DEVELOPMENT OF A K-12 SPECIAL PROGRAM IN SPORTS
IN DULAG NATIONAL HIGH SCHOOL


I. VISION

The Special Program in Sports aims not only to develop the talents of the youth
in sports but also in the areas of leadership and good sportsmanship. Through intensive
athletic training balanced with stringent requirement of academic excellence, Dulag
National High School hope to develop athletes of tomorrow, who will conquer local and
international sports competitions.

II. MISSION
To provide quality experiences to students of DNHS through instruction in basic
skills required to be successful in the major discipline and to develop positive
characteristics of integrity, good sportsmanship, character, commitment and
competitive desires in athletes.

III. BACKGROUND OF THE PROGRAM
a. Program Profile
The Special Program in Sports (SPS) is in line with the efforts of the
Department of Education (DepEd) to institutionalize a program that will
identify/discover students with potential talent in sports and hone their skills for
higher levels of athletic competitions. The SPS was piloted in fifteen (15) schools
nationwide for a period of four (4) years and is now offered to other schools for
adoption.
The Special Program in Sports (SPS) was originally conceived to address
the needs of talented students in the different sports discipline, hence, it aims to
identify and create a pool of athletes who will be trained to compete in national
and international sports competitions.
However, in the course of the progress of the program, there is a
paradigm shift, elevating it to a higher degree of social relevance. Under the K-
12, the program now is envisioned to make the SPS graduates job ready in the
field of sports and related areas or go for higher learning.
Dulag National High School is a public general secondary school that
offers education to the high school population of Dulag and nearby
municipalities. The DNHS being a pilot school is in its 4
th
year in the program
completing one section from Grade 7, Grade 8, Third Year and Fourth Year with
more than 30 students per class.
The SPS is open to all Filipino high school age students who has the
potentials/skills in more than one of the school sports offered ; have participated
in a sports competition as attested by the school principal and must pass the
Physical Fitness-Sports Talent Identification and Skills Tests. The students
admitted to the SPS shall form a separate section/class from the regular class
program.
The school must have a track record of winning in sports competitions for
the past three years and a standard equipment and facilities of the selected
sports being offered within the community that the school can use.
b. Problem Identification
1. The current situation in sports performance of athletes in the Fourth
Year Level of DNHS showed that they are qualifiers for Palarong Pambansa but
hardly qualify for the medals. They are selected as Gold or Silver medalist during
the EVRAA.
2. The school has no playing area or athletic grounds. The one used is
that of the Dulag Central School with a 400 meters oval. This is one of the
problems encountered in terms of standard facilities and equipment.
3. There is no sustained financial subsidy for this Special Program in
Sports (SPS) in DNHS. We receive a one time subsidy of P 500,000.00 last 2010
for management of the program but this is not sustained.
c. Organizational Structure
1. The School Principal
The principal chairs in the monitoring and evaluation of the
program. The principal shall allocate and utilize the financial subsidy
provided by the DepEd Central Office by item of expenditure and the
responsibility and accountability to submit all financial reports.
2. The Head Teacher in MAPEH
Supervise and monitor the implementation of the program.
3. The MAPEH Teachers
The teachers ranging from T-1 to MT-2 do the duties and
responsibilities of teachers. Teachers must have a sound knowledge of
the sport and can be applied in the day-to-day training of a team or
individual athletes. He should display dedication to the task, which have a
positive effect on the athletes.
4. The Students
Our more than 140 SPS students enrolled this school year is
manned by competent teachers in P.E.. They are the focus of the
concerted efforts of the administration and personnel with the
stakeholders.

5. The PTA-LGU-NGO-& SGC
The school head together with personnel and faculty of DNHS in
coordination with the stakeholder, GPTA, LGU, NGOs and SGC provides a
forum for parents, students, teachers, community stakeholders and
school head to work together towards continuously improving student
learning outcomes.


IV. GOAL SETTING
To institutionalize a program that will identify and hone skills of students with
potentials in sports that will compete for higher levels of athletic competitions.
V. OBJECTIVES
The Special Program in Sports aims to:
1. Identify talented athletes who shall be trained to compete in National
and International Competition
2. Enhance skills of students in sports
3. Produce athletes imbued with healthy attitude who can contribute to
the promotion of sports in the country
4. To make SPS graduates job ready in the field of sports and selected
areas or go for higher learning
