1 SCOPE
This procedure describes the preparation and format for Weekly and Monthly Construction Progress
Reports issued from Company construction sites.
The objective of this procedure is to ensure that all Company construction sites follow a standard
format for the preparation of Construction Progress Reports.

The Construction Quality Plan will identify changes in reporting requirements/responsibilities due to
the project size/requirements.

4 METHOD AND RESPONSIBILITIES
4.1 Responsibilities
4.1.1 The Resident Site Manager (RSM) is responsible for the issue of Weekly and
Monthly Construction Progress Reports, in accordance with this procedure,
from the start of site activities until the plant is mechanically complete.
4.1.2 The Project Control Engineer (PCE) is responsible for compiling the Weekly
and Monthly Construction Progress Reports.

4.1.3 The Manager of Construction (MOC) is responsible for distributing the
Weekly Progress Reports from each operating Construction site within the
Home Office (HO).
4.1.4 The Project Manager (PM), is responsible for incorporating the relevant
sections of the site Monthly Progress Report into the Project Report in
accordance with OPR/OPD/383.
4.1.5 The Planning Engineer (PE) is responsible for carrying out regular audits on all
subcontractor's reported weekly progress.

4.1.6 The Discipline Supervisors (DS) are responsible for monitoring the relevant
subcontractor's progress and advising the PE on a weekly basis of any
anomalies claimed by the subcontractor.
4.2 Weekly Construction Progress Report Preparation
4.2.1 The Weekly Construction Progress Report will be compiled by the PCE in the
format outlined in Attachment 1, supported by the relevant site
management/supervision.
4.2.2 The Safety Officer (SO) is responsible for preparing Sections 1 and 2 (SHE
Report and Weather Conditions) of the Weekly Construction Progress Report.
4.2.3 The Field Engineering Manager (FEM) is responsible for preparing Section 3
(Engineering) of the Weekly Construction Progress Report.
4.2.4 The Material Controller (MC) is responsible for preparing Section 4
(Materials) of the Weekly Construction Progress Report.
4.2.5 The PE is responsible for preparing Sections 5 and 6 (Manpower and
Progress) of the Weekly Construction Progress Report.
4.2.6 The RSM is responsible for preparing Sections 7 and 9 (Construction Report
and Areas of Concern) of the Weekly Construction Progress Report in
conjunction with the PCE.
4.2.7 The Industrial Relations Officer (IRO) is responsible for preparing Section 8
(Industrial Relations) of the Weekly Progress Construction Report.
4.2.8 The DS is responsible for reviewing the progress measurement issued by each
subcontractor on a weekly basis and advising the PPL of any discrepancies.

4.2.9 After the Weekly Progress Report has been compiled by the PCE
and approved by the RSM, it will be faxed to the MOC for internal
distribution by midday each Monday.

4.2.10 The MOC will distribute the Weekly Construction Progress Reports
from each Company Construction Site to the Operations Director
(OPD), MOC and the relevant PM of each Project and the Project
Construction Co-ordinator (CC).

4.2.11 The production and issue of the Weekly Construction Progress
Reports may be in a reduced format and will depend upon the size
of each project and by agreement between the PM/MOC/RSM.

4.3 Monthly Construction Progress Report Preparation
4.3.1 The Monthly Progress Report will be compiled by the PCE in the format
outlined in Attachment 2.
4.3.2 The RSM is responsible for preparing Section 1 (Construction Report), of the
Monthly Construction Progress Report.
4.3.3 The PE is responsible for preparing Section 2 (Construction Progress Report)
of the Monthly Construction Progress Report.
4.3.4 The SO is responsible for preparing Section 3 (SHE Report) of the Monthly
Construction Progress Report.
4.3.5 The IRO is responsible for preparing Section 4 (Industrial Relations Report) of
the Monthly Construction Progress Report.
4.3.6 The MC is responsible for preparing Section 5 (Materials) of the Monthly
Construction Progress Report.
4.3.7 When requested by the PM, additional information may be required to suit
individual Client's requirements. This information will be included in the relevant
section or in Section 6 (Additional Information).

4.3.8 After the Monthly Construction Report has been compiled by the PCE and
approved by the RSM, it will be sent to the PM with a copy to the MOC for
inclusion in the Monthly Project Report in accordance with OPR/OPD/383.
4.4 Subcontractor's Progress Reports

4.4.1 All Company subcontractors are required to report their progress in
accordance with the format outlined in the Contract.

4.4.2 The cut-off date for progress measurement will be close of activities each
Thursday, unless by prior agreement with the MOC/RSM.
4.4.3 Each subcontractor is responsible for preparing the weekly progress
measurements in the required format by midday each Friday for issue to the
Company.

4.5 Company Construction Reporting Format
4.5.1 The Company Reporting Format will be developed from the original
Construction Estimate carried out by CSOB using the Construction Control
Program (COPR) in accordance with OPR/CSOB/375.
4.5.2 The Project Planning Engineer (PPL) will use the COPR format as the basis for
the Construction element of the overall project schedule supported by the CC.
4.5.3 The CC will evaluate the Construction element of the project schedule using the
Company Standard Norms with COPR and the CSOB Statistical Data Bank.
4.5.4 The CC/PPL are responsible for outlining the required Construction Reporting
format for each subcontract package in accordance with COP/CSOB/2506 so
that each subcontractor produces the information in a format that supports the
Company requirements for progress reporting and collection of statistical data.
4.6 Subcontractor's Construction Programme

4.6.1 After award of subcontract, the subcontractor is required to produce a
detailed Construction Programme for the complete scope of the work as
outlined in the contract.

4.6.2 The format for the subcontractor's construction programme will be outlined in
detail in each contract and will include the following items:
a) Detailed breakdown of reporting requirements by type of activity.
b) Overall Barchart by activity, highlighting Construction milestones.
c) Planned weekly and cumulative progress.
d) Planned weekly and cumulative manhours.
e) Manpower Histogram developed from the barchart.
f) Planned 'S' Curve developed from the barchart.
g) Special requirements for use of computer software packages.
h) Method of data transfer.

4.6.3 The Subcontractor's Construction Programme will be developed by using the
known information available at Contract Award within the time period outlined
in the Contract.
4.6.4 The Subcontractor's Construction Programme will be reviewed by the
RSM/PPL/DS within one week of issue by the subcontractor. All
comments/approvals must be recorded in writing by the RSM/PPL.

4.6.5 After each Subcontractors' Programme has been approved by the RSM, a
copy will be issued to the CC/PPL.

WEEKLY CONSTRUCTION PROGRESS REPORT FORMAT
SECTION 1 : SHE REPORT

This section will be prepared by the SO and will cover the Weekly Accident/Incident statistics and
frequency rates for the project. Status of each subcontractors SHE plans will be recorded at each
meeting until approved by the Company.
SECTION 2 : WEATHER CONDITIONS
This section will be prepared by the SO and will cover the daily weather conditions at site for the Weekly
Construction Reports reporting period.
SECTION 3 : ENGINEERING
This section will be prepared by the FEM and will cover the receipt of engineering documents and
drawings to support the overall project/construction schedule. The FEM will highlight problem areas/late
issue of documents/drawings.
SECTION 4 : MATERIALS
This section will be prepared by the MC tabulating materials received by purchase order and highlighting
material delivery slippages that may have an impact on construction.
SECTION 5 : MANPOWER
This section will be prepared by the PE tabulating each subcontractors weekly indirect and direct labour
on site (planned and actual).

SECTION 6 : PROGRESS
This section will be prepared by the PE tabulating each subcontractors weekly and overall progress on
site (planned and actual), including the overall site progress. Status of each subcontractor construction
programme will be recorded at each meeting until approved by the Company.

SECTION 7 : CONSTRUCTION REPORT
This section will be prepared by the RSM, in conjunction with the PCE and will cover each
subcontractors weekly achievements on site and highlight milestones achieved and any problem areas.
Status of each subcontractors construction quality plans will be recorded at each meeting until approved
by the Company.
SECTION 8 : INDUSTRIAL RELATIONS
This section will be prepared by the IRO highlighting on site labour relations and areas of concern.
SECTION 9: AREAS OF CONCERN
This section will be prepared by the RSM and will cover areas of concern that may affect the project.

MONTHLY CONSTRUCTION PROGRESS REPORT FORMAT
SECTION 1 : CONSTRUCTION REPORT
This section will be a written report prepared by the RSM and will cover each subcontractors progress
on site, highlighting major milestones planned and achieved.
SECTION 2 : CONSTRUCTION PROGRESS REPORT
This section will be prepared by the PE and cover each Subcontractor Progress Report extracted from
the Weekly Construction Progress Report at the agreed cut-off date.

SECTION 3 : SHE REPORT
This section will be prepared by the SO as a summary of the Weekly Construction Progress Report,
highlighting achievements and problem areas.
SECTION 4 : INDUSTRIAL RELATIONS REPORT
This section will be prepared by the IRO as a summary of the Weekly Construction Progress Report,
highlighting achievements and problem areas.
SECTION 5 : MATERIALS
This section will be prepared by the MC as a summary of the Weekly Construction Progress Report,
highlighting achievements and problem areas.
SECTION 6 : ADDITIONAL INFORMATION
This section will cover additional information required by individual Clients on a project by project basis
as required by the PM.
