AN ACT REQUIRING ALL ELEMENTARY AND SECONDARY SCHOOLS TO ADOPT POLICIES
TO PREVENT AND ADDRESS THE ACTS OF BULLYING IN THEIR INSTITUTIONS
Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
SECTION 1. Short Title. This Act shall be known as the Anti-Bullin! Act o" #$1%&.

SEC. 9. #echanisms to Address Bullying. The school )(inci)al o( an )e(son who hol,s a co-)a(able (ole
shall be (es)onsible "o( the i-)le-entation an, o+e(si!ht o" )olicies inten,e, to a,,(ess bullin!.
An -e-be( o" the school a,-inist(ation* stu,ent* )a(ent o( +oluntee( shall i--e,iatel (e)o(t an instance o"
bullin! o( act o" (etaliation witnesse,* o( that has co-e to one2s attention* to the school )(inci)al o( school

SEC. :. Reporting Re$uirement All schools shall in"o(- thei( (es)ecti+e schools ,i+ision su)e(inten,ents in
w(itin! about the anti-bullin! )olicies "o(-ulate, within si. 4>5 -onths "(o- the e""ecti+it o" this Act. Such
noti"ication shall likewise be an a,-inist(ati+e (e7ui(e-ent )(io( to the o)e(ation o" new schools.
Be!innin! with the school ea( a"te( the e""ecti+it o" this Act* an, e+e( "i(st week o" the sta(t o" the school
ea( the(ea"te(* schools shall sub-it a (e)o(t to thei( (es)ecti+e schools ,i+ision su)e(inten,ents all (ele+ant
in"o(-ation an, statistics on acts o" bullin! o( (etaliation. The schools ,i+ision su)e(inten,ents shall co-)ile
these ,ata an, (e)o(t the sa-e to the Sec(eta( o" the <e)E< who shall likewise "o(-all t(ans-it a
co-)(ehensi+e (e)o(t to the Co--ittee on Basic E,ucation o" both the ?ouse o" 8e)(esentati+es an, the
Senate.
SEC. >. Sanction for %oncompliance. In the (ules an, (e!ulations to be i-)le-ente, )u(suant to this Act* the
Sec(eta( o" the <e)E< shall )(esc(ibe the a))(o)(iate a,-inist(ati+e sanctions on school a,-inist(ato(s who
shall "ail to co-)l with the (e7ui(e-ents un,e( this Act. In a,,ition the(eto* e((in! )(i+ate schools shall
likewise su""e( the )enalt o" sus)ension o" thei( )e(-its to o)e(ate.
SEC. @. &mplementing Rules and Regulations. Aithin ninet 4B$5 ,as "(o- the e""ecti+it o" this Act* the
<e)E< shall )(o-ul!ate the necessa( (ules an, (e!ulations to i-)le-ent the )(o+isions o" this Act.
SEC. C. Separability Clause. I"* "o( an (eason* an )(o+ision o" this Act is ,ecla(e, to be unconstitutional o(
in+ali,* the othe( sections o( )(o+isions he(eo" which a(e not a""ecte, the(eb shall continue to be in "ull "o(ce
o( e""ect.
SEC. B. Repealing Clause. All laws* ,ec(ees* o(,e(s* (ules an, (e!ulations o( )a(ts the(eo" which a(e
inconsistent with o( cont(a( to the )(o+isions o" this Act a(e he(eb (e)eale,* a-en,e, o( -o,i"ie,
acco(,in!l.
SEC. 1$. 'ffectivity. This Act shall take e""ect "i"teen 41:5 ,as a"te( its )ublication in at least two 4#5 national
news)a)e(s o" !ene(al ci(culation.
