This reference is the same "area" reference in the previous section.

System Type This describes the type of system protecting the hazard (i.e. wet, dry, deluge, etc.)

Area (ft) This is the design area used for the hydraulic calculations. Design area modification
(increases & reductions) must be explained in the "Notes" section below the Codes and
Standards section of this form.

Density (gpm/ft) The discharge density of sprinklers in the design area.

Inside Hose (gpm) Enter "0" unless the system has inside hose stations or a standpipe (then enter the
actual flow).

Outside Hose (gpm) Enter the required outside hose stream (if the system has inside hoses stations,
subtract the inside hose from the outside and enter the balance)

Attach Additional Sheets as Necessary.

This is a reminder to the specifier to attach additional sheets to Specification Sheet if there is not
enough space for the number of design areas of the system being specified. The specifier should
follow the same format as on the Fire Sprinkler System Specification Sheet.

Reminders:

When additional sheets are attached, use the "Page ___ of ___" in the top right corner of the
form.
The document must be sealed per SCRR 49-207(c)(3).

The Codes and Standards Section:

System Component List the portion of the system covered by one of the standards shown to the
right. Normally NFPA 13 covers all components inside the building and it is not necessary to list them
separately (i.e. hangers, piping, valves, etc.)

Engineers must seal the specification sheet per 40-22-270. Engineers practicing as a sole
practitioner must indicate this by entering "N/A" or an equivalent notation. Engineers submitting a
specification sheet for projects in SC must be properly licensed to practice in this state and their firms
must have a "Certificate of Authorization" issued by the SC Board for Engineers and Land Surveyors.
Please ensure all license numbers are legible.

Fire Sprinkler Qualifiers must enter your FSQ # in the blank for the P.E. seal, line through the text
"P.E. Seal" and sign across the box. In the COA blank, enter the company's FS number and line
through the text "Certificate of Authorization."

General Comments:

The specifier must ensure the Specification Sheet is as complete as possible before submitting the form
for permitting and review. On projects where the specification sheet is prepared very early in the design
process, the specifier is obligated to provide updates to the specification sheet when the information
becomes available. The specifier may provide updates or additional information by a letter or by
providing an updated Specification Sheet when the information is available.

If a section or blank does not apply to the specified system, please indicate that on the form. Suggested
ways to indicate this might be:

Enter "N/A," "Not Applicable," or "Does not apply;"
Line or "X" through the blank; or
Some other equivalent notation.

When the water supply data is based on a fire pump test, a copy of the current fire pump test must be
included with the shop drawings submitted for review. When the water supply data is based on
calculations by an engineer, a copy of the hydraulic calculations must be included with the shop drawings

Plans and specifications submitted for review by the Office of State Fire Marshal
must contain the following information:

1. A Fire Sprinkler System Specification Sheet for all underground piping systems connected to a fire
protection sprinkler system. The Project Data, Water Supply Information, Codes and Standards,
and Specifiers Information sections must be completed.
2. S.C. Registered Engineer stamp as required by state statute. Unstamped plans will require the
completion of a Certificate of Compliance by the engineer completing the specification sheet.
3. The name, address, telephone number, and S.C. license number of the contractor installing the
system.
4. The contact person, company name, address, and telephone number of the General Contractor.
5. Plans must be drawn to scale and shall include the location of all new and existing buildings on the
property, and property lines.
6. Size and location of all water supplies and the flow rate and pressure available for the fire protection
system. If the water supply is calculated, the plans must include hydraulic calculations.
7. Size and location of all fire protection piping, indicating, the class and type and depth of existing pipe,

8. Size, type, and location of valves, meters, backflow preventors, regulators, and check valves.
Indicate if located in pit or if operation is by post indicator or key wrench through a curb box. Include
the manufacturer and model number of meters and BFPs.
9. Size and location of hydrants, showing size and number of outlets and if outlets are to be equipped
with independent gate valves. Indicate if hose houses and equipment are to be provided and by
whom.
10. Sprinkler and standpipe risers and monitor nozzles to be supplied by the system (flow rate and
pressure).
11. Location of fire department connections, if part of private fire service main system, including detail of
connections.
12. Indicate how the piping is protected from damage and the method of restraint used. (NFPA 24 7-2 -
Coating and Lining of Buried Pipe, 8-3 - Protection Against Damage, and 8-6 - Methods of
Restraining Fire Mains.)

1. SCRR 71-8300.7(A)(2) requires sufficient information be provided on submitted
plans to show how compliance with code requirements will be obtained and
prohibits codes being cited in whole or part as a substitute for providing
specific information.

2. Plans that do not meet the basic requirements of the applicable codes and
regulations may be referred to the appropriate licensing board for action.

3. Omission of required information will delay the review process. Please ensure
submitted plans fully address all applicable items.

project. State Law 40-""-4"0(3)(c) allows installation of fire protection sprinkler system
underground mains by a properly licensed contractor provided the shop drawings are
submitted and approved by the State Fire Marshal. In order to complete our review of
the fire protection sprinkler system for this project, we will need the contractor installing
the underground piping to address the following:
